We are also trying to get a list from Unitil on when light and arms were last replaced to have a better sense of age when we go out to bid. MAPC suggested towns need to look at potential old corroded wiring that needs replacing. Should factor this into projected costs. Unitil gave us a copy of the December bill with all of the lights. Out of the $6000 bill for the month, $4327 is maintenance 2021 is for the actual electricity. Karen reported April 9 is the next round of grant funding and we’d have to have all work done, paid and reported by February12th. If we miss April 9, the next opportunity would be October 8th. Rob and John- would we be able to complete the school and appliance purchases by then? Rob is a little concerned it couldn’t be completed by that time. Particularly any work at public safety where work needs to be done with a contractor. The Public safety building has a form related to retro commissioning repairs that the vendor needs to fill out and send to Heather. Heather has not received that. John described the Building Operator Certification course that he went through 3-4 years ago. We have a slot for someone from the town side and the school side to take the course. Rob said he’ll look at it and if it's something he can do, he’ll do it. John talked to colleagues about someone taking the class but it hasn’t gotten confirmation. He will follow up. At the Teen Center David is working on activities there but would be hard pressed to complete by February. John is working on an LED retrofitting project at schools. After installing, a couple went out, and more are on order. Also, at the schools, a double convection oven and new reach-in cooler is in. The milk cooler is coming in next week. Disposal of the coolers will need to be done and then the project is complete. Earlier discussions included hot water tank replacement at Primary School but once reviewed, the cost, at 30K, was prohibitive. We won't be able to do this with these funds. This potential project should get cancelled from this grant round. ===PAGE 2=== Heather asked- if a project ran under estimate- can we reappropriate/reallocate? Karen reports that competitive grants are not eligible to reallocate but will check with Kelly. Heather reports she has an email from Jane that we can shift funds around within our projects. Timeline for purchase- We’d like to get info on the age of infrastructure from Unitil before purchase. Should we look to do this ASAP or wait for more info? Unitil’s attorneys are still working on a sale agreement. Liz suggested minimizing the time we own lights before the grant is approved for the retrofit. Karen- suggests we RFP first to have the costs of retrofitting then apply for grant, and make the purchase at that time of getting grant. There is also an effort by members to audit street lights, for adequate lumination and whether they are currently working. Robert suggests we don’t try to go brighter on any lights so we don’t get complaints from residents who see the light as too bright. He suggests don’t make too many changes on lights. Karen suggests trying to get geocoded coordinates- MRPC can make a map of each pole. Rob worked in Gardner and did retrofit, the contract there was $580 per light replacement. Dave is going to reach out to MAPC who now does consulting about light procurement. Sent a booklet on development of scope of work for retrofitting streetlights. John wants to remind all, we have net metering credit going against this. Once we own lights, we need to move net metering credits, maybe to public safety. We would then save that money otherwise spent on electricity. We will also have savings in maintenance charges of 4000 per month by until. Upcoming tasks: Chair asks that we look over the documents sent from MAPC about converting street lights and putting together an RFP. We’d likely need to have projects complete by August and reports done and submitted to apply in October. Rob has a copy of the contract from Gardner for retrofit and will get that to us. Meeting in February. Motion to adjourn -NS- LM second. 7:24PM. ======================================================================================== DOCUMENT : 2021-03-31-agenda-2423.txt BOARD : green-communities-committee DATE : 2021-03-31 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/green-communities-committee/2021-03-31-agenda-2423.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_03312021-2423 ======================================================================================== ===PAGE 1=== Green Community Group Wednesday March 31, 2021 6:00 PM AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel. No comments from public No comments from board Motion to approve minutes by, NS, LM second Competitive Grant Projects status update: DB shared screen of spreadsheet of projects. Turkey Hill appliance replacement is complete and $1500 under budget, Karen will get a report from JL. The middle school lights, about $300 over budget, paid by school, is also complete. The primary school hot water- will be completed during April break and may be a little over but close to budget. Senior Center Appliance replacement. Robert reports holding off on appliances in order to complete kitchen renovations, it's taking longer so they may just order and store while waiting for work to be complete. This is true of the Ritter building too. The Public Library, center DPW, town hall will all be ordered together. The Teen center replacement is complete but not pipe/valve/fitting/insulation Public Safety building retro commissioning work- need to follow up with Kit to know what’s done. Building Operator Certification, no volunteers from school yet. Kelly from Green Communities said we would just lose the funds if we don’t send two people, the course is in April. In order to apply for the fall grant, we have to have completion narrative on all projects- by July. Streetlight purchase- Until finally gave us info on the age of street lights. DB shared screen to show spreadsheet. The spreadsheet shows lamps were last changed 2014- 15, 88 were changed 2015, 100 in 2016, 91 in 2017, 2- 2018, 2-2020. It appears very little light changes ===PAGE 2=== happened since we’ve been discussing purchasing. Why is the total figure gone up when they have replaced so few bulbs, we should be depreciating? Is there anything we can do? The Finance committee could reach out, Town Manager Office? Town Attorney? D.S. said we should make them aware there is a decent percentage of street lights out. Maybe tell them we don’t want them replaced but use it with negotiating purchase. NS suggests we should separate these issues, let the town ask about this- separate from us. We can bring the irregularities up with the town attorney later. NS will draft a letter asking for more info on calculations and send it to DS to review and send to Heather. Negotiations are still between legal on both sides, they are still going back and forth on the P&S. FRP for street light conversion: WE have two examples from MAPC and one from Ayer. This started a conversation about design and oversight services for the installation, can MRPC do this project management and design services? Lunenburg doesn’t have staff capacity to take on project oversight. JL, would recommend trying to get design work into the grant and get both RFP’s covered. We will need to secure the funding using estimates in order to proceed, and then need to go to bid for design services that will then inform the RFP for installation. We can use templates from Ayer and MAPC for this. What can we do tonight? DS will send out Ayer’s RFP for design services, and Neil will send a letter to Heather for town council regarding the lack of bulb replacement. Dave should send the spreadsheet to Neil. LM will reach out to Karen, and Heather will contact Kelly regarding what the grant can cover for design services. Members should review the RFP’s and provide notes. Kelly said as long as we have a letter from Unitil that we are in the purchase process we can apply for the grant. We should also consider any additional work we want to apply for in the next grant. Next meeting, some time late May, early June. JL, suggests we request lights that are out be replaced prior to our purchase. Discussion on the pros and cons occurred. Can we ask about resources for technical assistance for negotiations. We are likely to own the lights for 6-9 months prior to the change over. NS. suggests we not get too dragged into this, let legal do this and we stay focused on the green project. Jay Simeone, commented that retrofit might take more hours in labor than full replacement of arms and lamps. Motion to adjourn NS, second LM, 7:15. ======================================================================================== DOCUMENT : 2021-05-19-agenda-2424.txt BOARD : green-communities-committee DATE : 2021-05-19 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/green-communities-committee/2021-05-19-agenda-2424.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_05192021-2424 ======================================================================================== ===PAGE 1=== Green Community Group Wednesday May 19, 2021 5:30 PM AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel. Questions:Can we get designers to include the cost of replacing arms? Can we do this as an alternative in the bid for actual replacement work? We may not know thestatus of wiring from visual inspections.Looking #5 in Task 3- do we need to add/change? D.P suggests looking at redundancy. M.S.asked about reviewing areas that may need more lighting. Public Safety should be consultedand making those recommendations. We want to be careful about not adding lights when itimpacts the ROI and may not be covered under that grant funding. We might need to ask thetown if they have free cash for added lights- if they are recommended. ===PAGE 2=== RFP needs close review to make sure to replace instances of “National Grid” with “Unitil” andoverall review by the Town Manager.D.B. will work to insert the spreadsheet of our light inventory with street address and polenumber into the RFP document. When a designer is chosen, we need to be sure that they evaluate whether higher wattage likethe 400 watt bulbs are really needed in the areas they are in. Dave will ask Kelly from the state to meet with us at our next meeting. We need to find out if thetown can pay for this and then get reimbursed by the next grant round.Sometime in January should know the outcome of light purchase negotiations D.B. will reach out to new facilities director at school and invite to meetings, at the earliest lateJan/early Feb.
