CPC Members Tom Alonzo states there are vacancies on the Board. Anyone who is interested should fill out an application online and submit it to the Town Moderator to then address with the Select Board. b. Public Dave Passios , 56 Whiting Road , has previous ly suggested to the Committee and the Select Board that any remaining funds that have not been allocated or need to be allocated should be put towards smaller infrastructure projects that remain on the capital planning list . Tom Alonzo and Chris Menard agree . • Reorganization T om Alonzo nominated Peter Beardmore for Chair. All in favor. Matt Brenner nominated To m Alonzo for V ice C hair . All in favor. Tom Alonzo nominated Matt Brenner for Clerk . All in favor. • Discussion of 5-Year Capital Plan This year will be different because there is now a budget task force in charge of the capital plan and there will be a new T own M anager. Tom Alonzo states H eather Lemieux sent an email of a drafted budget calendar to all Committee and Board c hairs. The facilities director is going to be out on paternity leave and that department does have a lot of capital requests. Tom Alonzo suggests having a review and discussion of years 2, 3, and 4 that were made last year t o determine where they are on the priority level. ===PAGE 2=== Chris Menard questions if all department heads are trained in putting together a 5-year plan . A n estimate needs to be put together as part of the ir forecast including how much should b e spent on capital planning over the next 5 years along with balancing what can be afforded. Tom A lon z o wants to formalize and create a standard revolving around the Collins sco ring. Matt Brenner suggests providing the department heads with examples because there are very wide areas for interpretation. Chris Menard suggests we have brand guidelines. Chris M enard states if someone is saying their efficiency increases by procuring capital equipment, that he wants to see the productivity increase associated with the labor . If hundreds of thousands of dollars are being sent to save efficiently then it needs to be presented. Tom Alonzo says we are lacking tools that would be helpful. Specifically budgeting software needs to be implemented as opposed to Excel. Chris Mena rd discussed projects that may be eligible for a grant with the additional help from grant writing services. Peter Beardmore suggests organizing potential projects into groups . The se projects should be grant fundable, possibl y sourced through C hapter 90 or free cash. • Discussion of Capital Planning Process going into FY26 Peter Beardmore intends to create a proposed guideline over the next few weeks for the capital planning process. Tom Alonzo suggests asking for information from department heads in the summer as opposed to the traditional October. Capital planning p resentations include – P ublic S afety , DPW, Schools, IT , Facilities . • Action Items for Next Meeting The Committee wants to create and b ring forward a plan of what input is needed from the department heads for the upcoming capital planning process . P eter Beardmore will reach out to department heads and town manager for input . The ideal is to come out from that meeting with a standard . Additionally, a calendar needs to be created . • Confirm Subsequent CPC Meetings (Date, Time and Location) July 29 th at 7PM – location is TBA • Public Comment a. Public Ana Lockwood , 9 1 M ain S treet , questioned if all the population is being reached with our priorities. Suggests delaying some of the large capital ===PAGE 3=== projects to help some of the less pop u lar requests. Dave Pasios , 56 W hiting Street, every committee involved with finances in town going into the ne xt budget seas on needs to identify the needs outside of the available revenue. Once the needs are identified for the next 5 years there needs to be serious discussion about where revenue is going to come from to accomplish those needs. b. CPC Members There were no Committee comments. • Adjournment There was a motion to adjourn by Tom Alonzo seconded by Chris Menard. All in favor. Public There were no comments from the public. 4. Proposal and discussion for capital planning presentations and meeting schedule Peter Beardmore hasn ’t received any specific information about the availability of any department heads. Peter Beardmore plans to reach out to the Interim T own M anager to work on accelerating the presentation s from the department heads. 5. Standard information, criteria for capital planning presentations Peter Beardmore believes there should be some sort of overview of the needs and a slide emphasizing any key points that are not already covered in the clear gov submission. The C ommittee reviewed the clear gov submission form and its categories for criteria. There needs to be discussion about whether or not projects could potentially be support ed by any G reen C ommunities grants. Tom Alonzo requests documents be printed on 8 ½ x 11 sheets . P owerPoint presentation s should not be in PDF format. There should be a title for each request and a short description of the reasoning including ===PAGE 2=== pricing, maintenance price , why it is wanted, why it ’s needed, how ’s it going to be helpful . Matt Brenner wants to know how the request fits into the department ’s future . Additionally, there must be some level of cost benefit s analysis. Many departments have very repetitive capital needs. Peter Beardmore requests financial plans for new equipment. For g eneral request s for items that represent new inventory there needs to be some sort of cost benefit analysis. The se include items that represent replacements of aging inventory . Tom Alonzo states a ll dep artment heads need to know this is a sales pitch. They are s elling to the B oard to then have the B oard sell it at the Town M eeting. 6. Discussion on Draft Financial Policy Manual and possible follow- up Peter Beardmore states if the financial policy manual is followed it would make things a lot clearer . The C apital P lanning section is a 4-page document. Peter Beardmore notes there are no major objections but questions if this would have to be adopted as a replacement to the existing policy. Tom Alonzo states if there is something to be changed in the manual, then there would have to be a change in the charter, or a bylaw would have to be added. If this manual isn ’t consistently updated, then it will become useless rather quickly. Peter Beardmore requests the C ommittee read the document and have a discussion at an upcoming meeting . 7. Schedule and topics for future meetings Peter Beardmore suggests completing the annual workload earlier than usual. It ’s anticipated that there will be 5 to 6 weeks of presentations followed by 2 to 3 meetings to nail down the priorities list. Peter Beardmore believes presentations could start as early as September 11 th . Historical ly the C apital P lanning C ommittee must submit a prioritized list to the Town Manager. Then the Town Manager will investigate available funds from free cas h and other available resources to come up with a number to support the capital. The T own M anager does have the ability to reprioritize the list . The next anticipated meeting is August 21 st at 6:30PM . 8. Public comment a. Carter Terenzini e xpressed his concern with N orth C emetery and the cemetery expansion. There is a sum of money that is available to the Cemetery Commission that can be used towards expansion. Peter Beardmore had previously distributed the financial policies manual. The proposed manual included existing policies, bylaws, state practices but it was not annotated as to the source. The Committee believes getting their policies aligned with that document may be challenging. ===PAGE 2=== 4. IT has not scheduled a date or time for their capital planning presentation. Peter Beardmore met with the DPR Director, and it was brought to his attention that The Massachusetts DOT has a new state rule that some vehicle efficiency and electric vehicle requirement for heavy equipment has been accelerated. These new laws will be adopted nationally in January 2027, but Massachusetts has accelerated the adoption to 2025. This will create a hardship to obtain heavy equipment vehicles because they are already unavailable and when available they are much more expensive than today ’s equivalent. This notice was passed to Representative Ku shmerek an d was informed last week that this h as been postponed by 1 year and will go into effect January 2026. 4.
