======================================================================================== ===PAGE 1=== Lunenburg Public Library Trustees of Lunenburg Public Library, Meeting minutes June 21, 2018 Sudolnik Meeting Room, Lunenburg Public Library Attending: Dick Mailloux, Maia Wentrup, Kate McCarron, Martha Moore – Director LPL, Lars Widstrand, Bob Conroy, Harry Kubetz Absent: Donna Saiia, Terri Burchfield – FinCom representative, Bob Ebersole – Board of Selectmen representative The LPLBT meeting was called to order at 6:48 p.m. by Chairperson Dick Mailloux. • Public Comment - no comment. Dick welcomed our newly elected LPLBOT members, Maia Wentrup and Bob Conroy, and welcomed back our re-elected member Lars Widstrand As we had the following four guests present: Brian Jamros, VP Bartholomew Investments; Myleen Mallari, Treasurer, Town of Lunenburg; Karen Brochu, Director, Accounting Dept, Town of Lunenburg; and Richard Letarte, Dick Mailloux recommended that we move the agenda item ‘Trust Funds’ forward and make it the first thing that was discussed. Harry made the motion to do this. Lars seconded the motion. The motion was unanimously approved. Agenda Items • Trust Funds – R. Letarte / M. Mallari At the invitation of the LPLBoTs and Myleen Mallari, Brian Jamros gave a presentation of Bartholomew (he provided a bound handout about his firm, its management team, its reporting, the laws governing the investing that it does for our Trust Funds, its fee schedule, etc.) and explained why the rate of return (yield) that the LPL realized on the money that Bartholomew had under its control was currently a low 1.72% due to a very conservative Risk/Tolerance Profile that governs how the funds are invested for the Town of Lunenburg. At the moment LPL’s funds are a subset of the Town of Lunenburg’s invested funds, so the LPL is governed by the profile set forth by the Town. There was extensive discussion about MA General Law Chapter 44, Section 54 – Investment of Trust Funds and the List of Legal Investments & Common and authorized Preferred Stocks into which LPL’s Trust Funds could be invested. Contrast was made to the rate or return of LPL’s funds that Touchstone has invested which are not following the same guidelines perhaps because of the way the $18,000 was gifted and designated. Brian explained that MA General Law may be changing with regards to limits on Trust Fund investments allowing for local rule, and/or that the LPL could attempt to get approval for a Special Home Rule Petition which would also allow the LPL to locally control how its Trust Funds are invested. It was mentioned that some of the Trust Funds date back to the 1800’s. After approximately an hour of discussion about Trust Funds our four guests left the meeting. • Re-Introduction of new and re-elected members ===PAGE 2=== Trustees of Lunenburg Public Library, Meeting minutes June 21, 2018; Sudolnik Conference Room, Lunenburg Public Library Page 2 o Each Trustee individually introduced themselves, discussed how long they had lived in Lunenburg, their interests, (former-) occupations, etc. • Approval of May 17, 2018 minutes as amended (there were two amendments) – Kate made the motion to accept as amended. The motion was seconded by Lars. The motion was unanimously approved. • Board of Trustees Re-organization & 2018-2019 Meeting Calendar o Dick provided a 2018/19 Calendar showing the LPLBOT meetings which are scheduled for the 3rd Thursday of each month from September 2018 through June 2019. o Dick Mailloux will continue as the Chair. Principal Champagne began with the history of the communication about the idea and continued on to express concern at some miscommunication regarding when and how these visits could take place. The attendees spoke about the previous years when students had visited LPL and what the expectations for this program had been. A desire for the schools and library to work in collaboration was communicated, and the fervent hopes that this could be worked out was relayed by the speakers. Due to the nature of their visit during public comment (rather than as a scheduled agenda item) Trustees were able to ask questions for clarification, but not to discuss the matter directly. Harry Kubetz, acting as the Chair for that meeting, assured the guests that the matter would be treated with utmost importance and Dick Mailloux, Chair, would be communicating with them upon his return from vacation. After the attendees departed, Martha Moore asked if she could clarify the events that had been discussed from her perspective. She explained how the communication had happened over the summer and during the weeks leading up to the start of school. She expressed that much of the concern on the part of LPL had to do with staffing and the impact of the visits on other LPL patrons. She communicated that her goal is certainly to encourage collaboration and patronage by our youngest Town citizens, but that she wants to find a way to do so that will not tax and already very busy LPL staff. ===PAGE 2=== • Approval of June 21, 2018 minutes: Donna Saiia made a motion to approve of the minutes as written, seconded by Lars. Board unanimously approved. • Director’s Report: see attached for full report. Additional comments below. Martha stated that everything is on target. She explained that the $2,446 discrepancy missing from the salary budget represents a portion of the salary agreed upon for the new Assistant Library Director and would be justified from the database budget line. This occurred because a library director, upon approval by the trustees, is entitled to negotiate salaries (‘vs’ adhering to the established steps for pay grades used for all town employees other than school and library employees) and due to having hired at the end of the fiscal year, a “placeholder” salary had been entered into the salary line rather than the actual negotiated salary. There will be no discrepancy in 2019. • Young Adult Area Report – see attached • Children’s Area Report –see attached • Room Use Policy Update – completed policy is awaiting final acceptance by town counsel. Kate handed out copies to new members. • Parking Policy Update – “Staff Only” areas have been marked • Safety Policy Update – nothing submitted yet; Martha is working on ‘Emergency Planning’. • LED Update – see attached • Friends of LPL Update – Martha attended the meeting and said discussion was mostly about the upcoming Book & Bake sale to be held October 6th • Agenda Items for upcoming meetings § Resolving the issue of 5th grade class visits § LED update § Financial Report required by state • Adjourn - Lars made a motion to adjourn at 8:31p.m., seconded by Kate. Unanimously approved. • Respectfully submitted, Kate McCarron (for Harry Kubetz Secretary, who was acting as Chair) Trustee of Lunenburg Public Library Referenced documents: ===PAGE 3=== LPLBOT Meeting Minutes for June 21, 2018 Directors Report Children’s Area Report Young Adult Services Report LED Update ======================================================================================== DOCUMENT : 2018-10-18-agenda-2846.txt BOARD : library-board-of-trustees DATE : 2018-10-18 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/library-board-of-trustees/2018-10-18-agenda-2846.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_10182018-2846 ======================================================================================== ===PAGE 1=== Lunenburg Public Library 1023 MASSACHUSETTS AVENUE • LUNENBURG, MA 01462 • (978) 582-4140 Agenda Lunenburg Board of Trustees Meeting Oct. 18, 2018 AGENDA Lunenburg Public Library Board of Trustees Thursday October 18, 2018 6:45 p.m. Lunenburg Public Library Sudolnik Conference Room  Public Comment  Agenda Items o Potential Bank Program to Reward Reading o Approval of minutes  Sept. 20, 2018 minutes o Director’s Report  FY 2019 Budget  Warrant Article for Spec. Public Comment • There was no Public Comment Agenda Items • Potential Bank Program to Reward Reading – Joani Hannu & Brendan Gallagher, Main Street Bank Joani Hannu & Brendan Gallagher from Main Street Bank presented to the LPLBoT their concept for a Reading Program that, in partnership with LPL, Main Street Bank would like to sponsor. The (to be refined) concept is that a person up to the age of 18 will be rewarded for reading 10 books (with an eye towards Financial Literacy when possible) with a $10 deposit into their Main Street Bank account. In addition to that $10, an additional $10 will be donated by Main Street Bank to the LPL (or, more specifically, Friends of LPL.) Joani and Brendan stressed that this was their rough draft, and that they were anxious to team with Martha and her staff to refine & optimize the program. There was unanimous support of this potential program from all of the Trustees as well as Martha. It was suggested that the Lunenburg Schools might also be involved and participate in the future. Joani will contact Martha on Tuesday, Oct 23 to provide more information. Harry made a motion that the Trustees support this program and that it should be implemented as it seems like a very clear win-win-win-win for the LPL, Main Street Bank, the schools, and, more importantly, for the community and the Library’s young patrons. The motion was seconded by Maia. The motion was unanimously approved. • Approval of Minutes o The approval of the September 20, 2018 minutes was deferred to the LPLBoT meeting on November 15, 2018 to allow Maia the opportunity to make some sections more concise. Harry made the motion to defer to the approval of the minutes until the November 15 meeting. The motion was seconded by Kate. The motion was unanimously approved. • Director’s Report (Presented by Martha) o FY 2019 Budget - We are 31% spent and we are 29% into the fiscal year, so we on-target. • A Warrant Article for the Special Town Meeting to be held on Tuesday, November 13, 2018 was approved by the LOLBoT as follows: ===PAGE 2=== Trustees of Lunenburg Public Library, Meeting minutes October 18, 2018; Sudolnik Conference Room, Lunenburg Public Library Page 2 o To see if the Town will vote to raise and appropriate and/or transfer from available funds a sum or sums of money as may be necessary to defray the expenses of covering additional employee hours to provide classroom visits to the Library for Turkey Hill Elementary School. The sum of $7,200 to be added to the Library’s FY2019 total salary line. o Trust Funds – It was suggested by Martha that Trust Funds be used to fund $1500 of the $3500 spent on a new Projector. The LPLBoT suggested that the entire cost of the projector come from Trust Funds. Harry made a motion that $3,500 of trust funds be used to pay for the projector. Donna seconded the motion. The motion was unanimously approved. o ARIS Report – not discussed o Staff • Nicole attended the annual Teen Summit and is actively involved with the renovation of the Teen Room. • Debbie & Nicole have begun their fall programs • Muri has become the LPL’s representative for the Community Read’s which is coordinated by Fitchburg State. His schedule permitting, he is also LPL’s representative at CWMARS meetings. o Programs § The LPL is conducting a Flu Clinic o Building & Maintenance § All of the “uplights” have been converted to 100 watt LED bulbs vs. the 25 watt that had been previously installed. It is a significant improvement o Capital Planning § Kit is thinking of having a project manager work on each of Lunenburg’s Town departments’ planning and estimates. Getting good estimates is very challenging for each individual department to do. The goal is to have a more professional and efficient Capital Plan. o LCC Grant Proposals for 2019 – not discussed o Plans for Halloween – not discussed o HomeWork Power Hour – not discussed o THES Visits § Dick explained to the LPLBoT that after our September 20, 2018 meeting ‘a meeting of the minds’ between Dick, Martha, and Harry and subsequently Harry acting as a communication facilitator between the LPL and Turkey Hill Elementary School enabled us to move forward with 5th grade classroom visits to the LPL. This is being done on a trial basis with a review of the program planned for around Thanksgiving. As of October 18, 2018, 3 classroom visits had taken place. A lot of planning has taken place and continues to take place to make the program successful. A lot of this planning involves proper staffing from both THES and the LPL, and we thank Linda Shea and Karen Godin for volunteering their time to help. § Current consensus from Martha is ‘so far so good.’ It is a lot of work from the entire LPL staff but it appears to be working. When asked if the 5th Graders were having a good time during the visits Martha said, without hesitation, ‘Yes.” § o Young Adult Report – Not provided. Nicole had a loss in the family (the LPLBoT offered their condolences) which impacted her ability to produce her report. It will be presented at our November meeting. ===PAGE 3=== Trustees of Lunenburg Public Library, Meeting minutes October 18, 2018; Sudolnik Conference Room, Lunenburg Public Library Page 3 o Children’s Area Report – see referenced. • Friends of LPL Update – The Book & Bake sale generated approximately $800 from baked goods and $2200 from book sales. It was (again) mentioned that the LPL is incredibly fortunate to have ‘Friends’ and that they support the LPL with contributions of $40,000 - $50,000 each year! • Room Use Policy Update o The policy has been completed. • Plans for Director’s Evaluation o This will begin in February 2019. • Agenda Items for upcoming meetings o Budget FY’20 o LPL Staff Restructure – How many staff members does the LPL really need?
