Has held several positions in planning roles b. Has experience in demo delay, historical builds c. Three key issues i. Bring experience to the position ii. Wanted a more hands-on role of planning iii. On-going master plan – involvement and guidance 2) Cyrus Kilburn Survey a. Historical commission has hired a consultant to do a survey of all housing and key town locations that were all on the original town survey. b. Will allow future addition to the historical register c. Will be completed this year 3) Town pound a. Needs some tree removal and stones replaced b. Gate also needs some work, and want to add historical sign c. Believe the work can be completed by volunteers d. Was created in 1760’s 4) Hometown Heros Project a. Still on-going, will be mainly focused within the APDC Old Business: 1) APDC and Historical Commission Merger ===PAGE 2=== a. Chairman Sculimbrene spoke with Counsel Teranzini, he is concerned with the APDC bylaws affecting the entire town. Town Council will need to review any past Massachusetts AG’s approval of the APDC bylaws. i. Will town be willing to enforce the bylaws throughout the town. ii. Can do a review of prior decisions made by the state for the town of Lunenburg b. By-law was changed around the same time as the town counsel switched out. Was there a lapse in the review. Ultimately, we need to receive what is approved by state AG. i. Motion to have all discussion with/about town counsel held in executive session by Mbr Lockwood, seconded by McGrath, approved by all. c. Several key factors with the merger, such as the historical commissions standing in state regulations and guidelines – Can the two bodies merge and still run as required by state law. d. Town Land Use Director is willing to assist with the drafting the new by-laws, will be discussed with Carter Teranzini. e. Lockwood – will work with Riely and planning board i. Cannot take for granted the other stakeholders in town ii. Extend the APDC to Mass Ave/Chestnut St iii. Concern about appearance of the merger by residents, such as will one council’s views make the other more difficult. iv. Wants to focus on modifying the guidelines for update, and extending the district boundaries. v. Mass Ave - Concern about spot zoning to include certain properties. 2) Lunenburg Municipal Planning Committee a. Taylor and Burns has the award for design i. Mbr Sculimbrene is worried that the design is flawed and has not included school superintendent and town manager inputs. – Wants to pause design. ii. Micheal Ray-Jefferies does not know if he will pause the design iii. Land Use also had concerns about design iv. Historical Society had issues with size of the addition, also would having a free -standing new town hall at location of old Primary school by well received by the town. v. Recommendation to have school superintendent, town manager, and design team all come to the table together with committee. - Will not be well received by town if committee can’t agree. 1. Can have a smaller footprint with better design considerations 2. Any APDC issues will be brought to the full commission before any formal objections to the design from the APDC. 3) Determination of applicability a. Recommend to upgrade to digital format – building permits already use system. i. Will have to register for the opengov.com site. ii. Will remain a paper version for those who need them. iii. Will provide a historical ledger of transmittals. iv. Will have to include verbiage in the guidelines to use the open.gov site. b. Need to keep digitalization in line with the rest of towns processes and plans– keep chain of command/custody in town regulations. c. Commission agreed to use opengov.com. 4) Town Hall & Ritter Renovations a. Both contacts have been awards. b. Town hall chimneys are Phase I of the process. c. Ritter Building schedule has not been released as of today’s meeting. 5) Brooks House a. Is in the hands of the Lunenburg Municipal Design Committee. b. Working with cemetery commission restoring Goodrich cemetery plot – Work in spring of 2025 b. Will provide expertise and oversight of work, also recommend a plaque to acknowledge the interned people and area. c. Size of space is too large for the employee ratio planning factor. b. Large price tag of $22 million. c. Design is currently live on the town page for comments. d. Work still needs to be done on Ritter and Town Hall. i. Work is ongoing on chimney project at Town Hall. ii. Gutters and slate repairs at Ritter are planned but delayed due to weather. iii. Windows are included in the $22M project if it gets funded. e. Member Lloyd’s comments - If the project is too large can the town create al-la-crate where we can fund part of work to be completed. f. Mbr Lockwood’s comments – Do not want to miss the opportunity to make progress in town’s future. School and other departments are dependent on this progress for their future success. This will include a concentration on saving and improving historical buildings (Ritter, Town Hall) i. New design will not change the view lines of the main roads in town center. g. Mbr McGrath’s comments – Nothing to add h. Mbr Sculimbrene’s comments – Concern that the proposed new facility is twice as large as originally programed. Schools plan to move into Turkey Hill for Superintendent and ACE program. Drawings show the potential for rain/snow/foliage collection in alcoves in new design. i. Will ensure private comments are not represented as the APDC position on committee. ii. Brooks House is on the agenda for next week’s meeting. Would the Brooks House be better cared for under the economic development. ===PAGE 2=== 2) Open Gov a. Determination of applicability will be uploaded to the site. b. Big push to move any items that need to be routed within the town to move to opengov.com c. Will provide an archive of the records and is a great way to streamline the process. i. Will keep a paper form as a backup. 3) APDC and Historical Commission Merger a. Member Sculimbrene met with Kathy Herag. The APDC was approved by State AG in 2015, and reapproved after a resubmittal in 2019, which included ‘demolition by neglect’ language. b. Previous Town manager (Carter) had a plan to dissolve the APDC and create an Architectural Preservation Distract Oversight Committee (APDOC) within the Historical commission. c. Town manager requested that all warrant articles be submitted by the end of January. Followed up via call, and will be submitted as regular warrant. Still awaiting a response from Adam Costa, no response as of today meeting. d. APDC members will be added as alternates to the Historical Commission, consolidating two groups (10 and 5 members) into one 10-member body with broader oversight. e. Extension of the APDC rules town wide would be easier to implement after the merger. Moving forward with a step-by-step process. f. The goal is to maintain a clear breakdown of the required areas of expertise within the future APDOC. 4) Town Hall a. Two large boilers in basement, used to heat old high school. c. Lions Food pantry is in there, and gym that is used. d. The LMC needs to review all occupied and available spaces. Member Sculimbrene has been in communication with the Town Manager, who was able to get ahold of Town Counsel. b. Town Manager does not want to put this on the warrant, town counsel’s input made it sound like the process will be much more difficult. c. Town Manager will inform town counsel that warrant will not go forward and that he needs to work with the APDC to work on plan. Will invite town counsel to our next meeting. 4) Future meeting a. Chris Ruth said there is some roof repairs that need to happen before the vane can go back up. ii. Could be years out if added to the main Ritter/Town Hall project b. The owners are on the right path and pictures showed a good demonstration of proposal. c. Motion to approve by Member Lloyd, seconded by Member Lockwood, approved by all members. 2) Lunenburg Municipal Building Design Committee activity a. No meeting except for this Monday b. Brook’s house was discussed in detail, a lot of discussion about demo and no value c. Was also discussed at Select Board, the LMBDC chair recommended that the Brook’s house has no value and should be demo’d i. Member Sculimbrene brought comments to the Select Board as a private citizen about the purpose of the warrant and that the LMBDC discussion does not meet that intent. ii. At closing comments Brook’s House was again brought up by the LMBDC chair about their position of not wanting to save the house. Again Member Sculimbrene addressed the fact the committee has not met the warrant that the town approved. iii. Proposing to enter a comment from the board at Select Board 1. APDC worked with Town Manager to bring this issue to light in the proper channels, and was a clear direction from Town Meeting to explore options for the Brook’s House. Town needs to make a response as directed by the will of the Town. 2. Will compile a comment from the board to bring up at the next Select Board meeting next week. ===PAGE 2=== 3. Economic development is a need of the town and Brook’s House can be a key piece of development. Another exampled was the old gas station on Main Street that has sat dormant. 4. Town needs to take action to make these opportunities fruitful. d. Motion to approve to General response to Select Board by member Lockwood, Seconded by Lloyd, Approved by all members. Old Business: 1) Status of Town Hall and Ritter repair projects a. Town Hall work on-going, roof work is completed. Replacement weather vane has been located but needs to have more repairs before it can be placed back on roof. 2) Historical Commission/APDC Merger Update a. Historical commission this month did not have a quorum this month, has been an issue over the past several months. i. Town has to make filling these positions priority 3) Status of 763 Mass Ave a. Building inspector has said the house will be developed into a two family and building condos in front on the house. b. Parking is not an issue as the library parking lot was built larger in order to allocate parking to future Brook’s house use. Town is mainly interested in leasing verse selling the land. Anyone interested in upgrading the property would see that as restricting investment value. Prevailing wage also will come into play. Asking during the LMBDC is the process for reviewing the future lease/purchase and add an option for “other uses”. 1. Sculimbrene sent an e-mail to town manager to address the property use in the future. Both the Brooks house and old gas station both should be considered together. Performance bond or clause based on use requirement. Have both projects pulled from the LMBDC and let the Economic Committee develop project options. 2. McGrath - When Jones house sold, the historical commission had a clause that limited the use and any misuse the property would revert back to the town. Price was reduced as property needed a lot of work. Town did not do much upkeep while the town owned the property. b. LMBDC – did not meet the 2/3 vote to be approved i. There is potential that the town vote could gain another vote at special town meeting. ii. Is the design out of scope? Original ask was 4K SF of annex space, the design voted on was over 14K SF. c. There was a separate conversation with Adam Costa about the merger of APDC and historical commission. He will follow up in June. ===PAGE 2=== 2) Opengov.com Website a. Old Business: 1) Status of 763 Mass Ave a. Brian Gaingries had a site visit with owner last week. They were looking at turning the unit into a duplex, the structure is set up well for that type of construction. b. Someone did try to make an offer but realtor said it was off the market. Matching existing floors on 1st floor with new floor boards on the 2nd floor iii. Field stone foundation, and some concrete. Will dig under and add Lally columns to shore up to hold additional load of addition. iv. Committee Comments 1. Changes to exterior not seen from the street, will save existing foundation. 2. Old Business: 1) APDC and historical merger a. Spoke with Adam Costa about merger, comment from a concerned town m ember about doing a by-law review before moving forward with the merger i. Asked Adam to have a conversation with the Town Manager to gauge the input from the town. There are three options, one there is no change, second option is that the historical commission takes over APDC responsibilities, or third is APDC expands to cover the entire town. 2) Brooks house a. Town thinks there is potential for the house to get leased. b. The Lunenburg Municipal Planning Committee, will go back to select board and ask guidance on what will be the way forward. c. Need a plan from the town so we can put plan on warrant for vote in November. 3) 50 Main Street a. Has some bids in. Will have a more detailed response at next meeting. 4) 763 Main Street a. Still in demo delay, no response back from the owner. Will send a formal letter to owners in Florida. 5) Historical Commission a. Bill in the legislature to take away power to deny a demolition and only place a demo delay. b. Whiting and Lancaster i. Spoke with owner about roof falling apart, there is a buyer interested. Mbr McGrath built an estimate to repair property, to include demo garage, septic and a lot of rot removal. It is estimated that the cost of repairs would equal or exceed the value of the house. Told owner she needs to do some roof repairs. Will have another update next month. c. Historical Commission i. Asked to bring back The Boston Post Cane to the oldest member of the town and passed to the eldest town resident. ii. Will ask the select board to approve reinstating the program. d. Hometown Heros briefing to the select board this month. e. Looking for sites for new historical markers. f. Town Wide survey is still on-going, a lot of houses on Kilburn map are getting recorded, survey also opens town to government grants. 6) Lunenburg Master Plan Committee a. Quorum for meetings is 8, which is leading to continuous meeting cancelations. This is limiting the committee ability to meet and accomplish any work. Committee is very far behind, Kim Duffy (Chair of MPSC) is working hard to get back on track with past quorum issues b. Have about 100 recommendations that will be consolidated down to about 8 main goals to work on. These 100 recommendations were sent out to around 40 different boards and committees within the town to review and provide input respective to their committee. c. The APDC members will review the questions at own leisure and discuss at the September meeting and vote on committees’ feedback to the MPSC. d. Lunenburg having the town planner position vacant has had an impact on progress of the committee. e. Quota issue - Citizens have applied to join but did not show up to meetings. Was not able to attend in person due to health concerns. b. Two others have applied but have not attended meetings. c. Comment from a citizen stated that historical homes or home in historical districts are hard to sell, but the data from the commission does not support that comment. d. A lot of misinformation about both the historical commission and APDC. Moves have not been decided but is still in the discussion phase. 5 of 7 members are not in favor of a new building. Saving the Ritter and Town Hall have big implications that fall under the APDC purview. ii. 1963 Addition – adding space to existing addition without an additional large addition to the building footprint. An elevator would be needed to maintain ADA capabilities. iii. Will use GSA square footage for town office personal planning. iv. Will need to get rid of chair lifts, and replace with full elevators. c. Comments i. Lockwood 1. Streamline workflow, reducing paper is a large cost savings. Town clerk is the only office that is required to keep paper records. Can positions be turned into remote positions. 2. Will have a draft final master plan proposal before the holiday break. Will go to planning board for review. Brooks house came into conversation multiple times during the meeting. The town voted on either to sell or lease the Brooks House. b. Lockwood Aye, Lloyd Aye, Sculimbrene Aye; Motion approved Correspondences: 1) None Current Business: 1) 50 Main Street a. Letter has been sent owner and other members of the condo association. Letters were sent certified mail. There are three trusts that are associated with the property that cover 4 different units in the condo. Both members who received the letters, were not able to attend. One trust was not responsible for building maintenance. The other member was not available. They stressed that they could make an appearance in April. b. Motion by member Lockwood to resend the letter with a proposed April 16 meeting date with the trustees i. Lloyd: Aye, Sculimbrene; Aye, Lockwood: Aye - - Motion Passes. 2) 925 Mass Ave a. Member Sculimbrene was invited to working group to look at an RFP for future use of 925 Main street. Appraised value $135K. b. State hired planning consultant to review use, could stay as a single-story building, or a small two story with limited parking. c. Seen as a success story, as the removal action that was paid for by the state. Gas, oil and hydraulic tanks have been removed. Can Lunenburg still push out an RFP if there is still pending remediation at the site? d. Lockwood, nothing special about the structure, demo would be most likely way forward. i. Village district by-law is very open to zoning offsets and other ways e. Lloyd, Will be interested to see what the consultant recommends. Might be easier to sell the land to adjacent properties. Patricia Porter – is moving to Lunenburg and is working on the renovation at 936 Mass Ave. Is proposing adding a hallway from the main house to the garage. Needs a way to get to restroom and avoid an existing staircase that is too narrow for use. b. The siding is also in need of replacement as the current boards are too pitted and there is no insulation in the walls. They will avoid tearing down old plaster walls. c. Worked a project for historical monument for the original march to Boston in 1775. Preservation adjected work while working with historical masonry with current job.
