May, Chairman Lorraine Mendoza, Vice- Chairman William Tyler, Clerk Minutes Meeting July 12, 2018 Lunenburg Public Library Conference Room Meeting was called to order at 7:00 pm by Chairman Lance May. Present were Vice-Chair Lorraine Mendoza, Clerk William Tyler and Superintendent Todd Holman. First order of business was approval of minutes from the June 20, 2018 meeting. On a motion by Chairman May, seconded by Commissioner Mendoza, and with no errors or omissions and no further discussion, it was voted unanimously to accept the minutes as written. Since there was not any public comment or correspondence to report, Old Business was the next topic on the agenda. After some discussion on the matter of invoices from M&M Services for the use of a backhoe, because the equipment was not available from the DPW for 3 burials this Spring, a motion was made by Commissioner Tyler to decline paying these invoices that totaled $1080.00 and seek to reach an understanding from the Town Manager when their equipment is needed and pre-arranged, but unavailable for use. Also, in the motion was to have Chairman May draft a letter to the Town Manager on this subject. Motion was seconded by Commissioner Mendoza, and with no further discussion, it was voted unanimously to approve the motion. On the subject of technology, Commission Tyler said he would follow-up with the Town Manager on the Facebook page that was discussed at the June 20 meeting. On the Holman St. building and proposed demolition, it was announced that the Cemetery Commission is scheduled to meet with the Historical Commission on July 31, 2018 at 7:00 pm at the Ritter building for a hearing on the demolition application that was filed with the Building Inspector . There was nothing to report on the Handicap access plans for the Niche Wall at North Cemetery. Chairman May stated that the subject of future growth with the Montachusett Regional Planning Commission, is still pending and will be followed up at a future meeting. ===PAGE 2=== Chairman May presented the Commission with several handouts regarding safety issues as it applies to excavation and burials. Commissioner Tyler will follow up with more research on the subject. Commissioner Tyler is in the process of determining how to get seasonal help for the Superintendent next year, through any means necessary. He will report back at the next meeting. Superintendent Holman reported that the headstone straightening project by a member of Troop 1728 for his Eagle Scout project is complete, and he and other members straightened 80 headstones in the North Cemetery. He also reported that mowing and trimming is ongoing and the Cemeteries are in good shape. There will be no meeting in August Next meeting is scheduled for September 13, 2018 at the Lunenburg Public Library Conference room. Other members present were Lorraine Mendoza and William Tyler. The purpose of this meeting was to discuss upcoming meeting with the Historical Commission concerning our application for demolition of the Cemetery Building on Holman St. After discussing the application, the meeting was reconvened at 7:00 PM at the Ritter Library for a joint meeting with the Historical Commission. Chairman May expressed his opinion on the applicability of any delay in demolition based on the buildings current condition. He further added that building maintenance falls under the jurisdiction of the DPW and nothing has been done in the way of preventative maintenance for many years. Historical Commission Chair Lantry, after hearing the Commission arguments for demolition, stated that they would take our request under advisement and render their decision as to the applicability of the 6 Month Demolition Delay Protocol. Discussion ensued concerning the Cemetery building demolition and a report by Commissioner Tyler was presented which included a timetable for demolition and information concerning the removal of windows before demolition because of asbestos abatement. The Commission is also working with the Montachusett Regional Vocational High School for a schedule for the construction of a garage on the site of the former Cemetery Office. 2018 budget issues were discussed, along with IT and the new website. The Superintendent is working on his schedule for the Fall cleanup, in conjunction with the Worcester County Sheriff’s Dept. with help from the inmates. The Commission is aware of the meetings of the Charter Review Committee and intends on inviting a member to a future meeting. Under New Business, a donation from a past Commissioner was discussed and will be taken under advisement to be discussed at a future meeting. Also present was Todd Holman, Cemetery Superintendent. Minutes were read from meetings of July 12 th, July 31st - August 7th and September 5, 2018. Upon a motion by Chair May to accept the minutes as written, seconded by Vice-Chair Mendoza, minutes were approved unanimously. With no correspondence or public comment, the budget was reviewed and vouchers were signed for Ramaker for website maintenance and Lunenburg Ledger for advertising. Comm. Tyler has been in touch with the building dept. at Monty Tech concerning the building schedule and will continue to keep the Commission informed of any new information. After meeting with the building inspector, it appears we will need a plot plan drawn up for the new building in order to get a building permit. It was decided to contact Whitman and Bingham, Civil Engineers to get a price and after some discussion, a motion was made by Comm. Mendoza seconded by Comm Tyler to put a cap of $1000.00 for the plot plan, with no further discussion it was approved unanimously. There was also some discussion of a container to house all the lumber and other items in the current building before demolition. No decision was made at this time and will be discussed at the next meeting. However, a letter is to be sent to the Town Manager, requesting the Superintendent be available for all tasks involved with this project. A backhoe will be needed to remove old gravestones and other material that is around the base of the building. Comm. Tyler will draft the letter and send it to the Town Manager . Superintendent Holman stated that the prisoners will be available the week of November 26-30 for help with leaves and other clean-up duties. It was decided to discuss Cemetery rates at the next meeting. Lance May, Chair , Lorraine Mendoza, Vice-Chair and William Tyler , Clerk, with no further discussion, it was voted to accept the nominations as presented unanimously. Minutes from the September 13th were read and upon a motion by Chair May, seconded by Vice-Chair Mendoza, the minutes were accepted unanimously. Steve Archambault from the Charter Review Committee was present to give the Commission an update on the progress of the committee to this point. He informed the Commission that the Committee meets the second and fourth Wednesdays of every month. Dates to include: 10/24, 11/7, 12/12 and possibly 12/26. He suggested that we formulate what changes we would want and to schedule a meeting with the Charter Committee. The Holman St. Cemetery building is awaiting demolition, pending a plan to remove the old gravestones that are scattered around the building. It was decided to get a price from M&M Services for the use of a backhoe and operator, since the DPW Director cannot commit to giving the Supt. any help in this process. Also, upon a motion by Commissioner Tyler , seconded by Vice-Chair Mendoza, to purchase a used 8x20 storage container for the purpose of storing whatever useful tools and other items that remain in the building before demolition. It was voted unanimously to purchase this container . Cemetery rates were discussed and the possibility of increasing the Niche Wall price to $1400.00 was discussed. It was taken under advisement to be further discussed at a future meeting. ===PAGE 2=== Also discussed was the possibility of placing an add in the Fitchburg Sentinel advertising the Niche Wall and its availability year- round. Commission Tyler will follow up with prices before the next meeting. The subject of the ADA grant for the handicap access to the Niche Wall at North Cemetery was discussed, with Commission Tyler reporting that he met with the Town Manager and submitted bids for the paving of parking lot and the ADA compliant railings, totaling $30,528. Bid notification will occur on December 3, 2018. Notification was received of a private donation in memory of George Reichart, a former Cemetery Commissioner . His son wishes to donate a sum of money for the purchase of signs showing Rules and Regulations for both Cemeteries. It was advised that he send a letter stating his wishes and then we could establish a special account in his name that could be drawn on to fulfill his wishes. Commissioner Tyler is in the process of contacting LUK in Fitchburg for assistance in obtaining Summer help next year for the Supt. He will report on this at the next meeting. Chairman May was unable to attend due to illness. Other members there were Vice Chair Lorraine Mendoza. Minutes of the October 11, 2018 meeting were read and with no errors or omissions, motion made by Com. Mendoza to accept the minutes as written, seconded by Com. Tyler , accepted unanimously. A letter was read into the minutes, from George Reichard who made a $2,500.00 donation to the Commission for the purpose of signs for both Cemeteries listing the Rules and Regs. Supt. Holman will get some quotes for the cost. The $2,500.00 will be put in a special account so that we may draw from it to have the signs and granite posts purchased. The Town Manager informed Com. Tyler that the new FaceBook page was up and running. He will begin posting photos of past projects and new projects such as the new Cemetery building. The Grant application for the ADA handicap ramp, railings and parking lot at North Cemetery was submitted to the Town Manager. She informed us that we should hear whether the Grant was approved or not sometime in December . Discussion on Cemetery rates were passed over until a later time. The Commissioner signed vouchers for Casella Waste Systems- (dumpster), Powell’s (loam and seed), Triumph Modular (storage container) and Lunenburg Ledger (add for Columbarium), totaling $1,967.87. Discussion with Supt. Holman concerning the beginning of construction on the new garage on Holman St. After much discussion it was decided to go ahead with the foundation portion of the building. The building permit is active until April, but the Commission felt that we should not wait until Spring and take ===PAGE 2=== advantage of the good weather . A motion was made by Com. Mendoza to accept the low bid of $6 ,146.00 from R.A. Powell Construction for the excavation work needed for the foundation, and a low bid from P .D. Boucher for the foundation itself for $7,625.00, seconded by Com. Tyler. With no further discussion the motion passed unanimously. Discussion on the progress of the Fall clean-up at both Cemeteries with Supt. Holman. Due the early snow, progress is somewhat behind where it should be. With the help of the Worcester County Sheriff’s Dept. hopefully it can be finished up soon. There was discussion on placing an add in the Fitchburg Sentinel for the Columbarium. It was decided to wait for the time being. The price will be $50.00 an insertion. Com. Tyler attended a meeting of the Charter Review Committed on Nov. 28, 2018 to submit the proposed changes we had discussed at an earlier meeting. There is a Public Hearing on the proposed Charter changes on Jan. 9, 2019. Lastly, Sandy Chester inquired about the Wreaths Over America , which puts a wreath over every Veteran’s grave.
