This system is in failure with sewage discharging to the surface of the ground. This system will be located more than 100 feet from all systems but requires a groundwater offset to 3 feet, reduction in the separation between inlet and outlet tees [310 CMR 15.405(h)] and sieve analysis [310 CMR 15.405(i)]. After discussion and on Motion by Jewell and second by Shea, the board voted to approve the variances. All in favor ===PAGE 2=== 231 WEST STREET Bob Proctor met with the board on behalf of the owner. This system has failed a Title 5 Inspection. The current septic permit on file with the Board of Health office has this site as a three bedroom system. Over time the house became a four bedroom house through a building permit dated 1975. After discussion and based on the fact that a building permit was issued by the then Building Inspector for the additional bedroom, the Board is considering this dwelling to be a four bedroom structure. Due to a difficult site a reduction in groundwater offset is required from four feet to three feet [310 CMR 15.405(h)(l) and increase in the maximum allowable depth of a system component [310 CMR 15.405(l)(b). After discussion an on Motion by Shea and second by Passios, the variance was approved. All in favor. 584 NORTHFIELD ROAD Bob Proctor met with the board on behalf of the owner. This system failed title 5 inspection. In addition, a new well is being proposed. The new well will more than 100 feet from the proposed new system, however it will be less than 50 feet from the property line [Lunenburg Well Regulations 4.1]. An approval of this variance will not affect the abutting properties. After discussion and on motion by Shea and second by Jewell, the variance was approved. All in favor. MINUTES APPROVED: None TITLE 5 INSPECTION REPORTS ACKNOWLEDGED : 649 Goodrich Street SEPTIC PERMITS SIGNED : 5 SPRING STREET Neil Gorman of Ross Associates as well as the homeowners met with the Board. This was a one bedroom home lost to a fire. The owners would like to replace the structure with a new one bedroom unit. The current system is most likely in the water table. Mr. Gorman is proposing a new well and new septic system. The Zoning Board of Appeals has granted approval for the project. The proposal has the house being moved back from the high water line to meet new guidelines. Variance requested are as follows: Set back from well [310 CMR 15.405(l)(g)] [Lunenburg Well Regulations 4.1] On Motion by Shea and second by Jewell, the requested variances were granted. All in favor. 380 SUNSET LANE Chris MacKenzie met with the Board on behalf the owner. The owners of the property are asking to replace the existing house with a new house. The new house will remain a three bedroom. A permit for a replacement SDS was issued in 2010 to the previous owner but the system was not installed. The system now being proposed is in the same area, but is 10 feet further back from the 2010 plan. ===PAGE 2=== Agent Jim Garreffi stated that his only concern is with the abutter’s well at 376 Sunset Lane. Mr. Garreffi would like clarification on the type of water line to the abutter’s well, whether a pressure line or suction line. If the line to the abutter’s well is a pressure line, he has no issues with the request. Mr. MacKenzie stated that he will provide Mr. Garreffi with the requested information. Variances being requested are reduction in offset to well [310 MCR 15.450 (l)(g)] [Lunenburg Well Regulation 4.1] and reduction in offset from wetland [Lunenburg Board of Health Regulations Article IV Section 2] On Motion by Jewell and second by Shea, the board voted to approve the requests conditioned upon the line to abutter’s well being a pressure line. Emond, Shea and Jewell in favor, Rabbit nay due to the fact that he felt the plan was not complete because the abutting wells and septic systems where not clearly noted. 38 WINDWARD TERRACE Gary Shepherd of Ross Associates met with the Board, together with Dr. Asher, owner of the property. The current system is in failure. The lot is wet with a high perc rate. There is a large pool on the site as well. The original septic permit is for a 3 bedroom home. In the late 1980’s a building permit was obtained from the Town of Lunenburg to increase the bedrooms to 4. The site is served by town water. The SDS being proposed is a Presby System with the variance request being a 2 foot offset to groundwater. On motion by Shea and second by Rabbitt, the requests were granted. All in favor. 94 HORIZON ISLAND ROAD Neil Gorman met with the board on behalf of the owner. This system is in failure. This lot is very small and contains wetlands. The lot is served by public water. The system as presented requires a groundwater offset from four feet to two feet [310 CMR 15.405(l)(j) and Lunenburg Board of Health Regulations Section 3(a). The only other alternative for this site would be a tight tank. On motion by Shea and second by Rabbitt, the requests were approved. All in favor. 155 ARBOR STREET Owner John Raudonat met with the board. He is having problems with his shallow well and it is starting to draw air. The well driller is proposing to replace the existing well point with a new on ===PAGE 3=== in the same location. The well is less than fifty feet from the property line of a large undeveloped tract of land [Lunenburg Well Regulation 4.1]. There is no other location on this lot that would comply with regulations. On motion by Shea and second by Rabbit, the request was approved. All in favor. Having no other business before the board, meeting adjourned at 8:40 pm. ======================================================================================== DOCUMENT : 2013-09-16-agenda-899.txt BOARD : board-of-health DATE : 2013-09-16 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/board-of-health/2013-09-16-agenda-899.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_09162013-899 ======================================================================================== ===PAGE 1=== ======================================================================================== DOCUMENT : 2013-09-16-minutes-899.txt BOARD : board-of-health DATE : 2013-09-16 KIND : minutes OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/board-of-health/2013-09-16-minutes-899.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Minutes/_09162013-899 ======================================================================================== ===PAGE 1=== LUNENBURG BOARD OF HEALTH MEETING MINUTES September 16, 2013 The meeting was opened at 7:00 PM by Chairman Georg e Emond at the Ritter Memorial Building Present: George Emond, David Shea, Perry Jewell, Ja ck Rabbitt and Dave Passios. Also present, Bob Ebersole, Selectman MINUTES APPROVED: July 15, 2013 August 19, 2013 TITLE 5 INSPECTION REPORTS ACKNOWLEDGED : 644 Northfield Road 811 Chase Road 108 Sunnyhill Road SEPTIC PERMITS SIGNED : 138 Beal Street 340 NW Townsend Road 305 Leominster Shirley Road 811 Chase Road 163 ISLAND ROAD Nick Pauling of GPR together with owner Joe Levine met with the board. This system is in failure. The intent is to tear down the existing structure and replace it with a new three (3) bedroom home. This property has a high perc rate of 15 minutes per inch and a small lot. A JET I/A system is being proposed to reduce the groundwater offset for the leaching areas as well as a reduction in the leaching area size. The secondary treatment component of the JET unit takes the place of a conventional septic tank but provides a better effluent quality prior to discharge in the leaching area. Mr. Pauling is requesting a reduction in groundwater offset from four feet to two feet [310 CMR 15.284 11.5(b) and Lunenburg Regulations Article IV, Section 4(a)], a reduction in the required twelve inch separation between the inlet and outlet tee [310 CMR 15.405(1(j) and an increase in the maximum allowable depth of a system component from thirty –six inches to seventy-two inches [310 CMR 15.284 11.5(b). ===PAGE 2=== Agent Jim Garreffi stated that he is not in favor of the reduction in cover (soils) over the tanks due to the fact that at the increased depth, the tanks would be sitting in groundwater. Mr. Emond stated that over time, the groundwater could weaken the tank structure and decrease the life of the septic system. Mr. Garreffi has requested that the tanks be moved to the rear of the current structure. Owner, Joe Levine, stated that he does not want the tanks moved from their current location due to the topography of the lot and aesthetics for the new home. It was suggested by Mr. Pauling that an injector pump be used which would allow the tanks to be raised. Mr. Pauling also stated that Mr. Garreffi had not had an opportunity to see the revised plan that he currently was discussing with the board. After discussion, the board members indicated that they would be open to the use of an injector pump which would allow the tanks to remain in their current location, however, inasmuch as Agent Jim Garreffi has not had an opportunity to review the current plan, the board continued this matter until their next meeting on October 7 th at 7:00 pm. 31 PARMENTER ROAD Roland Leger met with the board of behalf of his mother, the owner of the property. The well serving this property ran dry. An application was submitted to Agent Jim Garreffi with a sketch for the new well location. Agent Garreffi met with the owner and well driller to verify the location for the new well. Mr. Garreffi also reviewed plans for locations of abutting septic systems. In order to maintain the 100 foot distance from abutting septic systems, it was necessary to place the well ten feet from the property line and five feet from the road which is closer to the property line than is noted in Lunenburg Well Regulation 4.1. This well has been drilled due to the emergency nature. After discussion and on Motion by Jewell and second by Rabbitt, the variance for offset to property lines was approved. All in favor. 380 SUNSET LANE Anthony Cleaves met with the board on behalf of the owner. Also present was Mr. Arthur Burke, owner of 376 Sunset Lane. At his last meeting with the board a site for a new well was discussed and approved. Since that time, a secondary well site has been located on the other side ===PAGE 3=== of the property. Mr. Burke stated that he has some concerns with the original well site and its proximity to his property line and his well. Due to the site conditions (narrow lot, wetlands and steep slope) both the original well location and the secondary well location are appropriate locations due to the location of the proposed new septic system on this lot as well as the surrounding lots [Lunenburg Well Regulation 4.1]. After discussion and on Motion by Jewell and second by Passios the two possible well locations were approved. The final location being determined after Mr. Cleaves meets with the Conservation Commission. All in favor. 376 SUNSET LANE Anthony Cleaves, together with Arthur Burke met with the board to discuss the possibility of drilling a new well on Mr. Burke’s lot at the same time as the new well was being drilled on the abutting well at 380 Sunset Lane. Mr. Burke has not made a final decision on whether or not he will be drilling a new well but wishes to be prepared if he decides to do so . What is being proposed is a new well in the same general location as the existing well.
