======================================================================================== ===PAGE 1=== Lunenburg Council on Aging Meeting Minutes June 12, 2018 Annual Meeting CALL TO ORDER: 9:30 a.m. Present: Chairperson Pete Lincoln, Director Sue Doherty, Cheryl Moisan, Betty DiGiacomo, Diane Nowd, Jane Rabbitt, Jacquelyn Dwyer, Deb Lincoln, Kevin McNally, Judy Tarbell, Sarah Grant Absent: Brian Guenard GUESTS: Board of Selectman liaison Jamie Toale ANNOUNCEMENTS: Mr. Lincoln congratulated the board for having six members with perfect attendance this year, and also commented that there are currently no Talent Bank forms on file at Town Hall that indicate interest in volunteering on the Lunenburg Council on Aging. Mr. Toale thanked the board for the opportunity to serve as liaison between the Board of Selectmen and the Council on Aging, and asked for feedback to bring to the Selectmen in order to assist in clearly defining the role of a liaison, as well as attracting more people to volunteer, training of volunteers, and improving communication between boards and committees and the Board of Selectmen. Mr. Toale explained that he thinks the relationship between the COA and the Selectmen is a good one, and can serve as an example for the rest of town to follow. Mr. Lincoln pointed out that the skill sets of the different boards in town vary, and inquired as to how to advertise what a member of the COA actually does. Mr. Toale responded that a common place to find out about the various boards and committees in town is not available currently. The COA, as a whole, welcomed Mr. Toale to come back and serve as liaison for the upcoming fiscal year. Ms. Lincoln expressed her gratitude to Mr. Toale, and pointed out that not all boards and committees in town take advantage having a liaison to the Board of Selectmen. Ms. Lincoln announced that she attended an Eagle House Supporters Inc. meeting as the COA’s liaison, and while going over the minutes from their previous meeting, one member suggested that Ms. Lincoln should’ve been given permission to speak. Ms. Lincoln asked the COA to support her by making a request that the Eagle House Supporters Inc. include on their agenda a place for a COA liaison report. Mr. Lincoln commented that he thought the Supporters and the COA were on the same team. Mr. McNally pointed out that if the Supporters’ liaison attended the COA meetings regularly they might realize the two groups are on the same page. Mr. McNally suggested inviting anyone who has issues to a COA meeting. Ms. Doherty pointed out that issues between COAs and supporter groups are not unique to Lunenburg. The annual meeting of the Eagle House Supporters is not well attended, according to Ms. Doherty. Ms. Moisan commented that the Lunenburg Friendly Seniors’ monthly meeting is always well attended because their members see what their dues pay for at each meeting. Ms. Doherty said that the Eagle House Supporters sponsor most of the programs at the Eagle House, and they’re recognized on posters, in press releases, and during the programs they sponsor. MINUTES APPROVAL: Ms. DiGiacomo moved to approve the minutes from the May 14, 2018 meeting, Ms. Dwyer seconded. On vote, motion carried unanimously. CURRENT BUSINESS: 1. Director’s Report:  Patron Complaint about Senior Center Scheduling: A Stitch and Chat participant has expressed that she feels Stitch and Chat is getting bumped too often between programs that take up the room where Stitch and Chat usually meets, and Monday holidays. Ms. Doherty commented that programs are always shifting at the Eagle House. Stretch and Tone gets canceled once a month because of the Pancake Breakfast, Book Club meets on the Tuesday following any Monday holiday that falls in the third week of the month. On Some Tuesdays even Ms. Doherty gives up her own office for the grief Unanimously approved by COA at August 14, 2018 meeting. ===PAGE 2=== support councilor that comes once a month. Ms. Grant, who attends Stitch and Chat regularly, commented that the complainant has brought up other kinds of issues in a book club that meets at the Lunenburg Public Library. Ms. Moisan said the individual complained to her about the activity schedule and urged her to bring it up to the COA. Mr. Lincoln determined the person has a personal problem and the board agreed they would support Ms. Doherty however she decides to deal with the complaint.  Meal Site Manager Position: Ms. Doherty reported that three people applied for the position, and Meals on Wheels Driver Sandra Ricci was hired. Kitchen Aide Judith Alario will fill in until July 1, 2018.  Formula Grant: The grant money for FY 18 has all been spent, according to Ms. Doherty. Any mileage money not collected by Meals on Wheels drivers will be turned back to the town. The Formula Grant for FY 19 has been projected for $11.00 per elder, which is still a raise from last year’s grant; however, the budget has not been signed by Governor Charlie Baker, so that number could still change. Ms. Doherty is ready for three likely scenarios where funding is concerned, and also pointed out that two meal site assistants are paid out of the Formula Grant.  State Capital Plan 25K designated to Eagle House Senior Community Center for HVAC Repair: Senator Dean Tran advocated for the Eagle House and designated $25,000 to repair the HVAC system in the older part of the building.  Election of COA officers for FY 19: Ms. Lincoln moved to nominate Pete Lincoln as Chairperson, and Jacquelyn Dwyer as Vice Chairperson for a term of one year. Ms. Grant seconded. On vote, motion carried unanimously. “We are all chairmen on this committee. Everyone participates,” Mr. Lincoln said.  Recommendation to Board of Selectmen to reappoint Deb Lincoln and Betty DiGiacomo: Ms. Doherty reported that the Selectmen already reappointed Ms. Lincoln and Ms. DiGiacomo to the COA. Mr. Toale commented that the Selectmen are working toward improving the reappointment process.  Bridges Together: Ms. Nowd reported that the program was successful, and that the fifth graders involved now have a whole new perspective of “seniors.” When asked about what it means to be old, the kids said nothing of wrinkles or slowing down, but talked about being wise and having experience instead. Ms. Nowd said after hearing about the program, it’s likely more people will volunteer for the fall session. The goal is to get enough volunteers to span the entire fifth grade class at Turkey Hill Elementary School.  Tri Town Landing Proposed Senior Housing: Ms. Doherty said the Tri-Town senior housing project was recently approved by the Lunenburg Planning Board after appeasing abutters who were concerned about the height of the buildings. Mr. Lincoln suggested members of the COA go to the complex when it’s finished so new residents can learn about the Eagle House, and what the COA has to offer.  Age/Dementia Friendly Community: Ms. Doherty and Ms. Rabbitt attended a seminar on Dementia Friendly Communities, which featured a speaker who has dementia. The speaker talked about how welcomed she felt, at 53 years old, to a senior center exercise class. Ms. Doherty plans to attend a “Percolator Meeting” in Waltham about Memory Cafes. Ms. Doherty said she also spoke with the Lunenburg Business Association about Lunenburg becoming a Dementia Friendly Community at the Arts Festival in Lunenburg over the weekend. Ms. Doherty also reported that Emily Kearns coordinator for Dementia Friendly Massachusetts would attend a Department Head meeting to talk about prepping the community to become Dementia Friendly.  SNAP: Ms. Doherty reported she received $71.00 from the first quarter, and hasn’t heard back about second or third quarter reports. Ms. Doherty expressed her frustration due to the lack of communication from UMass, and is considering leaving the UMass program. The Eagle House will still be able to provide assistance with SNAP applications, as anyone in the general public can access the SNAP website and apply on their own.  MART: No report  Building Report: The side door of the main entrance now has an accessible push-button door opener. Ms. Doherty purchased new porch furniture with Formula Grant funds. Landscapers, ===PAGE 3=== contracted through the town, recently mowed over two lily plants in the Eagle House garden. Helen Balcom, the gardener paid by the Eagle House Supporters, was very upset when she saw the plants, and put cages around them to protect them from further damage. MINUTES APPROVAL: Ms. DiGiacomo motioned to approve the minutes from the June 12, 2018 meeting, Ms. Grant seconded. On vote, motion carried unanimously. CURRENT BUSINESS:  Board Member Vacancy: Barbara Brown and David Dorren were invited to the meeting after they submitted Talent Bank Forms to Town Hall. Ms. Brown told the board she is a former member of the COA, and left the board some years ago, when her term expired. Ms. Brown said that she’s lived in Lunenburg for fifty years, and is looking to bring more younger seniors into the building. Mr. Dorren said he’s lived in Lunenburg since 1996, and started getting involved in the community in 2011. His wife was ill, and she passed away in 2017, and it was in that time he realized that the senior population needs to be aware of the services available to them. Mr. Dorren said he learned a lot about how insurance companies work when dealing with his wife’s illness, and wants to learn the true needs of Lunenburg seniors, and wants to be sure they are not forgotten. Mr. Lincoln informed both candidates that the current board has been together for four years, and they work very well together, and also talked about other volunteer opportunities such as the Eagle House Supporters, and the Friendly Visitor Program.  Director’s Report: o FY18 End of Year Director’s Report: Ms. Doherty explained that she is working on compiling the FY18 end of year numbers for the Executive Office of Elder Affairs. The end of year report to the Board of Selectmen went well, and is looking forward to going in front of them for a mid-term report, and at the end of the year as well. o COA Volunteer Recognition Cookout/Stillman Fair: The police and fire departments have volunteered to cook hamburgers and hot dogs on the grill for the volunteer cookout. Ms. Lincoln commented that she was at the Pepperell Senior Center and found out that they have different awards recognizing specific attributes for their volunteers, such as longest time volunteering, the youngest volunteer, etc. Ms. Doherty said she invited State Senator Dean Tran, and he RSVP’d he’d attend. Mr. Toale offered to do whatever the COA needed for the event. Mr. Lincoln encouraged all to attend. Ms. Doherty explained that she will go to the Stillman Fair site the night before to set up the booth. Ms. DiGiacomo, Ms. Tarbell, and Ms. Burchfield offered to tend the booth at the fair. Ms. Rabbitt, and Ms. Moisan were unsure whether they’d be available, Mr. Lincoln and Ms. Lincoln figured they could probably attend. o Meal Site Manager Position: Ms. Doherty reported that Ms. Ricci is doing well in her new position. The Meal Site Manager position is funded through the municipal budget, while the kitchen aides are now all funded through formula grant funding. o Formula Grant: Ms. Doherty reported that Governor Baker has signed the Commonwealth’s budget at $12.00 per elder; therefore, she does not expect a raise in those funds any time soon. Ms. Approved by COA at September 11, 2018 COA meeting ===PAGE 2=== Doherty said she will use those funds for programs geared toward people over 60 years old. Ms. Doherty brought up the outdoor pickle ball program run by Sandy Laserte. Some funding will go toward bringing that program indoors to the TC Passios gymnasium for the winter months, after CORI checks are completed for those running the program, and documentation of attendance for those over 60. Ms. Doherty said she would also like to use Formula Grant funds toward an instructor for a Zumba Gold class in the TC Passios gymnasium for the spring. o State Capital Plan 25K designated to Eagle House Senior Community Center HVAC repair: Ms. Doherty reported that Senators Tran and Benson supported funding to repair the outdated HVAC system in the older section of the building, and secured it. Now it’s a matter of scheduling the repairs after the funds are received. o Age/Dementia Friendly Community: Ms. Doherty reported that the Eagle House will host its first Memory Café on September 28, 2018, and will continue to be scheduled for the last Friday of each month. Vendors and speakers will be funded by Formula Grant funds, and possibly other grants, if awarded. Ms. Doherty reported that she would be going before the Lunenburg Lions Club to request funding as well as volunteers for the event. Keith Lancillotti of Total Well-Being Home Care has been an asset to getting the town established as a Dementia Friendly Community, and assisting with planning of the cafes. Ms. Rabbitt volunteered to share how to create a memory book for one of the upcoming cafes. Ms. Doherty explained that she is still in the process of networking, and will attend a meeting at the Worcester Senior Center at the end of the month and see about bringing Percolator Meetings out to the North Central region. o SNAP: Ms. Doherty reported that this will be the last quarter the office will deal with SNAP through the UMass program, citing communication difficulties. Ms. Doherty explained that online assistance will still be available at the Eagle House, since the website has changed to make it accessible to all who want to apply. o MART Report: Ms. Doherty reported that a new contract is on the agenda to be discussed by the Board of Selectmen at their August 14, 2018 meeting. o Building Report: The HVAC in the newer section of the building leaked into the computer room, as the technicians who serviced the unit stripped the fittings on one of the pipes. The painter sent to repair the damage to the ceiling will also touch up the damage left by ice dams in the foyer. Ms. Doherty also reported that the wheel chair ramp from the upper parking lot will be repainted by United Way volunteers on the Day of Caring, which is September 21, 2018. o Upcoming Events: Ms. Doherty talked about the upcoming events scheduled at the Eagle House. NOTICES AND COMMUNICATIONS: none BOARD COMMENT: Ms. Tarbell said she has heard many people say they have a hard time finding the Eagle House. Other members agreed that the signs on the road directing people are very small. Ms. Doherty said she’d speak to the Town Manager to see what could be done about the size of the signs. PUBLIC COMMENT: Mr. Toale thanked COA members who attended the Selectmen meeting. He explained that the role of liaison will probably change in the future, but that he would come to any meeting the board wants him to attend. ADJOURNMENT At 10:25 a.m. Ms. DiGiacomo motioned to adjourn. Ms. Moisan seconded. On vote, motion carried unanimously. Mr. Lincoln explained that the Council on Aging is a board appointed by the Selectmen, but the COA should still give their recommendation. Mr. Lincoln said he checked at Town Hall for Talent Bank forms on July 15, 2018, and no forms had been received, but he didn’t realize the deadline was actually July 31, 2018, and two Talent Bank forms were submitted for the seat left vacant by Brian Guenard. Director’s Report:  Bridges Together: Ms. Roy commented that the program did not go quite as smoothly as it did the first time around, and that she and Ms. Doherty are working on collaborating with the teachers and principal at Turkey Hill Elementary School, but a date has not been set. Ms. Nowd commented that she was aware there were some glitches and pointed out one teacher was new to the program, and new to teaching fifth grade. Ms. Nowd said that based on the feedback she heard, it seemed the seniors participating in the program took their assignments seriously, while a few of the students were not prepared. Ms. Nowd added that the teachers were given a new curriculum to implement in the fall, and adding Bridges Together, plus a teacher new to fifth grade seemed to be overwhelming, and scheduling the sessions on a day other than Monday might also help improve the program. Ms. Burchfield commented that she participated in the first and second session, and pointed out that the locations of the sessions were planned in advance for the first session, and from the second session it was obvious that one teacher was brand new. Ms. DiGiacomo asked why the program was with fifth graders, and opined that maybe the fourth grade would be more appropriate for the program. Ms. Lincoln opined that there were two “big” failures with the program, one being the lack of a closing meeting with the groups, and the other with the lack of planned locations for the groups to meet. Ms. Lincoln said her group was put in a room with no chairs and a washer and dryer, and she went out and found chairs for everyone to sit. Ms. Lincoln saw the situation as a missed opportunity to teach respect for elders. Ms. Nowd said that was the first she heard of Ms. Lincoln’s situation. Mr. Lincoln listed five areas that need improvement. The first, the curriculum was scattered, the second is that there is a “Study of Maturation” session, which Mr. Lincoln expressed, “was directed toward adults, and read like a PhD thesis.” The third concern was consistency. Mr. Lincoln said that for the first two weeks all groups met in the same room, and no one could hear each other, and then his group was put in a different room each week. Mr. Lincoln suggested a room be set up ahead of time. The fourth concern was the homework. Mr. Lincoln suggested the seniors assign the homework, as he was unsure whether the teachers were assigning it. Mr. Lincoln asked whether the students had a choice in participating in the program, and opined that they should have a choice. Mr. Lincoln’s fifth concern was the lack of a closing meeting. Ms. Roy commented that the point of the program is to bring children and seniors together to build relationships, and that the curriculum is just the starting point, and also added that students would not be graded on their participation. Ms. Roy also agreed that everyone involved should be on the same page, and is hopeful that the conference between the principal and teachers will go well. Mr. Toale suggested that all volunteers, regardless of whether they participated in the Unanimously approved by COA at January 8, 2019 meeting. ===PAGE 2=== program in the past, should attend the training session in the beginning so everyone can discuss situations they’ve encountered and how they dealt with them. Ms. Grant pointed out that the fact that so many volunteers returned to participate in the second session proves that Bridges Together is a good program.  FY20 Budget: Ms. Doherty reported there would be a meeting in January concerning the budget, and said she won’t be asking for more than level funding. Ms. Doherty also reported that the Formula Grant funds for FY 19 have officially been distributed.  Capital Plan: Ms. Doherty reported she has submitted her request to DPW employee Kit Walker, and has yet to hear feedback from DPW Director Jack Rodriquenz.  Dementia Friendly Community: Ms. Doherty reported there would be another meeting of the focus group on December 18, 2018. The group is working on brochures to distribute to businesses about becoming dementia friendly. Ms. Doherty also reported that she plans to attend a percolator meeting in Waltham on December 12, 2018.  Memory Café: Ms. Doherty reported that the Memory Café is going along so well, even better than she could expect, and that there are plenty of volunteers on hand to make sure things run smoothly. Last month’s snow people craft was a success. Ms. Moisan, who helped out at the Memory Café said someone told her that their spouse actually counts down the days until the Café comes again.  Building Report: Ms. Doherty reported that the leaks in the roof have been repaired.  Upcoming Events: Ms. Doherty announced upcoming events at the Eagle House, including a new “Armchair Travel” program where seniors are invited to take virtual trips featuring local guest speakers. EAGLE HOUSE SUPPORTERS REPORT: Ms. Lincoln reported that there is no report from the Eagle House Supporters as their meeting was canceled so members could attend Joanne Brazell’s funeral. Ms. Lincoln did find out that the Supporters are changing their meeting time to the second Friday of each month. Ms. Burchfield added that the Supporters are looking for ideas for fund raisers. NOTICES AND COMMUNICATIONS: none BOARD COMMENT: Ms. Lincoln encouraged board members to spread the word about telephone call scams. Ms. Brown distributed an AARP article about themed Memory Cafes. PUBLIC COMMENT: none ADJOURNMENT: At 10:23 a.m. Ms. DiGiacomo motioned to adjourn the meeting. Ms. Dwyer seconded. On vote, motion carried unanimously. UPCOMING MEETING SCHEDULE Next Meeting: Tuesday, January 9, 2019, 9:30 a.m.
