the recording · 0:46 long, about 5,785 words spoken · captions carried this meeting moderately well

The town published minutes (text) and an agenda for this meeting. Those minutes are the record; what follows is a guide to the recording.

The short version

  1. ▶ 22:58The Parks Commission agreed to interview all three Marshall Park design firms on Aug 21, after tallying individual scores for the proposals.
  2. ▶ 22:58The Aug 21 meeting will start at 6:30 instead of 7:00 to leave time for reference-check discussion.
  3. ▶ 20:03The commission took no action on the Beach House sign and asked for more design options; the item returns in October.
  4. ▶ 4:26A roll call vote allowed a resident to plant a tree at McNelly field, with the facilities director approving the final location.
  5. ▶ 45:09After public comment, the commission will ask the town manager what process is needed to use the grant-assistance funds.

Why it matters — our reading

  • Marshall Park is a town park, and the choice of a design firm shapes what is later proposed, funded and brought to residents for a vote.
  • The Beach House sign is on track to be paid for by a local business donation, which would keep its cost off the town's budget, though the design and payment route are not settled.

Watch next

  • Aug 21 meeting at 6:30: interviews of all three Marshall Park design firms.
  • October meeting: the Beach House sign returns with more design options.

Present: Karen (chair (presiding; ran the agenda and the sign presentation)); Tim (member, remote); Christopher Sullivan (member); Anita (member); Chris Ruth (facilities director); Colleen Shapiro (member (absent; scores submitted in advance)). 2 of 6 matched to the board’s posted roster; the rest, in italics, are the caption model’s hearing and may be wrong.

Votes

  1. ▶ 4:26Allow Dan Lincoln to plant a tree at McNelly field, with the final location approved by Chris Ruth. — moved by Karen, as heardpassed (roll call: Karen, Chris, Tim and Anita each voted aye; no opposition heard)

And 1 procedural: adjourn at 7:46 pm. (▶ 45:51).

Against the town’s minutes

The town published minutes (text) for this meeting; ours were compared item by item. 6 agree, 4 caption errors resolved by the official reading, 3 substantive differences. The town’s minutes are a partial record.

  1. differsWho chaired the meeting

recording Karen (chair (presiding; ran the agenda and the sign presentation)); Anita (member)

town’s minutes “a. scheipers stated a resident, dan lincoln asked that he be allowed to work with lakeview landscaping at his expense”

Official lists Anita Scheipers as Chair and Karin Menard as Clerk; ours has Karen presiding. Check the video to see who ran the meeting and the sign presentation.

  2. differsRoll call names on tree vote▶ 4:26

recording roll call: Karen, Chris, Tim and Anita each voted aye

    town’s minutes “roll call vote: a.scheipers - yes k.menard - yes c. sullivan - yes t. woodward - yes”

Count matches, but the official roll call names t. woodward, while the attendance list says Tom Lawless was present. Check whether this is a typo in the official minutes.

  3. differsBeach House sign next step▶ 20:03

recording No vote or action on the Beach House sign. The chair will ask Turning Leaf for a larger flat-sign price and design and work with Add a Sign on a softer design. The item returns at the October meeting.

town’s minutes “k. menard will go back to add-a-sign and have them redesign the sign.”

Both have a redesign via Add-a-Sign, but ours names the chair (Karen) as the Turning Leaf contact, adds the Turning Leaf request and the October return, and the official minutes have none of those. Check the video for who owns the follow-up and for the Turning Leaf request.

In one record only: 4 from the recording, 2 from the town’s minutes
  • Recording only — Beach House sign quotes: Turning Leaf Designs flat sign: $650, $700; Add a Sign quote: $350, $695, $75, $295, $195; Carved sign option: $2,700 ▶ 7:34
  • Recording only — Railings sanded and repainted: The railings will be sanded and repainted. The chair will clean the building exterior before the painters arrive. ▶ 19:21
  • Recording only — Interview question logistics: Members will send interview questions to the chair by Tuesday morning so the same questions go to all three firms. Firms will be asked for seven hard copies plus a digital copy of any handouts. ▶ 38:09
  • Recording only — Grant figures and grant-assistance funds: Grant-writing contracted services line: 50,000; Grants: 5 million; The commission will contact the town manager to learn what process is required to use the grant-assistance funds. ▶ 43:23
  • Town’s minutes only — Resident's tree and Lakeview Landscaping: “asked that he be allowed to work with lakeview landscaping at his expense next to the sign at mcnally.”
  • Town’s minutes only — Board clerk and public commenter: “andrea mastrototoro, board clerk, secretary”

Compared 2026-10-08. Neither record is treated as the referee: a caption error is the same fact heard badly; a difference is for a person to check at the timestamp.

The money

  1. ▶ 7:34Beach House sign: Turning Leaf Designs flat sign

A flat sign from the Lunenburg contractor was quoted at an approximate price; the town would likely install it itself.

    as heard:$650$700

  2. ▶ 8:41Beach House sign: Add a Sign quote

The quote covered the sign, a design fee, and removal of the old sign plus installation. Members thought the installation price was high given only a few screws hold the old sign.

    as heard:$350$695$75$295$195

  3. ▶ 13:06Carved sign option

A carved sign of the same size was quoted at a much higher price. Members said they did not need a carved sign.

    as heard:$2,700

  4. ▶ 10:54Dillis and Roy donation for the Beach House sign

A local business offered to cover the cost of the sign. The commission wants to accept the offer, possibly as a single gift once the design is settled.

  5. ▶ 18:57Payment route for donated sign

Dillis and Roy would likely pay the vendors directly, since both are already town vendors and only need an updated insurance certificate.

  6. ▶ 36:01Grants

A member said the grants the commission has pursued could potentially bring in a large sum.

    as heard:5 million

  7. ▶ 43:23Grant-writing contracted services line

A resident said a line item in the general government budget funds contracted grant help, under the town manager's purview. He said departments would bring grant proposals to the town manager, who decides how much to commit from it.

    as heard:50,000

Settled without a vote

  • ▶ 20:03No vote or action on the Beach House sign. The chair will ask Turning Leaf for a larger flat-sign price and design and work with Add a Sign on a softer design. The item returns at the October meeting.
  • ▶ 20:24Karen will tell Dillis and Roy the commission plans to accept their offer, and will update the beach staff and the family of the person the building honors.
  • ▶ 22:58All three Marshall Park firms will be interviewed on Aug 21.
  • ▶ 22:58The Aug 21 meeting will start at 6:30 rather than 7:00 to leave time for reference-check discussion.
  • ▶ 38:09Members will send interview questions to the chair by Tuesday morning so the same questions go to all three firms. Firms will be asked for seven hard copies plus a digital copy of any handouts.
  • ▶ 45:09The commission will contact the town manager to learn what process is required to use the grant-assistance funds.
  • ▶ 19:21The railings will be sanded and repainted. The chair will clean the building exterior before the painters arrive.

Public comment

  1. ▶ 43:00Suggested the Parks Commission be among the first to use the contracted grant-writing services line in the general government budget, by taking grant proposals to the town manager. — Dave pasio, as heard, resident, 56 wedding Street

What the captions could not carry

  • Opening captions before 57 seconds are empty.
  • The vote on the tree request was a roll call, but only a few 'hi/I' responses are captioned; Colleen was absent.
  • Several speakers are unidentified, so who said what in the sign discussion is uncertain.
  • The sign quote figures are unreliable. The captions render some figures inconsistently, including 'seven' for one quote, a $295 installation figure repeated as $195, and a Turning Leaf price given as both $650 and $700.
  • Some individual scores are garbled or corrected mid-stream, notably Tim's and Chris's. The captions give totals of 90, 91 and 83 for the three firms, but the match between names and totals is mangled by the speech model.
  • Firm names are mangled (for example Nesra, Fuss/Bus and O'Neal, RLDA).
  • The audio cut out around 2017 and the captions lose several turns there.
  • The date of the next scheduled meeting is given as the 21st; the meeting after that is said to be in October.
