Can not get the true story from minutes alone. Discussion agreed that we can support if the town is willing to support with resources. Correspondences: 1. Chairman received resignation of Mbr Nicastro from the council. Looking into proper procedure for formal resignation. New Business: 1) December Meeting was not official as the agenda was not posted 2) Approved Oct and Nov minutes Mbr Sculimbrene motioned, Mbr McGrath seconded, all in favor (4). Old Business: 1) Select Board call to appear at Town Meeting a. Coordination for December appearance at Town Meeting could not be completed by the APDC with such short notice with two members traveling out of town. b. First Issue was to reconsider of the CTA for Ritter Building i. APDC informed Select Board that it needed to be resubmitted. ii. Select Board via Town Manager has asked to just reconsider original request iii. Current plan does not match replace vs refurbish via line item, discussion at Town Meeting was to replace all windows. Requesting a full scope of work with drawings would give a better site picture of what can be done with the budget that was allotted at the original request ($120K). Current estimate is ($100K) just for replacement of windows without the other line items for repair roof, walls, ect. 1. Brand of window cost comparison, along with comparison 2. Dec 6 Select Board meeting, Town Manger stated a new architect would need to be hired to capture new current conditions and updated estimate. ===PAGE 2=== 3. Storm windows in place show that those windows are in far better condition than the windows without storm windows. 4. Depending on the changes in scope a new CTA might be needed anyway. iv. Chair comments that the decision to reconsider existing CTA would be a no from him, would approve if “replacement of windows” was removed from the application. v. Mbr Lloyd: Without any changes to CTA and no changes to current condition, no change in vote status. vi. Mbr Sculimbrene :Would request if new architect is selected could we meet and discuss windows | What maintenance comes with new windows in an old frame? vii. Mbr McGrath: Denied CTA as the design of new windows would take away from the historical value of the facility. c. What does the APDC want to see to get to approved CTA? i. Administrative review with new design would be d. What constituted a completed application? i. Requirements should be clear on the application for the submitter. Checked by the APDC admin before it is sent to APDC meeting. Review could lead to a request for more information or clarification. This could affect timeline which extensions can be requested if needed. ii. CTAs usually go smoothly until the issues with 30 School Street. iii. Review of building inspector requirements to match expectations with their submittals vs APDC submittals (Mbr S culimbrene will approach the building inspector) e. Response to comment of preservation vs historical commission i. You cannot preserve something that is not historical (>75 Years) and the two go hand in hand in a lot of cases. ii. In APDC mission statement Other Business: 2) Demolition by neglect article to review by Mbr. McGrath. Prior Planning board member, lives in historic home b. Village District & APDC creation in 2015, were both introduced and intended to be created together. 2) Vision of beginning of APDC & Village District a. Why does APDC get questioned more than the Village District i. Village District keeps “new” single family home in the district, but does not limit renovations and work on existing structure. Allows a denser footprint on the individual parcels. Allows more flexibility ii. APDC is seen as a more restrictive, saving the historical aspect of the town and being the other half of the pairing of the Village District. iii. Negative comments from the 2015 creation 1. The usual concern that property owners object to any regulation to private property b. What was vision of the i. Public Comment: None Review of minutes: The minutes for the March 7th meeting were read aloud and approved with the following alterations: McGrath was present, the name of Amory Phelps was misspelled, and it should be included in the minutes that the APDC agreed to take no action regarding the window replacement at the Phelps house without a CTA. Correspondence: The Massachusetts historic commission contacted McGrath and communicated its seven-year plan, which was read aloud. Lockwood mentioned the benefits of a community preservation act to achieve some of the goals therein. Discussion followed and it was agreed that a CPA would be beneficial to the goals of the APDC as well. Old Business: Ritter Building Renovations: Dwyer explained that he had communicated with the Select Board and explained that the APDC awaits a new application for a CTA, but there has been no reply so far. Building Inspector: Per previous meeting discussion, Dwyer reached out to the Building Inspector to discuss a revised application process involving closer coordination with the building department, and also to ask about enforcement measures. No reply so far. Bylaw Review: building on previous discussions regarding the intent, purpose, and workings of the APD bylaw, Lockwood offered to draft a revised bylaw for review at the July meeting. New Business: Lockwood contacted Rob Bowen, one of the owners of the Old Methodist Church at 50 Main Street. Deterioration of the steeple remains a concern. Mr. Bowen never received our previous letter expressing the APDC’s concern, and asked when it was sent and to what address? He also inquired if grants were available to historic preservation work, and if the APDC could recommend any contractors for the work? Dwyer agreed to contact him and answer his questions. Bowen explained that he recently had the building painted, and did some other structural repairs. He had plans to repair the slate roof, and had gotten a bid from a contractor to repair the steeple. ===PAGE 2=== Report from Historical Commission: The Lunenburg Historical Commission is seeking a grant to update the town’s inventory of “K-houses”, or buildings noted on the 1838 Kilburn map. They intend to use the grant to hire a professional to do the work. The Commission is currently researching the history of black persons residing in Lunenburg. The Commission had no meeting in March due to an outbreak of COVID-19, but intends to present its military veterans’ banner project at the next regular meeting of the APDC. Other business: Dwyer will pursue setting up the next meeting in the Ritter basement where there is equipment that will enable the meeting to be on ZOOM. A CTA application from Ted Gaudet was received at the meeting, regarding re-roofing the house at 876 Massachusetts Ave. Lockwood and Dwyer were prepared to approve the application, but McGrath was concerned about the lack of detail in the description of the work. Members present agreed to approve it provisionally, pending the outcome of McGrath’s further investigation. Old Business: Bylaw Review: The commission voted unanimously to invite the new building commissioner to the next meeting to welcome him or her, and garner input on the bylaw review process. Report of the Municipal Design Committee: A “hybrid” solution to the town’s need for office buildings will be discussed at the May 16th Select Board meeting. The Design Committee is proposing renovation and construction of an annex to the Ritter building, with an estimated cost of $5-6million. McGrath noted that there had been a plan for expanding the Ritter building in the past, and recommended contacting Mass Historic for input on the plan. As the Ritter Building is now over 75 years old, a motion was put forward to apply for its recognition by the National Register as part of the inventory of the Lunenburg Historic District. All voted in favor. New Business: Chris Ruth is the town’s new facilities director. It was proposed that he be invited to the next meeting for introduction. Banner Project: Ms Anderson of the historic commission has been unable to make progress on this project, and the presentation was tabled for a later meeting. It was to be recorded in accordance with the Open Meetings Law, with the chair (Anthony Sculimbrene) addressing the attendees and reminding them that not all items listed on the agenda may be discussed, and other topics not listed may also be brought up for discussion. The chair welcomed Chris Ruth and Damon McQuaid to the meeting. As there were no members of the general public present at this time there were no comments. Approval of 11 July 23 Meeting Minutes was requested by the chair. They had been prepared and distributed by William Lloyd prior to his departure for business abroad. Richard McGrath moved and Nathan Lockwood provided a second. There was no discussion about the minutes and they were accepted. The chair advised the members of the commission that he had corresponded with the architect by phone to discuss the Ritter project and to get an idea as to when the project would be ready for review and what was being proposed in the way of changes from what the APDC had seen and disapproved in 2022. Certificate to Alter, 960 Massachusetts Ave (Ritter Building) discussion included comments from the chair regarding the completeness of the CTA application. There were emails sent between the chair and Chris Ruth and the chair and Adam Burney as well as emails from Damon McQuaid. The chair had questioned whether or not all of the materials indicated on the CTA had been delivered to the APDC for their review. Ultimately, all of the information was received by email except for a description of the window frame color. And as such the CTA was thought not to be complete. However, as colors are exempt from review by the APDC the CTA was deemed to be complete. A debate ensued regarding the window color. The chair believed the windows should be white to maintain the historic character of the building and to match the other buildings in the district. Nathan, another committee member, mentioned that the windows in the district were mostly white due to being vinyl replacements. Damon defended the choice of black windows, stating that it would create a contrast with the brickwork and that it was a common choice for historic preservation projects. The committee discussed the importance of distinguishing the windows of the addition from the original building and the need to maintain the character of the historic structures. Thhe committee debated whether a public hearing was necessary. Nathan Lockwood argued that the application was complete and that the committee should not delay the project. The chair on the other hand, believed that a public hearing was necessary in order to comply with the Architectural Preservation District Bylaw. The committee eventually agreed to declare the application complete pending the submission of minor updates discussed during the meeting. They also agreed to schedule a public hearing within 45 days of today’s meeting to provide an opportunity for public input. The APDC meeting concluded with discussions on property owner notification, public outreach, and modifications to the guidelines and certificate to alter. The committee also briefly mentioned the work plan for the upcoming fiscal year. The next meeting, scheduled for September 12th, will be a public hearing to further discuss the Ritter renovation project. Sculimbrene asked for Nathan to provide the data from the August meeting. He will touch base with William Lloyd to see if the October minutes can be reviewed and approved at the December meeting. Correspondences: There was no correspondence to report. Current Business: 1) The CTA for 912 Massachusetts Ave roof replacement was discussed. Given the nature of the work the chair had informed the applicant through town staff that work could proceed. Nathan Lockwood moved to ratify the replacement of the roof shingles with Richard McGrath offering the second. The ratification was approved. 2) There was discussion about how to allow for routine work to proceed quickly and yet still follow the APD bylaw. There was consensus to revise the current notification process of planned work with the APDC and to seek support from the Building Commissioner to enforce that requirement via the building permit process. Sculimbrene will follow up with the Building Commissioner to determine why there was no CTA or notification for roofing work done at the property just east of 912 Massachusetts Ave. 3) A meeting is scheduled with Town Counsel on 16 November, 1:40-2 pm, to discuss APDC authority with regard to demolition by neglect. Old Business: 1) Sculimrene provided a report of the presentation made by the Master Plan consultant on 2 November. Comments made by the consultant and those in attendance were supportive of historic preservation activity in Lunenburg. Sculimbrene will continue to monitor the planning process as there is no representation from the Historical Commission or the APDC on the Steering Committee. ===PAGE 2=== 2) Work on the notification of residents in the APD, a brochure and modifications to the guidelines and the CTA continues. Sculimbrene reported that he had reached out to Cullen Dwyer via text and email to see if could share any information regarding the brochure but had not heard back from Cullen. He will follow up with him by phone. 3) Richared McGrath asked to include an agenda item at the APDC’s December meeting for a report on the Hometown Heroes banners that are being developed by the Historic Commission.
