What they are doing tonight is introducing themselves and at some point if successful in the permitting process, would negotiate a host community agreement with the Select Board. He has been in consultation with Building Commissioner/Zoning Enforcement Officer Casey and they have a difference of opinion on his analysis of being within 250 feet of a residential use structure located at 48 Youngs Road, which has been empty for 2 years. Ray Morin, owner of 48 Youngs Road, stated the property has been a mixed use residential/commercial use lot since 1948 when his grandparents bought it. It was their primary residence. Since 1988 they have had a lease agreement with the company that leases two rooms for office use. In 2012, his grandmother passed away and the estate was settled in 2019. My aunt had until 2020 to remove the personal belongings of his grandmother but the pandemic postponed that happening. The house is intended to be rented as a residence once everything is removed. The presentation moved on to the security of the facility. Uma Flowers will contract with a professional security and alarm company to design, implement, and monitor a comprehensive security plan to ensure that the facility is a safe and secure environment for employees and the local community and compliant with the Commission's strict security requirements set forth in 935 CMR 500.110. Uma Flowers' state-of-the-art security system will consist of a perimeter alarm on all exit and entry points and perimeter windows, as well as duress, panic, or hold-up alarms connected to local law enforcement for efficient notification and response in the event of a security threat. The system will also include a failure notification system that will immediately alert the executive management team if a system failure occurs. Invitation for Bids: Wereceived general bids for the Public Safety Carport project today. Wereceived two bids; the low bidder was Elite Construction and Design of Fitchburg for a total cost of the project of $298,750 (includes the low bidder price for roofing/flashing). The total cost for this project is approximately $164,000 more than the appropriated amount in the capital article and at this time are recommending not to move forward with this project as this would impact the FY21 and FY22 facilities budget severely. Flat Hill Culvert Update: The DP W Director and I received a comparison of the original preliminary construction cost estimateto the revised construction cost estimate for the Flat Hill Culvert project. A big factor is the unpredictable material and contractor costs that the engineering firm has been seeing lately that impacted the estimated cost for demolition of the existing structure and costs of asphalt, rebar, etc. Dueto COVID and the Texas infrastructure collapse this winter, there have been shortages for various materials and unusually high prices. This may trend downwards, depending on timing of the advertisement for the project but the revised cost estimate is based on today's pricing. This added approximately $67,000 to the estimated costs. The other big factor is the final design includes longer and taller wingwalls to avoid increased fill in the lake and to address the bit of discovered scour at the existing culvert. This in turn required more excavation for the wingwalls and created a closer proximity to abutters, which resulted in some temporary support of excavation. The temporary support of excavation at two of the abutters is required so as not to undermine the shed at the southeast corner and the structure at the south west corner. This added approximately $209,000 to the estimated costs. Due to the increased total cost of the project, this also impacted the 10% contingency amount and increased that by approximately $26,000. As previously stated, the DPW Director and I will work with the engineering firm to submit a Small Bridge Grant application as soon as MassDOT announces they are accepting applications. ===PAGE 5=== 1. Committee Reports: there were none this evening OLD BUSINESS 1. Pay As You Throw Bag Fee and Proposed Increase for FY22 Ms. Lemieux reported from her memorandum: As mentioned in my memorandum to the Board last week, there are two main variables that will impact the cost of the PAYT bags, the estimated number of cases sold for FY 2022 and offering free bags to senior citizens for FY 2022. After reviewing the bag sales for the last three years, the estimate that will be used to project the number of cases sold of the different sized bags for FY 2022 will be based on FY2020 bag sales. Comparing FY2020 bag sales to FY2021 bag sales, there was an 8% increase in cases of small bags sold, a 12% increase in cases of large bags sold, and a 45% increase in cases of extra-large bags sold. Using the more conservative figures will not negatively impact the Solid Waste Enterprise Account. The other variable, providing free bags to senior citizens for FY 2022, required determining the estimated number of senior households in Lunenburg that are not in multi-family complexes that do not receive collection services through the PAYT bag program. The estimate I am using is 2,200 households. My recommendation, if the Board does decide to offer free bags to seniors in Fiscal Year 2022, would be to offer one roll of small bags to each household that is owned or rented by a senior citizen. In order to track the supply, bags would be picked up at the Senior Center. The overall projected cost of this provided an estimated 2,200 affected households would be approximately $40,000 for collection and disposal costs and approximately $5,000 for the bags. The $5,000 could be paid out of the Recycling Dividends Grant funds and the $40,000 would be covered by the projected surplus at the close of FY 2021. ===PAGE 6=== a comparison of the current bag prices and the recommended cost increase for PAYT bags for FY 2022.
