Blatt, Z. Cutting, J.McQuaid, E. Sund Advisors J. Londa 1. Meeting called to order at 6:35 P.M. The minutes from July 18, 2012 were approved. 2. Solar projects updates Landfill: J. Londa reported that Unitil is requesting $558,000.00 from Borrego to proceed with the interconnect and line upgrades for a 1 MW system. Although no final determination has been made the project will most likely not go forward. EPG: E.Sund said the land is currently in bankruptcy but the project is moving forward with construction start scheduled for March and to be completed by May. They have signed a Purchase Agreement with the Town to receive credits but no PILOT is in place yet. There’s a possibility that Townsend would buy excess credits. Any solar projects between 750KW and 1 MW have to go through the net-metering queue with the State also. Currently other solar projects in Unitil’s district are reducing the amount available to Lunenburg projects. PVI: Although no Purchase Agreement or PILOT has been signed with the Town they say that they are proceeding but have offered the Town a lower price on the Power Purchase. The Town would like to use as much of the credits as possible. PVI may wholesale some of the energy depending on the final project size. 3. Site Seeker for Renewable Energy Projects: Topic passed over in absence of M. Benson 4. Green Community Act: D.Blatt surveyed the members to see if we should put it on the Town Meeting Agenda in May. Currently $150,000.00 is available but the funding could disappear if we wait longer and eventually the Stretch Code will become the new Building Code. A decision was made to proceed but we need to generate a list of possible energy conservation projects to present at the same time. Z. Cutting suggested aluminum recycling with the proceeds being used to fund future energy conservation projects. Also suggested was purchasing the street lights from Unitil and replacing them with energy efficient ones, replacing the parking lot lights at the DPW and Public Safety buildings. J. Londa thought Unitil might help with the conversion. They recently partnered with them to install 10 new LED lights at the THMS. D.Blatt asked the group to bring more ideas to the next meeting. 5. Recycling: J. Londa said paper and cardboard recycling containers are now located at all school buildings and are available to Town residents with the revenue going to the Town. J.McQuaid will get the information posted in the Lunenburg Ledger. 6. Next meeting set for Thursday March 7, 2013 at 6:30 P.M. Meeting adjourned at 7:40 P.M. Blatt, J. McQuaid, N. Sullivan, E.Sund Advisors: M. Benson 1. Meeting called to order at 7:35 P.M. The minutes from 4/3/2013 were approved. 2. Review of Town Meeting Presentation: D. Blatt suggested that a line needs to be added to the Warrant to specify the effective date to implement the Stretch Code as 6/30/14. This would give builders and residents one year to attain a building permit without any impact on their projects. The average estimated increased cost for renovations or additions is about $1.50 per square foot. A three year Return-on- Investment is common through energy savings and federal tax incentives. The Stretch Code is close to Energy Star Rating which qualify for additional rebates. The Town will be awarded an estimated grant of $145,000.00 once the application to become a Green Community is accepted. With an October 2013 time frame to submit the application, the Town could receive the funding prior to the implementation of the Stretch Code. Kelly Brown of the DOER said that a draft for an updated Stretch Code is in the works. A new Building Code is usually issued every 3 years. D.Blatt reviewed the actually Power Point slides while members clarified and modified the wording to create an informative yet brief presentation. 3. Next meeting to be determined after Town Meeting. Meeting Adjourned at 7:50 P.M. Blatt, J. McQuaid, N. Sullivan Advisors: J.Breault , J. Londa 1.Meeting called to order at 6:35 P.M. The minutes from 4/29/2013 were approved. 2.D.Blatt requested a review of the Green Community Application and status of projects to date. J. Breault noted that at the Public Safety Building the exterior lights (but not the pole lights) were being changed to LED and interior lights from T-12 to T-8ʼs with assistance from Unitil. They will be looking into doing the parking lot lights at the Public Library next. It may be possible to get an energy audit for the Library also through Unitil. D.Blatt wondered if an Energy Performance Contract such as is being used in Littleton could be applied toward the 20% energy reduction requirement and if the Grant could be used for this measure. J. Londa stated that the Town would have to reduce the amount of electricity and gasoline by 20% (measured in BTUʼs not dollar amount) and a credit might be available from the solar PV system at THMS. We could go back 2 years in reporting but then we only have 3 years to attain the goal. In order to proceed all energy cost ( oil, diesel, gas) for the Town Buildings needs to be uploaded to the Mass InSight website. The street lights will not be included because the Town doesnʼt own them. The goal is to have all this information by the next meeting so we can establish a baseline year and then develop a plan to move forward. D.Blatt wondered if the Finance Committee would have any input on a plan. 3.D.Blatt spoke with the Building Inspector about the new building code in effect. Because the energy code has been increased significantly the Stretch Code will not be increased. 4.J.Londa presented a draft policy for the Application regarding the use/replacement of vehicles. An accurate and verified list of non-exempt vehicles needs to be attained. The goal is to replace all of them within 10 years within the Capital Plan. It was sent to all departments with vehicles and the Town Manager for review. Also to be counted as energy reduction is limiting “idle time” for vehicles waiting in pick-up lines. 5.Possible projects: J. Breault suggested the heating system at the DPW; perhaps and exterior wood burner to utilize wood collected from tree removal along the roads and/ or solar PV applications. Also improvements could be made at the Eagle House. 6.A discuss about the title of our group was brought up by D.Blatt who will speak to the Town Manager about “task force” vs. “committee”. 7.Next meeting Wed. 7/31/13 at 6:30 P.M. at the Ritter Building. Blatt, J. McQuaid, N. Sullivan Advisors: J. Londa Absent: Member: Z.Cutting Advisor: J. Breault 1.Meeting called to order at 6:31 P.M. The minutes from 10/15/2013 were approved. 2.D.Blatt reported that the Select Board is holding off on a decision to change the Task Force membership. We need to verify if Zachary Cutting is still able to belong to the group. With limited membership it is becoming difficult to have a quorum for meetings. 3.A final review of all the criteria information to be uploaded for the Green Communities Designation was conducted. Several signatures (School Superintendent and Town Counsel) were still needed. Documents for Criteria 4 (Purchase of Fuel Efficient Vehicles) and 5 (Minimize Life Cycle Cost) were uploaded. Table 2 of the Energy Reduction Plan needs modifications. Also an additional certified letter on the Town vote regarding As-of-Right Siting was missing. J.McQuaid will follow up with the Town Clerk. 4.The deadline for all information is 10/30/13 at 5:00 P.M. Approval to Designation could be made as early as late November. Grants need to be submitted by 1/21/14. 5.The next meeting will announced at a later date. Motion to adjourn at 8:12 P.M. Respectfully submitted, Joanne McQuaid
