Also interviewing for library pages this week. o The union employees will be getting retroactive pay for the past 11 months to match the new bargaining agreement. o The summer reading program has been planned and there will be an outdoor kick -off party. Harry asked Muir if he had reached out to Main Street Bank for some funding and Muir said he will be meeting with them. o Muir talked to Heidi about restarting the school/library cooperative program this fall. o Muir had a meeting on the LED project. It should take about five days to complete. Security camera domes have been cleaned. Public Comment • No public comment. Agenda Items • Meet and Greet with Edward Jones o Nicole Groskreutz gave us a short introduction to Edward Jones and what they could do for us. o Our investments depend on the timelines and needs of the board and our risk tolerance. o Harry asked if she could tell us why we should work with her. She cited her background in be havioral analysis and the importance of community connections. She said she would want to support the board in their role in the community. o Donna asked how often our investments would be reviewed. Nicole said there are monthly reviews and there are also notifications that can be set up to flag changes. Their Advisory Accounts have various models and categories that auto balance. o Dick asked if the Friends use Advisory Accounts. They do. o Donna asked Muir how he sees our usage of these funds. Muir said he would use the same model as the Friends Endowment. • Board of Trustees Reorganization o After some initial discussion Maia made a motion, seconded by Kate, to keep the current slate of officers and add Donna as Treasurer. The motion passed unanimously. o Donna asked to be removed from the Budget Subcommittee. o The Strategic Plan Subcommittee was dropped as it is no longer needed. o Kate made a motion, seconded by Laura, to accept these subcommittees as amended. The motion passed unanimously. • Approval of Minutes o Dick made a motion to accept the minutes of May 19, 2022 as amended. Seconded by Maia. The motion passed unanimously. • Director’s Report o We are 98% of the way through the fiscal year. Excess salary funds will be redirected to office supplies and library materials. Utility charges are 83% and 84% respectively but will be expended close to 100% by the end of the fiscal year. o Kate asked why office supplies are so low (49%). Muir said they try to be conservative during the year and make it up at the end of the year. o Maia asked if the staff could get bonuses. Muir said there is no mechanism to do that. o Harry asked if a printer breaks isn’t that part of the town IT budget? Muir said it is not easy to get funds from the town IT budget for unexpected things. This is also complicated by the fact that the relationship between Dan (town IT) and the new consulting company is somewhat in flux. o The new Digital Services librarian, Francesco, is settling in well. o The library website is currently broken. The immediate need/goal is to have something up next week for the summer reading program. o Muir is interviewing for library assistants. He has a good candidate and will probably extend an offer. He is hoping the two assistants will start by July 1st. ===PAGE 2=== o The first open Friday will likely be July 15th or July 22nd. Kate asked how we can effectively advertise the Friday opening. Some discussion followed on good ways to do this. o The staff evaluations are done. Muir will be meeting individually with each staff member. o Lydia met with school staff to demo available databases. o Next Wednesday is the summer reading kick-off. o A bereavement group has been meeting at the library, sponsored by UMass Health Alliance. o Volunteer Bill Tyler has been doing a lot of outside work around the library grounds. Robin and Lydia have also been doing outside work. o The shades will be replaced in the conference room. Some display hardware will be added for presentations. o The LED project will be happening next week. The contract scope changed and caused some delay. • Trustee Handbook Discussion o Chapter 11: Beyond Your Library: Resources and Support. We agreed that there was really not much to discuss about this chapter. • Trust Fund Update o Michael-Ray expressed some concern about the language in the legislative change for the library trust funds. The language seemed to indicate that the town treasurer would retain control of the funds. This brings up the question of whether we can direct the investment of the funds and will we have the option to reinvest the funds as we choose. If this is the case can we still achieve what we want working with the town treasurer? Michael - Ray will investigate this further and hopefully come up with a side-agreement between the Library Trustees and the Town of Lunenburg that will enable the Library do manage their trust funds as they intended. • By-Laws Review Discussion o Maia made a motion to table this until our September meeting, seconded by Dick. The motion pa ssed unanimously. • Friends of LPL Update o The book sale raised about $1500, with $300 raised on the Friday night pre -sale for members. o The Friends have received 1800 membership renewals but would like to attract new active members. o The money for the Spring plant sale in 2023 has been allocated. o The annual meeting will be held on Saturday July 23rd at 9 am. o Starting on July 1st the Friends will be accepting book donations again. • Board Comments o Muir showed us a quick mock-up of a possible new sign for the building, with ‘Lunenburg Public Library’ on the front of the building above the main doors. He said he would explore design ideas and asked that we bring ideas to our next meeting in September. o Maia and Harry both noted that they have received very positive feedback about the library and the staff. • Adjourn o Motion to adjourn by Kate by seconded by Dick. Public Comment • No public comment. Agenda Items • Approval of Minutes o Dick made a motion to accept the minutes of June 16, 2022 as presented, seconded by Kate. The motion passed unanimously by role call vote. • Director’s Report o The FY22 budget is 100% expended. The office supplies line is higher because some technology items were rolled into office supplies. We are ¼ through the new fiscal year and the FY23 budget is 21% expended. The office supplies line Includes new laptop for new library assistant to be hired. The conference room has been upgraded. o State reports are going out. o Circulation has risen to about ¾ of pre-pandemic levels. This includes a significant increase in electronic circulation. Usage has continued to grow. o One of two new library assistants is on board. Julie Bozicas is the new assistant in the children’s area. We now have a third library page. Muir is still looking for a second library assistant and has a few good candidates. o We had a very good turnout for the first Friday opening. Next Friday there will be a movie. Muir is hoping the Lions club will be able to come to serve food. o The CWMARS assessment came in as expected. o We had a good summer reading program. There was a little less participation than last year. 359 people and a total of 218k minutes. Lunenburg no longer qualifies for the free lunch program so that wasn’t an option this summer. Muir will try to make alternative arrangements for the future. o HVAC has required some regular maintenance this summer. A leaky outside faucet has been replaced. Volunteer Bill Tyler has done a lot of landscaping work. o The conference room and community room blinds have been replaced as well as adding blinds to the rest of the children’s room windows. Some of the salary surplus paid for the blinds. o The new Cricut machine can be utilized by the public for craft projects. There will be some introductory workshops. o The library of things now has podcasting kits. Francesco will be doing some introductory workshops for the podcasting kits. o Muir plans on replacing the two workstations at the front desk. o The town received $3.5M from the Commonwealth of Massachusetts. The town manager is working with a consulting firm for eligible uses of the funds and will be accepting proposals. Proposals are due Sept. 30th. Maia suggested a zen/community garden adjacent to the library with a mental health focus. o Laura asked about the library of things. How do we know what’s available? Muir said items are catalogued and there is a display next to the front desk. ===PAGE 2=== o Laura asked about the stem grant for snap circuits. There is a LSTA grant of $12,970 for stem learning and we will have a stem program for kids. There has been some discussion about using the stem kits to promote engagement with the Turkey Hill students. o Kate asked about promoting the new Friday hours along with increasing student engagement with the library. • Trust Fund Update o The bill did not get acted on during the normal session. However, the bill did get a final reading and is on the Governor’s desk for signing. o The final bill enables the town treasurer to manage the library funds independently from other town funds. This was what was approved at town meeting. Harry talked to town manager, Heather, and noted that this was not what we originally intended. Michael-Ray is working with Heather to possibly instruct town treasurer, Myleen to act as the BOT directs, ie. we would direct her on our investments. o We should be able to create an account using the town tax id and the account should be tax free. The signed bill will be presented to Edward Jones to set up an account for the BOT. o Myleen asked for another study of the origin of the trust funds so she could responsibly manage them. All the documentation that is available has already been produced and made available to the town. There was a lot of back and forth via email over the summer. o Harry said that based on the current information the library should be able to use these funds as we want to. o Laura asked how can she get background information on this as a new member. She also asked about the mechanism for using funds from the Friends. Muir and Harry gave an overview of the procedures that are followed. • Library Sign Discussion o There was some discussion on the placement, font, and lettering. Also whether it would be directly on the building or on a backing plaque. o Maia said the sign on the old Ritter building could be confusing. Having the building readily identifiable is more inclusive and welcoming. o Muir will reach out to Johnson Roberts, the original architects, for possible ideas. • By-Laws Review, Discussion, and vote o Dick suggested we defer to next meeting. • Friends of LPL Update o Rob Bowen came to talk about incorporation for the Friends. Can get some umbrella insurance policy. o They discussed a prospective database to track changes in membership. They would like to accept credit card payments for donations and membership fees. o There will be a book sale in November. They will have a Friends only pre-sale in Friday night. o The Friends are still looking for some new younger members. • Board Comments o Dick asked Muir if he could update the BOT on his activities during the year so that info rmation can be included in his annual review. • Adjourn o Motion to adjourn by Dick.
