 LUNENBURG BOARD OF HEALTH 
MEETING MINUTES 
Monday, May 4, 2026 
 
The Board of Health met at 4:30 pm at the Ritter Memorial Building  
 
Members Present:  Matt Proctor, Lorraine Rudd, Nick Pirro and Perry Jewell.

BURRAGE STREET 
 
Sharon Jordan requested time on our agenda to discuss the Penniman property on Burrage Street.  Mrs. 
Jordan is unwell so Mr. Scott Doucette, a neighbor is present in her place.   Also present were Laur en 
Passerelli Eric Powell and Kim Duffy. 
 
Mr. Doucette read a letter Mrs. Jordan sent to neighbors in April 2026 stating concerns about the 
development of the Penniman property on Burrage Street.  There was a request to include this  property 
in the Lunenburg Water district, which was denied. 
 
There are 2 monitoring wells on the property currently that cannot be converted to drinking water wells 
without the approval of either Nashoba Associates Boards of Health of the Lunenburg Board of Health.  
At this time, nothing has changed and approval will not be given.  The applicant can apply through DEP, 
which request has been denied in the past.   
 
Chairman Proctor explained some of the history of this property as well as the understanding t hat this 
property can stay in its present undisturbed form as a meadow or open space but development would 
require DEP clearance. 
 
In order for any project to move forward, outside analysis would have to take place which would be paid 
for by the contractor. 
 
The parties present had no further questions. 
 
Having no further business and on motion by Rudd and second by Fortin  the meeting was adjo urned 
at 5:30 pm.  All in favor.
