Sullivan, Z. Cutting Town Liaisons M. Benson, J. Londa 1. M. Benson called the meeting to order at 6:35 presiding for P.Slattery until 7:00 P.M. The minutes for 3/9/2011 were reviewed and approved. 2. J. McQuaid commented that there has been difficulty accessing the website. E.Sund noted that the conversion to a new town website that will be launched on 5/1/2011 may be causing the problem. She will hold off on uploading any new information until then. 3. No new development on recycling at this time. 4. The Board of Health raised concerns over proper channels for approval of the proposed solar site at the landfill. George Emond confirmed through the DEP Solid Waste Bureau that it is acceptable to install a solar field on the capped landfill. 5. Z. Cutting commented on the new solar hot water rebate noting that is was more economical for new construction than retrofitting. He will work with D. Blatt and S. DiCampo to prepare information for the public. 6. E. Sund reported on the feasibility of wind projects noting that 5-6 potential sites have been identified on Town property for 1-3 turbines but more in depth studies are needed. Also a financial partner would be desirable but they usually deal with 50+ MW and ours would only be around 1.5 – 2 MW. 7. M. Benson mentioned that the Montachusett Regional Planning Commission is working with WPI to develop a model of possible energy sources in the region. 8. J. Londa stated that the solar landfill site has been reduced to 18-20 acres possibly lowering the capacity to 1.3 MW. The Selectmen are concerned about an increase in cost to the ratepayers. Unitil has a 2MW cap on purchasing renewable energy but it’s unknown how much of that is already committed. The RFP went out for bid on 3/30/2011. He will hold a pre-bid meeting with J. Breault on 4/14 and bids are due by 2:00 P.M. on 5/5/2011. 9. Unitil did an energy audit for the T.C. Passios building. Upgrades to lighting and heating could save an estimated $5,775.00 annually. Unitil would contribute $32,000.00 and the Town $16,000.00 with a payback of 2.8 years. 10. There was a discussion on how various departments could recapture energy savings to be applied to future energy conservation measures. 11. M. Benson noted that Felipe Schwartz reiterated that we couldn’t substitute the IEEC for the Stretch Code to become a Green Community. She would keep looking for a different opinion of the criteria before we present it to the fall Town Meeting. There appears to no penalty to opt out of being a Green Community once accepted. 12. We need to spread the word about zero interest energy loans available to homeowners. Unfortunately they need to spend money to save money on energy cost which could raise their taxes. 13. Next meeting date set for May 2, 2011 at 7:00 P.M. Meeting adjourned at 8:15 P.M. Several classes at the Primary School are looking for ways to make their building greener. Goals will be set after an impact study week. J. McQuaid will follow up with the teachers for ideas to incorporate into an educational brochure. 4. Once the Town signs a new recycling contract D. Blatt said he could evaluate if a separate town wide paper recycling bin would be profitable as a certain tonnage has to be attained. A convenient location would also have to be found. 5. The bid opening for the Landfill Solar Field is 5/5/11. Proposals were sent to 30 companies, 12 came to the pre-bid meeting. D. Blatt will evaluate bids with J. Londa to check for minimum qualifications. The Task Force will review the list and select 3-4 to recommend to the Town Manager. 6. The solar panels are on the roof at THMS and being connected. The inverter is on site and the project has passed the DOER inspection. J.Londa reported that completion is about 30 days out and he has met with the Fire Department about safety precautions. A possible ribbon cutting ceremony was mentioned. 7. J. Breault will consult with the Fire department about hot water use to see if solar hot water is feasible. The DPW building does not have high enough demand to justify the use. 8. The IECC cannot be substituted for the Stretch Code, which is 10% above the IECC. A recommendation needs to be made to the Board of Selectmen with pros and cons of becoming a Green Community. Grant money ($175,000) if available to designated towns. 9. A statement drafted by P.Slattery describing the activities of the Green Community Task Force for 2010 was accepted for the Annual Town Report. A newspaper article highlighting the green projects of area towns featured a picture of the THMS solar project. 10. The WPI study concerning energy needs of the region will not be available for 2-3 months. Twenty towns are included Fitchburg, Leominster and Gardner. 11. Z. Cutting had a home energy audit through the MassSave program. Free light bulbs and air sealing are available as well cost sharing on insulation. He will write up a report so we can promote it to homeowners. 12. An audit was performed for Town Hall and Ritter Building. J.Londa will put out a bid for a lighting upgrade on 5/9/11, opened on 5/26/11. Unitil will pay for 75% of the cost. 13. P.Slattery reiterated that he would be stepping down in September. 14. The energy contract is being reviewed by the Town Manager and Town Counsel hoping to have the application completed by mid-July. M.Benson advised him to keep in contact with the Conservation Commission. Eileen McCue of the DOER sent him a sample contract to follow. J. Kriedler also offered for comparison a copy of a contract for a similar project in Winchendon. 3. THMS solar project - J. Londa reported that as of 6/20/11 the system is online but still needed to pass final inspections. Z. Cutting suggested that J. Londa get a copy of the Commissioning Report to get baseline outputs and see any potential problems. 4. T.C.Passios Lighting- DMH Electric was the winning bid at $45,775.00 with Unitil covering $33,442.00 of the cost ($14,333.00 – Town’s portion) to change all the lighting fixtures except the hallways and cafeteria and add motion sensors. It should be underway by late July and potentially save $5,000.00 /year. 5. There was no discussion of the EOSOLAMERICAS proposal at this time. 6. Recycling- J.McQuaid met with the Town Manager regarding the Grant from the MassDEP Sustainable Materials Recovery Program. The Town has $750.00 available to fund composting bins for Lunenburg residents. She will look into different manufactures and make recommendations to the Town Manager. The bins will be distributed through the DPW. She also suggested informing residents about the new waste/recycling handler, what is acceptable to recycle and where to purchase bags. A possible Styrofoam collection day will coordinated with the electronic recycling dates. 7. Stretch Code- N. Sullivan presented research regarding the pros/cons of adopting the Stretch Code as required to becoming a Green Community. He referenced Ayer’s town website and listed which towns have already accepted the Code. A question was raised as to how many cities/towns have turned it down. The shortage and availability of Hers raters could be a problem especially for small scale builders. N. Sullivan will do follow- up research and send to the GCTF via email. All members should attend the next meeting on 8/1/11 to take a vote on the issue before presenting to the Selectmen. 8. In light of P.Slattery’s upcoming resignation, J.McQuaid suggested that we invite interested new members to submit their names to the Town Manager and attend our meetings. 9. Meeting adjourned at 8:36 P.M. Next meeting 8/1/11 at 7:00 P.M. Blatt, S. DiCampo, J.McQuaid, E.Sund, N.Sullivan, Town Liaisons M. Benson, J. Breault, J. Londa 1. P.Slattery called the meeting to order at 7:03 P.M. The minutes for 6/27/2011 were reviewed and approved. 2. Recycling update – The new Devens Regional Household Hazardous Products Collection Center is now open the first week of the month. More information can be found at the Town webpage. Styrofoam can be recycled at places that places that ship packages (like Pak-Mail or UPS). Refoamit, from Rhode Island, will take 50yds of Styrofoam for $200. No new information about the paper recycling. The solar trash compactor has been installed at Emerald Place. 3. School Projects – The THMS Solar project was online as of 6/20/11. A commissioning report and online access are still pending. The lighting upgrade at T.C. Passios is 70% done and should be completed in one week. 4. Town website- New information to be posted should be sent to M.Benson. It takes about 2-3 days for content approval after submittal. A suggestion was made to use the website, local TV access channel, the Senior Center and the Library to attract new members. 5. Landfill Solar Project- Another meeting was held on 6/30/11 with Borrego’s engineers and Unitil to discuss the 1.5 MW interconnection. Net metering should not be a problem with other pending proposed solar projects in town. Unitil accepted the application on 7/25/11 but the $2,500.00 fee has not been paid because the contract is still under review by Town Counsel. A smaller proposal may result without utilizing the capped landfill area. It may reduce the quote because less engineering is required, but also less energy production and we would have to maintain the landfill cap. 6. Other solar projects -EosolAmericas’ engineers are on site hoping to make a presentation in late August/early September. They are interested in working with the Town to sell us electricity. EPG Solar is in discussions with Unitil and Twin City Church while looking for a feasible site. 7. Stretch Code- The Special Town Meeting will probably be in November. P.Slattery stressed that the GCTF needs to make a recommendation to the Board of Selectmen one way or another. D.Blatt made a motion that we recommend to the Selectmen to adopt the Green Community Act and thereby the Stretch Code by bringing it Town Meeting for a vote. Five voted in Favor, one Opposed to let the Town decide. We will need someone from outside the Town to answer questions raised at Town meeting. Now that this decision was made P. Slattery raised the question – Is the Green Community Task Force still charged with a task? The Selectmen will have to decide. 8. P.Slattery read his letter of resignation that will be submitted to the Board of Selectman. He will recommend that the GCTF continue with Green Initiatives. D.Blatt was nominated as Chairperson, S. DiCampo as Vice-Chair and J. McQuaid to remain as Secretary. 9. Our next meeting will be September 7, 2011 at 7:00 P.M. to discuss an Energy Plan to achieve the 20% reduction in use. 10. Blatt, J. McQuaid, N.Sullivan Advisors J. Londa 1.Meeting called to order at 7:09 P.M. The minutes from 9/7/11 and 10/5/11 were approved. 2.Solar Landfill Project: Borrego is moving forward with the interconnect process even though the contract’s financial language has not been approved. There are still questions about a third party involvement. Unitil requested $15,000. for an impact study which should be completed in 55 days. The current offer for cost of electricity (.078/kW) would be about a 25% reduction ($113,00) per year. 3.MASS PV1 (EOSOLAMERICAS): They are moving through the procedural channels. 4.Green Community Act- There will be a televised workshop on 11/17/11 with someone from the State office to present the Green CommunityAct/ Stretch Code to the Town prior to the 12/5/11 Special Town Meeting. It has been advertised on the Town webpage, and local papers. D.Blatt cited information that the average cost of to implement the Stretch Code is $900.00 to $2,000.00; for a 2,500 sq.ft. home the cost would be about $1,200.00. 5.Ongoing topics- J. McQuaid noted that Ayer is hosting a ‘Recycle your Reusables’ event on 11/5/11 which is open to Lunenburg residents. She will look into what resources are available at the Devens Eco Efficiency Center for the next meeting. J.Londa noted that the school is still paying more to recycle but less for trash removal. D. Blatt will look at the paper retriever idea again. The THMS solar project is function well. 6. No new meeting date was set. Meeting adjourned at 7:48 P.M.
