Members Present: Paula Bertram (Board of Selectmen), Brandon Kibbe (Open Space Ad Hoc
Committee), Jean-Joseph Cote (Conservation Commission)
Members Absent: Emerick Bakaysa (Planning Board)
Meeting Called to Order: 5:43pm
1. The committee reviewed and approved executive session minutes from 3/13/14
meeting.
2. Brandon Kibbe reviewed LAND Grant program requirements. Letter to request records
review from MA NHESP reviewed and signed by committee members. Appraisal bids
were due at 4pm on 3/20/14; final bidders and bid prices not known at time of meeting.
3. Paula Bertram reported on her visit with the Finance Committee on 3/13/14.
Committee reviewed finance strategies presented by Town Manager. Due to timing and
grant reimbursement, committee recommends short term borrowing only for FY'15
until grant reimbursement is made.
Committee also recommends longer-term
borrowing for permanent financing than the 5 years presented by Town Manager due to
the nature of the asset being acquired
4. Discussion of public education strategies with members of the public present at the
meeting. Committee discussed various outlets for getting information out to voters.
Nashua River Watershed Association agreed to assist with public education.
5. Next meeting of the Open Space Acquisition Advisory Team scheduled for March 27,
2014, 5:30pm, at the Ritter Memorial Building.
