Absent: Jacquelyn Dwyer, Kevin McNally GUESTS: Town Manager Heather Lemieux, Selectman Jamie Toale, Eagle House Supporters Liaison Marie Burchfield, DPW Director Jack Rodriquenz, Skateboard park representatives Anthony Caiozzo, Griffin Caiozzo, Aidan Moore, Aiden Swift. ANNOUNCEMENTS: Mr. Lincoln announced that anytime there is a delay at school, the COA meeting will be postponed to the third Tuesday of the month. MINUTES APPROVAL: Ms. DiGiacomo motioned to approve the minutes from the December 11, 2018 meeting, Ms. Grant seconded. On vote, motion carried unanimously. CURRENT BUSINESS: 1. Director’s Report:  Skateboard Park discussion: Ms. Doherty informed the board that at the last Board of Selectmen meeting the location of the proposed skateboard park was discussed among the Selectmen, the DPW, and Parks Commission. Mr. G. Caiozzo, Mr. Swift, and Mr. Moore gave a brief presentation of a topographical plan of the park, which addressed parking by relocating a section of the Kids Kingdom playground. The presenters suggested that most skateboarders would be dropped off by parents, or would come straight from the schools nearby. The presenters also claimed that most of the activity at the park would occur from 3:00 p.m. to dusk, implying their actions wouldn’t affect Eagle House patrons. Mr. Lincoln asked why the location between the T.C. Passios and Kids Kingdom was chosen. Presenters replied that Lunenburg Police Chief Jim Marino accepted that location in terms of visibility over a section of Marshall Park, which is more susceptible to graffiti. Mr. Swift added that other locations are too secluded, and the old skate park at Marshall Park is deteriorated, and that behind the school next to the turf field isn’t accessible to people who aren’t Lunenburg students. Mr. Moore stated that the Board of Selectmen decided the location next to the T.C. Passios is best and also suggested that more parking would be made available to the Eagle House when the park is finished. Mr. Lincoln informed the presenters that when the addition was put on the Eagle House, a septic mound was required, and when sewer came, and the mound was removed, the COA at the time presented a plan for a parking lot that never went through because they couldn’t raise the $300,000 the parking lot would cost, and there were no grants available at the time. Mr. A. Caiozzo opined that the park wouldn’t acerbate the parking situation at the Eagle House, and asked if patrons of the Eagle House ever park at the T.C. Passios, and pointed out that the park will be small, and is not designed to be a destination, but a resource for local skateboarders. Mr. Lincoln then asked if the presenters, who stated they are currently in the eighth grade, if they plan to continue to use the park throughout high school. Mr. Swift replied that there are high school students who drive to other parks outside of Lunenburg. Mr. A. Caiozzo said that he knew of people in their twenties and thirties who have expressed interest because they Unanimously approved by COA at Feb. 12, 2019 meeting ===PAGE 2=== skated in the past, and now their children are learning to skate. Mr. Lincoln asked if there would be classes, and commented that a skate park in Leominster was built years ago, and no one is using it now. Mr. A. Caiozzo replied that skateboarding will be recognized as an Olympic sport in 2020, and also said that kindergartners are being recruited now, and that there is collaboration with other parks and the YMCA to offer classes. Ms. Nowd asked if the park would be illuminated at night. Mr. Moore responded that the park would close at dusk, so no one should be there at night. Mr. Lincoln asked if the town would be held liable for any injuries incurred at the park. Ms. Lemieux responded that incidents at the park would be covered under the town’s current insurance policy. Mr. Lincoln asked if ownership of the park would be turned over to the town. Mr. Rodriquenz replied that the Park Commission would be responsible for the park upon its completion. Mr. Lincoln asked if the town would fund repairs to the park. Mr. A. Caiozzo responded that a “Friends” group will be established to cover the upkeep of the park. Ms. Doherty expressed her concerns about the use of the park when school is out for summer vacation, and the safety of its users who may be riding their skateboards to the park via Memorial Dr. Ms. Doherty also questioned whether the Eagle House bathrooms will be expected to be available to those using the skate park. Ms. Doherty said she supports the idea of relocating part of the playground in order to fit in more parking, and also asked about potential sidewalks down Memorial Dr. and whether the gate on Memorial Dr. that prevents access between the T.C. Passios and Memorial Dr. was due to come down. Ms. Lemieux responded that the Montachusett Regional Planning Commission has been tasked with doing a study on the area, and that sidewalks on Memorial Dr. will fall under the Commonwealth sponsored Complete Streets project. Mr. Toale pointed out that there are several projects happening simultaneously, and many meetings among abutters, including town employees, will be coming up to discuss what could work best for everyone. “Whoever puts the first shovel in the ground will need to know how other projects will be affected,” he said.  Bridges Together: Ms. Doherty reported that the conference call with Turkey Hill Middle School principal Heidi Champagne, fifth grade teacher Rhonda Connery, outreach coordinator Pauline Roy, and Ms. Doherty addressed the issues of the last session, and it was decided to host both the teachers and the volunteers to the same training session to assure each person understands their roles for the next session to begin in February.  FY20 Budget: Ms. Doherty reported she’ll be asking for $100 more this year to cover the rise in the Montachusett Opportunity Council donation amount. Ms. Rabbit moved to accept the proposed budget, Ms. DiGiacomo seconded. On vote, motion carried unanimously.  Capital Plan: Ms. Doherty asked Mr. Rodriquenz if her requests have been included in his proposal to the Capital Plan Committee. Mr. Rodriquenz replied that Ms. Doherty’s requests weren’t eligible for the capital plan because they weren’t over the $10,000 minimum. Ms. Doherty then asked about the reconfiguration of the roof above the main entrance to the Eagle House, and Mr. Rodriquenz replied that the request is being discussed.  Dementia Friendly Community: Ms. Rabbitt informed the board that the “Forget-Me-Not” is the designated symbol for dementia, and that Lunenburg students are working on designing logos for the Dementia Friendly Community concept. Ms. DiGiacomo commented that the ID cards, which let people know in a subtle way that the person they are dealing with has a memory problem, are very helpful. Ms. Rabbitt also reported that Paula Bertram will be representing the Lunenburg Planning Board on the Dementia Friendly Community focus group. ===PAGE 3===  Memory Café: Ms. Doherty reported the December café was well attended, despite the bad weather.  Building Report: Ms. Doherty reported that the DPW is working on getting quotes to paint the interior of the building. Ms. Lincoln asked about the Veterans Affairs Agent’s office moving out of the Eagle House. Ms. Doherty explained that since the office is not handicapped accessible, it will be used for additional storage.  Upcoming Events: Ms. Doherty reported an Eagle House Supporter fund raiser involving the 2018 World Series Trophy is in the works. The trophy might be at the Eagle House in early April. EAGLE HOUSE SUPPORTERS REPORT: Ms. Lincoln reported the Supporters are working on donation envelopes to supply area funeral homes. The finance report was tabled. The ping pong ball 50/50 raffle brought in $235. The Supporters are working on developing a Facebook page. Ms. Burchfield commented that holding a 50/50 leading up to special events works well. NOTICES AND COMMUNICATIONS: Ms. Doherty informed the board that AARP will not be coming to do taxes at the Eagle House this year, because they don’t have enough volunteers. BOARD COMMENT: Mr. Lincoln said he attended the Eagle House New Year’s Eve party and he enjoyed it. PUBLIC COMMENT Ms. Lemieux asked the board if they had a time preference concerning upcoming forums in regard to town business. The board agreed they would prefer meetings during the day. Mr. Toale announced that the Board of Selectmen would be discussing Town Meeting warrants, and marijuana prohibition. ADJOURNMENT At 10:55 a.m. Ms. DiGiacomo motioned to adjourn. Ms. Grant seconded. On vote, motion carried unanimously. UPCOMING MEETING SCHEDULE: Tuesday, February 12, 2019 at 9:30 a.m. at the Eagle House. ======================================================================================== DOCUMENT : 2019-02-12-agenda-1893.txt BOARD : council-on-aging DATE : 2019-02-12 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/council-on-aging/2019-02-12-agenda-1893.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_02122019-1893 ======================================================================================== ===PAGE 1=== Town of Lunenburg Council on Aging NOTICE OF MEETING Tuesday February12, 2019 ~ 9:30AM Eagle House Senior Community Center 25 Memorial Drive, Lunenburg MA 01462 AGENDA CALL TO ORDER ANNOUNCEMENTS MINUTES APPROVAL CURRENT BUSINESS 1. He was a Meals on Wheels driver for many years. Ms. Doherty announced that the Eagle House would be closing all programs in the afternoon due to the weather. MINUTES APPROVAL: Ms. Nowd motioned to approve the minutes from the January 8, 2019 meeting. Ms. Rabbitt seconded. On vote, motion carried unanimously. The minutes of the January 8 meeting were discussed among board members. Mr. Lincoln said he felt as if the board was “blindsided” by the attendance of the students organizing the park, Town Manager Heather Lemieux, and DPW Director Jack Rodriquenz at the last meeting, and repeated his concerns about the location of the park regarding traffic, the potential of Town Hall offices moving to the T.C. Passios, and the reasoning behind the importance of the park’s visibility. Ms. Dwyer commented that she wished she could have been at the last meeting, and opined that given the visibility of the proposed location, people using the park would be better behaved than they would if the park were less visible. Ms. Nowd urged those against the idea of the park to look for the positive aspects. Ms. Brown asked what happened to the skateboard park at Marshall Park, and Ms. Tarbell asked what was wrong with Marshall Park for a location. Ms. Doherty commented on the way people drive up and down Memorial Dr., and the parking on both sides of the road, and stated that if town offices are to relocate to the T.C. Passios, traffic on Memorial Dr. will surely increase. Mr. Toale commented that the Building Reuse Committee has proposed to use the T.C. Passios as a municipal building, and to keep the gymnasium and cafeteria open for community use. Further steps in engineering the possibility will be a topic at the next Annual Town Meeting. Meanwhile, meetings involving various town boards and commissions, town employees, and abutters are in the works. Mr. Toale referred to the skateboard park as “a dream the Board of Selectmen are supporting,” but also pointed out that the funds are not there yet. Mr. Toale also opined that the Board of Selectmen are trying to look for ways to make the park work, as opposed to looking for ways that it won’t work. Ms. Lincoln expressed her fear, as a senior who doesn’t see very well, is that she won’t see pedestrians as she’s pulling onto the road. Mr. Toale commented that Memorial Drive is on the top of the list when it comes to the state sponsored “Complete Streets” program, but also reminded the board that the town was not awarded the grant last year. Ms. Rabbitt commented that the kids who want the park are so positive, and she doesn’t want to dash their hopes. Ms. Brown added that as plans for the center of town progress, the board should have a better look at the big picture in due time. Mr. Lincoln reminded the board that the Council on Aging’s task is to focus on the safety and well-being of the senior citizens of Lunenburg, and not on its youth. CURRENT BUSINESS: 1. Director’s Report:  Bridges Together: Ms. Doherty reported the training meeting may be disrupted given the weather forecast, and informed the board that eight more volunteers are needed. Ms. Nowd pointed out that winter is a tough time of year for volunteers to commit, and that she hopes the program doesn’t die because some people have badmouthed the program. Ms. Doherty commented that maybe three times a year is too many sessions, and maybe next year it should just be held in fall and spring. Ms. Nowd added that changing the day from Monday to Tuesday was challenging for her because she had to change a lot of appointments around to make things work, but also pointed out that students should be better prepared before class starts, as opposed to coming off the weekend. Unanimously approved by the COA at March 12, 2019 meeting. ===PAGE 2===  Finance Committee meeting/FY20 Budget 2/21/2019 @ 7p.m.: Ms. Doherty requested Mr. Lincoln’s presence at the meeting, and informed the board she would only be asking for $100 more than last year to cover the donation to the Montachusett Opportunity Council for meal services.  Capital Plan: Ms. Doherty reported she found out that Eagle House requests were included in the capital plan after it was released online. An HVAC quoted at $45,000 is on the list for FY22, reconfiguring the main entrance is quoted for $88,000 in FY22, a generator for the entire building is quoted for $75,000 in FY24, building automation is quoted for $25,000 in FY26, and a new boiler is quoted for $22,000 in FY22.  Dementia Friendly Community: Ms. Rabbitt reported that she went to the Marlboro Senior Center with Keith Lanzilotti, the Memory Café facilitator, and that she got some ideas, such as distributing a questionnaire among the faith-based community. Ms. Rabbitt explained that that’s how Marlboro got started with the dementia/age friendly concept. Ms. Doherty added that she asked the pastor from St. Boniface to attend the next task force meeting to collaborate with Ernie Farrar, who is currently on the task force. Ms. Rabbitt also brought up the dementia friendly logo, and was told that there is a nationwide logo of a forget-me-not flower design, but opined she’d like to find a way to incorporate the designs Lunenburg students have created. Ms. Dwyer added that the medical community uses purple angels, originated by the Alzheimer’s Association, to identify hospital patients who have dementia. Ms. Doherty commented that any entity that hangs a dementia friendly sign on their door should be properly trained as “dementia friendly.”  Memory Café/Grant Award: Ms. Doherty reported she received a $5,000 grant from the Greater Lowell Community Foundation and the Community Foundation of North Central Massachusetts. Ms. Doherty and Keith Lanzilotti will be attending a meeting of the Ayer Rotary, as well as a Jewish Family Services percolator meeting. They will be giving a power point presentation on how the Memory Café has been developing in Lunenburg. According to Ms. Doherty, people will be attending the Jewish Family Services meeting from various locations via Skype. Ms. Doherty reported that the January café didn’t go as planned because the guests were actually soliciting their wares to those attending. It was made aware to Joy Memory and her partner that the Memory Café is not the right atmosphere for selling items, and that Ms. Doherty was under the impression the women were only going to teach and talk about essential oils. The Central Massachusetts Agency on Aging was also in attendance to present their $500 grant check to Ms. Doherty. Ms. Doherty thanked everyone who volunteers at the café to make it such a success. Ms. Rabbitt commented that Ms. Doherty does a great job with setting up, and transforming the Eagle House into an appropriate venue for guests.  Shuffleboard Court: Mr. Lincoln said he can’t think of a reason why someone can’t be found to finish the project, and that he’d like to have things that younger, more able-bodied seniors can do. Ms. Doherty commented that she’s invited the Lunenburg Friendly Seniors to have their annual summer BBQ at the Eagle House this year, and using the shuffleboard court could be a nice feature.  Building Report: Ms. Doherty reported she is still waiting to hear from the DPW on the backs of the signs that direct people to the Eagle House. The senior property tax work-off person is back to supplement the cleaning of the interior of the building.  Upcoming Events: Ms. Doherty announced the Eagle House will be hosting a basic American Sign Language tutorial for town employees, based on a suggestion from Eagle House patron Wendy Newcomb. EAGLE HOUSE SUPPORTERS REPORT: Ms. Lincoln reported that Marie Burchfield chaired the last meeting as the president was out of town. Ms. Doherty requested funds for a 60-inch television for the many upcoming programs that need a big screen display at the Supporters meeting. Ms. Lincoln also reported that the donation envelopes to be distributed to funeral homes were not proofread, and need to be reprinted after corrections are made. Ms. Lincoln also gave an update on the World Series Trophy. The trophy was originally slated to arrive sometime in April, but the father of the man who is in charge of the trophy is very ill, so a date has yet to be determined. Ms. Lincoln informed the board to let Ms. Burchfield know of any “in memory of” donations made so she can list them on a page for the summer newsletter. Ms. Lincoln also reported that the horticultural students are willing to help with the raised garden beds, but ===PAGE 3=== Ms. Doherty reminded the board that the garden grows over summer vacation and the students won’t be available. Ms. Burchfield commented that only those who weed the garden should be allowed to reap its bounty. NOTICES AND COMMUNICATIONS: Ms. Doherty informed the board that Meal Site Manager Sandy Ricci, and Outreach Coordinator Pauline Roy have received their “Serve-Safe” certificates. BOARD COMMENT: Ms. Rabbitt asked if there was anything that could be done about the acoustics in the room where the Memory Café is held, and suggested a request for baffles in the capital plan. PUBLIC COMMENT: Mr. Toale announced that Annual Town Meeting will include the Charter Review, and many other topics, which will extend the meeting from Saturday, May 4, and continue to Monday, May 6, 2019. ADJOURNMENT: At 11:09 a.m., Ms. Nowd motioned to adjourn the meeting, Ms. Dwyer seconded. On vote, motion carried unanimously. Absent: Jane Rabbitt, Kevin McNally, Barbara Brown GUESTS: Eagle House Supporters Liaison Marie Burchfield ANNOUNCEMENTS: Ms. Lincoln announced the 2018 World Series Trophy would be coming to the Eagle House on April 7, 2019 from 2:30 to 4:30 p.m. MINUTES APPROVAL: Ms. DiGiacomo moved to accept the minutes from the February 12, 2019 meeting, Ms. Dwyer seconded. On vote, motion carried unanimously. A brief discussion about prior comments regarding the Bridges Together program took place. Ms. Lincoln added that she was at the Eagle House on a day the Lunenburg Friendly Seniors met, and found Memorial Dr. to be impassable because so many cars were parked on both sides of the road. Mr. Lincoln inquired how to get more information on the Commonwealth sponsored Complete Streets program. Ms. Doherty said the Town Manager would have more information on the subject. Ms. Moisan commented that many people from the stitch and chat group parked their cars at the library the day the Friendly Seniors met. Ms. Doherty commented Memorial Dr. is too narrow, and something has to be done, but it should be done as a part of a total town plan. CURRENT BUSINESS: 1. Director’s Report:  Meeting with Board of Selectmen Tuesday March 19, 2019 at 7 p.m.: Ms. Doherty reported she’d give a presentation to the Selectmen about the progress the Eagle House has made so far this fiscal year. The presentation will include attendance stats, use of the building by outside groups, the Memory Café, as well as the progress of Dementia Friendly Lunenburg, and that the World Series Trophy is coming to the Eagle House.  Bridges Together: Ms. Nowd reported that the program is in week 3, and the teachers are engaging with all the groups, the students are well prepared, and that she’s very proud of the teachers. Board members are to review the handouts and discuss what information should go into the new orientation packet at the December meeting. 2. COA Bylaws vs. Polices and Procedures: Ms. Lincoln commented that the Town Charter is minimalist when it comes to describing the role of the Council on Aging, and added that COA policies and procedures should include meeting times and how to address possible issues, such as absenteeism. 3. The increase was put on the Town Warrant for the town to decide at the Special Town Meeting scheduled for November 12, 2019. Mr. Lincoln informed the board that in late October a member of the Personnel Committee requested a job description from Ms. Doherty claiming they didn’t have one. According to Mr. Lincoln, Town Manager Heather Lemieux called Ms. Doherty to inform her that the portion of the warrant article concerning the director’s step increase would be removed because the Personnel Committee didn’t have enough information to conclude that the scope of the director’s position has increased. Ms. Lincoln reported that she spoke with a member of the Personnel Committee, who was not at the Personnel Committee meeting when they decided to remove the director’s step increase from the warrant article.
