Doreen reported that she had spoken with Jim Breaul t, Facilities Manager, about the unfinished roof re pairs and he assured her that the temporary repairs will hold until the roofing company is able to get back to finish the job. The senior center uses Voice Systems as its telepho ne network. There were problems with the service d uring last summer/fall which the Friends of the Eagle House Inc paid to have fixed. An Office Equipment/Repair line will be added into the budget for next year. The Director has decided that she will not be getti ng an intern this semester from Fitchburg State due to time restraints. The pancake breakfast which was scheduled for 1/12/11 has been cancelled by Lion’s member Dave Berthiaume, due to a pending snow storm. A discussion ensued about last summers grill reques t. Barbara Brown informed the board that at the De cember Lions Club meeting a procedure was put in place sta ting that there would be no free gas grill loans to any organizations. She also said that Dave Clements sa id at the meeting that the charcoal grill was offer ed to the senior center for free. Sue Doherty, who was in co ntact with Dave Berthiaume about the grill request, stated that she was unaware of any offer of that nature. COA Board member Jim Hays asked to move this discussion. Doreen has withdrawn her name from the Director’s p osition at the Pepperell COA. Town Manager Kerry Speidel has offered her a salary increase, competit ive with what Pepperell had offered her, if she sta ys in Lunenburg to which Doreen agreed. There is a “Volunteer Service Agreement” which is on file at the Eagle House that includes a section on liability. A copy will be brought to the February meeting. ===PAGE 2=== Old Business: Parking Lot/CDBG Grant: Shelly Hatch from MRPC had delivered the completed grant to the Eagle House the week prior to this meeting. Shelly stated that she feared bonus points may have been lost in the process due to the fact that she had not received all of the information needed from Lunenburg officials at town hall. She had also suggested that Senator Jen Flannagan and State Rep. Jen Benson be contacted about supporting this project by speaking to HUD directly at the end of February. The Grant announcement will be made sometime in April 2011. New Business: Mike Barney Ace/Achieve Program: Lunenburg High School Principal Mike Barney was in attendance to discuss a Memorandum of Understanding in regards to the ACE/ACHIEVE students from the High School concerning communication and health/safety guidelines while they are volunteering at the Eagle House Senior Center. He has researched the Center of Disease Control for ideas and would like to arrange a meeting with a COA board member to develop the Memorandum of Understanding. In the mean time, the ACE/ACHIEVE program will not continue at the Eagle House until this process is completed and signed by Mike Barney and Doreen Noble. Committee Reports: The COA Finance Committee had met at 9AM before t he COA meeting and will reconvene after this meeting has ended. Pete Lincoln reminded all sub-committees that they need to begin dealing with end of year committee re ports. He also reminded the Board Development committee that they should be actively looking for a new COA board member. Correspondence: Pete Lincoln read a letter which was sent to the Town Manager written by COA board member Jim Hays concerning the town furloughs which were taken last spring. General Discussion: Jim Halloran, who is a member of the Friends of the Eagle House Inc. was present and was concerned about the fact that a new Chairperson for the Friends group has not been selected yet. Doreen said that she would like to give the Friends group guidance in this matter. Jim Hays and Jim Halloran told her that they did not want her to serve as a consultant. Discussion was held on what the procedure would be, should it snow and the building was closed on COA meeting day. A motion was made and seconded that if the building is closed due to a snow day, on a scheduled COA meeting day, the meeting will then take place at the same time, on the following Tuesday. All approved, motion carried. Both Debra Seeley and Mary Lynn Conrad will not be in attendance at the February COA meeting. Upcoming Events : See attached agenda. A copy of the Director’s proposed FY12 budget was distributed to members for review and discussion. Doreen reported that Mike Barney, Principal of Lunenburg High School, has developed a Memorandum of Understanding concerning the ACE/ACHIEVE students. One of the ma jor concerns was sending students to the Eagle Hous e when they were ill. It was decided that if there was a conce rn, the student would be sent to the school nurse f or evaluation. The Director of the Senior Center reserves the right to “veto” the nurse’s decision of sending a student, if she feels that he/she is not well enough to be here. The roof of the Eagle House has been repaired altho ugh there are still extensive leaks above the foyer due to ice dams. Doreen said that Jim Breault, Facilities Manager, h as worked diligently shoveling the roof and removin g snow from the sidewalks at the center but unfortunately it is jus t the “nature of the beast” during this snowy winte r that these problems are ongoing. There is also a leak in the vent over the stove in the new kitchen which is being looked at. Old Business: Parking Lot: Shelly Hatch from MRPC has retired and Glen Eaton will now be in charge of the Eagle House parking lot grant. Welcome : Pete Lincoln, Chairperson, called the meeting to order at 9:34 a.m. Minutes: A motion was made and seconded to accept the February 8, 2010 COA meeting minutes as presented. All approved, motion carried. Director’s Report: Finance/Informational Report : Doreen informed the COA board that all monthly e xpenses are being paid on time and that the mileage payments for the Meals on Wheels drivers are up to date. Dr. Julia Byers, a Professor from Leslie College ha d requested with Doreen doing an “Ambassador to Imm igrants” program with the senior citizens at the Eagle House which would involve matching them up with new immigrants to show them how the American culture works along with the social mores of our society. Doreen told her that she did not think that the program would be appropriate with our peop le at the Lunenburg Senior Center considering that many of the immigrants are in the Boston area and have no trans portation. It would also be difficult for our seni ors to drive to Boston to participate. Dr. Byers also suggested a Positiv e Aging/Mental Health program which would involve u sing Skype on the computer. This will be looked into again. Lunenburg Public Access Television will be filming a monthly “Eagle House Calendar” with Doreen which will be aired on the local public access station. They have alre ady filmed the Boston Post Cane presentation which currently can be seen on the computer on You Tube. Pete Lincoln sug gested looking into purchasing full size Boston Pos t Cane replicas which can be given to recipients along with the stick pin replica which they currently receive. Other ideas are being developed with them such as a “Whalom Park Memories” program and hopefully a “Ve teran’s” program. Budget Presentation: Copies of the FY12 Council on Aging budget were d istributed to COA members for review. This is the same budget that was previously presented to the Town Manager. Doreen went through each page wi th the board and told them that the Town Manager has suggested a t 12.74 % increase in the COA budget. The budget w ill need to be finalized by voters at the Lunenburg May Town meeting. The board congratulated Doreen on a job well done. Old Business: Parking Lot: Doreen has contacted MRPC and spoke with Glen Eaton who is now the person in charge of the Eagle House parking lot grant. He informed her that the grant is still under review and that announcements should be made in April but could come as late as May. He suggested that now is the time to contact legislators and ask for support of this grant. Lloyd Carlson, President of the Friends of the Eagle House Inc, was present and asked if the “Friends” would need to contribute anymore funds towards this project besides the $15,000 which they have already contributed. He was told that if the Friends could continue to fund the project for “unexpected” expenses that it would be very bene ficial. Conflict of Interest Law: All board members were reminded that they need to complete the “Conflict of Interest Law” test online. ===PAGE 2=== New Business: Friends of the Eagle House: Lloyd Carlson has returned as President of the Friends of the Eagle House Inc and informed the board that there would be a meeting of the group on Wednesday March 9, 2011 at the Eagle House at 10AM. Article for Van Revolving Account: Doreen had written a grant to hopefully procure a new van for the senior center and town of Lunenburg. If this becomes a reality then an account will need to be set up with the town in order to fund the vehicle for maintenance, fuel, etc. This account would be different then the MART revolving account which already exists. A motion was made and seconded to establish a revolving account to support a new van with funds not to exceed $3500.00. All approved, motion carried. Sub Committee Reports: There was a brief discussion about the COA Director’s Evaluation. It was agreed that the Director’s E valuation should be based upon the new job description which has not been made available yet as the Personnel Committee is still working on them. The COA ByLaw Committee will meet at 9AM on April 12, 2011 at the Eagle House. Pete Lincoln asked the COA Board Development committee to prepare a slate of officers for FY12 to be reviewed. Correspondence: An announcement for a “Texas Hold Em” tournament and BBQ Buffet to benefit the Chester Mossman Teen Center was read. General Discussion: Doreen invited board members to stay for the Fat Tuesday lunch and said that the staff members had prepared some Cajun food for sampling. Deb Seeley informed the board that she is now officially an elder and that she had recently turned “60 ” years of age. Doreen reminded everyone that the Lunenburg Turkey Hill Family Lion’s Club will be holding a pancake breakfast at the Eagle House on Wednesday March 9, 2011 from 8-11AM. Mary Lynn Conrad informed the board that “Conrads R estaurant” had purchased a large gas grill for the business last season which they will not be using this year and they would like to donate it to the senior center. Minutes: A motion was made and seconded to accept the March 8, 2010 COA meeting minutes as presented. All approved, motion carried. Director’s Report: Finance/Informational Report : Doreen informed the board that a date for the CO A Volunteer Recognition Ceremony/BBQ would need to be set soon. Doreen had the results of the past three quarters o f the FY11 STAR report (COA statistical tracking r eport) and shared them with the board. She had compared the r esults with the unduplicated counts from previous y ears and they are as follows: FY09-1003, FY10-1140, and for just the first three quarters of FY11-1638 whi ch shows quite an increase in senior center participation. A memo was sent to Doreen from MOC Nutrition which stated that due to financial cutbacks in Title 3 mo nies, there will be a new protocol regarding the meals on wheels program. They are now going to “Managed In take” which will be controlled by Montachusett Home Care. Montachusett Home Care will be the agency to prioritize who will be receiving meals on wheels, w hich will be determined by the degree of the client ’s illness/needs. If a client is not at home at the t ime of delivery, for what ever reason, they will no t be considered a high priority and will be removed from the program. Doreen stated that she “thought we were here to ser ve the community, not to make it difficult for seni ors” and would like to begin exploring the possibility of us ing Formula Grant monies to start a “Box Lunch” pro gram, which would be in addition to the MOC Nutrition pro gram. This would consist of soup and a sandwich wh ich would be delivered to clients who are cut from the MOW program or are in need of them and do not quali fy for the MOW program under the new Managed Intake criteria, at a nominal fee. The Lunenburg Public School system is doing a day o f community service and food drive for the town cal led Project 582. Loxi Jo Calmes, School Superintendent , sent a memo to town departments asking for job re quests for the students to perform. She also thought that senior citizens could benefit from this project. Doreen contacted a few senior citizens who may like some y ard work done and sent a request for grounds clean up at the Eagle House Senior Center. May is “Senior Citizen Month” and the Executive Off ice of Elder Affairs has a “proclamation” available for Town/Government officials if they would like to present it to their senior centers. ===PAGE 2=== MART (Montachusett Area Regional Transit) sent a Me mo to Doreen stating that the grant application for the new van had been approved and we should expect its arrival sometime in late May or early June. MART i s still working on the details and will be contacting us later with an official notification. The monthly COA budget report was distributed to CO A members for review. A mistake was made in the utilities column for the month of March which will be corrected by Sue Doherty for next months meeting. They must wait for the Federal Budget to be approved before any announcements can be made. State Ethics Test: COA board members have begun taking and completing the required “State Ethics Test”. Proof of completion pages are being sent to the Town Clerk and the COA will be keeping a copy in the office files. A discussion was held concerning the CO A Treasurer and Clerk being included in the slate o f officers. It does not seem to be included in the COA Bylaws saying that they need to be voted on along with the President and Vice President at the Annual COA Meeting in June. Mr. Male a pologized to the COA board for not being at the Lunenburg Finance Committee meeting to lend support for the new van. He was out of town on that day. Pete also said that he was having no luck finding a n inexpensive, full size version of the Boston Post Cane that could be given to the recipient to keep. Minutes: A motion was made and seconded to accept the April 12, 2010 COA meeting minutes as presented. All approved, motion carried. Director’s Report: Finance/Informational Report : Sue Doherty had developed a monthly COA budget p age with corrections made from the previous month, and distributed it to board members for review. Doreen had sent a letter to board members explainin g that the Personnel Committee has not developed a job description as of yet. Doreen felt that there was no urgency for the COA board to get the Director’s evaluation completed at this time. The COA FY12 budget passed at the May town meeting. Included in the budget were monies for more hours in the kitchen and ten hours for a second Outreach Coordinator. There will be an intern from Fitchburg State Univer sity working at the Eagle House from September 2011 to May 2012. Doreen will be interviewing the candidates. Doreen reported that she sits on the Behavioral Sci ences Advisory Team at Fitchburg State University a nd attended a program with the Board of Accreditors concerning how prepared the graduating students were for the work force. The Eagle House still has two air hole leaks in the sprinkler system which were caused by the ice stor m two years ago. Jim Breault, Facilities Manager, has be en working on getting the issue repaired and is loo king into whether or not this will be covered by insurance. The hood over the stove in the new kitchen has been scheduled for a cleaning. The roofers are still tweaking the repairs to the r oof and when they have completed the project the fo yer will be able to be repaired. Doreen thanked Mary Lynn Conrad again for the large gas grill, which was donated by Conrad’s Restauran t, and told her that they could drop it off at the Eagle House anytime that was convenient to them. ===PAGE 2=== The Eagle House Grey Belts Self-defense class have begun meeting again on Monday afternoons. Doreen h as arranged for the class to demonstrate their techniq ues at the Montachusett Home Care Expo on May 19, 2 011 at the Leominster Elks. They will be the “featured” l unch time program. Doreen would also like to take the class to the MCO A Fall Conference and is writing a program proposal to request inclusion at the conference. She also informed the board that the Lunenburg Chief of Police, Dan Bourgeois, will be writing a letter to MCOA requesting that the Grey Belts be nominated for the Innovative Program award which is given out each year at the conference. Old Business: Parking Lot: There has been no word received as of this meeting on whether or not the grant for the parking lot has been approved or not. State Ethics Test: COA board members have begun taking and completing the required “State Ethics Test”. Proof of completion pages are being sent to the Town Clerk and the COA will be keeping a copy in the office files. Article for Van Revolving Account: Doreen reported that she and Deb Seeley met with the Lunenburg Finance Committee and that they had numerous questions about the sustainability of the proposed van revolving account. Doreen and Pete Lincoln also went before the Board of Selectmen at their May 3 rd meeting to answer their questions. After thorough questioning by both boards, it was decided to pass over this article at town meeting because the dilemma of how to fund the new van is still in negotiations. Doreen had written this grant for a second van, and submitted it to Joann Champa from the Department of Transportation back in December. Ms. Champa assured Doreen that the van was to belong solely to the Town of Lunenburg. MART (Montachusett Area Regional Transit) sent a letter in March 2011 confirming that the grant had been awarded to Lunenburg and that the van will be delivered sometime in late May or June. On May 12, 2011, a letter was received from MART informing Doreen that they wanted the new van drivers salary and gasoline fully funded by the Town of Lunenburg and that they would be assessing a 45% surcharge to the town for insurance and maintenance. They also informed her that if this was not done, then MART will take sole ownership of the new van, take back the current van which is being used by the senior center, and will let Lunenburg use the new one in place of the old van, business as usual. MART had also sent similar letters to the Templeton and Littleton COA’s, who also applied for and received this grant. Doreen contacted Joann Champa from the Department of Transportation to voice her displeasure over the second letter received from MART with the changes. As of this meeting nothing has been resolved with this situation. New Business: Bylaw Changes: A motion was made and seconded to accept the Council on Aging Bylaw changes as presented by the Council on Aging Bylaw subcommittee. All approved, motion carried. A copy of the changes will be sent to the Town Clerk. Volunteer Appreciation Day: Doreen told the board that a date for the COA BBQ/Volunteer Recognition Ceremony will be set after staff vacation times have been established and that she would like to see all of the COA board members attend. ===PAGE 3=== New Hours of Operation: Doreen informed the board that the Eagle House Se nior Center will have new hours of operation beginning July 1, 2011. She said that we are now serving two generations of elders and s taying open later once a week would be beneficial to the y ounger elders. Monday, Wednesday, & Thursday will remain 8AM-4PM. Tuesday’s hours will be 8AM-6:30PM and Friday will be 8AM-12:30PM. The COA board supported this change. Sub Committee Reports: Joyce Wass presented the slate of officers for FY12 and they are as follows: Pete Lincoln, Chairperso n and Mary Lynn Conrad Vice-Chairperson. This will be voted on at the COA Annual meeting in June. The Advocacy Subcommittee will meet on May 17, 2011 at 9AM at the Eagle House Senior Center. Correspondence: There was no correspondence to be read at this meeting. General Discussion: Pete Lincoln told that board that Lunenburg’s Bosto n Post Cane holder, Ruth Green, was invited to thro w out the first pitch at the Red Sox game last week. Jane Doyle suggested that the new intern who will b e coming from Fitchburg State University be educate d in CPR and Defibrillator operation. Doreen said that she hoped to see everyone at the Senior Citizen Prom on May 18, 2011 at 4PM. Upcoming Events : See attached agenda. The Lunenburg Friendly Seniors were concerned about the Eagle House being closed at 12:30 p.m. the Friday before their fair in October, they use this time to set up for t he Saturday event. A staff person will be availabl e to keep the building open for them. The tree in the front driveway has been removed. They learned that the grant for the new van was awarded to the Town of Lunenburg but that MART receives the van and title. It was decided that an older van which MART will be retiring from their fleet will be given to the Town of Lunenburg to be used as the Town sees fit. This will be a “pilot program” and the town will be respon sible for maintenance to the vehicle. A revolving account for the “going places” van will need to be establishe d at a special town meeting. This account will receive donations for the operation of this van. The “Going Places” van wi ll have fewer restrictions on usage and will be available for a fee for other town departments or town organizations to use. The Council on Aging will receive a brand new van from MART to be used as their every day van. All past rules and regulations levied by MART will apply to this van. The new van should be available the 2 nd or 3 rd week in July. COA board member Jane Doyle suggested that a contract for both vans be put in writing, and be kept on file at the Eagle House Senior Center. Volunteer Appreciation Day: Volunteer Appreciation Day will be held on Tuesday August 16, 2011. A sign up sheet for specific duties that day was sent around to members to sign. The Friends of the Eagle House Inc will be sponsoring this event by funding the food and entertainment. It was decided to change the Council on Aging meeting date from August 9, 2011 to August 16, 2011 so that COA members would all be able to attend the Volunteer Appreciation Day. Welcome : Pete Lincoln, Chairperson, called the meeting to order at 9:36 a.m. Minutes: A motion was made and seconded to accept the June 14, 2011 COA meeting minutes as presented. All approved, motion carried. Director’s Report: Finance/Informational Report : There was no Finance/Information Report for this month. Doreen apologized for the delay in the start of thi s meeting. She explained that the hot water heater which is located in the upstairs utility room had broken in July and fl ooded the offices, bathrooms, and janitor’s closet. Work has begun on repairing the walls and carpets in these areas and due to this fact activities and office personnel ha ve to be juggled around which makes it confusing at times. All programs with 10 or more participants have been cancelled until the work is complete due to the fact that there is only 1 bathroom available to the public to use. The completion of the Executive Office of Elder Aff airs annual report and formula grant has also been delayed due to the water heater upheaval. There have been questions about the new hours of op eration for the Eagle House senior center, whether they are just for summer or will they be permanent. Doreen explained that this is a permanent change and that they were put in place for the “younger’ senior citizen who perhaps is still w orking and may need assistance later in the day. During the heat wave in July the Eagle House was de signated as a “cooling station” for the town for tw o days. The first day, which was a Thursday, there were no calls from the public for assistance, although the center rem ained open until 7PM. The next day the Director had a sick day and told the staff that if there were no calls for assi stance, then close the center at the normal hour of 12:30PM, and that she would be on call with the Lunenburg Fire Dept dispatcher. A sixty-one year old woman called 911 at around 1PM and said she needed assistance. Doreen arrived to find the person at the center. The person did not seem extremely distressed and was more interested in what kind of “ senior services” she could receive. The person stayed until 5:40PM. Doreen has decided to develop “guidelines” for stay ing open later for these types of situations. She feels that there needs to be a “real” concern about the health of an indiv idual in order to justify using the center for a cooling station. Old Business: Parking Lot: The Block Grant for the Eagle House parking lot/housing rehab in Lunenburg was denied by the Department of Housing and Community Development. All concerned parties who have been involved with this project have been notified. The Council on Aging members strongly wish to continue pursuing this project and will look into developing different avenues to help this come to completion. There is an immediate concern with the parking situation as it stands. School will be open soon and the students, who do not want to pay for parking at the school, tend to take up all of the spots in the municipal lot above the senior center. The idea of using Friends of the Eagle House parking funds to build two stair cases with railings at the upper municipal lot, which would lead down to the Eagle House, were discussed. If this were to happen, the town would be approached to place signage with parking restrictions in that lot, and the existing spots at the Eagle House lot would then become handicapped only. ===PAGE 2=== New Van Update: Doreen received a letter from MART stating that the new van has arrived and as soon as paperwork is completed it will be ready for delivery to us. The title for the old van will be turned over to the Town of Lunenburg and will be operated under the auspices of the Council on Aging. COA board member Jane Doyle suggests that all agreements with MART concerning the two vans should be received in writing and kept on file at the Eagle House. Volunteer Appreciation Day: Due to the water heater issues and the bathroom shut downs it was decided to change the date of the Volunteer Appreciation Day to Tuesday September 27, 2011. Mary Lynn Conrad was thanked for the grill which Conrad’s Restaurant had donated to the Eagle House Senior Center. Reminder New Hours for Eagle House: Discussed under Director’s Report. New Business: RMV Reminder Service: Jane Doyle reported that the Registry of Motor Vehicles has partnered with a private agency to reinstate the RMV reminder service which informs people when their auto registration or license renewal is due. This service can only be initiated “online” and she woul d like to get the word out to the “senior” populati on. Sue Doherty will advertise this in the COA September newsletter, which is mailed to every household in Lunenburg which has a person sixty years of age or older living there. My Senior Center Software: Doreen reported that the Eagle House Senior Center will be purchasing “My Senior Center” software. The computerized system will allow visitors to the senior center to sign in using a simple swipe card which is kept on their keychain. The system will take the place of the “STAR” system which is used to track st atistics for the state. Doreen will be using formula grant funds to purchase the equipment, which is allowed by the Executive Office of Elder Affairs. Sub Committee Reports: There were no Sub Committee reports for this meeting. Correspondence: There was no correspondence to be read at this meeting. General Discussion: Doreen informed the board that Liturgical Press cal led and requested use of the Eagle House to do phon e solicitations to area businesses to advertise in the Council on Agin g newsletter. She refused this request but told th em that they could stop in while they are working in the area, for coffee, lunch etc. Olive Coburn came into the meeting with a gift of an electric paper shredder which she donated to the senior center. Mary Lynn Conrad said that she met with former COA board member, Gloria O’Brien and that she is doing well. Pete Lincoln asked the board to continue the search for a new COA board member to fill the eleventh sp ot. He also requested to Doreen that she contact the local cabl e access station and ask them to update the senior center information which is taped once a month. Doreen was asked when the intern from Fitchburg Uni versity would be arriving. Doreen informed the mem bers that she will not be getting an intern this year due to time restraints in her schedule. All approved, motion carried. Director’s Report: Finance/Informational Report : There was no Finance/Information Report for this month. Doreen updated the COA board on the office water da mage. All the painting is completed and the carpet has been replaced. The large cabinet in the janitor’s close t, which was damaged by the water leak, was taken f or repair by the contractors. Doreen will follow up on when it will be returned. Simplex Grindell has been in the Eagle House to loo k at the leaks in the sprinkler system and to give estimates on the repairs to the system. Jim Breault, Facilities Manager, is handling this project and is very diligent in checking the Eagle House every time there is a threat of the pow er going out during storms. The general consensus is that a generator is needed at the Eagle House to thwart any power ou tage which makes the sprinkler system shut down. Ke rri Speidel, Town Manager, is aware of this problem along with the painting and repairs that need to be completed in the foyer. Doreen is very concerned about the cut in janitoria l help at the Eagle House and said that it has take n a toll on the staff. The DPW has hired a new person to assist Jim Breaul t. Doreen had sent a letter to the Kerri Speidel, Town Manager, requesting that the new person also be made availab le to the Eagle House for table and chair set up on a regular basis at the senior center. Kerri told Doreen that she would get back to her about this matter. The FY11 Annual Report, which is sent to the state every year, has been completed. A copy of the STAR statistics, which is used for the annual report, will be available fo r COA members to review at the October COA meeting. The Formula Grant has also been completed and is awaiting the Town Managers signature. Doreen and Michelle Beleeza, Teen Center Director, attended the September 6, 2011 Selectmen’s meeting to voice concerns during the public speaking section of the meeting, over the lack of visibility exiting Memorial Drive onto Main St. due to parked cars on Main St. Doreen tol d them that a meals on wheels driver recently had a n accident at that spot and Michelle is concerned with the cross walk not being clearly marked for pedestrians. This issue will be put on the Selectmen’s agenda for further discussion at a later date. COA van driver will be out for six weeks due to a m edical problem. Doreen is in the process of trying to borrow another driver from Groton COA to fill in. Doreen will be attending the MCOA Conference in Sturbridge MA from October 4th through the 7 th . She will be bringing three members of her Self-Defense Class (Nana Ninjas) on the 2 nd day of the conference, to spend the night, and the y will be demonstrating their newly learned skills at the conference. Lunenburg Police Officer Mike Luth, who has been helping Doreen with this class, will also be attending the demonstration. Lunenburg Police Chief Dan Bourgeois has nominated Doreen for the self-defense class as Innovator of t he Year and Faith Anderson, Outreach Coordinator has nominated Doreen in the same category for the cable T.V. upda tes she is in for the senior center. Capitol Planning requests for all town departments are due at the end of September and Doreen will put in requests for computers, printers and a lap top. ===PAGE 2=== Old Business: Parking Lot: Lloyd Carlson, President Friends of the Eagle House Inc., suggested to the COA board that while they are waiting to find another solution for building the new parking lot, they should begin looking into putting a staircase in the existing upper parking lot that would lead down to the Eagle House. He has been researching this type of staircase and said that the Friends of the Eagle House Inc. could purchase a metal one for approximately $3000. Pete Lincoln read an email that he had written to the Town Manager about his concerns with the parking lot issue. A discussion ensued about the urgency of getting a stair case constructed before winter and it was suggested that to avoid the loop holes of following Town procedure, they should they go ahead and start building one. Doreen spoke up and said that it was her responsibility as a town employee to caution the board about the possible liabilities of proceeding in this fashion. An official request for mound removal, paving and fencing for a new parking lot, along with a stairway to the upper lot, will be included in the FY13 capitol plan. New Van Update: Doreen received a letter from MART dated 8/17/11 informing her that the new van is in and they are performing last minute inspections etc. The letter also stated that MART was hoping to get the van to the COA by the end of August. As of this meeting she still had not heard back from them. Volunteer Appreciation Day: Due to the water heater issues and the bathroom shut downs it was decided to change the date of the Volunteer Appreciation Day to Tuesday September 27, 2011. New Business: There was no new business on the agenda for this meeting. Sub Committee Reports: The board decided to stay with the same sub-committee assignments as in FY11. Correspondence: There was no correspondence to be read at this meeting. General Discussion: Doreen informed the board that long time volunteer and former COA member Mario Patacchiola was in the hospital after suffering a stroke. She also said that former COA board member Edith Gay was now living in an assisted living facility. Adjournment: A motion was made and seconded to adjourn the meeting. All approved, motion carried. Welcome : Pete Lincoln, Chairperson, called the meeting to order at 9:30 a.m. Minutes: A motion was made and seconded to accept the September 13, 2011 COA meeting minutes as presented. All approved, motion carried. The board gave “kudos” to Sue Doherty for the accur ate manner in which the monthly meeting minutes are prepared. Director’s Report: Finance/Informational Report : A monthly financial report was distributed to board members for review. Doreen explained that there i s a $0 balance in the Ikon line because the Friends of the Eagle Hous e Inc. have agreed to pay the yearly maintenance fe e of the copy machine. The COA board was updated on building issues at the Eagle House. The holes in the sprinkler system ha ve not been repaired yet. The Eagle House will need to be closed for approximately two days in order to do the repairs. Doreen is still working with the Town Manager, Kerry Speidel, on getting extra janitorial help at the senior center. A temporary van driver, Al Sinclair, has been hired by the town of Lunenburg as an “on call” driver fo r the MART senior van. Doreen personally thanked all the board members for volunteering to feed the volunteers at the September Volunteer BBQ. The Five-Year Capitol Plan request has been turned in to Capitol Planning which includes the following : two new refrigerators, one oven, one gas range, one steam t able, six new banquet tables, carpeting, tiles for the old room, loam removal from the septic mound and stairs to connect the upper and lower parking lot. The MCOA Conference was held in Sturbridge and ran from October 5 th through October 7 th . Doreen had attended and her “Grey Belts Senior Self Defense” class (Nana Ni njas) was a featured program there. Lunenburg seniors Marion J. Brandt, Sue Cioffi and Dot St. Jean parti cipated in the program along with instructor Office r Mike Luth from the Lunenburg Police Department. The program was a great success and received praise from all who attended. Lunenburg was nominated for three awards at the conference but, unfortunately did not receive any of them. The nominations can be considered for the next thre e years and Doreen hopes that the self defense clas s will eventually receive one. Old Business: ===PAGE 2=== Parking Lot: Pete Lincoln had written to the Town Manager, Kerry Speidel, approximately one month ago about the parking lot situation and has not had a reply from her yet. He feels frustrated that there seems to be a lot of talking done about this issue and nothing ever gets done. Doreen stated that Ms. Speidel had called a Department Head meeting with all concerned parties on the parking issue, and that all parking problems in the center of town were discussed including the Eagle House parking lot. Although there are no solutions to any of the Eagle House/town parking problems, they are actively pursuing solutions to all. Lloyd Carlson informed the board that he has been researching metal stair cases as a solution to connecting the upper and lower parking lots and that the Friends of the Eagle House will fund this project. After much discussion the COA board felt that the best way to pursue connecting the two parking lots was to speak with the Building Inspector and Selectmen and let them know that the Friends of the Eagle House would be donating the staircase to the town and ask what the procedure would be to make this happen. New Van Update: An email from MART representative Adam Gromelski was sent to Doreen on September 15, 2011 stating that paperwork for turning the “old” van ov er to the town of Lunenburg would need to be completed before delivery of the van. After contemplating the dilapidated condition of the old van, the amount of times it has broken down, number of miles on the engine, etc.. Doreen thought it best to not accept the older van for the town of Lunenburg from MART. A motion was made and seconded to not accept delivery of the older van from MART, so as not to incur any future financial burdens to the Town of Lunenburg. All approved, motion carried. New Business: Summary and Updates MCOA Conference: Discussed under Director’s report. Sub Committee Reports: COA board member Jim Hays was anxious to begin CO A Finance Committee meetings concerning the FY13 budget. This cannot be done un til the Town Manager has made requests from departm ents for upcoming budgets. Correspondence: There was no correspondence to be read at this meeting. General Discussion: Friendly Senior Fair will be on Saturday October 15 th at the Eagle House. Adjournment: A motion was made and seconded to adjourn the meeting. All approved, motion carried. Welcome : Pete Lincoln, Chairperson, called the meeting to order at 9:45 a.m. Minutes: A motion was made and seconded to accept the October 11, 2011 COA meeting minutes as corrected. All approved, motion carried. Director’s Report: Finance/Informational Report : The monthly financial report was not distribut ed to board members for review but Doreen reported that everything is current as we are headed into the second quarter. A report was given by Doreen on the status of the shelter which was opened at the Turkey Hill Mid dle School during the October power outage. Fire Chief Scott Glenny and his wife Sue normally set up the shelter but were out of town during the incident. Doreen was called in to act as the Administrator of the sh elter until their return. Eagle House Outreach Coo rdinator Faith Anderson also worked at the shelter taking care of personal needs of shelter clients along with other volunteers and emergency personnel from the police and fire depart ments. There were approximately 53-70 people who u tilized the shelter and over 50% of them were elderly. After the last ice storm in 2009, “Emergency P reparedness” sheets were given to elders to fill ou t incase of another disaster. These sheets compile emergency phone numb ers along with vital information on Lunenburg elder s, so they can be given “well being” phone calls. This system did not work well this time due to the fact that phone lines were down and many people did not record their cell phone numbers on the emergency preparedness sheets. There were many different issues to deal with this time at the shelter concerning physical and me ntal health concerns. Doreen would like the town to consider installing a generator and perhaps a shower stall in the Eagle House Senior Center so that it could be used as an emergency shelter for elders if an event such as the October storm should arise again. Some of the water damage in the foyer and hall ways at the Eagle House has been repaired but not f inished due to the fact that the contractor is no longer working for the town. The Senior Citizen Property Tax Work Off participants are finishing up their hours for the year and the committee will be meeting next week to discuss next years program. Next fiscal years budget packets have not been released from the Town Manager yet. Doreen commen ted in saying that the five year budget forecast looks promising for the Council on Aging. Old Business: Parking Lot: Lloyd Carlson has contacted the company that sells the stairs and said that they need a permit from the Lunenburg Building Inspector to continue with the stairway project to connect the upper parking lot to the lower parking lot at the Eagle House Senior Center. A discussion ensued about the stairway installation and removal of the mound behind the senior center. Pete Lincoln commented that he was not in favor of the stair installation. He said that the parking lot project has been in the works for seven years and wants to stick with the original plan of the mound removal and pursing the parking lot construction. Pete will contact the Town Manager again about testing the soil in the mound for removal and pursue having it done by local contractors at minimal cost. ===PAGE 2=== New Van Update: The new 8 passenger van has arrived at the Eagle House Senior Center. There were some small issues with the lift operation on the van but have since been resolved. The van was used to transport people to and from the emergency shelter in October. New Business: Janitor for Eagle House Senior Center: The Lunenburg Senior Citizen Property Tax Work Of f person who was helping out with janitorial duties at the Eagle House has completed his hours for the year. Doreen asked for the Council on Aging boards support in requesting to the town that money which is available in the Council on Aging Formula Grant, which was designated for another Outreach worker, be used for janitorial help at the senior center. Pete Li ncoln said that when he contacts the Town Manager about the mound removal that he would attach the janitor request as “part B” along with it. Sub Committee Reports: The Advocacy Sub Committee decided to meet on December 13, 2011 at 9AM at the Eagle House. The Board Development Sub Committee will meet on December 13, 2011 at 8:45AM at the Eagle House. Sue Doherty reminded both sub committees that in order to hold these meetings an agenda will need to b e posted for both committees. Correspondence: A thank you note from Girl Scout Troop 30970 was read. The troop had used the Eagle House parking lot last summer for a car wash. General Discussion: The COA board has been waiting on new Employee Evaluation forms from the Lunenburg Personnel Board so they can complete the COA Director’s evaluation as accurately as possible. Apparently the new evaluation forms have not been completed yet by the Personnel Committee. The board will discuss the Director’s Evaluation at the December COA meeting. Adjournment: A motion was made and seconded to adjourn the meeting. All approved, motion carried. All approved, motion carried. Director’s Report: Finance/Informational Report : There was no Director’s report at this meeting. A discussion ensued regarding communication between the Chairperson Pete Lincoln, Director Doreen Noble and Town Manager Kerry Speidel, concerning the janitorial and Eagle House septic mound removal issues. Sue Doherty relayed a message from Doreen to the bo ard that she had not heard back from the Town Manag er about either of these issues. She said that Doreen had met with Capitol Planning the previous month and that they were in favor of connecting the upper parking lot to the Eagle House parking lot. Pete said that he had spoken to Doreen and had told her that in his communication with the Town Manage r, Kerry had told him that the DPW would be advertising for a pa rt time janitorial position. She also said that she had not heard back from the Board of Health concerning the mound but that it would be all right to send out for bids for its removal. Old Business: Parking Lot: The Friends of the Eagle House have received two bids for the removal of the septic mound. They voted to award the job to Dan Proctor and he would like to start the removal process while the weather is still good. Lloyd Carlson stated that the Friends of the Eagle House Inc would be meeting on December 14 th to discuss the funding of the mound removal. Janitor for Eagle House: Discussed under Director’s report. New Business: Public Access Eagle House Announcements: The COA board members were concerned with the Eagle House announcements that Doreen tapes monthly for the local cable television station saying that they were showing outdated announcements and it makes the COA look bad. Doreen will be asked to contact the people at the cable station about filming new footage which will not be so “date sensitive”. Director’s Evaluation: The COA board discussed the issue of how to proceed with the Director’s evaluation. A motion was made and seconded to follow the proces s of the Director Evaluation which is in the Counci l on Aging Bylaws. All approved, motion carried. The COA board spoke about perhaps going into Executive Session to discuss this issue after the January 10, 2012 COA meeting. Sub Committee Reports: COA board member Joyce Wass reported that the Board Development Committee had met before this meeting and at this meeting Sandy Flanagan gave her resignation as a COA board member. They are actively looking for new people to fill vacant spots on the COA board, which they will then recommend appointment to the Board of Selectmen. ===PAGE 2=== The COA Finance Committee has not set a meeting date yet. They are still awaiting budget information from the Town Manager. The COA Advocacy Committee also met before this mee ting where they discussed looking into a new tax ra te for Lunenburg citizens over 70 years of age who have lived in the town for 50 years or more. Correspondence: No correspondence was read at this meeting. General Discussion: Sue Doherty reported that the new computerized sign in system is a work in progress and so far things were going well with the seniors and their transition to swiping a sign in card for each event.
