ANNOUNCEMENTS: Mr. Lincoln announced that in the event of the abs ence of both the Chair and the Vice Chair, Judy Tarbell will Chair the Council on Aging (COA) meeting. Mr. Lincoln thanked the board for supplying goodies for the December COA meeting. He also mentioned t hat the COA Holiday Open House was a wonderful event and the Harpist was very good. Mr. Lincoln mentioned that he had received word tha t State Rep. Jen Benson has regularly scheduled meetings on Tuesday mornings which would make it di fficult for her to attend a COA meeting. His hope is to discuss Formula Grant monies along with other senior citizen issues. Board members discussed the possibility of rescheduling a COA meeting to a later time but no date was set for this meeting. Outreach Coordinator, Faith Anderson, has returned to work and Mr. Lincoln gave kudos to Jeanne Tatro for her temporary services in Ms. Anderson’s absence. Mr. Lincoln stated that letters of support for the proposed shuffle board court at the senior center h ave been sent to Dave MacDonald and it is hoped that work can begin on this new project in the spring. Board members also discussed putting together a “wi sh list” to be submitted to the Eagle House Support ers Inc. which would include purchasing benches for the bocce/shuffle board courts at the senior center. MINUTES APPROVAL: Ms. Lincoln moved to accept the December 16, 2014 Council on Aging (COA) minutes. Ms. Tarbell seconded. On vote, motion carried unanimously. Ms. Lincoln questioned what the Friendly Senior don ation was for, which was mentioned in the December minutes. Ms. Doherty explained that the Friendly Seniors, wh o are a social group, meet once a month during regu lar operating hours at the Eagle House, so no other COA programming is scheduled during that time. In appreciation for doing this for them, the Friendly Seniors have been giving a yearly donation to the E agle House Supporters Inc. (COA’s 501c fundraising group) to be used towards programming and other activities at the Eagle House which are not covered in the COA Town budget. CURRENT BUSINESS •• •• Director’s Report: Ms. Noble had previously prepared a Director’s rep ort that was distributed to the board for review which included the following: • The Lunenburg Property Tax Work Off Program has en countered problems due to IRS regulations. There is now a large amount of paper work that now needs to be completed by participants and they will be taxed on their work o ff. The Town will be issuing W2 forms at the end of the year for the amount of money that is being deducted for property tax. People will be taxed twice (2014 & 2015) in this upcoming tax year. The concern is that the reporting of wages may affect people who are collec ting assistance like Food Stamps or Fuel Assistance. Placement of participants has been postponed until later in January. ===PAGE 2=== • Faith Anderson has returned to work after an exten ded medical leave. She is currently working on developing a larger base of volunteers a nd will bring back the lunch bunch program in the spring. The Dine Around club has been discontinued. • The Food Service Coordinator position on Wednesday s & Thursdays has been filled by Jeanne Tatro, and she will be taking the Serve Safe exam in March. It is hoped that the salad bar will be returning on Thursdays in April. • While out this week, Ms. Noble will be working on the FY16 budget, which is due on 1/16/15. Her budget will reflect a request for funding that exceeds the Town Manager’s recommended budget. Ms. Noble will give a budget presentation at the next COA meeting. 2. Task Groups (suggestions): Due to the abundance of people on the Public Relati ons task group, Judy Tarbell volunteered to leave the Public Relations a nd join the Communication task group. Board member s discussed assigning “Point People” to each task group as follows: • Advocacy (charge of task group is to deal with elder issues within Lunenburg) Deb Seeley (Diane Nowd will serve as point person in Ms. Seeley’s absence) •• •• Communication (charge of task group is to deal with how the staff, board members and senior center participants communicate with each other .) Ms. Lincoln requested that board members come up with suggestions for the COA “Wish List” for the Febr uary COA meeting. Board members discussed the idea of developing a Fa cebook page for the Council on Aging and thought th at this may be a good charge for the Public Relations Task Group. MINUTES APPROVAL: Ms. Lincoln moved to accept the January 13, 2015 Council on Aging minutes. Ms. Tarbell seconded. On vote, motion carried unanimously. *Ms. Nowd made note that the January minutes reflec ted that the Advocacy Task Group will investigate d eveloping a Facebook page when in fact it should say Public Relations Task Group will be doing this. CURRENT BUSINESS 1. Director’s Report: • Ms. Noble informed the board that the FY16 budget has been sent to the Town Manager, is unbalanced and funding sources are still being reviewed for th is year and the next. The Director will present th e FY16 budget to the COA board upon completion. • Ms. Noble explained the procedure for determining whether or not the Lunenburg shelter would be open in case of emergency. According to Fire Chief Sullivan, the shelter would not be opened unless there are severe heat and electrical issues. The s helter would be staffed by COA staff and other Town employees. COA board members all volunteered to help out in shelter situations. • Senior Citizen Property Tax Work Off Program is st ill suffering setbacks due to the fact that the IRS (Internal Revenue Service) want to tax the particip ants which will make them employees of the Town, and they will need to file W2 forms. This will aff ect some participants who are considered “poverty level” services such as food stamps and fuel assist ance. Currently there are 17 slots with 9 applicant s, 5 of which have started the program. • A new “direct line” phone service at the senior ce nter has gone into effect today. This will elimina te miscommunication within the senior center. MART (M ontachusett Area Regional Transit) also requires that the only person to communicate with van clients and drivers will be the dispatcher. • Ms. Noble commented to say that the COA’s idea of an Eagle House Facebook page is an excellent idea. She also mentioned that although she did not want to offend anyone, she does not accept personal “friend” requests from elected or appointed officials on her personal page. Ms. Dwyer will work on creating the Facebook page with assistance from the Director. • The Lunenburg Turkey Hill Family Lion’s Club Panca ke Breakfast scheduled for tomorrow has been cancelled due to lack of parking because of the recent storm. ===PAGE 2=== 2. Eagle House Closing due to Inclement Weather The procedure for Eagle House closure due to inclem ent weather is that if the schools are closed, then the center will also be closed with no activities, meals or transportation. There had been a complaint filed at Town Hall that the Eagle House was closed on Tuesday February 3 rd and the person was upset that he could not get his lunc h that day. Ms. Noble explained that MOC Nutrition (Montachusett Opportunity Council) had cancelled lunch and the reason for closing when schools are closed is to keep elders off of the road for safety reasons and to allow for the DPW to clean up. Ms. Doherty had gone into the office briefly that d ay and was concerned with a frail client who had be en outside shoveling and was out of breath. Ms. Doher ty reported this to the Director via a phone call a nd then stopped by the client’s house to speak with her. Th e client answered the door and told her she was fin e, then Ms. Doherty reported this back to the Director. The Director followed up with a phone call later on to the client who assured her she was fine and refused medical treatment. Ms. Noble had explained to the Town Manager that al l senior center transportation and meals on wheels clients had been contacted via telephone for wellness checks and informed her of the incident. Although the Town Manager agreed that elders should be kept off of the road during these situations, s he requested that the senior center remain closed to t he public, but be staffed, on “snow days” to handle emergency situations. After due diligent discussion the board decided to speak with the Town Manager about the COA closing policy. The belief is that if elder clients know that the b uilding is staffed, they will not abide by the clos ing policy and therefore will become a hindrance to the snow/ice removal process. 3. Wish List for submission to Supporters of Eagle House Inc. COA board members briefly discussed what items they would like to request to the Supporters for purcha se. Examples of items were: /checkbld Decaffeinated coffee (determined that this is alre ady available and paid for by the Supporters) /checkbld Benches for the recreational area /checkbld Shed to store wheel barrel and recreational equipm ent /checkbld Arborvitae trees or possibly a fence to define pro perty lines /checkbld New senior van (determined that this request does not qualify as an appropriate request for the Supporters) 4. Filming/Photo Waivers Mr. Lincoln informed the board that he is involved in local cable T.V. programming and he would like to develop a show about the senior center and the daily activities that go on there. Currently there is no policy concerning filming/photos of the clients. It was determined that in the future if there were to be any filming/photos taken at the senior center a general announcement would be made to the clients about it. 5. Eagle House Senior Center Handbook Board members discussed the possibility of developi ng a small handbook concerning the services/activit ies that are rendered by the senior center. This would be in addition to the newsletter which is publishe d on a monthly basis. 2. Task Groups (suggestions): • Advocacy (charge of task group is to deal with elder issues within Lunenburg) Ms. Nowd will contact Representative Benson’s office in regards to making an appointment to discuss elder issues with her at her convenience. •• •• Communication (charge of task group is to deal with how the staff, board members and senior center participants communicate with each other .) The Communication Task Group will contact the Town Manager later today regarding the snow closure policy. •• •• Public Relations – (charge of task group is to further investigate how to reach a broader audience) No report ===PAGE 3=== NOTICES & COMMUNICATIONS: None BOARD COMMENT: Board members discussed the possibility of holdin g an open house after closing hours at the senior center. The purpose would be to attr act more people who do not visit the center during the day and are not aware of what activities are held at th e senior center. This would also serve to educate t he public on what the function of the COA is. It is hoped that a summer date can be set for this function so it can be held outside as well as inside. Mr. Lincoln mentioned that the Lunenburg Ledger had included under Eagle House Events, senior bus trip information, which is being run by a private individual. Mr. Lincoln contacted the individual along with the editor of the newspaper to make certain that this will not happen again. The Council on Aging currently does not have a trip coordinator nor do they endorse the person whose information was published in the paper. Ms. Noble informed the board that the “hang up” phone calls that were occurring in December have ceased. MINUTES APPROVAL: Ms. Grant moved to accept the February 10, 2015 C ouncil on Aging minutes. Ms. DiGiacomo seconded. On vote, motion carried unanimously. CURRENT BUSINESS 1. Director’s Report: • Budget Report: Ms. Noble presented the COA FY16 budget request to the Lunenburg Finance Committee (FinCom) on February 26 th and reviewed that presentation with the COA board. Included in her report she stressed that the COA on ly makes up .5% of the Towns overall municipal budg et & that the elder to staff ratio at the senior center is un acceptable. Ms. Noble would like to see another of fice staff person hired to help with programming at the senior center. Ms. Noble explained to the COA board that the FY15 COA budget has gone over due to staffing issues. Th e Town Manager had designated $5000 towards improving the nutrition program but has since readjusted tha t amount in FY16 to $500, due to the need to use those funds for appropriate staffing. The Eagle House Supporters Inc. provides a $200 pet ty cash fund for the Director to use for Soup & San dwich day along with the salad bar day at the senior center meal site. The Director would like to operate a food program i ndependent from MOC Nutrition’s program, which is c urrently used at the senior center, but has determined that it would not be financially feasible to do so. • Building Repair Progress: The repairs to the ceiling/duct work in the large f unction room are ongoing and should be completed soon. This damage had occurred during the ice storm of 2008. Currently there is a new leak in the ceiling locate d in the hallway which connects the new building to the old and also to the wall behind the water cooler by the foy er. DPW has been working on clearing the ice dams from the roof which are causing the problem and are explorin g the possibility of installing a rubber roof over that section of the building. • Boston Post Cane Recipient: The current Boston Post Cane recipient, Marion Pepi n, passed away in February. Out of respect to Ms. Pepin, Ms. Noble would like t o let a brief period of time pass before awarding t he cane to the next recipient. In the meantime, there are certain procedures and c riteria that are followed to determine who the next cane recipient will be and Ms. Noble will begin that process. • Eagle Scout Walkway: Eagle Scout candidate, Logan Marshall, had contacte d the Director in regards to a walkway project he would like to do to connect the upper parking lot to the lower parking lot at the E agle House. His thought was to install a concrete walkway which would run from the top lot towards the pergola whi ch would connect with the existing concrete walkway via the foot bridge. Board members discussed the practicality of this pr oject voicing their concerns of the cost of concret e, snow & ice removal, and making sure that it stays in compliance with the ADA (Americans with Disabilities Act). Board members asked how they could help support the Director in procuring more funding in the COA budg et. The Director explained that the COA falls into “Non-Dis cretionary Funding” along with the Police and Fire Depts. who require most of that funding therefore leaving the COA with less. She suggested that this would be a good und ertaking for the ===PAGE 2=== COA Advocacy Task Force and that there was always t he possibility of speaking to this at Town Meeting by putting a hold on the COA budget line item when it is brought forw ard. 2. Expiring COA Terms Renewal Mr. Lincoln reviewed with the board the Selectmen’s process for board appointment renewals. Currently there are three COA board members, Brian Guenard, Debby Lincoln, & Betty DiGiacomo, whose te rms will be ending in June 2015. All expressed their desire to be re-appointed to the COA board. Ms. Doherty will get hold of the re-appointment for ms from the Selectmen’s office and they will be dis tributed to them at the April COA meeting. 3. Wish List for submission to Supporters of Eagle House Inc. Board members discussed adding copy paper to the wi sh list for submission to Supporters of the Eagle H ouse Inc. They also discussed contacting Monty Tech for help with any construction needs for future projects in the o utdoor recreation area at the Eagle House. 4. Volunteer Recognition Gathering Mr. Lincoln reminded the COA board members that the Selectmen Volunteer Recognition Gathering has been rescheduled to March 31 st at 6PM at the Eagle House Senior Center. He encouraged all board members to attend. 5. Eagle House Senior Center Handbook Copies of the current updated Eagle House Informati onal pamphlet were distributed to board members for review. Board members commented saying that they would like to se e informational phone numbers be added to the pamph let. They would also like to look into the possibility of having this inserted in the Lunenburg Ledger for distr ibution. 6. Task Groups (suggestions): Members from all three COA task groups met with Sta te Rep. Jennifer Benson to discuss elder legislatio n on 3/2/15 at the Eagle House Senior Center. Members present were Pe te Lincoln, Kevin McNally, Diane Nowd, Jacquelyn Dw yer, Brian Guenard, and COA Director Doreen Noble. The discus sion pertained to elder legislation/issues and Rep. Benson told them that although the elder line in the State budg et has not risen, it has not been cut either. In r egards to the Property Tax Workoff issue of participants being taxed in th at program, she referred them to Congresswoman Tson gas as this is a Federal issue. Task group members came back with varying descripti ons of how the meeting went ranging from “positive meeting” to “business as usual from the State”. • Advocacy (charge of task group is to deal with elder issues within Lunenburg) No Report •• •• Communication (charge of task group is to deal with how the staff , board members and senior center participants communicate with each other .) Ms. Lincoln met with the Town Manager to discuss the issue of the Eagle House closing policy during inclement weather. Ms. Noble had attended a MOC Nutrition meeting and reported that there has been staffing changes in that organization. Meals on Wheels intake forms will no w be the responsibility of the Eagle House Outreach worker to complete with new clients. With cribbage attendance increasing at the senior center and lack of space due to other events being h eld, the cribbage day has been changed from Mondays to Tuesdays. It had been suggested to the Lunenburg Turkey Hill Lions Club that a change from Wednesdays to Fridays for the monthly pancake breakfast might be a better option for that organization. The reason for this suggestion was that Wednesday activities at the sen ior center have increased causing bedlam with the running of the MOW’s from the kitchen and interferi ng with the Stretch & Tone class in the morning. A simple “yes/no” questionnaire was provided at the 4/8/2015 pancake breakfast and participants preferred to keep this event on the 2 nd Wednesday of the month. The “Traveling Toothfairy” has returned to the seni or center by appointment only, once per month. Mar cy Foreman RDH, BS will be preforming oral health screenings at reasonable rates. The “Dine Around Club” will not be returning as an activity through the senior center “offsite”. Th ere will be a collection box available for old shoes wh ich will be turned into an agency in return for fun ds for their organization. • Budget Report: Ms. Noble informed the board that she will have a b udget report prepared for them at the May COA meeting. • Building Repair Progress: New LED lighting has been installed throughout the senior center. This was made possible through a grant which the Lunenbu rg Green Communities Task Force had obtained. The ice damage to the senior center which had occurred over the winter is in the process of being repaired. DPW is looking into the possibility of installing a “rubber” roof over the problem areas. • Boston Post Cane Recipient: It has been determined that a procedure which had b een established in “1998” by the COA and Board of Selectmen will be fo llowed to determine who the next Boston Post Cane Recipient will be. Ms. Doherty informed the board that the DPW is in charge of the Eagle House capital plan and that in the past, multiple requests for a generator have been made to no avail. Currently, drivers are being paid $15.00 for each time they deliver meals from the Eagle House; therefore some drivers have made over $1,000 in 2015. All fifty tickets to the “Putting on the Ritz” party are sold out. The event will take place Dec. 28 at noon. A catered lunch will be served, and live music by the Dixie Hot Four will be performed. Jacquelyn Dwyer asked that copies of the comments and suggestions made at the training session be made available.  Recreation Area: The shed for outdoor equipment is finished and ready to use. A ramp and shelf for the shed will be arriving over the weekend. There are some holes that need to be patched up as well.
