===OCR macOS Vision=== ===PAGE 1=== Board of Selectmen present: Jamie Toale, Chairman; Damon McQuaid, Vice Chairman; Phyllis Luck, Clerk; Katey Adams, Member The meeting opened at 7:00 PM with the Pledge of Allegiance. Mr. Toale announced in accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel. PUBLIC COMMENT: Ms. Luck stated the Board of Selectmen has chosen to avoid any meaningful discussion on the hiring of an Asst. Town Manager/Human Resourse Director. She expressed concern with creation of a $60,000 per year, part-time managment position with full benefits which the Town Manager stated to the Finance Committee won't save any money, but will create greater efficiencies. Ms. Luck believed a planning process should be in play before undertaking a new hire. She read the list of suggested responsibilities of the new position and asked how many employees are recruited, oriented, hired and fired annually and how many employees leave the town and seek employment elsewhere. In addition, a part-time Parks Director position was added to the budget, to administer programming needs of the Parks Commission and to appoint candidates. She advocated for an earnest discussion of the proposed positions. Ms. Adams stated as we have been questioning the budget and staff positions, we have been criticized for questioning the Town Manager. She looked as asking questions as leading to thoughtfulness and creating solutions and ideas. Is this (the Asst. Town Manager position) where we want to put that money? Mr. Toale responded to the two public comments. What is questionable is the role of the Board of Selectmen in this process. We clearly have a responsibility for the budget as a total and I believe it is our right and obligation to question the budget at a macro level. When we choose to get into details and try to assume what gets done within the operation of the town management, we tend to make generalizations. He stated he was in the HR field for 33 years and it is consistently under-appreciated in terms of the amount of work and responsibility on efficient operation. One of the reasons we don't see more turnover is because we do have a relatively well-run town; because the Town Manager is doing a lot of HR work. Our senior managers are doing a lot of HR work, which is the ideal. But the fact that a professional HR person is to be part of that process is the decision of the organization and is part of a $30+ million budget and when we question down to that level of detail, we are not fulfilling our role as a policy-making board. Dave Passios, 56 Whiting Street, felt like the Board is kicking the can down the road and will be known as the Board that kicked many cans down the road because, "we are not quite sure, or we don't have enough information." Make a decision. Let your Town Manager put forward a budget ===PAGE 2=== Board of Selectmen present: Jamie Toale, Chairman; Damon McQuaid, Vice Chairman; Phyllis Luck, Clerk; Katey Adams, Member The meeting opened at 7:00 PM with the Pledge of Allegiance. We discussed making changes to the program. We would like to change the hourly rate from $10.00 to $12.00. We would like to increase the annual abatement from $1000 to $1500. In addition, we would like to increase the maximum gross income allowed to qualify for the program to $50,000 for a single household and $75,000 for a two person household. We went before the Board of Assessors and they had no problem with that, they had enough money to cover 12 applicants. Right now there are only six people working for the town. Motion: K. Their recommendation for the membership was two Open Space Committee members, one of whom would be by proxy a Planning Board member; one Conservation Commission member, one Finance Committee member, and one member of the Board of Selectmen. Their charge is to explore the possibility of that particular land acquistion that would follow the model as the Lane Property (Holman Street) acquisition. They will bring forward a proposal that would go to the Board of Selectmen and town meeting. Ms. Luck will represent the Board. The Open Space Committee recommended Paula Bertram and Brandon Kibbe. Finance Committee member Teri Burchfield has voluteered to serve. The Conservation Commission has proposed two members be appointed with one vote due to scheduling conflicts. They would like Richard Bursch and Ken Jones to share the duties. Discussion ensued about the proposal. Motion: K. Adams 2nd: P. Mr. Toale asked for the individual Town Manager evaluations to be sent to him by April 30. 2. Committee Reports Ms. Luck attended the Annual Meeting of Congress of Lakes and Ponds that had a stormwater focus this year. She saw several residents from Hickory Hills in attendance to learn what they might do to combat pollution via stormwater in our lakes and streams. There was also a representative from the Conservation Commission in attendance. It was a very worthwhile day. Mr. Toale reported he would attend the MMPO meeting tomorrow where the upcoming TIP will be reviewed. OLD BUSINESS 1. Sign Signature page for Annual Town Meeting Warrant Mr. Toale stated it was discovered that one of the warrant articles (#14) was missing before going to print. He presented five warrants for signatures for posting. Upcoming meeting schedule- we are in the process of scheduling the meeting with abutters to the TC Passios Building. This Board has a meeting posted on the morning of annual town meeting. This Board's regular meetings are May 7, 14, 21. He reminded all that May 18" is the annual town election. PUBLIC COMMENT: Ms. Adams noted that articles that were either not recommended or recommended by this Board are being listed as deferred. Mr. Toale stated we agreed at the last meeting while Town Counsel was here, if we voted 2-2, when asked we will say there is no recommendation from the Board of Selectmen. Ms.Adams believed "deferred" is the wrong word to be in the warrant and she chose not to sign the warrants. Motion: D. McQuaid To adjourn the meeting at 7:52 PM 2nd: P. Peterson Executive Assistant to the Town Manager ===PAGE 6=== I'm once again working with the American Cancer Society to help coordinate the annual Bicycles Battling Cancer ride which takes place this year on Sunday, June 9, 2019 and I'm writing to ask for your approval for this charity ride to come through Lunenburg. The selectmen and chief have approved the ride in the past and we would appreciate your continued Bicycles Battling Cancer is an outdoor cycling fundraiser that offers 30, 50, 70, and 100 mile route options to cyclists. The ride starts and ends in Marlborough, MA. This is not a race and cyclists will be told to obey the rules of the road and ride single file. The ride utilizes about 2 miles of Lunenburg roads which are miles 16-18 of the 50, 70 and 100 mile rides (the first 25 miles of these routes are the same; the 30 mile ride does not enter Lunenburg). We are expecting about 200-275 cyclists in these rides and I expect they will be coming through town 8:00am-9:15am. You can see the complete 100 mile route here: https://ridewithgps.com/routes/26476575. For convenience I have attached a map that shows just the Lunenburg roads utilized for the event. Our plan is to mark the course a few days before the event with paper arrow stickers and/or spray chalk. These course markings will wash away in about a week and are essential to effectively and safely guide riders along the course. Please let me know if you approve of the ride and if you require any additional information. Historically, I have been asked to attend the Selectmen meeting and I am happy to do so again if required, but if you're comfortable enough with the event and don't see the need for me to come I won't be offended! ® Thank you in advance for your support.
