===PAGE 1=== Town of Lunenburg GREEN COMMUNITIES COMMITTEE Lunenburg, MA 01462 David Blatt, Chair David Passios, Vice Chair Kim Duffy, Clerk Matt Snyder, Member Chris Holden, Member Meeting Minutes GREEN COMMUNITIES COMMITTEE Monday, August 19, 2024 6:30pm Zoom (Virtual) Meeting Attendance: Members Present (Virtually via Zoom): David Blatt, David Passios, Kim Duffy, Chris Holden Call to Order: 6:33 pm Agenda Discussion Review and Approve Pending Meeting Minutes Meeting minutes from July 15, 2024 approved by 4-0 roll-call vote (David Passios, Chris Holden, Kim Duffy, David Blatt). Public Comment Tyler Proteau (84 Robbs Hill Road) presents Styrofoam improvement proposal plan via slide deck. Current recycling issues (provided by Harvey). Harvey separates waste, unknown final location of expanded polystyrene (styrofoam). 35% of landfills are Styrofoam. Possible improvement (Federal, state, local funding possible, more research needed. 100k state funding likely eligible): Create styrofoam collection points to recycle styrofoam. Requires community education/outreach. David Blatt: What is the collection point? Tyler: Could be large bins, or a drop-off point at school, public safety building. Chris: Would we use the town trash bags for these? Tyler: Different bags, or just the materials David Blatt: Would we bring it to the recycling company, or would they pick it up? Tyler: Likely bring it, unless grant available Kim Duffy: Concerns include creating large enough scale for citizens to use, reliable company that ensures recycling. Home-compostable materials vs facility- compostable materials for utensils, etc. Dave Passios: Where is the closest facility? Tyler: Worcester, MA or Leicester, MA Dave Blatt: Previously the town had a cardboard dumpster that kept the materials from blowing away. Also interested in large scale, pickup at a location for styrofoam recycling. Dave Passios: Recommends finding a successfully implemented styrofoam recycling plan in another town or contact Hannaford or other local business Fall Grant Process Pump stations have a ROI too long for incentives (>100 years) Refrigeration units (Elementary, High, Turkey Hill): < 3 year ROI, but only $11k 2 Police Hybrid cruisers ($10k) Facilities Training ($10k) Chris Holden: Is there a committee that can require projects to retrieve funding if ===PAGE 2=== eligible? Dave Passios: Capital Planning David Blatt: School Committee For heat pumps/mini splits for schools-- Needs: 1. Decision/commitment from town on how we want the heat pumps to work (heating and cooling, just cooling?) If aligns with program, then Kelly from GCC can help. $225k possible. 2. Company name that did energy assessment 3. Weatherization assessment 4. Energy savings data for heating 5. Utility incentives (they might have control preferences) - they could have cooling and heating incentives Conclusion: Will apply for Fall grant program with smaller projects for 2024 Kim to create an info sheet for what is needed for projects. Draft, review with Kelly. Outreach program to increase community awareness Green Communities Committee Facebook Page informational posts on-going.
