All in favor. 2. Town Official Meet and Greet Joeci Gilchrest is d isappointed with the lack of meetings and states nothing has been completed for this event. Jeanne Dupre questions if this event is more suitable to be handled by the Lunenburg Business Association as opposed to the Economic Development Committee. Joeci Gilchrest states that the LBA can ’t direct town initiatives. Matt Brenner believes this event is associated with the charge of the EDC. Jennifer Warren-Dyment suggests pushing the event into the winter season. Ana Lockwood suggests using the school location or the senior center if this is scheduled during the winter months . Ultimately, Joeci Gilchrest suggests reaching out to Smoke s tack Roaster s as a possible venue and pushing the event into October. Matt Brenner suggests putting together a subgroup that does not constitute a quorum for planning purposes. Additionally, discussion a n d decisions could be made in a timelier manner . Joeci Gilchrest will create an invitation on Eventbrite and provide the Committee with the list of tasks used at previous M eet and G reets. 3. Planning Department Updates Matt Brenner provided the following updates: There is a new administrat or for the Planning Board Department, Jennifer ===PAGE 2=== Daigle. Brian Gingras has been a v ery helpful asset as there is no L and U se D irector. Adam Burney is volunteering on the Plan ning Board until the next election. Matt Brenner confirms the Planning Department wants to continue supporting the EDC despite the lack of staff. 4. Discussion of Committee Charge The charge was created by the Planning Board, and the EDC is an ad hoc committee to the Planning Board. There will be further discussion when there is a Land Use Director in place. 5. Business Updates Joeci Gilchrest confirms the LBA does have upcoming events with opportunity to meet locals. There was discussion about an email from Cathy Clark with business updates. 6. Next steps: Mission and Vision of the EDC Matt Brenner suggests the EDC members start thinking about what their committee is tasked to do and what they would like to see with the Committee moving forward. Joeci Gilchrest would like to seek ou t resources , connections , and education for the Committee. Jennifer Warren-Dyment states she has seen prior communities struggle connecting to businesses directly. She suggests reaching out to the Chamber of Commerce, other municipalities, and other Economic Development Committee s . 7. Dates and times for regularly scheduled meetings Ana Lockwood suggests sending a survey to the members to check availability. Joeci Gilchrest shared that the Small Town In itiative created by Margaret Scar s dale currently does not have a Lunenburg representative. The re was a discussion about prior meeting minutes . Public comment There were no comments from the public. 2. Introduction from Stephen Wallace The new Director of Planning and Economic Development , Stephen Wallace , was present. Previously he worked with the town of Westminster and the city of Leominster. Stephen Wallace shared his interest in promoting the town and local business. He suggested advertising in the North Central Middlesex visitor guide and providing a newsletter to be posted at the Johnny Appleseed visitor center. Stephen Wallace has had previous success with creating a brochure that includes local businesses with descriptions as well as a map. After reviewing the town website, Stephen Wallace suggested adding direct links to regional partners such as Mass Development and Mass Econ. Ana Lockwood inquired for information about zoning bylaws for town spaces under 2,000 square feet . Stephen Wallace has already spoken to the building commission, and they are working on a minor site plan review. There may be a need to amend the site language in zoning which would require an amendment. If a site plan regulation needs to be amended this can be completed at a public hearing with the Planning Board. Matt Brenner suggested a subgroup be created if he is in need of any feedback or support during the week. 3. Guest Speaker, Leominster Economic Development Director The Leominster Economic Development Coordinator, Amanda Curtis , was present and provided the Committee with information. She spoke about sponsorships as well as utilizing grants. To promote local business in town, t here is a monthly newsletter that is published around the city as well as an electronic form. The newsletter consists of 8 pages ===PAGE 2=== promoting positive happenings in the city, programs as well as city events. Another form of outreach they utilize is a private Facebook group. There was discussion about successful projects within the city . 4. Update from Planning Board Matt Brenner stated the old auto lot located at 30 Summer Street may be turned into a multi-story indoor storage facility. There have been no additional updates since the last meeting. Stephen Wallace stated Han nigan Engineering wants to schedule a meeting with himself and the building commissioner. There is interest in building a large facility , but no address was provided at this time. 5. BYOB discussion Matt Brenner and Ana Lockwood met with Town Counsel Adam Costa to discuss a possible BYOB polic y . Following their conversation, they concluded that no special permission is required if the business is not a restaurant. Additionally, there are no state regulations for non-restaurant businesses regarding BYOB . 6. Business Overview from Cathy Clark Cathy Clark was not present, and Ana Lockwood didn ’t receive any email updates. 7. Public comment There were no comments from the public. 2. Vote to approve minutes There was a motion to approve the minutes of January 13, 2026, by Jeanne Dupre Dupre, seconded by Cathy Clark . Update from Planning Board & Director - bylaw changes, etc. Stephen Wallace confirmed that the Planning Board has approved 4 zoning amendments to be reviewed over the summer in anticipation of fall town meeting. Ma tt Brenner shares that the Massachusetts legislators are reviewing Bill H 3680 to extend commuter rail services to bring revenue from a hypothetical casino. The location proposal considers a location in Fitchburg, Leominster, Ashburnham, Westminster or Lunenburg. Due to this information, Stephen Wallace will be updat ing the development constraints map for the commercial and industrial districts. This map will include all water and sewer lines. It will also show how much buildable land there is in the commercial and industrial districts. 4. EDC related changes in Planning Office - notifications of new businesses, etc. Going forward, Stephen Wallace will b e getting notification s from the Clerk ’s Office when a business fills out a business certificate. This information will then be relayed to the Economic Development Committee. There was discussion about the possibility of hosting ribbon cuttings. Stephen Wallace and Joeci Gilchrest will obtain additional information from Nashoba Valley Chamber of Commerce a nd the N orth Central Massachusetts Chamber of Commerce . ===PAGE 2=== Stephen Wallace confirms a warrant article has been put forward to create a revolving fund for the Economic Development Committee . The article proposes a $3,000 budget. O n April 21 at 6:30 PM there will be a public forum at the library to obtain community input regarding the old gas station site located at 925 Mass Ave. 5. EDC ’s “wishlist ” in Planning Dept. Stephen Wallace has reviewed the business guidelines created by the Committee and suggests trimming down th e document. Cathy Clark suggests adding information to the Economic Development Facebook page she created years ago. Cathy Clark will send an invite to Judy Dragoslis and Joeci Gilchrest, so they can edit and create posts. Stephen Wallace provided information about the SCORP program that businesses can utilize. It consists of retired business executives that can help put together a business plan. 6. Business Overview from Cathy Clark Ruby Donuts , Empire Athletics, and Busy B ee s Preschool are now open for business. The Freedom of Movement pilates studio located in the village will be closing on May 1 st . Elena ’s Gourmet Grocery , also located in the village, is still vacant and is now listed on MLS. Dunkin Donuts has pulled their application for the former Main Street Bank location. 7. LBA updates - 2026 Fair, LBA resource page on EDC web Joeci Gilchrest received permission from the Committee to share LBA updates. The Lunenburg Business Association has been sponsored by the Parks Department to partake in the 2 nd annual Lunenburg Fair taking place on May 30 th from 11 AM- 5 PM. 8.
