New business for 2025 starts with the opportunity for another grant from the mass historical commission, which could possibly be used towards the restoration of the Methodist church steeple which is currently deteriorating. Chairman McGrath plans to meet with the APDC to discuss historic signage within the district, as well as the state of the town pound which will require maintenance. The town pound is currently under the jurisdiction of the Parks Department. The letter regarding the status of 763 Mass Ave was mailed to John Mascierelli and PFMG holdings, and will also be copied to the Town Manager and Building Inspector. A donation meant for the Historical society was mailed to the commission, so that will be sent back to the society. The State register of historic places was received from the Secretary of State. For new business, member Jen Sanderson proposed the reintroduction of the Boston Post Cane tradition. The original one is no longer given out to the oldest resident, but reproductions can be made for somewhere around $150. A special meeting is scheduled for Wednesday June 11th to discuss it further and vote on purchasing one. Returning to the historical marker project, it was decided that the 6 first sites we should focus on marking would be the site of the garrison house on Northfield road, the buttonwood tree, the site of the Revere house, the Houghton House, the Dickinson mansion, and School house No. 5. Richard McGrath is to research the cost of the markers. The Commission will also be meeting with the select board on June 17th to present the Hometown Heroes project. The reproduction Boston Post cane that has been purchased is currently at John’s Watch and Jewellery in town to evaluate a price for engraving “Lunenburg” on the cane. The MA Historic Commission has had some delays in regards to the Town Survey, so it will be extended into next year. The Commission's remaining budget from last year has been sent to D&G graphics for the purchase of historical markers for the ongoing historic site project. This year's current budget is $1500, and the plan is to use some of that towards the Hometown Heroes project. Correspondence from the building inspector regarding the status of 763 Mass Ave explained that a death in the family may be part of the reason that the updates on the property have not been had. Pat Slattery, the chair of the Historical Society, is willing to help with the writing for the historical markers. There is no update from the DPW on obtaining eminent domain for the Arnold Litch cemetery, so the plan is to contact Town Counsel for the matter. The town manager has been emailed regarding the status of the town weathervane. Returning to the town survey, a joint zoom meeting was held with Robin Fordham, a liaison for the Mass Historic commission, and Brian Knight. Knight has until January 9th of next year to complete phase 3 of the survey. In total, there are 77 Kilburn houses being surveyed, with 55 of them having never been researched. It was also noted that in order for the caves at Marshall Park to be surveyed, they would need to be dug out. Upcoming on October 20th is a joint meeting with the commission and the APDC to discuss the possible merger of both. Members McGrath, Lakso, and Boussom were in attendance. The meeting began at 8:32 PM The proposed merger of the APDC and Historical commission was intended to streamline efficiency for both commissions. However, there has been much pushback from multiple members of the community, claiming that it is deceitful since the idea has not been made public, and that it would complicate things for historical home owners in town. Bill Lakso questioned why anyone would feel this has been kept a secret, since every meeting agenda is made available to the public, and meetings are open to all. The Historical Commission was asked if they were familiar with the bylaw of the APDC, which was formed to protect just the national historical district. There was concern that giving control to the Historical Commission would be giving them too much control over the entire town, including the historic district. Anthony Sculinbrini of the APDC explained he understands how this merger could be viewed as a horrible idea, but that he wants people to know he understands property rights, and that the merger is not at all intended to be overbearing. Richard McGrath explained that over his 25 years on the Historical Commission he has seen a decrease in volunteers wanting to join, and the commission is in danger of disappearing for a lack of members unable to create a quorum. Public question was asked as to why the amended bylaw changed “architectural” to “historical”. McGrath explained this was so that the commission would be able to enforce the APDC bylaw. Nathan Lockwood of the APDC pointed out that we should probably consider delaying the motion to proceed to town meeting judging by the extensive negative feedback from the public. There was extreme concern for their properties, and what potential limitations may be imposed on them by the commission. There is also concern for the supposed lack of public outreach regarding the merger. A motion was made by the APDC and the Historical Commission to include the merger in the warrant for the Town meeting. The motion passed for both Commissions. Minutes for the October 14th meeting and the October 20th joint meeting with the APDC were both reviewed and accepted. Correspondence from a member of the Templeton Historical commission inquired about finding a home for a document from Lunenburg from 1776. A response was sent but up until now there has been no further contact. The Historical Commission/APDC merger was voted down 3-2 by the selectboard. It was found that the Lunenburg Republican Town Committee had been pushing an information campaign opposing the merger, claiming that it was both “outrageous and dishonest” and viewed as government takeover. A question from David Dorrin of the Cemetery commission asked if the cemeteries in town were included in the national historic registry. At the moment, they are not, but it was advised that they should be surveyed to qualify for the registry. The church steeple at 50 Main Street continues to deteriorate, and may soon qualify for Demo by neglect. 68 Elm st and corner of Whiting and Lancaster also both continue to deteriorate. There are also plans to soon begin work restoring the headstones and walls at the Goodrich Cemetery, as well as addressing the table stones and hanging tree limbs at the South Cemetery. DPW, APDC, and parks commission need to be contacted to address the deteriorating walls of the town pound. The commission also plans to begin work on the historic site markers this spring, so we will work on finalizing a list of the most important sites. In other news, the MA historic commission just announced the 32nd annual Mass Preservation Project Fund. The meeting began at 7:02 PM. Members McGrath, Lakso and Boussom were in attendance. An update from the building inspector regarding 763 MA Ave reports that the building is under construction to be converted to a duplex. This will be followed by two additional townhouses being built on the front lot. Todd Holman of the DPW reported that no response has been received from the owner of the Arnold Litch property. They do have plans to begin digging for the wall at the Goodrich cemetery starting next week. Two items of question on the Town Survey included 389 Sunnyhill road, which was highlighted as 370. The town bandstand was also reported as being built in 1905, however the current bandstand is not the original, and was most likely built much later on. Chairman McGrath donated time and materials towards the repair of the Leominster Road stone directional marker. The lettering was repainted, brush was cleared, and new crushed gravel was laid around the marker. A final list of important historic sites to be marked includes the Dickinson House, the Houston House, the Buttonwood tree, and the site of the mill at the end of Holman street on the Mulpus river.
