Also present was Bill Bernard, DPW Director. Public Comment – Nancy Foss-Yasko, Chair asked if there was any Public Comment? There was none. DPW Director Updates – Discussion on the length of the bench that was accepted by the Select Board on Tuesday, August 22, 2023. Bill Bernard, DPW Director wanted to suggest that the Cemetery Commission only accepts a 3 foot bench vs. a 4 foot bench. Unfortunately, the Cemetery Commission is not in agreement, as many benches that have been placed in the North Cemetery are between the 3 – 4 foot benches. Discussions continue regarding the Beaulac Brothers, and thoughts going forward with recent pruning of the Arborvitae Hedges. The Cemetery Commission requests moving forward, that the commission is informed ahead of time of any future trimming, pruning or tree removal in all cemeteries. The DPW allocates $22K for work in the cemeteries. Taking the amount out of the budget for the trimming/pruning, leaves an amount of $12K. In addition, allocation has been put aside for $18K for seasonal workers. Note: DPW has not been able to fill this role as of this date. Brief discussion with DPW Director, Bill Bernard – holidays that all cemeteries need to look their best for. They are as follows: Memorial Day, Fourth of July, Labor Day and Veterans Day. A decision needs to be agreed upon regarding an outside contracting/landscaping company to take care of the mowing/trimming going forward. The Cemetery Commission made a motion to not allow Beaulac Brothers into the North and South Cemeteries, which was approved unanimously. The DPW Director, Bill Bernard was not in agreement, but asked the Cemetery Commission to e-mail him other landscaping companies to choose from. A motion was presented to accept Chair, Nancy Foss-Yasko as primary contact and permission to speak on behalf for the Cemetery Commission. Therefore, giving the Chair the authority to move forward within the Cemetery Commission and combined DPW projects. The Cemetery Commission motion was approved and accepted unanimously. Minutes were read/reviewed from the meeting of August 10, 2023. Upon a motion by Chair, Nancy Foss-Yasko – to accept the minutes as written, with changes on spelling errors of Bernard, DPW Director; seconded by Vice-Chair and Clerk, David Dorren, minutes were approved unanimously. Vice-Chair and Clerk, David Dorren had Fred Anderson from Anderson Landscaping attend our meeting to discuss findings and solutions for our 100+ year old hedges. Several suggestions and recommendations were made during this cemetery meeting. Fred’s professional opinion was that the Arborvitae Hedges were at their “end of life.” The lack of maintenance and proper trimming throughout the years, have cause these hedges to grow somewhat to the side and not straight up. Plan was discussed with replacement of these hedges, but water may be an issue – due to lack of water flow in the North Cemetery. These hedges will need three season’s of water trucked into the North Cemetery to keep them alive. Planting 270+ hedges was suggested. First estimate cost was: $167 - $187K. 17 Main Street, P. O. Cheaper in the long run, as a one time cost with no on-going maintenance needed. A win-win solution for both the DPW and Cemetery Commission. The Cemetery Commission and the DPW thanked Fred for his time and insight regarding this matter. Motion was made to adjourn by Chair, Nancy Foss-Yasko, seconded by Vice-Chair and Clerk, David Dorren. With no further discussion, meeting was adjourned at 4:35 PM. Next meeting will take place on September 14, 2023. This reduces the life-cycle cost associated with this asset. ● CEMETERY COMMISSION recommends to the Select Board Members to move forward with securing from the American Rescue Plan Act – significant funding for a New England Rustic Field-Stone Wall vs. Hemlock Hedges. ===PAGE 4=== Lunenburg Cemetery Commission Presentation ▬ Facts: ● North Cemetery 100 year-old Arborvitae Hedges were severely pruned in 2023. ● Following the pruning, several licensed and professional arborists were called in by the Cemetery Commission to make recommendations regarding the recovery options to the 100 year-old Arborvitae Hedges. ● Recommendations were simple – because of the lack of historical maintenance and limited access to water, the landmark hedges are likely beyond recovery. Arborists advised not to put good money toward working to improve their health, due to an expected poor outcome, and instead recommend removing them. ===PAGE 5=== Lunenburg Cemetery Commission Presentation ▬ Facts: ● Replacement cost of Hemlock Hedges are estimated at approximately $185K. ● Anderson Landscape Construction Horticulture Preservation walked the Cemetery Commission and DPW Director through this process. ● Recommendation and estimate provided to install and plant 173 young trees up to 6 – 7 feet tall. Extraction and disposal of stumps, set in new planting bed with mulch and watering allowance for one season. Key Note: three seasons of water needs to be complete, which is going to be cost prohibitive – due to lack of water and irrigation at the North Cemetery. ● Complete estimate from Anderson Landscape Construction Horticulture Preservation has been provided and given to each Select Board Member and Town Manager for review. ===PAGE 6=== Lunenburg Cemetery Commission Presentation ▬ Facts and Concerns: ● Additional Cost for newly planted Hemlock trees. ● Having 173 newly planted Hemlock trees will cost a significant amount of money for both the watering and maintenance care of these trees for three years, and beyond. One year of watering will cost the Cemetery Commission and DPW – estimated at $3K. This will raise the life-cycle cost significantly. ● There is no electricity at the North Cemetery for required well pump to water new plants. Both of these requirements will require additional funding. ● North Cemetery cannot handle the water flow for the additional amount of water needed to keep these newly planted trees alive. Additional cost of $15K or more for a well to be drilled. This does not include the cost for a pump, piping and electricity. A possible solution is tie into the water system on Highland Street – cost to be determined. ===PAGE 7=== Lunenburg Cemetery Commission Presentation ▬ Preferred Solution: ● Permanent New England Rustic Field-Stone Wall – estimated range at approximately $288K to $388K, which reduces the life-cycle cost associated with this asset. ● Ramsden Stone Walls and Waterproofing, LLC – provided an estimate of a free-standing New England Rustic Field-Stone Wall at North Cemetery. ● Highlights Include: removal of nearly 1,000 linear feet of large hedges, disposal of hedges and stumps, excavation and installation of crushed stone footing, measuring 36 inches wide with a minimum depth of 12 inches deep, a 6,180 square face feet of free- standing rustic semi formal dry, stacked – New England Field-Stone Wall at $40.00 per face feet. ● Complete estimate from Ramsden Stone Walls and Waterproofing, LLC – has been provided and given to each Select Board Member and Town Manager for review. ===PAGE 8=== Lunenburg Cemetery Commission Presentation ▬ Request: ● $350K for Restoration of North Cemetery Boundaries. ● The CEMETERY COMMISSION would like to advocate for the North Cemetery with her beauty and tranquility from within. ● Building a New England Rustic Field-Stone Wall will complement the already free-standing stone walls from within her boundaries. ● Many Lunenburg Town Families and Veterans have long passed and are at their final resting place. This design honors their contributions to our Town, and provides lasting beautification for at least the next 300 hundred years. ● The CEMETERY COMMISSION will support the Select Board request to use the Stabilization Fund at this Fall’s Town Meeting, so more funds are available for ARPA Distribution. ===PAGE 9=== Lunenburg Cemetery Commission Presentation ▬ A Special Thank-You: ● The CEMETERY COMMISSION would like to show their appreciation to the following individuals and establishments: ● Select Board Members – allowing the Cemetery Commission to present this presentation during your weekly Town Meeting. ● Stan Dillis – Dillis & Roy Civil Design Group ● Jeff Schwarz – Alphagraphics - Shirley ● Fred Anderson – Anderson Landscape Construction Horticulture Preservation ● Brett Ramsden – Ramsden Stone Walls and Waterproofing, LLC ● Matt May – Lakeview Landscaping & Irrigation ● Mark Flagg – M Flagg Tree Service/Arborist ● Central Mass Gardens ● Einstein’s Solution ● David Dorren – Vice-Chair & Clerk, Cemetery Commission ● Bill Bernard – DPW, Director ======================================================================================== DOCUMENT : 2023-09-14-agenda-325.txt BOARD : cemetery-commission DATE : 2023-09-14 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/cemetery-commission/2023-09-14-agenda-325.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_09142023-325 ======================================================================================== ===PAGE 1=== LUNENBURG CEMETERY COMMISSION MEETING NOTICE Thursday, September 14, 2023 – 9:00 AM Lunenburg Public Library Suldonik Conference Room Revised AGENDA The agenda lists all the topics which may be discussed at the meeting and are those reasonably anticipated by the Chair. In attendance was Nancy Foss-Yasko, Chair; David Dorren, Vice-Chair & Clerk; Bill Bernard, Director DPW; Todd Holman, Superintendent; Michael-Ray Jeffreys, Select Board Chair; Tom Alonzo, Select Board Member; Heather Lemiuex, Town Manager. Public Comment – Nancy Foss-Yasko, Chair asked if there was any Public Comment? Michael-Ray Jeffreys wanted to make sure that the Public participation is encouraged and public comments may be welcome during committee member discussions at the discretion of the Chair. DPW Director Updates – Bill Bernard stated he sent out for quotes for Landscaping companies to do the mowing/trimming of the North Cemetery. The two companies that responded were NE Acreage and Katie Forester. NE Acreage quoted $90.00 per hour for both mowing/trimming. Katie Forester quoted $110.00 per hour for mowing and $65.00 per hour for trimming. Bill also mentioned that they can use the Prisoners from October to the November – TBD. Tom Alonzo, Select Board member also stated that we should put a plan together with the DPW – requesting an increase in the final operational cost line to the budget. Heather Lemiuex, Town Manager and Michael-Ray Jeffreys, Select Board Chair gave their thoughts on moving forward with Chapter 310 – Cemetery Rules and Regulations. There is an error with the rules and regulations that are currently posted on the Lunenburg Town page. Heather has requested to go back and review past minutes regarding accepting these amended rules on 10-1-2019. The Cemetery Commission will delay a motion to accept the Chapter 310 – Cemetery Rules and Regulations – Amended 9-14-2023 in today’s meeting. Chair, Nancy Foss-Yasko suggested we have a pilot test for the North Cemetery, which includes mowing/trimming by Lakeview. The estimated cost to be $1,600.00 - $1,800.00. Todd Holman, Superintendent mentioned it takes a while for him to do the mowing/trimming, by himself. There are a number of phone calls while mowing, plus the bad weather. The Cemetery Commission voted 2-0 to call in Lakeview in October to see how many hours it would takes them to finish the task at North Cemetery. This will give us an accurate picture of the time-line associated with mowing/trimming. The Cemetery Commission has agreed to pay for this one time pilot test. The following holidays needs to be addressed: Memorial Day, Fourth of July, Labor Day and Veterans Day. Minutes were read/reviewed from the meeting of August 24, 2023. Under advisement, it was decided to not make a motion to accept these meeting minutes, at this time. The Chair, Nancy Foss-Yasko will review and make changes in several areas of the minutes, and vote at our next meeting. Next meeting will take place on October 19, 2023. Chair, Nancy Foss-Yasko, made the motion to adjourn meeting at 12:01 PM. Vice-Chair & Clerk, David Dorren seconded the motion. Motion passed 2-0. 17 Main Street, P. O. This reduces the life-cycle cost associated with this asset. ● The CEMETERY COMMISSION recommended to the Select Board Members to move forward with securing from the American Rescue Plan Act – significant funding for a New England Rustic Field-Stone Wall vs Hemlock Hedges. ===PAGE 4=== 4 Lunenburg Cemetery Commission Presentation ▬ Facts: ● North Cemetery 100 year-old Arborvitae Hedges were severely pruned in 2023. ===PAGE 5=== 5 Lunenburg Cemetery Commission Presentation ▬ Facts: ● Replacement cost of Hemlock Hedges are estimated at approximately $185K. ===PAGE 6=== 6 Lunenburg Cemetery Commission Presentation ▬ Facts and Concerns: ● Additional Cost for newly planted Hemlock trees. Additional cost of $25K or more for a well to be drilled. This does not include the cost for a pump, piping and electricity. A possible solution is tie into the water system on Highland Street – cost and feasibility to be determined. ===PAGE 7=== 7 Lunenburg Cemetery Commission Presentation ▬ Preferred Solution: ● Permanent New England Rustic Field-Stone Wall – estimated range at approximately $288K to $388K, which reduces the life-cycle cost associated with this asset. ===PAGE 8=== 8 Lunenburg Cemetery Commission Presentation ▬ Request: ● $350K for Restoration of North Cemetery Boundaries. ===PAGE 9=== 9 Lunenburg Cemetery Commission Presentation ▬ Wall ● Wall initial outlay for project full funding. ● Little to no maintenance or additional costs over time. ● Usable life span estimate 100 plus years, more likely 200+. ● Significantly less vulnerability to storm and weather damage. ● Minimal to no impact of inflation for ongoing costs. ● Model shows estimated wall break even in year 16 vs hedge costs. ● Aesthetically the wall blends in nicely to the existing wall boundaries. ▬ Hedges ● Hedge replacement require ongoing costs for annual maintenance and failure/replacement over time. ● Additional project costs and expense associated with maintaining living hedge – include providing water source (well to be drilled), pump house to support well, electricity installed to support the well pump and annual electric billing. ● Usable life span estimate with professional maintenance 50 – 75 years – then replace again. ● Subject to storm and weather damage as well as insect and disease vulnerability – requiring replacement of sections. ● Financial impact of inflation on maintenance costs over anticipated life span are significant and will be borne by the tax payers. ===PAGE 10=== 10 Lunenburg Cemetery Commission Presentation ▬ Life Cycle Cost (LCC) Analysis: ● Definition – Life Cycle Cost means considering all the costs that will be incurred during the lifetime of the product, work or service: Purchase price and all associated costs. ● Life cycle costing provides an estimate of the cost that an asset will incur in its lifetime. Life cycle costing calculation generally involves adding six types of costs; purchase costs, maintenance costs, operational costs, financing costs, depreciation costs, and end-of-life costs. ● Life Cycle Cost incorporates a model to help examine the total cost of the Wall or Hedge installation. ● Life Cycle Cost is using a 3.0% annual inflation factor based on historical run rates, current data and estimated future factors. ● Then Year Costs or Future Dollars – is a financial term that means the cost reflects the money as it is spent including the effects of inflation. For this model purposes the base year is 2024. ● Current Dollars – income in the year in which a person, household, or family receives it. For example, the income someone received in 1989 UN-adjusted for inflation is in current dollars. ===PAGE 11=== 11 Lunenburg Cemetery Commission Presentation – Bottom Line at the End ▬ Wall ● One time sunk cost little to no ongoing expense for maintenance. ● Risk is mitigated by permanent infrastructure. ● Virtually impervious by weather, climate, external factors and budgetary shortfalls. ● Significantly less risk in lean budget years. ● Inflation / Consumer Price Index (CPI) is virtually eliminated saving taxpayer dollars in ongoing maintenance. ● Wall will aesthetically blend in with the historical environment and existing boundary walls. ● Break even at year 16. ▬ Hedges ● Maintenance over a finite life span – then disposal and replacement costs – subject to Then Year costs. ● Inflation will escalate costs over the life of the hedge growth – increased taxes to cover maintenance, disposal and replacement expense. ● When years are revenue lean hedge maintenance will receive low priority or be deferred for years. ● Delayed maintenance escalates risk of damage. ● Risk is elevated by weather, climate change, animals, plant disease and improper maintenance. ===PAGE 12=== ===PAGE 13=== 13 Lunenburg Cemetery Commission Presentation ▬ Wall spread sheet model assumptions: ● New England Rustic Field-Stone Wall (item 1) is a one time sunk cost with no ongoing associated costs projected. ● Components of (item 2) are based on contractors and vendors estimates, not quotes. ● Failure rate is the cost dollars to cover the estimated risk of environmental factors and other horticultural events that may occur. ● Installation of living hedges assumes a requirement for water, which must be drawn from a newly constructed deep well. ● To enable the deep well, electricity must be provided – including the required housing and infrastructure to support this commodity. ● A risk contingency factor is included as common with all construction projects to mitigate risks that may arise (i.e. well depth, ledge, etc.) ● Electric power will consume minimal Kw hours, however, there is a monthly fee to be paid even if there is little to no usage included. ● A Consumer Price Index (CPI) inflation factor of 3.0% is calculated for all ongoing annual costs. ● The 3.0% inflation adjusted annual amount is used in place of the Current Total dollars when expressing the Then year amounts. ● Professional hedge trimming costs are represented by amortizing a 3 - 4 year expense at $500.00 expense every year – trimming may be required at 3 – 4 year intervals at estimated $2,000.00 per incident. ===PAGE 14=== 14 Lunenburg Cemetery Commission Presentation The CEMETERY COMMISSION would like to ask for the Lunenburg Community Support for the Restoration of North Cemetery Boundaries – by building a New England Rustic Field-Stone Wall. Also present was Bill Bernard, DPW Director. Public Comment – Nancy Foss-Yasko, Chair asked if there was any Public Comment? There was none. DPW Director Updates – DPW Director Bill Bernard mentioned he wanted to clarify the total number of hours that the Town Manager mentioned at the last meeting. Bill mentioned that the maximum number of hours for the Superintendent and 2 seasonal workers in a year is 2,770. The calculation is 5 days per week at 40 hours per week x 52 weeks = 2,080 hours. The 2 seasonal workers would work 690 for the year. The total 2,080 + 690 = 2,770. This does not include overtime. Chair person Nancy Foss-Yasko asked for a printed validation of the difference between the 3,952 hours stated at the previous Select Board Meeting and the 2,770 hours that was stated at this meeting. What is the source/validation of these numbers? Bill further stated that the DPW/Cemetery Budget totaled $113,027.48 for fiscal year 24. This included payments to Helen for flowers and watering of front of North & South Cemeteries, The Beaulac Brothers - $9,990 for the hedges along Holman Street and $3,920 for the weed whacking within the North Cemetery, supplies for the cemeteries, gasoline, uniforms and Purchase of Services. To save on time and therefore save on man hours Vice-Chair Dorren suggested that the DPW fix the blower that Director Bernard stated was not working. By fixing the blower he can blow leaves into the truck instead of using hand blower and putting into piles and then into barrels and then loading into trucks. Vice-Chair Dorren also made the comment that The Superintendent of Cemetery stated in one of the Commissions meetings he starts mowing at one end of the cemetery then goes to the other end of the field, then comes back toward the middle making it at least 4 sweeps back and forth 17 Main Street, P. In reviewing this process, the Cemetery Commission sees a waste of cemetery time and money every year. Holidays - In discussing Memorial Day and Veterans Day the DPW Director stated he will look into the State Purchasing plan for small new flags for the cemeteries for those holidays. Rules and Regulations - The Cemetery Commission made a motion to accept the Rules and Regulations as amended on 10-31-23. Motion was passed 2-0. DPW Director Bill Bernard mentioned that he cannot meet the Standards of the New Rules and Regulations. The Cemetery Commission then recommended ways to help the Superintendent achieve meeting the Rules and Regulations to the point of bringing in private company for mowing and landscaping which will give the Superintendent more time to accomplish his other duties. Motion was made to adjourn by Vice–Chair and Clerk, David Dorren. With no further discussion the meeting was adjourned at 12:38pm. Public Comment – John Bowen stood up to make a motion that the Cemetery Commission should be on time – we were six minutes late. Made another motion about the clarification on the words – “watch out” – Cemetery Commission, Chair, Nancy Foss-Yasko stated as Mr. Bowen’s demeanor was confrontational toward the Chair. The Cemetery Commission Chair, advised Mr. Bowen that he had three minutes to make his Public Comment. He asked for an extension, which was not granted the first time. Mr. Bowen keep arguing and the second extension was granted. Mr. Bowen spoke rapidly to the Commission, regarding many topic’s that he expressed his concern with. They are as follows: oil spill (Spring of 2022), local 39 bargaining agreement for the DPW, abolishing the Cemetery Commission, and Cemetery Commission should meet at night and at Town Hall. Many allegations were made to the Cemetery Commission, Chair. Starting with: calling the State on the possible oil/gas leak into the Cemetery at North Cemetery; issues with the DPW members; hiring a third-party landscaping company; bench placed into the North Cemetery; dog issues within the cemetery – owner lives on Highland Street; putting camera’s into place; abuse by the Cemetery Commission on building and putting an article in the Lunenburg Ledger for support with a New England Rustic Field- Stone Wall – low maintenance; taking work away from DPW employee’s because of low maintenance; Rules and Regulations are not part of the bylaws; the word sole should not be used in our Charter and Cemetery Commission Rules and Regulations. The Cemetery Commission Chair, allowed Mr. Bowen to speak from 9:06AM – 9:20AM – 14 minutes. The Cemetery Commission Chair, asked Mr. Bowen to leave the meeting, because the Chair and the Commission felt unsafe with Mr. Bowen’s demeanor toward each member.
