PACC	Special	Meeting	Minutes	Monday	November	3rd,	2025	Sudolnik	Conference	Room,	Lunenburg	Town	Library.		Roll	call:	1. Meeting	was	called	to	order	at	6:01pm.	2. Manager:	Jo	Toale		Public	Comments:	-	None		Committee	Comments:	-	None		Communications:	-	None		Minutes:	-		• Motion	to	accept	10/6/2025	minutes	as	amended	• 	(B.Vienneau,	2nd	S.Archambault),	passed.		Manager’s	Report:		• Comcast	issue	end	of	Oct.	Fixed.	• Public	Channel	#9	has	shown	significant	growth	(60	programs).	• Recorded	Council	on	Aging	–	everyone	did	a	great	job.	• Recorded	a	new	show	–	“Book	Club”	• Spent	time	on	day-to-day	administrative	tasks,	including	preparing	the	FY27	PAC	Budget	• Finished	moving	into	the	new	area	–storage	issues.	• Current	balance	$1,066,845.77	• Local	programing	at	60%	-	goal	is	70%		FY27	Budget:	(see	handout	for	details)	• Created	for	Tri-Board	presentation.	• PAC	Mission	• PAC	Accomplishments	• Listed	channel	8’s	Gov’t	meetings	covered	• Listed	public	ch	9	and	educational	ch22	programs	• Social	Media	growth	update	• Reviewed	Financial	information	o Income	sources	o Franchise	Fees	o Actual/Predicted	Comcast	Fee	Income	o Investment	Income	o Overview	of	anticipated	income	o Budget	request	o Issues	affecting	the	FY27	budget	o Review	of	Financial	strategy

o Discussion	concerning	“An	Act	to	Modernize	Funding	for	Community	Media”	o Motion	(F.Beall,	2nd	B.Vienneau),	To	approve	having	J.Toale	present	the	PAC	FY27	budget	proposal	as	amended	to	the	Tri-Board	committee	–	passed	PACC	By-Law	Review:	• Motion	(S.Archambault,	2nd	F.Beall),	To	send	the	amended	PACC	By-Laws	to	the	Town	By-Law	Rerview	Committee		Master	Plan:		• It	was	reported	at	the	latest	Master	Plan	meeting	that	PACC’s	info	was	not	received.	S.Walker	sent	in	the	info	and	received	a	thank	you	reply.	S.Walker	will	double	check	that	the	information	was	received.		Studio	Space:	• As	reported	in	manager’s	report	–	storage	issues		Cable	Advisory:		• No	update	–	S.Archambault	will	contact	Town	Hall	and	ask	for	an	update	on	dates	and	timeline.		Enterprise	Fund:		• As	of	9/30.25	there	is	$796,305.37	in	the	account		PAC	Policy	:		• S.Archambault	will	bring	hard	copies,	to	the	next	meeting,	of	all	relevant	policies	for	review		Next	meeting:		Tuesday,	December	2025,	6:00	pm.
