Present: Pete Lincoln (Chairperson), Mary Lynn Conrad (Vice Chairperson), Doreen C. Noble (Director), Barbara Brown, Fred Crellin, Jane Doyle, Emily Foster, Jim Hays, Elisabeth Montuori, Joyce Wass, and Susan Doherty (Admin.Assistant). Absent: Bonnie Edes & Sandy Flanagan Guests: Lloyd Carlson, President Friends of the Eagle House Inc. Tom Chuilla & Sgt. Anthony Boulette of the Worce ster County Sheriff’s Department Minutes: A motion was made and seconded to accept the December 8, 2009 COA meeting minutes, as read and corrected. All approved, motion carried. Director’s Report: Finance/Informational Report: Doreen had met with the Capital Planning Board earlier this morning where they reviewed the plans and presented a time line for construction of the proposed parking lot at the Eagle House. She commented that she was optimistic about the meeting and that the Capital Planning Board and Town Manager were extremely supportive and helpful. A quote from McKenzie Engineering was given for the cost to have the proper plans drawn up for the project and it would be $35,000. It was also determined that it could ultimately end up costing upwards to $150,000 to complete the project. The Town would like two more quotes for the project. It was mentioned that perhaps the price could be winnowed down by utilizing Town Departments for parts of the construction process. She stated that the town inquired whether or not the Friends of the Eagle House Inc. could provide start up money of approximately $15,000 in order to begin the Grant application process. Lloyd Carlson will investigate the possibility of the Friends of the Eagle House cashing in a CD early and incurring a penalty fee. Tom Chuilla from the Sheriffs Department mentioned that perhaps the prison could help with the dirt removal. Doreen stated that the utility bills that have been received are becoming a huge drain on the budget. She will be looking into applying for a grant to have the building “go green”. It would be about eleven days until the budget packages arrive from the Town Manager. She also stated that FY11’s budget would be “bare bones”. A new van driver, Bill Anderson, has been hired and is expected to start soon. Doreen attended an Employee Assistance Group with other department heads at Town Hall. She will be participating in an online course on “How to Improve Management Skil ls”. OLD BUSINESS Parking Lot Update: Discussed under Director’s report. Property Tax Work Off: The Property Tax Work Off Committee met and it was determined that they have $12,000 in funding for the program. Each participant will receive up to $750 in reduction of their property tax bill. As of this meeting they have sixteen elders who have applied for the program. There was one complaint received from a Town Employee about the program being funded this year while furloughs were being given to employees. Doreen spoke to the Town Manager and she informed Doreen that she is still planning on funding this program for FY11 regardless of the complaint as the furlough would not be impacted since these are two different funding sources. ===PAGE 2=== 2 NEW BUSINESS There was no new business on agenda for this meeting. Present: Pete Lincoln (Chairperson), Doreen C. Noble (Director), Fred Crellin, Jane Doyle, Bonnie Edes, Emily Foster, Jim Hays, Elisabeth Montuori, and Susan Doherty (Admin.Assistant). Excused: Mary Lynn Conrad, Barbara Brown, Joyce Wass & Sandy Flanagan Guests: Lloyd Carlson, President Friends of the Eagle House Inc., Bill Anderson and Heather Brendel. . Minutes: A motion was made and seconded to accept the January 12, 2010 COA meeting minutes. All approved, motion carried. Director’s Report: Doreen began the meeting by introducing Bill Anderson and Heather Brendel to the board. Bill is the new COA Monday/Tuesday Senior Van Driver and Heather is a student from Fitchburg State who will be interning at the Eagle House until May. Finance/Informational Report: Doreen informed the board that as of the date of this meeting she has not heard any information from the Town Manager concerning the FY11 COA budget. She respectfully asked the board members not to contact the Town Manager on their own for information on the COA budget. She also stated that she feels optimistic about the FY11 budget. The Town Manager had asked for statistics beginning from FY99 to present time. These were compiled by Susan Doherty and they showed that the level of services at the senior center have dramatically increased through the years. Doreen was paid a visit by Robert Rand, Personnel Director for the Town of Lunenburg. He informed her that he will be revamping the “Step and Grade System” which is c urrently used for Lunenburg non-union, employees. She thought that the revamped system could possibly add another $1500 to the COA payroll budget. The utility lines in the COA budget will also be looked at again with the new addition of a sewer line item. She also said that herself and Susan Doherty are the only five day a week personnel and she feels that the staffing is dangerously low considering the amount of people who frequent the building at certain times during the week. Executive Office of Elder Affairs will fund the Formula Grant for the rest of FY10 in the amount of $10,500. Montachusett Home Health Care has gone to a “manage d care system” which in short means that when peopl e are discharged from the hospital and need home care they will be put on a long waiting list for services. MHHC has been the agency that we have been referring clients to but in light of the situation, referrals will now be made to private Home Care Agencies also. MOC Nutrition has also gone to “managed care system ” and they have asked the Director to “shake the tr ees” so to speak, and eliminate clients who are not in urgent need of home delivered meals. Prospective clients will also be put on a long waiting list for this program. COA board members were very concerned about this latest “managed care” news and a discussion ensued in relation to what could be done to help this situation. Basically it was decided the best way to get the attention of people would be to lobby the politicians. All board members were encouraged to write individual letters to Senator Jennifer Flanagan and State Rep. Jen Benson to ask for more money for this line item. ===PAGE 2=== 2 OLD BUSINESS Parking Lot Update: The Town Manager, Kerry Speidel, had contacted Doreen with a possible solution to the problem of funding a parking lot at the Eagle House Senior Center. She suggested that perhaps a grant could be obtained for adding senior citizen gym equipment to the existing Kids Kingdom and along with this could be a request for additional parking. Kerry provided Doreen with brochures which showed the gym equipment, and these were distributed to the COA board members to review. Board members were encouraged by this new idea to help resolve the parking issue at the senior center. Property Tax Work Off: The Property Tax Work Off program now has sixteen people placed in various jobs through out Town departments. The Tax Collector wanted to encourage new people to participate in this program and among the sixteen are three new applicants. The Property Tax Work Off Committee will meet again in March. NEW BUSINESS Bucky’s Corner: Sue Doherty reported that monetary donations were received from the Turkey Hill Garden Club and the family of the late Helen C. Pliska. These donations will be used to purchase four new glass shelves and to install new lighting for the cabinets in Bucky’s Corner. Technology Donation: Doreen reported that a monetary donation from the family of the late COA Board Member Robert Fickett, has been received and will be used to purchase new technology for the office and an industrial can opener for the kitchen. COMMITTEE REPORTS : There were no Committee reports for this meeting. CORRESPONDENCE There was no correspondence received for this meeting. GENERAL DISCUSSION Sis Montouri mentioned that she had received an email from Leominster Housing Authority concerning the construction at Pearl Brook Housing on White Street. It stated that they were waiting for approval from the State to hire the General Contractor, which they have chosen, and that the construction/upgrades should be finished by 10/6/10. Doreen mentioned that the voluntary furlough which Sue Doherty and she will be taking in April is still on as scheduled. A question was posed about what the inclement weather closing procedure was if the schools closed early. If this should happen, it was decided that the Director will use her judgment and make the call as to whether or not the senior center will remain open or not. Bonnie Edes informed the board that she will not be at the March meeting. There will be a key available at the front desk for people to use who have a need to get into the kitchen. Two financial pages were distributed to the COA board members to review. Old Business: Parking Lot Plans: Heather Brendel read an email from Laura Williams, Selectmen’s Secretary, stating the parking lot project at the Eagle House has made it to the top of the Capitol Planning list because the Friends of the Eagle House Inc. have made a commitment to contribute money towards the project and the Capitol Planning committee recognizes its viability. Director's Report : Finance-informational Report: Doreen Noble reported that funds were transferred from the COA account prior to Town Meeting without her knowledge. COA members also reported the first time they heard about this was at Town Meeting. Doreen informed the COA that she will formally let the Town Manager know that she would like notification before funds are transferred. The council is willing to meet with the Town Manager for discussion before funds are transferred in the future. Doreen stated that she will also petition the need for additional hours, so money will not have to come from Utilities to cover adequate staffing. Special events require another staff person besides herself and Sue Doherty. Jane Doyle encouraged Doreen to emphasize safety and liability as other reasons for additional staffing hours. There was no financial report this month. There was one in April and the final report will be presented at the last meeting on June 8. The Director thanked council members for baking for Volunteer Appreciation and Heather Brendel's Reception. Old Business : Lloyd Carlson reported that the Capital Planning Committee has approved $10,000 for the Parking Lot. A letter was read from Lloyd Carlson. The next step in the process will be to apply for the grant. A committee will be instituted. Doreen Noble and Peter Lincoln will represent the Eagle House on this committee. Bonnie Edes questioned the length of time spent on this Parking Lot project. The Chairman stated that Jean DeBruin expressed the need for additional parking back in 2004. He also suggested that we could probably get some aspects done for nothing if people in town were asked. It was noted many times action doesn't happen until safety becomes a factor. ===PAGE 2=== The COA requested that Lloyd Carlson send a letter to businesses throughout the region asking for Parking Lot donations. Jane Doyle suggested a personal visit as well as a letter often goes further to corporate. Tax Workoff: The program is continuing and participants appear satisfied. There are 16 people placed in various town departments. FY11 Budget: Given a 9.25 total at Town Meeting, which would be $105,000. Furloughs: Furloughs will be completed for Sue Doherty on June7 and Doreen Noble on June8. Emily Foster will be ending 9 years of devoted service on COA. We thank her for outstanding service and assure her that she will be missed. Deb Seeley is willing to serve replacing Emily Foster, and will be invited to attend the June meeting. There was a discussion concerning COA term limits. It was questioned whether this was mean-spirited or a means of getting rid of “dead wood”. It was mentioned the Term Limits were in our bylaws. The question was asked "Do we want to change the bylaws?" The Director noted that the state recommends term limits. Doreen mentioned that another option would be having honorary members. A question was raised concerning the fact that if someone needs to resign because of illness, etc; could someone whose term is up fill in for them. The director said it is am loophole and the discussion ended. 2011 COA Slate of Officers: At our last meeting it was moved and seconded that Peter Lincoln will remain as COA Chairperson and Mary Lynn Conrad will remain as Vice- Chairperson. He als o gave a special thanks to COA board member Emily Foster who will be leaving the board due to term limits. Pet e commented in saying that he believed that the Town of Lunenburg along with the Town Manager and Board of Selectmen have come to appreciate the Lunenburg sen ior population and have been very supportive of sen ior issues. Present : Pete Lincoln (Chairperson), Mary Lynn Conrad(Vice C hairperson), Doreen Noble (Director), Jane Doyle, Bonnie Edes, Sandra Flannagan, Emily Foster, Jim Ha ys, Joyce Wass, Sis Montuori, Barbara Brown, Fred C rellin, and Sue Doherty (Administrative Assistant) Guests: Lloyd Carlson, President Friends of the Eagle House Inc. & Barbara Raboin Minutes: A motion was made and seconded to accept the May 11, 2010 COA meeting minutes as amended. She began by saying that it has been an honor and a privilege to serve as Director to the C ouncil on Aging Board. She gave credit to the COA board saying that she appreciates the fact that they do not “micro ma nage” her or how she operates the Eagle House Senio r Center. Credit was given to Jane Doyle for her donations to the center this past year which were a new microwa ve oven and pancake breakfast tickets from the Lunenburg/Townse nd Rotary Club. She also thanked Pete and Deb Linc oln for purchasing a new television set for the center. Doreen mentioned that she was quite pleased with th e programming at the Eagle House in FY10, especiall y the Grey Belt Self Defense Class. She gave thanks to Officer Mik e Luth who volunteered his time to teach the class and to Chief Dan Bourgeois for his support of the program. Other agencies which she thanked were Manor on the Hill and Nashoba Home Care who donated free service s to the center in FY10. Doreen also commented on the inter n program from Fitchburg State College which was ve ry successful for the senior center and that she would like to be come involved again in FY11 with perhaps a student from Mount Wachusett Community College. The only negatives were the staffing issues. The c ustodian, George Pugsley has been laid off beginnin g July 1, 2010 and it will be very difficult for the staff at the Eagle House Senior Center. Not only was George at the Eagle House every day for general custodial duties but he was primarily r esponsible for the set up and break down of heavy t ables and chairs for different functions at the center. Doreen feels tha t we are already under-staffed and she stressed the fact that safety is a number one priority with her. A motion was made and seconded to request to be on the agenda at the next selectmen’s meeting to discu ss custodial issues at the Eagle House. All approved motion carried. Old Business: Parking Lot: Doreen reported that on June 1, 2010 there were eight representatives from various engineering firms along with Shelly Hatch from MRPC at the Eagle House to walk the grounds and they were all given RFQ’s to complete and return back to the Director by June 11, 2010. Softball Fundraiser: The softball fundraiser with the Eagle House Grannies vs. the Lunenburg Police/Fire will be held at Lunenburg High School on Thursday June 17 th at 6PM. All funds raised will be given to the Friends of the Eagle House Inc. The Lunenburg Turkey Hill Family Lion’s Club will be volunteering to run a concession stand at the game. ===PAGE 2=== COA BBQ/Volunteer Recognition Ceremony: The date which had been set at the May meeting will need to be changed due to Eagle House staff vacations. The date will be determined later. COA Board Members Term Renewal: The Board of Selectmen’s office asked to be informed of all COA board members who will be returning for FY11. At this time Bonnie Edes announced that she would not be returning to the board because she will be moving out of town. She said that it has been a pleasure to serve on such an outstanding board and that Doreen does an excellent job as Director. She apologized that she couldn’t have been here longer. All other board members with the exception of Emily Foster will be coming back for FY11. Furloughs: A discussion about furloughs within the town to help balance the budget was held. Correspondence: There was no correspondence read at this meeting. General Discussion: COA board member Joyce Wass commented on the Seni or Citizen Prom which was held in May at the Eagle House. She was disappointed that only tw o COA board members attended. She also commented t hat her husband had been reluctant about attending but the end result was that he had a wonderful time and loo ks forward to the next one. Emily Foster was presented with a certificate of appreciation and gift certificate. Adjournment: A motion was made and seconded to adjourn the meeting. All approved, and the motion was carried. Present : Pete Lincoln (Chairperson), Doreen Noble (Director), Jane Doyle, Sis Montuori, Deb Seeley, Jim Hays, Sandy Flanagan, Joyce Wass, Barbara Brown, and Susan Doherty (Admin. Asst.) Excused: Mary Lynn Conrad & Fred Crellin Minutes: A motion was made and seconded to accept the August 10, 2010 COA meeting minutes as presented. All approved, motion carried. Director’s Report: Finance/Informational Report : Doreen Noble gave a verbal finance report and said that all bills have been paid and are currently up to date. The Eagle House internet provider, Net 1 Plus, has dropped all their clients and the town has contract ed with Comcast for internet service. The Friends of the Eagle House Inc. had been paying the monthly bill for the senior center. A request was made to Nancy Strom, Technology Director, to put the COA Comcast fees into the town technology budget. Nanc y originally thought that she would be able to do this but it will not be possible at this time. The COA Director will need to put an article requestin g funds be put into the COA budget to pay for this service at the next Special Town Meeting in January 2011. In the mean time a request will be m ade to the Friends of the Eagle House Inc. to continue paying the internet bill until this is resolved. Simplex Grindell was at the Eagle House to do routi ne sprinkler system checks and discovered that the sprinkler system in the large meeting room was not operating at full capacity. They discovered pin holes in the sprinkler system piping which was causing th e compressor to fire constantly. They assume that this problem stems from damage that was incurred du ring the ice storm of 2009. It is a possibility t hat the senior center will need to be closed for a day in order to fix this problem. The Town Manager has been informed of this situation. Later on during the Director’s report, board member Deb Seeley asked the Doreen if she had any idea what the cost to fix this problem was and Doreen replied no. Board member Jim Hays asked if the repair costs wou ld be covered in the COA budget and Doreen said that she thought that they would fall under the town building maintenance budget. A new intern from Fitchburg State College has arriv ed at the senior center. Sarah Beckman-Devik will be working on Thursdays and Fridays until the end o f December. Sarah has a wealth of knowledge and will also be conducting arts and crafts classes on Fridays. The Friends of the Eagle House Inc. will be holding a Spaghetti Supper on October 20, 2010 from 5-7PM at the senior center. Doreen asked for volun teer help from the COA board members. She stated that her office staff always goes above and beyond their everyday duties but that they were like a “3 legged stool” and that it wasn’t fair to ask th em to work all day then volunteer at night for this function. ===PAGE 2=== Doreen thanked the COA board members who attended t he Volunteer Recognition ceremony. She was pleased that there were many awards given that day to the Eagle House volunteers. A request was made to the Lunenburg Turkey Hill Family Lion’s Club to donate the use of their gas gril l for the COA Cookout/Volunteer Recognition ceremony. This request was denied and Sue Doherty was told that the Eagle House could use it but needed t o pay the $100.00 fee. Doreen was not pleased with this. She felt that it was not in the sense of “com munity spirit.” She had Sue send an email to their Secretary stating that “she thought that we had a b etter relationship and that we would not be renting the grill.” She also made a request to be put onto the Lions Club September meeting agenda. Doreen informed Kerry Speidel, Town Manager, that she woul d be attending their meeting to voice her displeasure and Kerry suggested that she make the COA aware of what she was doing. The Lunenburg Fire Dept. was gracious enough to provide the grill for this event. Old Business: Parking Lot: Pete Lincoln stated that “this parking lot commit tee is the best committee he has ever been on”. He said the architect has completed the plans, which they are in the process of modifying. They will no longer be able to have the entrance/exit on side of the building which is next to the Jones House. The town is selling this property and the lot has been divided therefore construction of the parking lot cannot go through the property lines. The entrance/exit will need to be on the Kids Kingdom side of the building. In December the committee will be applying for a block grant. If the grant is not approved they will need to seek other funding sources. Doreen stated that municipal employees are surely dedicated to this project saying that three town employees came in for a meeting concerning the parking lot while “off the clock”. Doreen stated that another way to make the costs more manageable for this project would be to utilize the elders as “police” under the watch of t he Town Constable. She spoke with Laura Williams, Chief Administrative Assistant at the Selectmen’s office, about this possibility. New Business: No new business was discussed at this meeting. Committee Reports: COA sub-committee seats were assigned to the board members and they are as follows: Board Development – Joyce Wass (Chairperson), and S is Montuori Advocacy – Sis Montuori (Chairperson), Jane Doyl e, Mary Lynn Conrad and Joyce Wass ByLaw – Fred Crellin (Chairperson), and Barbara Brown Finance – Jim Hays (Chairperson), Deb Seeley, Ja ne Doyle, and Fred Crellin Director’s Evaluation – Entire COA Board Correspondence: A number of correspondences were read to the COA board which included the following: A thank you note from former COA board member Emily Foster was re-read. A job posting from town hall advertising the position of Public Access T.V. Coordinator. A poster advertising a Recycle project at the Ayer High School. An invitation from the Chester Mossman Teen Center to “An Evening of Appreciation”. A letter from the Executive Office of Elder Affairs concerning Formula Grant funding. Sis Montuori said she received a “Hello” note at ho me from former board member Gloria O’Brien. ===PAGE 3=== General Discussion: A discussion about Eagle Heights was held. COA board member Joyce Wass was concerned about the prospect of “40B” projects in M assachusetts being eliminated. The COA member information sheets will be updated for the October meeting. Janitorial issues were discussed and Doreen said that there were some issues with the new cleaners, including a language barrier, but otherwise things are working out well. Director’s Report: Finance-Informational Report Doreen circulated three lists: COA Board members and Staff Directory, FY11 COA Subcommittees, and COA Selectmen Appointees. Members reviewed and updated lists. The Director reported on a recent meeting with the Lion’s Club, concerning donation of grill for Appreciation Barbecue. The Lion’s Club wants to keep a good relationship with the Eagle House; although one member wanted to charge a fee for use of the grill. The lion’s Club stated that an apology letter would be forthcoming. A grill was borrowed from the Fire Department for the function. Doreen recently attended the MCOA Mass State COA Convention; at which she met with other Directors and attended some informative seminars on Visiting Nurses, Health Care Reform, Substance Abuse, Walk-away Project, Best Practices on Transportation, and Spiritual Issues at the End of Life. CD’s on death and dying issues are available for use. Kudos to Sue Doherty! The annual report is finished and there were many new and innovative programs. All state paperwork is completed for formula grant to fund outreach worker, Meals on Wheels, etc. Doreen reported that she has met with Joann Champa to set up an appointment to begin the process of applying for a new town van. Doreen has procured 3 vans successfully in the past. The process takes from 3-5 years. Several grants were written for cultural enhancement. We hope to get the Mood Swing Orchestra and perhaps a folk singer for St. Patrick’s Day. ===PAGE 2=== At the MCOA Conference Doreen found that the Eagle House is very active compared to some Senior Centers in the state. We do a lot with very little money. She brought up some possible programs for the coming year: Gray- Belts, Zen-gevity (Yoga and Buddhist Meditation). Rochester has a “Ye Olde Breakfast Shoppe” open to the community from 7:00-9:00a.m. Food for thought. Doreen asked to meet with the Finance Subcommittee prior to the next meeting. A meeting time was set up. General Discussion: Fred Crellin asked about the Spaghetti Supper on October 20. Volunteers were asked to contact Linda Halligan. Jim Hays questioned the fact that Sue Doherty keeps track of the number of people who attend programs and events. Doreen answered that the reason is for financial staffing time and to keep track of what we are doing in this facility. Fred Crellin and Sis Montouri have driven by Pearl Brook and report major improvements. Pete asked how Eagle House custodial service is working out. Doreen reported we really need a custodian. Staff members continue to move furniture and set up for every event. Old Business: Parking Lot Update Final approval of design is finished and being submitted for block grant. New Business : There was no new business discussed at the Oct. 12 meeting. Committee Reports: Sandra Flanagan was added to the following COA sub- committees: Board Development & ByLaws. Director’s Report: Finance/Informational Report : A COA budget sheet was given to all members to review. (See Attached) Doreen reported that approximately 137 people attended the pancake breakfast in October. The Director will be meeting with Joann Champa from the Massachusetts Department of Transportation on November 15, 2010 in Boston. She is hoping to p rocure another van for the Town/Senior Center to be used for special trips. A question was raised a bout who would be responsible for maintenance for this van to which Doreen replied that it maybe diff icult to get service from MART and that perhaps the Highway Department may have to be used for that. The Town Manager will be presenting her 5 year budget projection to the Selectmen this evening. The Eagle house maybe getting another student inter n in January. Doreen feels she would like to be careful with her selection of a student and will request that there be multiple applicants to choose from. Doreen informed the board that she now sits on the “Human Service Advisory” committee at Fitchburg State University and also on the Montachusett Home Care Crisis Advisory committee. The Senior Citizen Property Tax Work Off Program me t on Monday November 8, 2010. Approximately 14 out of the 16 participants in this program will be receiving an abatement on their property tax bills for 2010. The committee is in t he process of revamping the applications for 2011. All town departments will be asked to send in their req uests for applicants. The Council on Aging will ha ve positions open for 3-4 people in 2011. Old Business: Parking Lot: The final plan and list of costs for the parking lot have been completed. Apparently there was a newspaper story in a local paper which was misleading about the cost of the project. The request amount for the grant is $333,000.00 and according to Shelly Hatch from MRPC (Montachusett Regional Planning Commission) the funds should go to the project which is most “shovel ready”, which the Eagle House par king project is. There are three required public meetings for this project and Doreen and Shelly will be meeting with the Selectmen again on Tuesday December 7, 2010 for the third meeting. The grant is due on December 10, 2010. ===PAGE 2=== The Housing Rehab project is “coat tailing” on the parking lot grant. This grant consists of a 15 year, no interest loan, to income eligible homeowners for housing repairs up to $30,000.00. Eligible households are in a designated “block” area near the Eagle House Senior Center. If the homeowner stays in their home for the 15 years, the loan will be forgiven. New Business: COA Agenda Format: Sue Doherty informed the board that Llynn Klaft f rom the Town Clerks questioned the COA agenda format. She requested that the meeting address be added to the agenda and that items such as “Old Business” and “New Business” not be included o n the agenda if nothing was listed under either title. After a short discussion the COA board agreed that the address should be added but that they were happ y with the way that the monthly agenda is set up so there would be no other changes made. Director’s Report: Finance/Informational Report : A COA budget sheet was given to all members to review. Doreen reported that the Eagle House was closed on Wednesday December 8, 2010 due to staff illness. She had spoken to the Town Manager and received permission to close the building for the day. Although it is flu season, a student from the Ace/A chieve program at the High School had been arriving with the job coach with obvious signs of sickness to work in the food service area. Doreen contacted the Department Head of the Ace/Achieve program and requested that the students who are ill not be brought to the Eagle House for work. Unfortunately this me ssage was not communicated and the student returned on December 13 th, still exhibiting signs of illness. The Job Coach and students were sent back to school and Doreen is currently in the process of speaking with the Principal Mike Barney about this situation. She feels that they did not adhere to t he agreement which was made about not sending the students when they are sick. She will request that they do not return to the senior center until the cold/flu season is over in the spring. After a lengthy discussion about this issue, a moti on was made and seconded to support the Council on Aging Director in her actions regarding the Special Education Department at the High School. All approved, motion carried. Doreen has applied for a Mobility Assistance Program Grant for another van for the senior center. This van is an eight passenger van, with lift equip ment, with a price tag of $54,879.00. If this gran t is received it will be at no cost to the Town of Lunen burg. It will be federally funded at 80 % and Montachusett Regional Transit Authority (MART) will fund the other 20 %. Doreen had met with Joann Champa from the Massachusetts Department of Transportation in November and Ms. Champa felt confident that Lunenburg would be approved for this grant. This bus will be used on a more “flexible” basis and will not have many of the existing regulations that the current MART van must adhere to. She will be checking into the maintenance part of t he vehicle as to who will be responsible for the mechanical upkeep. Pete Lincoln congratulated Doreen on a job well don e. Doreen also said that Faith Anderson helped with answering the questions on the grant and thanked her for doing so. ===PAGE 2=== The COA Finance Committee met a 9AM before this mee ting to discuss the upcoming budget. The financial budget package has not been received from the Town Manager yet and they will meet again on January 11 th at 9AM. The intern from Fitchburg State finished her progra m with us on December 3 rd . Doreen stated that she did a satisfactory job. Another intern candidate will be coming in for an interview on December 15 th . Sixteen people have completed the Lunenburg Senior Citizen Property Tax Work Off program. The new job list for 2011 will be available soon and will have approximately fourteen positions on it. Doreen thanked Jane Doyle for donating the new Wii Game System to the Eagle House. Hopefully we can get a Wii bowling league started at the center. She also thanked Pete & Deb Lincoln for the large soda and popcorn donation they made to the Friday afternoon movies. More roof repairs to the newer section of the building had begun but unfortunately the roofer fell ill with a heart attack and work has stopped. Jim Breault, Facilities Manager for the town said that they got the weather shield on which should be sufficient and he is trying to contact the roofer to figure out when he will be able to complete the job. She also stated that the front foyer is on the list for repair. There are still small leaks in the sprinkler system which stemmed from the damage incurred during the 2009 ice storm and they need to be repaired at an e stimated cost of $3500. to $4000. The system is not compromised at this time. Pete Lincoln stated that he received a phone call a t home from an irate van rider. The person claimed that he was being discriminated against because he was a given a thirty day probation by the Director. Doreen explained her reasons for the warning which were that the person was trying to transport a “30 pack” of beer on the bus and he appeared intoxicate d. Doreen informed the board that she has applied for the Director’s position in Pepperell and had receiv ed word that she has been added to the top three appli cants and will be going for another interview on January 6, 2011. Old Business: Parking Lot/Housing Rehab Grant: Doreen was not able to attend the final Eagle House parking lot meeting with the Selectmen’s Office due to illness. Shelly Hatch from MRPC was unable to attend also but sent her assistant to answer any questions that they had. Apparently the Board of Selectmen were not pleased with signing off on the project claiming they had not received all of the information that they were supposed to have. The grant announcement will be in April 2011. A discussion was held among the board about how much of a “dangerous situation” this could become if t his was not passed. The general consensus was that a “ Plan B” should be in place. New Business: Eagle House Closure: Discussed under Director’s Report Friends of the Eagle House Inc. President Resignation: Due to health issues Lloyd Carlson has resigned as President of the Friends of the Eagle House Inc. A letter will be written to him thanking him for his service to the Eagle House. Committee Reports: Discussed under Director’s Report ===PAGE 3=== Correspondence: Letters addressed to both Doreen Noble and Sue D oherty from the Lunenburg Turkey Hill Family Lions Club were read. Both letters expressed regret for the “misunderstanding” of the gri ll use donation request which was made by Sue last summer for the COA Volunteer Appreciation Cookout and was denied by an individual in the organization. The board thought that the letters did not bring a solution to the problem. COA board member Barbara Brown, who is also a member of the Lions Club, will speak to the Lions Club at the next meeting about this matter. General Discussion: Happy Holidays was wished to all members. Upcoming Events : See attached agenda. Adjournment: A motion was made and seconded to adjourn the meeting. All approved, and the motion was carried. The meeting ended at 11:05 a.m. Respectfully Submitted, Susan Doherty, Administrative Assistant
