===PAGE 1=== Page 1 of 4 Select Board Meeting Minutes January 28, 2025 Town of Lunenburg Select Board Meeting Minutes Town Hall, 17 Main Street and via Zoom Tuesday January 28, 2025 Members Present: Caesar Nuzzolo, Amanda Moore, Tom Alonzo, Renee Emkey Also Present: Carter Terenzini, Interim Town Manager Absent: Michael Ray Jeffreys Public Comment Participants are listed in the minutes CALL TO ORDER AND PLEDGE OF ALLEGIANCE Chair Caesar Nuzzolo called the meeting to order and led the Pledge of Allegiance. He noted that the vice chair was unable to attend due to illness. Nuzzolo informed attendees that the meeting was being recorded and broadcast live, and would be uploaded to YouTube after the meeting. PUBLIC COMMENT Board Amanda Moore highlighted the Lunenburg Snow Riders' recent donation efforts for Hurricane Helene victims in North Carolina. The community donated over 30 boxes of winter clothing and bedding in just 7 days. Moore expressed pride in the community's generosity and impact. Tom Alonzo announced an upcoming program at the Council on Aging/Adult Activity Center on Monday at 1 PM. The assessor's office and Board of Assessors will present information on taxes and potential tax relief available for seniors. Public Tim Ialeggio of 318 Page Street expressed frustration with the town violating its own bylaws regarding his Certificate of Compliance (COC) request for 564 Page Street. He detailed multiple instances where he believed the Conservation Commission had not followed proper procedures or timelines. Ialeggio stated he was unable to appeal due to lack of a written denial. Interim Town Manager Carter Terenzini acknowledged some procedural issues and stated that a formal letter was being drafted to rectify the situation. He noted that the bylaw does not specify that failure to respond within 21 days results in constructive approval. Member Alonzo expressed concern about the bylaws being violated and the extended timeline. Chair Nuzzolo requested Ialeggio's contact information to follow up on the matter. George Burden of 39 Cortland Circle raised concerns about false information in police reports regarding his family and lack of access to a Lunenburg Facebook page for residents. He stated his family was trying to protect themselves from being framed and expressed disappointment in the town's response to their concerns. ===PAGE 2=== Page 2 of 4 Select Board Meeting Minutes January 28, 2025 Executive Session Chair Nuzzolo noted that an executive session was on the agenda but asked if any members needed to discuss anything regarding the town manager contract in executive session. No members indicated a need for executive session. Interim Town Manager Report Carter Terenzini presented his final report as Interim Town Manager. Key points included: • Ongoing budget meetings and reorganization efforts • Progress on DPW projects and facility improvements • $200,000 in funding secured from the Smart Growth program • FY26 revenue estimates showing approximately $1,250,000 in new monies • Updates on various town projects and vacancies • Encouragement for residents to apply for Finance Committee and Stormwater Task Force positions CURRENT BUSINESS Potential Vote to Approve Town Manager Contract Chair Nuzzolo reviewed key points of the new Town Manager contract: • Starting salary of $165,000, increasing to $169,125 on July 1st and $173,353 the following year • Term of 29 months • 2.5% annual increases • Revamped performance evaluation process with potential for bonus pay Member Alonzo moved to approve the contract of the new Town Manager, Jennifer Warren-Dyment, for a term to begin February 4, 2025. Member Moore seconded the motion. The motion passed unanimously (4-0-0). Minutes/Warrants/Action Items Regular Session Minutes for November 13, 2024; January 21, 2025 No minutes were added to the drive, so this item was skipped. Member Moore suggested discussing making the agenda-setting process more collaborative and adding a standing item for action item updates. She also proposed enforcing the policy on when agenda items need to be submitted. Chair Nuzzolo agreed to consider these suggestions and discuss them with the incoming Town Manager. COMMITTEE REPORTS Capital Planning Committee: Member Alonzo reported that the Capital Planning Committee was scheduled to meet the following day at 7:30 PM for a Zoom meeting. The expectation was that Interim Town Manager Carter Terenzini would present his prioritization of the budget, which ===PAGE 3=== Page 3 of 4 Select Board Meeting Minutes January 28, 2025 the committee would review and possibly make changes if necessary. Alonzo noted that the committee had not yet seen this prioritization. Stormwater Task Force: Member Emkey provided updates on the Stormwater Task Force, which had met the previous Thursday. The task force was planning to submit an article for the annual town meeting to provide an update about their ongoing considerations. School Committee: Member Emkey noted an article in the Ledger regarding the need for volunteers on the superintendent's screening committee. Carol Archambault and Brian Layton were representing the school committee, and ten additional members from the community were sought. Member Emkey stated that the letters of interest were due that day, with a meeting scheduled for the following night to choose the screening committee members. Additionally, Dr. Burnham presented an overview of current costs and future budget considerations at the last School Committee meeting. Economic Development Committee: Member Moore reported on the Economic Development Committee meeting held on January 23rd. The committee reviewed the meet and greet event from earlier in the year, which had strong attendance from businesses but noted low participation from town committees and departments. The committee focused on increasing volunteer participation and potentially securing town funding for future events. Moore mentioned the goals of streamlining business processes, improving downtown visibility, and crosswalk advocacy, with plans to meet with the Municipal Building Design Committee. An upcoming vendor fair hosted by the Parks Commission and Lunenburg Association was scheduled for May 10th, featuring over 50 local vendors, live music, food trucks, and a dunk tank. The Economic Development Committee planned to host a table at the fair to engage with the community. Upcoming Meeting/Events Schedule February 4th and February 11th Chair Nuzzolo confirmed meetings scheduled for February 4th and 11th, noting that they would decide at the next meeting whether to cancel the February 11th meeting. PUBLIC COMMENT Interim Town Manager Carter Terenzini gave farewell remarks, thanking the Select Board for the opportunity to serve as Interim Town Manager. He highlighted accomplishments during his tenure, including filling vacant positions, committing ARPA funds, and fostering greater employee participation. Terenzini offered advice on various aspects of town governance and shared some words of wisdom. Board members expressed their appreciation for Terenzini's work, particularly in navigating challenging circumstances and managing ARPA funds. He also inquired about the status of questions he had previously submitted to the board. George Burden commented on the burden of public records requests, both for the town and for residents making the requests. He expressed concerns about the town's compliance with public records laws and mentioned his application to volunteer for a town committee. Board Member Moore responded to George Burden's comments, clarifying that her previous email was sent as an individual board member and encouraging him to respond if he had further comments.
