Schwarz, L.P.Roy, & E. Studer the Green Community Committee’s Planning Assistance Consultants. The focus, as requested, was centered on the application of the Stretch Code and its requirements and ramifications for local building projects if adopted. 6. Group discussed the criteria requirements for b ecoming a Green Community. The 20% energy reduction plan for municipal buildings was discussed at length. 7. The consultants advised that the baseline start ing point should probably be 2007 which would mandate compliance within 5 years, by 2012. 8. The concern voiced by the Committee about what would happen if by 2012 we demonstrated less than a 20% saving was explained by the consultants and they assured that the Town would not be penalized or required to return grant monies if the threshold was not reached as it is a target. 9. E. Studer – Planning Consultant, advised that he will prepare a written submittal for criteria #3 related to the required baseline inventory and 20% reduction program. He will submit it to F. Schwarz who will interface with M. Benson. 10. Future meeting schedule: to be determined 11. Meeting adjourned at 9:15PM Respectfully submitted, Patrick J. Blatt, L. Krowitz, E. Sund, S.DiCampo, C.Zivojinovic Town Liaison: M. Benson, J. Londa, J. Breault Alternate: J. McQuaid 1. Minutes were reviewed and approved for 3/2/2010 meeting. 2. L. Krowitz has advised the Selecmen that she has resigned from the Task Force as of 3/11/10. The Selectmen have not acted on her resignation as of this date. She was invited and encouraged to participate in the meeting. She advised that she would determine at the end of the meeting whether her resignation was still in effect. 3. A lengthy discussion was held regarding Ms. Krowitz’s accusatory transmittal directed at particular members of the Task Force. It centered on her desire to have the Task Force place an article on the upcoming Town Meeting for adoption of the Stretch Code. The concensus of the other 6 members is that there are still too many outstanding questions related to the adoption of an article, at this time, as no advisory has been received from the Building Commissioner and no follow up has been received from the Consultants. The majority of members agree with the schedule of placing an article before the Fall Town Meeting 4. A review of the 5 criteria for becoming a Green Community was held with the following conclusions: #1- by right zoning is in place #2 - expedited permitting process is in place #3 – 20% energy savings over 5 years is viewed as unattainable without grant monies to implement initiatives. #4 – fuel efficient vehicle purchase is viewed as attainable #5 – stretch code adoption is possible but its affect on the Town is not clear especially if criteria #3 is unattainable.. 5. J. Londa reported that progress to date with data entry into the energy use software program is slow due to the difficulty of retrieving the record data. The Selectmen will be asked to direct Department Heads to gather the information required. 6. A discussion of Criteria #3 relative to the 20% energy reduction plan for municipal buildings was held. The consultants had advised that the baseline starting point should probably be 2007 which would mandate compliance within 5 years, by 2012. J. Londa feels that we should start the 5 years when the energy audit is complete this year, making the 20% criteria extend to 2015 as compliance is not attainable without grant monies for municipal building upgrades. 7. The outstanding question of what would happen if by 2012 the Town demonstrated less than a 20% saving but had received substantial grant monies to achieve the mandated reduction was discussed. The Consultants assured the Committee that the Town would not be penalized or required to return grant monies if the threshold was not reached as it is a target. The desire of the Committee is to get an official opinion from DOER as to whether that is correct. P. Slattery and M.Benson will construct a question to be submitted to DOER through Kelly Brown. The question format will be distributed to members for input and approval prior to release. ===PAGE 2=== 8. There has been no response from E. Studer – Planning Consultant, relative to a written submittal for criteria #3 related to the required baseline inventory and 20% reduction program. 9. L. Krowitz restated her intention to resign from the Task Force at the conclusion of the meeting 10. Future meeting schedule will be either 3/24 or 3/29 to meet with of M. Sauvegeau. 11. McQuaid from Alternate to Member status. Motion passed unanimously. P. Slattery as acting Chairman, welcomed J. McQuaid as a full member of the Task Force filling the open position created by a recent resignation. 3. P. Slattery read a press release about the Appleworks Building in Harvard and the work accomplished with their photo voltaic panel installation. 4. J. McQuaid reported on recycling initiatives; a poster by Unitil; and an Earth Year program from Waste Management which makes available up to $3,000 grants to cities and towns as a recycling outreach program. 5. S. DiCampo is still working on a report update regarding photo voltaic panel use possibilities. 6. C.Zivojinovic reported on his study of the stre tch code noting that further work is needed. His expectation is that it will eventually be approved but the full impact of its effect on Commercial construction is still uncertain. 7. E. Sund gave a wind energy update. In conversations with the Town Manager it was suggested that she may be able to aid in securing funding for the necessary wind study. The Task Force should urge Kerry to pursue available funds. 8. J. Londa noted receipt of a $20,000 grant for consulting services related to energy reduction. 9. J. Londa reported on progress with the Energy B aseline project. Data entry is proceeding well and Town Department heads are being contacted to provide required information for the database. 10. J. McQuaid reported that the recycling contract expires in June 2011. Currently it calls for a flat cost for solid waste and recycling. Future contracts should reflect separated bids. A Town Recycling Committee may be a considered future option. 11. S. Dicampo questioned if some of the technical schools in the area might not be good source of intern manpower to assist in Task Force endeavors. U. Lowell and Worcester Tech were mentioned. 12. Future meeting is scheduled 5/26 at 6:30PM. 13. Meeting adjourned at 7:45 PM Respectfully submitted, Patrick J. Sund, J. McQuai d Town Liaison: M. Benson, J. Londa 1. Minutes were reviewed and approved for 4/27/2010 meeting. 2. An update on the Stretch Code status was discussed. M. Benson presented a plan showing which Mass. cities and towns had adopted it. C.Zivojinovic continues to study the effect for the Committee. P. Slattery & S. Marsden related conversations with various Town and City officials who had adopted the code noting that there was nowhere near the in-depth discussion and analysis given, in many cases, as Lunenburg has done. It was also noted that none of the allocated money for being a Green Community has been distributed. The general expectation is that the Stretch Code will be proposed for adoption at a Fall Town Meeting. 3. P. Slattery advised that because of the attitude among cities & towns, that it’s all about getting the money, it will be proposed and adopted by a majority of cities & towns, regardless of its practical effects. 4. J. McQuaid reported on recycling initiatives including a matching grant of $750. Grant deadline is June 2 nd. Committee approved application for grant. M. Benson will write a letter. 5. J. McQuaid advised that as part of a town wide recycling program Lunenburg can use the Townsend facility. 6. It was reported that the need for Hers raters as a component of the Stretch Code may be removed by Jan. 1 st . 7. E. Sund gave a wind energy update. It was voted and approved to send a letter to the Town Manager requesting an amount of $70,000 for a wind study as she previously suggested that she may be able to aid in securing funding for the necessary wind study. M. Benson to do letter to Kerry Speidel. Approval through the State is a 2-3 year process. 8. E. Sund gave a progress report on his personal wind turbine noting that it is still being fine tuned. His system stores energy in batteries and at this point it hasn’t reached a level to compensate for the lack of darin on the batteries. 9. J. Londa noted That his contact with the State for Mass Energy Insight had left the Dept. and no new hire has occurred as of this time. 10. J. Londa reported on progress with the Energy Baseline project. All accounts are now entered in the Mass Energy Insight program. Department heads need to manually input data into the system as the next step. It was suggested that a letter be sent to State Rep., J. Benson relative to having Unitil assist with making account information interface more readily with software requirements as is the case with other utility companies. 11. Future meeting is scheduled 8/25/10 at 6:30PM. 12. Meeting adjourned at 7:50 PM Respectfully submitted, Patrick J. Sund, J. McQuai d, D. Blatt Town Liaison: M. Benson 1. Amended minutes were reviewed and approved for 5/26/2010 meeting noting two spelling errors. 2. An update on the Stretch Code status was discussed. S. Marsden explained that in his review of area cities and towns, most are opting in for the short term understanding that they will fail to meet the other criteria for Green Community status and be dropped eventually. It was also noted that none of the allocated money for being a Green Community has yet to be distributed. Current expectation is that the Stretch Code will be proposed for adoption at the Spring Town Meeting but further discussion is necessary and will be held at the August meeting.. 3. E. Sund reported on the proposal made to the Selectmen about power amalgamation. Unitil has indicated no interest in Green Power proposals and N. Grid would be a better choice if available. No clear advantage to involving a middle-man to act on behalf of the Town is apparent although the Selectmen continue to discuss the power amalgamation approach. 4. Power Provider contracts are the best approach for the Town per the opinions of S. Marsden & D. Blatt. 5. S. Marsden reported on the possibility of utilizing the former landfill as a solar farm site. He has had discussions with various solar companies including Alteris, Inc. There is renewed interest on the part of solar companies as the program enabling same expires at the end of 2010. M. Benson will contact Town Manager about setting up a presentation before the Selecmen. S. Marsden will coordinate contact with solar companies. 6. A discussion of the possibility of moving forw ard with a wind study was held. Initial thoughts of finding funding, through the Town Manager has not been successful. S. Marsden will contact WPI to determine if it might be initiated as a student led project with professor certification and whether that approach would provide a validated wind study for funding through MEC. S. Marsden will report back at August meeting. Approval through the State is still a 2-3 year process. 7. J. Londa has recommended to the Selectmen, acc epting the solar proposal provided by Broadway, Inc. in comparison to those submitted by Greenbridge as well as Ostrow. The analysis revealed cost and service benefits for the Town. 8. Future meeting is scheduled 8/25/10 at 6:30PM. 9. Meeting adjourned at 7:35 PM Respectfully submitted, Patrick J.
