SPECIAL MEETING
MINUTES
April 22, 2024
Proper notice having been posted,  the Commission held a special meeting to discuss an Open Meeting Law 
C omplaint filed by Mr. Chris Menard March 8, 2024. Chairman Richard McGrath called the meeting to order at
3:00 p.m. April 22, 2024 at the headquarters of the Lunenburg Historical Society, Inc., 10 School Street, 
Lunenburg, Massachusetts.  Present were Mr. McGrath, C. William Lakso, Jennifer L. Sanderson,  and Megan 
Lordan.  Absent was Kevin Boussom .  Attorney
Steven Chaplin represented Town Counsel.
Chairman McGrath stated that discussing the complaint in open session would have a detrimental effect on the 
commission.  On motion regularly made by Ms. Sanderson  and seconded by Ms. Lordan,  the Commission 
unanimously voted to meet in executive session. 
Mr. McGrath declared the executive session open at 3:05 p.m.
Mr. McGrath closed the executive session at 3:45 p.m. p.m. and declared the meeting open .
On motion regularly made by Mr.  Lakso and seconded by Ms. Sanderson , the Commission unanimously voted: 
To approve the  response to Mr. Menard as prepared by Town Counsel, with copies distributed as required by 
law.
Mention was made relative to a second complaint, filed by Karin Menard, but not received by the Commission 
in time to be included on the agenda for this meeting, and that a second meeting will be needed.
Attorney Chaplin  recommended that members of the Commission review and participate in Open Meeting Law 
training.  He further recommended the Commission not use abbreviations in agendas, and expand on detail of 
listed items.

With respect to five items on the agenda under the category of Old Business, it was regularly moved, seconded,  
and unanimously voted to defer discussion, since all had been on the agenda for the April 4 meeting, and will 
appear on the scheduled meeting for May, 2024.
With no further business at hand, the meeting was adjourned.
