Public Comment a. CPC Members No member comments. b. Public Rhonda Lisio- 181 reservoir road- Rhonda addresses the problems with drainage wells on her street. Rhonda agrees that the project does not meet capital planning criteria, but the town made an error in 2016 when an asphalt berm was added at the beginning of the driveway and on the opposite side of the street. Since this was added water is now funneled down to her property and increased the water table. Tom Alonzo agrees there has been additional support from neighbors. Matt Brenner states that Stormwater has more stringent policy’s/bylaws within the past few years. There is a suggestion that Stormwater and the planning board meet to discuss. 3. Presentation of Capital Planning Requests: School Department Speakers present: Dr. Kathleen Burnham, Business Manager Michael Cassidy, Director of Facilities and Grounds Eric Hevy. The presentation was split into 10-year plans by building. Lunenburg Middle High School 1. Turf field, site survey and drainage improvements. There is consistent damage from heavy rain to the field and structures. Will be split into 4 phases: a. Phase 1: Initial assessment that is being funded through ARPA funding: $50,000 b. Phase 2 FY 25: Detailed engineering survey with recommendations: $200,000 c. Phase 3 FY 26: Extensive rehabilitation and construction projects recommend from the feasibility study: $300,000 d. Phase 4 FY 27: Additional extensive rehabilitation and construction projects recommend from the feasibility study: 1.2 million ===PAGE 2=== Turkey Hill Elementary School FY 25: Study for renovations, assessments, and schematic design: $275,000 FY 26: Complete window replacement (plans only): $290,000 FY 26: Update classroom technology: $40,000 FY 27: New roof: $625,000 FY 30: HVAC building wide upgrade: $4.349 million FY 31: Fire suppression system (currently doesn’t exist): $2.615 million - Currently there is no fire suppression system in the building. FY 31: Tile floor replacement: $225,000 FY 31 Plumbing upgrades building wide: $261,882 - Annual water testing is flagging elevated lead levels. Primary School FY 25: Designer service for playground equipment: $30,000 FY 25: Feasibility study for entry and driveway expansion: $30,000 FY 25: Classroom AC units’ Phase 2: $160,000 FY 26: Gas condensing boilers (plans only): $30,000 FY 27: Age appropriate and accessible playground equipment: $170,000 FY 27: Driveway and parking expansion: $175,000 All Schools FY 25: Installation of 3M window safety film totaling: $130,000 - Primary School: $38,120 - Turkey Hill Elementary: $33,569 - Middle High School: $42,618 FY 25: Replace 1-ton dump truck with plow for maintenance and grounds: $74,500 FY 27: Replace ¾ ton or 1-ton pickup truck with plow: $72,000 FY 29: 13-person passenger van for athletics, student groups and misc. use.: $40,000 FY 33: Replace lawnmower: $55,000 Questions • During a tour of Turkey Hill Elementary School Matt Brenner noted that classrooms only have 2 electrical outlets per classroom. Matt Brenner questions if the current electrical infrastructure can be implemented regarding updates to the technology in the classrooms. • The board inquires if there are any grants available. Dr. Kathleen Burnham confirms there may be grants through MSBA program, but funding can be competitive based on the submissions each year. 4. Discussion of Capital Planning Requests There was no additional discussion regarding capital planning requests. 5. Approval of Minutes (of October 23, 2023, meeting) ===PAGE 3=== Motion to approve minutes from the October 23, 2023, meeting by Peter Beardmore, seconded by Chris Menard. Vote 4 to 1. 6. Action Items for Next Meeting Tom Alonzo requests that each member send him an email with what other committees they are on to better scheduled without conflict. 7. Confirm Subsequent CPC Meetings (Date, Time and Location) The next meeting is scheduled for November 29th at 6 PM for the Facilities presentation. 8. Public Comment a.
