Dick asked that all votes be taken by roll call as to include Harry. Public Comment -There was no Public Comment Approval of Minutes The December 20, 2018 minutes were reviewed and amended by Dick, Kate and Donna. Kate made the motion to accept them as amended. Lars seconded. Motion unanimously approved. Director’s Report (Presented by Martha) FY 2019 Budget – 58% into the budget year and 43% spent see attached Budget Planning for FY ’20- Martha met with Heather Lemieux to discuss the budget and explain the need for an increase in staff hours and the advantages of adding an additional union position for Marybeth Balboni. Heather was not in favor, explaining that the town cannot accept additional benefit costs and retirement liability. Martha has contacted the union to file an application with them and try a different approach. Dick recommended increasing the Director’s Salary line from $60,000 - $70,000 to reflect current salaries paid to directors in towns of similar size, thus increasing the ability to attract and negotiate with highly qualified applicants. On 1/27/19 there will be a 5 cent increase in postage stamps so Donna recommended a $50 increase in that line item. The TM budget target is $413,592 and the LPL request reflecting the additional monies for director and stamps is $434,200. Donna made a motion to accept the amended budget, seconded by Lars, unanimously approved. Trust Fund Update combined with Trust Fund Expenditure Guidance –Still investigating how to access funds and the original intent regarding Bartholomew accounts. There are 6 interest-only funds. Michelle said there’s no problem spending money from the earnings and that those funds not designated as interest only require only a source document and then can be spent. Touchstone Funds are either expendable or non-expendable and whoever makes a donation must sign off on an intent for the money. Martha submitted a Donor Intention Form to Myleen and Karen for their approval. Dick made a motion to accept the donor form, Bob seconded, and the board voted unanimously to accept. Donna emphasized the need for a tie-back to that form on all expenditures. Staff – Teen Room renovations are done and all is well in the Children’s Room! (see attached) Muir asked if he could attend future board meetings to be better prepared for a smooth transition for whoever replaces Martha and the board enthusiastically replied yes. ===PAGE 2=== Trustees of Lunenburg Public Library, Meeting minutes January 17, 2019; Sudolnik Conference Room, Lunenburg Public Library Page 2 Technology – Heather and Dan Nataraski met to discuss future library needs, two being a larger back-up system and an upgrade to the existing WiFi. Martha proposed using $4,000 from State Aid to pay for the back-up system and will submit a request this to Steve Malandrinos for expanded network capacity. Donna asked if an increase would also alter the budget. Programs –Muir has been in contact with the author of Walking to Listen regarding a presentation at LPL. Due to agent changes, the fee is much less than first proposed and a June booking is in the works! Muir has also connected with ALFA regarding a Sherlock Holmes presentation. Building & Maintenance – The roof unit on the left side of the building still freezes. New parts have been ordered. Martha will leave a maintenance project timeline for the next director. THES Program Update – A meeting took place on January 10th to discuss all aspects of this trial program. In attendance were Martha Moore, Dick Mailloux, Harry Kubetz, Heidi Champagne, Rhonda Connery, Michael Smith and Jeff Connery. They assessed goals, discussed possible changes, identified pluses and challenges. Winter weather and MCAS testing will interrupt regular visits.– see attached Capital Planning Update – Currently there is no Capital Plan. Martha has had little to no luck attracting any contractors to give bids on the various projects. The assumption is that these jobs, in the scheme of things, are too small to bother with. Kit has proposed to the DPW that they explore using an agency to solicit contractors. Young Adult Area Report- see attached Children’s Area Report – see attached Process and Timeline for Choosing New Director –Currently there are only 2 applicants, thus the board will not need a screening sub-committee, though Feb 7 has been penciled in should more applications arrive. Dick will contact the applicants regarding interview dates, tentatively scheduled for Feb. 26 and Feb 28. Friends of LPL Update - $450 in profit from the Cookie Walk. Next year there will be 2 sizes of boxes available ($10 & $15) as well as a sample box to indicate the suggested box capacity. Still looking into Library Golf as a fund raiser. March Caucus – Dick is thinking about running for another term, Donna is definitely in. Agenda Items for upcoming meetings – Accepting Letter of Resignation, Trust Fund Guidance, Update on Main Street Bank’s reading incentive program Board Comments – ask Dick to think a little harder about running! The LPLBT meeting was called to order at 7:00 p.m. by Chairperson Harry Kubetz. Public Comment  There was no public comment. Agenda Items  Approval of Minutes o The minutes for June 20, 2019 were reviewed. Two small changes were suggested. Motion to approve minutes as amended was unanimously approved.  Director’s Report o FY19 budget is 98% expended. 2% will be returned to the general fund. Electricity and heating have been the largest expenses. o Library is one quarter through FY20 and is on target budget-wise. o Tech updates have been completed: Added three wireless access points. o State aid will be decided in January 2020. There are two decision rounds. The town is currently around 11k population and is gradually approaching the 15k population threshold which will affect future state aid. o Muir gave a staff update: Lydia Gravell is the new Adult Services Librarian, Cheryl Stillman is the new Library Assistant and page Harrision Taylor has left. o Muir provided an extensive update on the THES library visits.  Three teams per week will visit for one hour.  They will alternate between the craft room and library areas, mostly the children’s room.  There will be no special changes to library procedures to accommodate them.  Library staff will not assist with decisions on what they can access.  They can check out books from the teen/YA room. o A long discussion followed on the new THES policies and the packet of information which will be provided to parents of students. (These are detailed in attached documents below)  Trust Fund Expenditure Guidance/Process/Progress o Harry did some work on this over the summer. o The current rate of return is low and the consensus is to transfer the funds to Touchstone. Muir can currently access the Touchstone funds. o Harry met with town counsel. Some questions that have arisen: Should we appoint a treasurer? Should we direct the town to manage the funds? Based on the returns, should we use Touchstone? o Dick pointed out that these are not town funds and we should direct the town to put them where we want them. Myleen is looking for direction from the board and we should tell her to transfer the funds. o Dick made a motion to submit a request to transfer the funds from Bartholomew to Touchstone, pending a recommendation from town counsel. Motion seconded by Donna. Motion passed unanimously.  Trustee Goal Setting o This agenda item was tabled for a future meeting.  Plan for Director Evaluation o Already covered in a previous meeting.  Friends of LPL Update o Book and bake sale will be held on Sat. Oct. 5th. Volunteers are needed on Friday for setup and Saturday afternoon for cleanup. ===PAGE 2=== o Some plans are under discussion to utilize the catch basin next to the library for a rain garden and possible educational opportunities. o Robin had a Friends table at a recent farmer’s market in the center of town. Also attended by Harry with one of his bull dogs. This attracted significant interest in the friends and resulted in 10-15 applications, $25 in donations and $30 in book sales.  Board Comments o Donna mentioned a recent ‘Beatles band’ concert in Townsend and suggested it might be nice for Lunenburg. o Harry: Jeanne Raboin pointed out that the library is not listed on the town website under boards and committees. o Dick: Mentioned a first amendment activist group that is filming in various libraries. There is no current prohibition on filming in the Lunenburg library. Is this an issue for town counsel? o Dick noted that the flag in the Sudolnik conference room needs to be replaced.  Adjourn o Motion to adjourn by Dick, seconded by Lars. Public Comment  There was no public comment Agenda Items  Approval of Minutes o The minutes for September 2019 were reviewed. Motion to approve minutes was unanimously approved.  Trust Fund Expenditure Guidance/Process/Progress o Harry provided an overview of the library trust funds and the current situation. He noted the difference in returns between Bartholomew and Touchstone. There is approximately $46k in Bartholomew of which $11k is usable. The Touchstone fund has approximately $25k. o Some funds are principal non-expendable, i.e. the principal can’t be touched. o Donna noted that there is a spreadsheet available which specifies the usage. o Myleen: The Library trust funds are under the town tax ID even though they are not town funds. There are still some outstanding questions on what we can do with these funds. o Nick Davis asked for account statements and any available trust fund documents and volunteered to investigate these questions and gave us some general guidelines on what we should look for in a financial advisor. o Myleen and Muir volunteered to represent the BOT and work with Edward Jones to help answer questions. o Karen and Jim suggested we should meet with Bartholomew to check all options that might be available.  Director’s Report o The library is one third of the way through the year and is on schedule budget-wise. o We are at full staff. o Muir is working on a spreadsheet for the MBLC annual report. o Muir estimated our state aid for next year at $16,524. o Harry posed a question on how to measure ‘value to community’? Muir said that CWMARS has some calculators based on certain circulation numbers. Some discussion followed on how and what might be quantified.  Friends of LPL Update o Book and bake sale generated just under $2600 for the Friends.  Board Comments o Dick mentioned again that the BOT is not listed on the town website under Boards and Commissions. o Dick commented on the Director’s spring evaluation and raise. Noted that we should get the evaluation and raise into the budget upfront before the budget is done so we can build any increase into the budget.  Adjourn o Motion to adjourn by Donna, seconded by Dick. Absent: Maia Wentrup, Donna Saiia The LPLBT meeting was called to order at 6:45 p.m. by Chairperson Harry Kubetz. Public Comment  There was no public comment Agenda Items  Trust Fund Expenditure Guidance/Process/Progress o Since Representatives from Bartholomew were joining us, the Trust fund agenda item was taken up first. o Muir provided the group with an overview of current situation and what we had done so far. Harry noted that we have not been happy with the rate of return. o Brian gave us a brief presentation on Bartholomew and what they do. Talked about how and why we might transfer the library funds from the ‘Legal List’ funds which would give us more flexibility in terms of investment. o Dick questioned why the library funds are linked to the town’s stabilization funds. This is due to state laws which govern categories of investment. o Harry questioned the historical responsiveness of Bartholomew and Brian responded that the onus was on the BOT to research the documentation and that the lack of documen tation limits our options. o Myleen said she may have found some additional documentation and noted that we need trust documents to transfer any funds. o An extended discussion followed on our various options:  Kathleen: Moving the funds into prudent investments, a different category, could provide us with more equity options.  Harry: Why should we choose Bartholomew going forward?  Brian: We have extensive experience in managing municipal funds and may be the cheaper alternative for the BOT.  Dick: Can we move Touchstone funds to prudent investments?  Myleen: The BOT must certify the fund is a gift not a trust.  Karen B.: We don’t have adequate documentation on these funds. o Result of the discussion was that Brian suggested we go before town meeting to re -categorize the funds, which would allow us to move them to BOT or library accounts, give the BOT control over the funds and allow us many more investment options. This also requires a change by the state legislature. o Brian will forward some sample language for the town meeting warrant article based on some other town’s experience. (This sample has already been forwarded to the BOT by Myleen)  Approval of Minutes o The minutes for October 2019 were reviewed. Motion to approve minutes was unanimously approved wit h two minor edits.  Adult Services Report o Lydia provided us with an overview of adult services and an update on some new groups and programs. ===PAGE 2===  Director’s Report o Muir mentioned some restrictive policies on E-Books by MacMillan that seemed to display a lack of understanding on how libraries work. o A quote has been received for the redesign and replacement of a row of shelving in the Children’s area. There is a possibility that Hannaford may donate money to fund this initiative and that is being explored. o We had a discussion of library fines and the possible option of operating fine -free.  Muir presented data from 2012-present on fine collection numbers.  Some fines may be paid online through CWMARS. We receive a credit for these which is used for E-Books.  This is the beginning of what we anticipate will be an ongoing discussion of the possibility of going fine-free.  Harry asked that Muir come in with a recommendation for the BOT. What to do and how?  Friends of LPL Update o Friends have scheduled the 2nd annual ‘Cookie Walk’ fundraiser and are discussing other fundraising ideas.  Director Timeline & Update o Dick: When does the budget have to be submitted? o Muir: Early January. Salary should be included. o Muir will make a budget presentation to Fin-Com in Mid-February. o Looking forward for BOT: We should have Muir’s evaluation done for the December 2019 meeting.  Board Comments o There were no board comments.  Adjourn o Motion to adjourn by Donna, seconded by Dick.
