Town Manager Heather Lemieux was also in attendance. 1. Call to Order – Chairman called meeting to order at 5:36 p.m. 2. Public Comment: Comment from the Committee, Comment from the Public – No public or Committee comment. 3. Approval of Minutes – No minutes available, Paula will send out minutes of last meeting and this meeting before the 11/2/2021 meeting. 4. Review Capital Requests Submitted by Fire Department and Land Use Director – Land Use Director – Adam Burney, Land Use Director, explained that the Planning Board is requesting funding to complete a Master Plan. Previously the Boards strategy was to submit two $50,000 articles in two fiscal years. The first of which was approved. During the process it was determined that we had very inaccurate population projections. A portion of the $50,000 funding ($7000) was used for a population study. Following the population study, a bid was put out for completion of 2 chapters of the plan: zero bids were received, and all potential bidders indicated that the Town was asking too much for the small amount of funding available. Adam conducted research and found that other communities were spending between $135,000-$225,000. Mr. Burney noted that the r amp up and mobilization by the successful bidder is the bulk of cost, once that is completed, during the writing of the various elements all the same general sets of data , information, public input, and participation is utilized. The cost of ramp up/mobilization is in the 65,000 range. Therefore, the Planning Board has requested $110,000 in this year’s Capital Plan. Coupled with the $43,000 remaining from the initial article, there is $153,000 available to complete the entire Master Plan as one project. The master plan sets a foundation for policy and for decision making and creates one unified document that helps guide municipal decisions that are made on many different levels. George Martin asked for further information about what a Master Plan is. Mr. Burne y explained that a Master Plan is required by Mass General Law. It is a blueprint or map to where the Town will go over the next 20 years . It covers land use and zoning, cultural and natural resources, housing, and economic development. It is designed t o guide decision making through consensus building. There are 8 elements within the plan, each element has goals and objectives, and the plan outlines an implementation plan that helps the Town achieve those goals. An example would be if the goal were to encourage more industrial development the plan would identify areas that would be appropriate, identify possible uses, and ways to help facilitate that goal. Tom Alonzo asked for clarification regarding the required funding; the original plan was to eventually obtain $100,00 0 and now the Planning Board is seeking a total of $153,000? Mr. Burney replied affirmatively. Tom Alonzo question if the Board would make a commitment to keep the Master Plan up to date? Paula Bertram, (Planning Board member) stated that she thought the Board is committed to updating the plan as needed to keep it current. Adam Burney noted that the current plan is 19 years old. Mr. Burney has dealt with communities that have much older plans. Paula Bertram noted that the community has changed significantly since it was originally written (advent of sewer and dense development). Adam Burney told the Committee he expects that it will take 18 months to 2 years to complete update. Brian Lehtinen asked if any consideration was given to doing the plan inhouse? Mr. Burney responded that there are certain elements that really can’t be done inhouse. For example, c ompleting the facilities element in house could be a recipe for disaster and it may be colored by political views. Mr. Burney added that it would be an incredibly big lift to do inhouse and having a consultant would be advantageous. Tom Alonzo noted that doing the plan inhouse would take much longer as the Planning Board is occupied with conducting current business and could also negatively affect volunteerism. ===PAGE 2=== Page 2 of 3 Heather Lemieux question ed how many chapters the funding would cover. Mr. Burney responded that the requested funding covers 8 elements, the existing open space plan (OSB) would be incorporated as one of the 8. H eather Lemieux questioned if an update to the OSP would be needed? Mr. Burney responded that some minor updates may be necessary. Heather Lemieux questioned the benefits of an updated Master Plan. Mr. Burney responded that the Master Plan could identify grants that would be available and provide background data for grant applications. Mr. Burney added that in the Municipal Vulnerability Preparedness grant program there were several projects that came up and the grant criteria could not be met. As the Master Plan is developed, we can look at sustainability. Heather Lemieux questioned if any consideration was given to utilizing a regional planning agency. Mr. Burney noted that in the past MRPC’s attention to proposals has been lacking and there has been significant staff turnover recently; staff members have left, John Hume is no longer the Director, Karen Chapman is now the P lanning Director. Th roughout the COVID pandemic, MRPC has hired part time planners. Mr. Burney stated that he feels that MRPC is trying to get their own house in order, and he is concerned that the Town won’t get the focus and attention needed due to internal turmoil. Mr. Burney noted that MRPC also facilitates the DLTA grants which consumes most of their resources. Ms. Lemieux noted that it is possible to go out to other planning commissions, Mr. Burney agreed and commented that there would still be a cost. A planning agency could potentially reduce some of the cost, however Mr. Burney believes that the cost would still be over $100,000 to complete. Mr. Burney noted that if we hire a private consultant the process will go rapidly as they have more resources and can meet a tighter timeline. George Martin asked if there is a cost to utilizing MRPC? Heather Lemieux responded that the Town pays a regional assessment and added that MRPC serves us in other capacities, such as the aba tement of hazardous waste at the gas station on Mass. Ave., DLTA grants and GIS services. Adam Burney noted that some communities have done online master plans that are interactive. Tom Alonzo said it was important to have both a hard & soft copy. Heather Lemieux remarked that a searchable document would be ideal. Fire Department – Chief Sullivan informed the committee that the Fire Department does not have anything on the Capital Plan for this coming year and provided a quick summary of what’s coming up in future years: Item Year Estimated Cost Comments/Discussion Replace Engine 2 chassis FY2024 $115,000 Chief Sullivan was not satisfied with the estimates received and has pushed this item off a year. The cost is hard to pin down due to availability of chassis and components. Dave Passios questioned the cost of replacing the entire vehicle. Chief Sullivan responded that unofficially the cost would be estimated at $200,000+-. Rescue 1 Replacement FY2026 $432,000 The current vehicle will be 12 years old at replacement. T he estimated c ost of this item has increased from $362,000 to $432,000. Exis ting vehicle would be rotated to become water rescue unit and the 1998 vehicle (ex -ambulance) currently serving in this capacity would be disposed of. Car 2 Replacement FY2026 $56,000 Vehicle serves as Fire Prevention/Duty Officer Vehicle. Car will be 10 years old at replacement. Dave Passios remarked that it is important that other departments are contacted when one vehicle comes out of service as other departments may be able to utilize. Mr. Passios noted that a year or so ago he purchased an Acadi a sold by a department which only needed $3,000 worth of work while the DPW Director has been utilizing a utility truck. ===PAGE 3=== Page 3 of 3 Item Year Estimated Cost Comments/Discussion Chief Sullivan commented that possible usage varies by the vehicle. His old car was given to the animal control officer and didn’t last very long. The old service truck is currently being used by the DPW mechanic. Heather Lemieux pointed out that as a green community, an energy efficient vehicle cannot be replaced with a less energy efficient vehicle. Squad 3 Replacement FY2027 $1,146,000 Vehicle is currently a 2008 Rescue Pumper that serves as the Departments Heavy Rescue and Pumper. Vehicle will be at 20 years when replaced. M1 4x4 Utility Vehicle with Plow Replacement FY2027 $106,000 Department service vehicle, will be at 10 years when replaced. Rescue 2 Replacement FY2029 $500,000 Ambulances are rotated on a 5 -year cycle. Newest vehicle utilized as primary ambulance and oldest as backup. Vehicle will be at 10 year replacement point. George Martin questioned if the replacement will include all the equipment. Chief Sullivan responded that the stretcher is included but all other components would come from the old vehicle. Engine 5 Replacement FY2032 $863,000 Reserve pumper for Department, serves as the heavy duty brush truck. Vehicle was originally purchased through an AFG Grant at a cost of $30,000 to the Town. Vehicle would be 30 years old when replaced. Heather Lemieux noted that all the identified capital items in the Fire Depar tment are replacements, there are no new items identified. Chief Sullivan responded that air pack replacement may be necessary depending on how the new items hold up. The Manufactures states that they are have a life span of 10 years, however they may not hold up. Tom Alonzo questioned status of the turn out gear. Chief Sullivan said the new gear has not been received, the original budget was based on 5 units per year however due to cost increases the department can only purchase 2 per year. Action and Agenda Items for Next Meeting – Next meeting 11/2/21, School is coming in (Facilities Director and Superintendent). 11/23/21 Police, DPW 11/30/31, 11/9/21 records retention and IT. 12/7/21 possible site visits. Dave Passios said he would like to talk about moving police vehicles into operating budget; take part of the budget funding and create a line item to fund the cruiser replacement schedule within department budget. T om Alonzo noted that the cruiser replacement fits the definition of a capital expenditure. He added that if vehicle replacement is incorporated within the omnibus budget, then the department head is not required to purchase a vehicle. Town Meeting votes on the entire department budget, not individual line items. There is a r isk that the Town would not get vehicle rotation as anticipated whereas items specified in the Capital plan are mandated. This topic will be added to a the agenda of a future meeting. 5. Town Manager Heather Lemieux was also in attendance. 1. Call to Order – Chair called the meeting to order at 5:36 p.m. 2. Public Comment - Comment from the Committee, Comment from the Public – None. 3. Approval of Minutes – Tom Alonzo made a motion to accept the minutes of 1 0/19 with the correction of a typo in item 4 'comec' should be 'comes' and the minutes of 10/26 with the correction of the last page before public comment "a the" should be either "a" or "the". Motion seconded by Dave Passios. Motion passed unanimously. 4. Review Capital Requests Submitted by the School Department – John Murphy, new Facilities and Ground Director, and Superintendent Burnham presented the capital plan that was approved by the School Committee. Primary School Air Conditioning Project – Superintendent Burnham explained that air conditioning will improve comfort to the building’s occupants. The air conditioning at the middle high school provides a positive impact and keeps humidity down. The school is required to keep the environment within s pecific temperature range for some students that have heat limitations and IEP’s, because high heat can trigger seizures. The school t ypically tries to install air conditioner s of some type in any classroom that houses students with heat limitations. This presents a challenge because students are not in one room all day. Dave Passios asked about the electrical capability of the building to accommodate the system that is needed, he noted that when it w as designed back in 2005 it was designed to accommodate air conditioning. Mr. Murphy responded that there is space in the nearest panel . The current engineer is advocating for a separate p anel because of surge concerns and equipment damage. However, before John Londa left, they drilled down and determined that there is enough room in the main panel to support the large equipment, and that the secondary panel can accommodate the smaller equipment. Mr. Passios question if this new equipment would max out these panels. Mr. Passios noted that over the last four- or five-decades corners have been cut in upgrades and then we have issues later down the road. Tom Alonzo questioned if the pricing proposed is with a separate panel? Mr. Murphy responded that it is not, this is a paired down number. Mr. Murphy added after completing the drill down and it was shown that there was enough capacity the engineer indicated he will sign off. Dave Passios cautioned that this be vetted 100% with the engineer. Brian Lehtinen questioned why the air conditioning wasn’t installed in 2005 when the building was constructed? John Murphy responded that it was to bring down the overall cost of the school. Tom Alonzo noted that the description of the project is for air conditioning in classrooms and questioned if any of the other schools have air conditioning? Superintendent Burnham responded that there are smaller units in server rooms and the office. Mr. Alonzo questioned what areas of the school this proposed project will cover. Mr. Murphy responded that it would serve the classrooms and larger areas such as the library and café. Mr. Alonzo questioned how many students have special needs due to heat sensitivity? Superintendent Burnham did not have that number however there are currently 7 large units installed in classrooms. She added that there is a student at TCP in the ACE program that falls into that category. Tom Alonzo questioned h ow many days on average do we exceed th e heat threshold? Superintendent Burnham responded that medical providers identify the temperature range based on the individual student . She added that the temperature is different every year, second week in June this past year we had a very hot spell for several days in a row, and there were instances of students and staff showing symptoms of heat exhaustion and having to go home. Superintendent was not sure if anyone from the primary had to go home during the same time period. ===PAGE 2=== Page 2 of 3 Tom Alonzo noted that HVAC systems are very expensive and are the costliest to repair. Ms. Burnham noted that the Building Inspector may require that any air conditioner be on its own dedicated circuit and Mr. Murphy added that would be a challenge. Dave Passios noted that the HVAC may not be capable of bringing t he temperature below 70, however it can bring humidity down. Superintendent Burnham stated that at Turkey Hill the kids can come down to the high school auditorium in extreme heat, however they don’t have that luxury at the Primary. Ms. Burnham noted that in her first year in the district, opening week was extremely hot. Students and staff start ed to feel unwell and productivity declined. Parents questioned why school was not canceled when the heat index becomes unhealthy. George Martin asked if th e scope of air conditioning, include s the gym. Mr. Murphy responded affirmatively, the project includes the gym and café. Mr. Martin questioned the cost to run the equipment? Mr. Murphy said that he will investigate and provide that information. John Murphy informed the committee that as a safeguard the a/c would be tied to the main building system to prevent any type of override. He added that the High school is a good example because the drop lights and a/c are managed by building management system. Superintendent Burnham noted that when the school can’t maintain an environment that is mandated by a student’s health plan, Lunenburg could be looking at out of district placement which could be $80,000 for one student. Brian Lehtinen asked for clarification regarding the systems in the other schools. Mr. Murphy explained that Turkey Hill has a/c to core, where the offices are, the server room, the receptionist area and nurses office. Portable units are used because of window limitations. The Middle High School is all roof style units. Superintendent Burnham added that the business management system controls, so that classrooms can’t be adjusted by individuals. Superintendent Burnham and Mr. Murphy will get back to the Committee on the following questions: a. How many students have special needs due to heat sensitivity? b. How many days on average do we exceed the heat threshold? c. Estimated cost to run and maintain the system? Replacement of 2008 Dump Truck with Plow – John Murphy explained that the current vehicle is very rough, corrosion has eliminated use of the lift body. This vehicle was transferred from DPW, and it had a salting unit attached to it. While mechanically sound, the body is gone. Mr. Murphy stated that plow is needed for snow operations. George Martin questioned if this vehicle would be used throughout the year. Mr. Murphy said yes, it would be used for plowing during the winter and used for grounds keeping and maintenance in other months. The vehicle is parked outside. Mr. Murphy informed the Committee that during the winter the school is dependent on DPW for salting. The vehicles are not washed routinely. Paula Bertram noted that if you don’t wash vehicles exposed to road salt they will degrade. Mower – Mr. Murphy told the Committee that the current mower is surviving, welded axle and various parts back together. The mower is a 2000 and s tarting to have serious issues. It is difficult to obtain r eplacement parts. This machine is shared on multiple campuses. The athletic fields are outsourced. Tom Alonzo questioned the status of the alarm system. Superintendent Burnham responded that they plan to do the work over Christmas break. This project was funded through the school department budget. Heather Lemieux questioned if the School Committee has discussed long range plans such for Turkey Hill. The Superintendent responded that Lunenburg is going to need to build either a full replacement school or a significant addition to the existing school. All the systems at Turkey Hill (which was constructed in 1967) are original, and difficult ===PAGE 3=== Page 3 of 3 to repair due to age. John Londa became an expert on the existing system . The e lectrical system is woefully inadequate for current day. Only two electrical outlets in each room. Tom Alonzo noted that in Fy29 – FY31 the Town will be looking at 12 million in capital requests for Turkey Hill. Superintendent Burnham noted that what is built into the capital plan is the Town’s portion, School Committee would be seeking funding from MSBA. It was noted that if funds are obtained from MSBA the Town is required to provide a 10-year commitment that the building will be used as a school. It was asked w here would the students go during construction if the Town went with new build versus renovation? Superintendent Burnham responded that it would depend on the location; there is some field space contiguous with the fields and the turf. Would need to engage architect to design. Tom Alonzo noted that it would be similar to what happened with the middle high school, build new school while occupying old building then demolish old building and utilize for fields. John informed the Committee that the solar array agreement is in place until 2025 for Turkey Hill. As part of the solar contract the company will come out 1 time and remove and replace panels. George Martine opined that panels wear out 1% a year, by the time you look at moving them might make sense to replace with newer technology. George Martin asked about population trends and the school impact. Superintendent Burnham said that is the wild card on the table right now. There is in new legislation pending at the federal level, which may require universal Pre- K. If required the schools may be looking at shifting a grade level to other schools. Superintendent Burnham noted that there has been steady increase in enrollment over past few years. Paula commented that the Planning Board has just done a population study that may be useful to the school. Tom Alonzo asked if the School Committees will be asking for a new building? Superintendent Burnham responded that last year a 10-year forecast was done based on data that’s avail able through the MSBA . MSBA funding is determined based on the number of requests received and the most needed projects. The Town has to determine if they are ready to pursue a new building or significant renovation financially. Superintendent Burnham said the Town could submit a letter that we are planning to build a new school, may have to submit every 5 years until approved. Committee discussed the impact of utilizing MSBA funds for planned renovations (roof etc.). Once funding is awarded, the building must be utilized as a school for ten years; if ten-year mark is not met then the funding may have to be refunded and no additional applications would be accepted by MSBA. Dave Passios noted that the Green Communities Task Force is currently closing out projects and then will be working on new grant . Some of these grants may be beneficial to the Town, John Murphy responded that he is currently working on a report which must be submitted by November 19, 2021 5. Action and Agenda Items for Future Meetings – Brian will put the possibility of police vehicle rotation for next month’s agenda. 6. Call to order -at 5:38pm. In attendance was D Passios, Brian Lehtinen, Town Manager Heather Lemieux, Tom Alonzo, and Paula Bertram via Zoom 2. Public comment: comment from the Committee, Comment from the Public-B Lehtinen stated that he sent some questions to the Town Manager regarding the Priority list for the FY23 Capital Plan. Asked: Is there a score for the $25K for Marshall Park, he couldn’t find a number and assumed it the Town Beach not Marshall Park. H Lemieux answered that she would check will R. Oliver to see if he has a figure and fill out the evaluation for that project. She found that the Marshall Park Survey was not included in the DPW Director’s presentation or worksheet. Asked: What is the life or expected life left on the Brooks House roof? Answered: According to John Londa, that roof is 25-30 years old and it is at its life expectancy but there are no active leaks. Asked: What is the estimated cost just for the cost of a pump generator the senior center? Answered: She will check with R. Oliver and their Facilities Director. Asked: Looking at the full list, the police had 4 items but on the priority list there were only 3. Is the $67,805 replacement vehicle removed from the list, or a duplicate entry? Answered: She only has 3 on the list, doesn’t see a 4th. She sent an attachment of the Excel document with each of the individual worksheets for the departments and the Chief’s PowerPoint presentation. She followed up with a confirmation that the Cruiser has been pushed out. D Passios asked H Lemieux to go over the list. She responded with DPW Director recommended taking the Public Safety Building HVAC and Windows off and if the drainage around the building is addressed it would relieve moisture in the training room. She’d like a professional window assessment and possibly get funded through Green Communities. D Passios spoke about getting a generator from the hardware store to run the sump pump rather than have it on the Capital Plan. He also voiced his opinion that the senior center is going to need a full size generator for future use as an emergency shelter. H Lemieux added that she spoke with the COA director, and the generator was requested for the center to be used as an ===PAGE 2=== emergency shelter for ice storms, the running of the sump pump during power outages, and for a cooling center. She added that the Fire Chief supported it. 3. Approval of minutes- B Lehtinen D Passios made the motion to accept the Minutes of 12/14/21, T Alonzo seconded, the vote was unanimous. 4.
