Board reviewed and approved current expense vouchers, payroll, abatem ents, warrants, commitments and January 15, 2019 minutes. FY 20 Sewer Privilege Orders: 1. 77 Upland Ave – 078-062 / Amount Committed: $6,998.74 2. 9 Rogers Way – 114-095 / Amount Committed : $199,340.08 Statutory Exemptions : One (1) V1 application reviewed and denied. Application does not support five years of residency in Massachusetts prior to July 2018. Louise will mail letter of denial to applicant. FY20 CAI Technologies Map / GIS Maintenance Contract : Reviewed and approved by the BOA in the amount of $2,800 for fiscal year 2020. Motor Vehicle Excise Tax – Louise reported that she has received the file from Kelly & Ryan and the bills will be issued on February 19, 2019. He suggested that a RFP (Request for Proposal) be drafted as soon as possible. Louise reported that we have been in communication with Vision Government Solutions as recommended by the BOA. Louise will reach out to them to set up a time for a demonstration of the software. The BOA is recommending that this happen as soon as possible. Registry of Motor Vehicle Software Upgrade : Louise reported that the Registry of Motor Vehicles is in the process of developing and implementing new motor vehicle software called “Atlas” and it will go “live” on November 12. 2019 . They plan the first run for bills on December 16, 2019. The website linking the new product is: atlas.massrmv.com. She stated that there are webinar programs available to track the progress and provide understanding of the new software. Report by Assessor: Harald reported that the Town has b een approached by property owner of 40 Pioneer Drive who is seeking Tax Increment Financing. Harald explained that TIF provides a direct upfront benefit to a Developer in the form of tax relief. The money saved on taxes helps pay the project's construction costs. He explained that the taxpayer is requesting this now after the buil ding has doubled in size and construction has been completed. He explained that the request will need to go before the Selectmen and then an article will need to be presented to the towns’ people at Town Meeting. New Growth: Louise reported that she received an email from RRG’s Regional Associate Assessor Diane Peterson in regards to new growth. She stated, “I have reviewed the 5 year historical numbers and the past two years of actual properties that contributed to new growth. I am still reviewing building permits with the assessor, and with that, it appears 300K would be a new growth projection at this time. We will continue to follow local progress on new construction and with March 1 being the deadline for personal property returns; we can provide updates as they happen. Louise stated that she has been in touch with the Building Department requesting a report of all building permits & occupancy permits fr om January 2018 to the current date and also stated that RRC will be handling the growth report for Personal Property.
