===PAGE 1=== Page 1 of 2 Select Board Meeting Minutes November 13, 2024 Town of Lunenburg Select Board Meeting Minutes Ritter Memorial Conference Room, 960 Mass Ave and via Zoom Wednesday November 13, 2024 Members Present: Caesar Nuzzolo, Michael-Ray Jeffreys, Amanda Moore, Tom Alonzo Also Present: Carter Terenzini, Interim Town Manager Public Comment Participants are listed in the minutes CALL TO ORDER The meeting was called to order at 6:05 PM by Chair Nuzzolo . Chair Nuzzolo noted that it was being recorded and broadcast live on Lunenburg Public Access Channel, Facebook Live, and would be uploaded to the Lunenburg Access YouTube channel. the agenda listed all topics which may be discussed, but not all items listed may be discussed, and other items not listed may be brought up for discussion to the extent permitted by the open meeting law. (Chair did not recite pledge due to Flag not being present in meeting room). PUBLIC COMMENT Glenn McLeod, 436 Reservoir Road:, a resident, addressed the board regarding the previous night's town meeting. He encouraged the board to bring up two issues at the next town meeting: pay and vacation time for new employees. He emphasized the importance of these issues for recruitment. McLeod also suggested obtaining a report on why there was a mass resignation from the Personnel Committee. Action Re: ARPA Reprogramming Chair Nuzzolo began by discussing the reallocation of ARPA funds. He went through the current requests that have money allocated, starting with the municipal building design committee, which came in under $40,000. Member Jeffreys provided an update, stating that interviews were likely to be pushed back to November 20th, with the intention of bringing them under contract by the end of November. other projects: • Water district and Sewer Commission were noted as being all set. • Public exterior envelope had $27,000 remaining. • Procter Memorial Garden was all set with $1 remaining. • Teen room came in at $107,000 according to estimate. • Parks Commission was returning approximately $800,000 out of the $1,000,000 allocated. Mr. Terenzini explained that the Parks Commission project had been broken into multiple phases, and the current allocation would cover 60% design for phases 1 and 2, including cost estimates and public presentations. The board then discussed the Munis web deployment, for which they were waiting on a quote for a two-year contract. ===PAGE 2=== Page 2 of 2 Select Board Meeting Minutes November 13, 2024 Chair Nuzzolo went through several other projects, including IV pumps, furniture for public safety, historical society tree removal, DPW garage floor replacements, and partial roof replacement, DPW Tree Removal, and Council on Aging kiosk and Adirondack chairs. The board then discussed how to reallocate surpluses to cover capital overruns, particularly for the town hall and senior center roofs. Mr. Terenzini explained the need for contingencies in these projects. A motion was made to reallocate surpluses to cover capital overruns: Member Jeffreys moved to reallocate surpluses to cover capital overruns as presented. Tom Alonzo seconded the motion. The motion passed unanimously. (5-0-0) The board then discussed a list of potential projects to fund with the remaining ARPA money. Member Jeffreys proposed a motion to allocate funds for specific items: Member Jeffreys moved for the select board to commit $387,565 of ARPA funds for the purpose of purchasing body camera upgrades for the police department ($45,000), power stretcher and loader ($74,000), replacement of 15 portable radios ($50,000), a stair chair ($23,000), gas powered cement mixer ($4,720), mini excavator ($72,500), trailer for the mini excavator ($14,700), a pickup truck with plow for the school department ($64,780.05), Middle High School window safety film ($26,865), and a fence for the council on aging generator ($12,000). Member Moore Seconded. The motion passed unanimously (5-0-0). The board agreed to revisit the remaining requests and get updated information for their next meeting on Tuesday.
