- **The tax rate is not the tax.** $133.00 per $1,000 in the 1969 report, $14.36 in FY2025, and each big fall sits beside a report recording a revaluation.

- **A town manager took 33 years**, from the first study recommending one (1966) to the charter that created the post (1999).

### The tax rate, and the three revaluations

The rate each edition prints on its fact page, per $1,000 of assessed value. Until the 1990 edition the page prints a bare rate; from then it names the fiscal year it applies to, usually the next one. The falls:

The chart leaves those out rather than choose, and draws only the census counts: the town’s own yearly census is a different count and is in the table only.

The Treasurer printed a then-and-now table twice, in [1961 report, p. 15](/docs/town-annual-reports/docs/4548-1961-annual-town-report.pdf#page=15) and [1991 report, p. 30](/docs/town-annual-reports/docs/4490-1991-annual-town-report.pdf#page=30), and the second reprints the first’s figures as its THEN column, so the two chain: population 3,906 (1951), 6,334 (1961), 8,987 (1991); persons on the town payroll 146, 321, 411.

The rosters print 84 names in 1959 and 232 in 2025. A count of printed names, not a staffing level: no roster states hours or FTE, some years print only part of the district, and 4 editions have no roster we hold (1976, 1986, 1987, 1994).

The charter was Question 2 on the ballot headed “ANNUAL TOWN ELECTION - SATURDAY MAY 1, 1999” ([1999 report, p. 80](/docs/town-annual-reports/docs/4525-1999-annual-town-report.pdf#page=80)): YES 422, NO 150, precinct by precinct 162, 117, 122, 21 against 57, 43, 44, 6, and the precincts sum to the printed totals. The fact page’s *Type of government* line reads “Town Meeting” until the [2005 report, p. 4](/docs/town-annual-reports/docs/4513-2005-annual-town-report.pdf#page=4), which first prints “Open Town Meeting”.

**One name, two careers.** Matched on name alone, Genevieve Nass would top that table at 42 years. The rosters print the name from 1961 ([1961 report, p. 119](/docs/town-annual-reports/docs/4548-1961-annual-town-report.pdf#page=119), “Substitute (School Cafeteria Substitutes)”) to 1981 ([1981 report, p. 78](/docs/town-annual-reports/docs/4503-1981-annual-town-report.pdf#page=78), “Cook/Manager”); it is then absent from 14 rosters in a row, and returns in 1999 ([1999 report, p. 43](/docs/town-annual-reports/docs/4525-1999-annual-town-report.pdf#page=43)) under “Phys. Ed.”, last printed in 2003. Whether that is one person this archive cannot say, which is why a run breaks on a long absence.

**The first aide.** Dorothy Hillman, [1970 report, p. 112](/docs/town-annual-reports/docs/4492-1970-annual-town-report.pdf#page=112): “Teacher Aide for Perceptually Handicapped Program”. The 2025 roster prints 52 entries classified as paraprofessional.

## Then and now

**1910 against 1960**, a table the Assessors printed in [1960 report, p. 9](/docs/town-annual-reports/docs/4551-1960-annual-town-report.pdf#page=9): tax rate $15.00 and $71.50 per $1,000; dwelling houses 430 and 1,734; people assessed a poll tax 381 and 1,844. 1960 also counts 452 camps -- seasonal houses, not lived in year-round -- and 46 trailers, which 1910 does not. Real estate was valued at $1,074,296 and $9,272,790; the motor vehicle excise brought in $111,623 in 1960 and is printed “None” for 1910. The same page: “"How much will my valuation be increased if I landscape my lot, or paint my house?" The answer is that no increase is ever made for these reasons.”

**Building permits**: 369 in 1961 and 201 in 1991, by the same Treasurer’s tables.

**School lunch, 1959**: 126,016 Type A lunches at 25 cents each over the school year ([1959 report, p. 111](/docs/town-annual-reports/docs/4550-1959-annual-town-report.pdf#page=111)). The printed total equals the sum of the ten months, 126,016.

**The levy**: $251,843 raised by taxation in 1950 at a rate of $52.00 ([1968 report, p. 11](/docs/town-annual-reports/docs/4511-1968-annual-town-report.pdf#page=11)), and $17,427,297 levied in FY2010 at $14.20 ([2010 report, p. 13](/docs/town-annual-reports/docs/4518-2010-annual-town-report.pdf#page=13)). Nominal dollars, and two different assessment bases.

## Did you know

**The tie of 1959.** The race for Selectman at the March election was printed as 853 to 853, “Original Count Before Recount” ([1959 report, p. 58](/docs/town-annual-reports/docs/4550-1959-annual-town-report.pdf#page=58)). A special election on May 16 settled it: Howard A. Hamel 1,238, Eino O. Toko 1,216, blanks 3 ([1959 report, p. 63](/docs/town-annual-reports/docs/4550-1959-annual-town-report.pdf#page=63)). The Selectmen: “Due to the unprecedented tie vote for the office of Selectman, the recount, and then a special election to fill the vacancy, your Board was without its full membership until the middle of May.” ([1959 report, p. 6](/docs/town-annual-reports/docs/4550-1959-annual-town-report.pdf#page=6)) And: “Even mother nature conspired against us, bringing one of the rainiest years on record.”

**The Town Clerk’s decade.** The 1959 report charts births, marriages and deaths recorded from 1950 ([1959 report, p. 10](/docs/town-annual-reports/docs/4550-1959-annual-town-report.pdf#page=10); the last column “As of February 3, 1960”):

**The town office in 1959** issued 607 dog licences and 662 fish and game licences ([1959 report, p. 11](/docs/town-annual-reports/docs/4550-1959-annual-town-report.pdf#page=11)). **The 1959 fact page**: settled 1718, incorporated August 1, 1728, “It is about 47 miles from Boston”, and “Elevation at Town Hall: Approximately 570' above mean sea level” ([1959 report, p. 4](/docs/town-annual-reports/docs/4550-1959-annual-town-report.pdf#page=4)). Its list of representatives opens “JOHN F. KENNEDY, Boston” ([1959 report, p. 7](/docs/town-annual-reports/docs/4550-1959-annual-town-report.pdf#page=7)).

**What a school lunch cost**, by the lunch tables’ own column headers: a student paid 25 cents in 1959 ([1959 report, p. 111](/docs/town-annual-reports/docs/4550-1959-annual-town-report.pdf#page=111)) and 35 cents in 1973 ([1973 report, p. 115](/docs/town-annual-reports/docs/4495-1973-annual-town-report.pdf#page=115)); an adult 35 cents, then 55. Only headers whose cent sign reads cleanly are used.

## What this does not show

- Whether a name on two rosters is one person. The rosters print names, not employee numbers.
- Hire and retirement dates. A run is first and last appearance in the reports we hold.
- Any comparison in real dollars. The price index held here starts in 1990.
- What a household paid in tax in any year before the reports printed an average bill.
- Staffing levels. A roster line is a name, with no hours and no funding source.
- The years the archive has no report for, and the pages our reading did not yield.
