Approval of Minutes: The Committee tabled until next meeting 4. The Committee reviewed the FY21-FY25 Capital Plan requests with the Fire and Police Chiefs For FY21 the Fire Department has requested: 1. $55,000 to equip one of the ambulances to the Paramedic Level. This includes $32,000 for a cardiac monitor/defibrillator, $10,000 for ancillary equipment for cardiac monitor, $9,300 for controlled access pharmaceutical dispenser, $3,500 for initial outlay for paramedic level required medications. 2. $115,000 to replace the remaining Self-Contained Breathing Apparatus. The Town received an earmark in FY20 for $100,000 to replace ½ of the Self-Contained Breathing Apparatus inventory; this would complete the entire replacement of inventory and by replacing the rest of the units in FY21 it will keep all units uniform for interoperability. 3. Due to the $100,000 earmark for Self-Contained Breathing Apparatus in FY20, Capital Request #FD17-05-A in the amount of $156,000 will be removed from the Capital Plan. 4. The Fire Chief requested Capital Request #FD17-06 for Radio Frequency Forced Migration in the amount of $200,000 be removed from the Capital Plan as it is not needed at this time. 5. A new capital request (#FD20-01) was added in FY21 for a Mid-Life Overhaul of Squad 3 in the amount of $65,000. By performing an overhaul of this vehicle, it will prolong the life of this vehicle. For FY 21 the Police Department has requested: 1. $67,000 for Police vehicle, marked, new: The Police Chief reviewed the rotation of vehicles by officers and ===PAGE 2=== efficiency, as public safety vehicles are by the DOER and as a Green Community we are required to meet certain energy standards. The current 2007 Explorer was passed down to the ACO from the Fire Chief when it went out of service and also does not meet the needs of the ACO in transporting animals due to high ground clearance. The ACO mostly uses an old Crown Vic Police Interceptor that is not efficient and is in poor condition. The ACO vehicle needs to be replaced with an energy efficient model to keep our Green Communities status. The Police Chief recommends purchasing a Ford Transit Connect Van with 26 mpg fuel economy, low ground clearance and equipped with emergency light system. 4. $45,000 to replace portable radio equipment: The Radio equipment is on a 5-6 year replacement schedule. The last time portable radios were purchased was FY13. Replacement requested based on age, heavy use, and general wear and tear of equipment. Each radio can cost between $2-6,000. 5. Capital Request #PD16-07 for Bulletproof Vests in the amount of $38,000 was pushed out from FY21 to FY22 and reduced to $32,000. 6. Capital Request #PD17-03 for Tasers for $18,000 was recommended to be removed by the Police Chief. The batteries have been replaced periodically for the tasers purchased in 2013 and should be usable until 2023. 7. A total of 23 other new requests were added to the Police Department's capital plan. These include cruiser replacements out to 2030, duty gear, taser replacements, portable radios, bulletproof vests, handguns, and a traffic data recording system replacement. 5. Other Business/Action Items: None 6. Next Meeting is November 19 at 5:00 p.m. at Town Hall. 7. Public Comment: Ms. Lisio expressed the need to prioritize capital requests with safety issues first then approve requests that would benefit a large part of the community. This feedback was based on her discussions with other members of the Town of Lunenburg. One of the members stated that safety has been a deciding factor when approving capital requests. 8. Meeting adjournment at 6:20 p.m. RECEIVED & FILED JAN 22 2020 LUNENRURG TOWN CLERA OFFICE
