Call to Order: Meeting called to order 6:07pm
2. Attending: Chair Rob Bowen, Nancy Gray, Cathy Hennessy, Kathryn Herrick

Review of Bylaws & Charter - (reviewed Articles VI through IX)
a. Rob - Chair spoke with Police Chief Marino - need most, maybe not Section 3. Jack
will look at and building on vacation. Rob will talk to Building Inspector (Mike)
concerning Sections 8 & 13 in Article V.
b. The letter to Departments did not get disseminated until this evening.
c. Articie II, Section 8 - covered by COl - no changes
d. Kathy - shared info about Steve's No to masses posting agendas and about Accela
program.

e. Motion made by Cathy, seconded by Nancy to add in between 1' and 2nd
paragraph
of Article II, Section 1 the following, " minutes must be approved in 30 days and
periodic review of executive sessiongquarterly". Voted by all
f. Article VI - question about our law or state law, is it necessary and what is the Town
Manager's thoughts? Po Repeal
g. Article VIl - Leave alone.
h. Article IX:
i. Section 8 - Boating Laws - question about age requirement
ii. Section 11 - Need to speak to Land Use Director
ill. Section 12 & 13 - questioned who makes appointments
iv. Section 17 - question about a recent change (Peddler's license)
v. Section 20 - question about Grandfathered in?
vi. Change 23A to 24
i. Plan to finish review
j. Recommend Article #'s for November 2015 STM Bulletin
k. Next meeting April 28, 2016
