Concentration on the Lunenburg Library Project Questions from Board: Cole Describe previous project that is similar to our project? JRA Marshfield – Renovation of old shopping center for mixed use by Town, Library, and others Passios With a mix use building, how did the deal with sectioning building? JRA Talked about having security doors and access cards for individual use Passios Concern with age of building. Verify scope of work includes hazardous material assessment? JRA Do not believe it is part of Scope of work however will include Mackin What is your approach to delivering cost effective project? JRA Do their own cost analysis. Extensive interview with individual Department Roy Of the projects you have developed, rough % projects that were funded? JRA Had not thought about this. Estimate 55-65%. Key is community outreach in early stage Roy Any concerns with timeline? ===PAGE 2=== JRA Design phase will be most critical Lehtinen How much work is done in house vs outside consultants? JRA 75% In house/ 25% Outside consultants McQuaid What are the challenges you foresee? JRA No Red Flags. Concern is with unknown Lemieux Road Access is a huge concern especially with school. Your approach? JRA Will do traffic analysis. Talked about the Windham Museum sharing property with other buildings Second Interview: DeGeorgio Associates Presenters: Tom Lam, Ed DeSavio, Chris Sullivan, Kimberly, Todd Chase, John Inx(?) 900 person company, 50 in boston. Reviewed In-House Team and folks that will be working on project. Most of the services are all in house. Very little outsourcing. Dedicated FTP site to store data and files. Presentation included their understanding and approach to the project. Cole Walk us through a previous project that involved multiple entities sharing same space? DA City of Boston project, former hospital then used as homeless shelter. Assessment was to determine what was there and what would be involved for different types of groups being there. Another example where they worked with two different town committees to get them to work together as the messenger between both groups. Passios Building built in 52-53. Verify that your proposal includes complete Hazardous Material study and mitigation plan? DA This would be part of their initial assessment. They have an in-house team to do this. Use independent lab if necessary. Report would give preliminary cost estimate. Everything is internal except Civil and Landscape. Passios Concern with multiple use and security? DA Looking at Electronic Card Key Access as well as physically separate the different usage. Also to use different wings for different functions. Mackin Approach to insuring project is cost effective and best possible scenario? (cost containment) DA Start with spreadsheet of sq. ft needed by different groups. Work with possible scenarios that could fit. This is all done with contingency for future growth. All this with a basic $/sq ft understanding. Look at this with existing building conditions. Work with subs to generate quotes to make sure they are accurate. Mackin Percentage that come in under budget? ===PAGE 3=== DA 10-15%. Most are very accurate. Might be +/-5%. Used to designing to guarantee maximum price where they would be liable for any overruns. Roy Thoughts on your vision to community outreach? Types of services provided by firm for this? DA Key thing is getting community buy-in. Work with group to make sure town is engaged during the entire process. Key is to engage community. Roy What is your success rate? DA 90+%. Reason is because of getting buy-in of different parties prior to town meeting Roy We have set forth an aggressive timeline. Any portion of that timeline gives you concern? DA Personally they like aggressive schedule. Able to put a lot of meetings on site to quickly get initial info and make schedule work. Roy Do they use Revit 3D modeling on all your projects? DA Yes, it helps with getting all parties to understand the design and development of project. Example of downtime Hospital the old way would be 60 hours. New method is to use special scanner that can do it in 4 hours. Roy Is a site survey/land survey included in the proposal? DA Yes, this is done in house with scanner drone. Able to take 3D scan and remove/add items to show how it will look like. Lehtinen Percentage of work that is subcontracted out? DA Only sub is Meridian for Civil, Utilities and Landscape. Might be 5-10% as main focus is inside the building. Lehtinen Talk about 24/7 use during construction? DA Key is communication between town and firm. They do not perceive the need for nights and weekends however will be able to work with us to make sure this is not an issue. McQuaid Other than aggressive timeline any challenges you perceive? DA Not really a challenge however having as much documentation upfront will help verify and accelerate the process. Lemieux Access to site is the same as high/middle school. Example of another project similar? DA Concern with traffic. Not sure if extensive traffic study is necessary. Many things can be done to slow traffic down. This is part of the proposal. Utilize any traffic studies that have been done and to mitigate any bottlenecks. Third Interview: Abacus Architects Presenters: David Eisen, David Pollack, Annie Steele ===PAGE 4=== They have been involved on town side interviewing and accessing architects. Have other internal folks as well as outside consultants that they have worked with for years. Have done public projects in surrounding towns. Many of their projects are adaptive reuse. Believe the best approach will be continuous communication. Key will be working with the committee. All starts with surveying the individual entities involved. Reviewed thoughts on existing building. Often schools are difficult to make into municipal buildings. Very big on “feel” of building and open spaces. Work up “Decision Matrix” of different options to help Committee to way the options and understand best bang for buck. McQuaid Other than timeframe, what other issues do you see with the project? AA Experience with tight timeframe RFP but find that is not typically what committee wants. They will do whatever works for us. Other challenge will be to test the work that has been done and come up with a cost line for getting the existing building up to date. Lehtinen What percentage of the work will be done by subs? AA Relying on Vertex report on initial assessment. 60% in / 40% out Roy Do you see including a land survey as part of civil work? AA Need a survey early on. Part of their scope of work. Have not done a significant fee analysis however believe it can be done. Roy Of the projects you have worked on, what percentage have been funded? Things that were successful to help get project funded. AA Communication is the key to get buy-in from the town. Win a few/ Lose a few. Mackin Proposed approach to delivering cost effective solution? AA Two components; cost and effectiveness. It is laying out the options to let us make that decisions. Concentrate on 3 things that are most important to the town/committee to make this project successful. This will be the bulk of concentration and budget Passios Given age of building, verify scope of work will include full Hazardous Material assessment, mitigation plan and cost estimate AA Consultant that they work with for this is very thorough and complete in their work. Problem is with unknow. Conversation around the extent of destructive testing needed. Cole Previous project that involved several different community groups sharing the same space? Security concerns? AA Different ways to approach this. Example is Middleton where they get different entities talk to each other and understand there are ways to work and live together. Did not address security, more getting common ground of all the different folks using it. Lemieux Explain your experience your approach to traffic flow? AA Many of their buildings are tight urban sites. Have not thought about it because in their mind there is plenty of space. Worth looking into working with a traffic consultant if it makes sense. School related use of building is in their opinion will be the most troublesome. ===PAGE 5=== Chair Tabled the agenda item regarding discussing candidates Maklin Generally pleased with caliber of presentations. McQuaid Need to do the decision process quickly Chair Future meeting schedule. Do we continue with every week schedule? Next meeting set for following Wednesday Feb 5th at 6PM Follow up meeting on Wednesday Feb 12th at 6PM Meeting on Wednesday Feb 26th Maklin Checking on references Chair Chair will coordinate the checking of the references. Present summary of results next meeting. Cole Question on timeline. Do we need to have a decision by Feb 10th to stay on schedule? Consensus was to have each member have their score for each candidate before the next meeting to expedite the process. Important that a decision be made at the next meeting. Passios motion to adjourn / Maklin Second Passed unanimously. ======================================================================================== DOCUMENT : 2020-02-05-agenda-3061.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2020-02-05 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2020-02-05-agenda-3061.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_02052020-3061 ======================================================================================== ===PAGE 1=== TCP BUILDING DESIGN COMMITTEE MEETING NOTICE Wednesday, February 5, 2020 – 6:00 PM Ritter Memorial Building 960 Massachusetts Avenue Lunenburg, MA Planning Department Meeting Room AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting will be recorded for broadcast over the Lunenburg Public Access channel. Minutes were tabled. Discussion on spring town warrant articles: Greg Roy stated he touched base with the town manager, she has gone back and forth with architect and she has gone back from the initial proposal to ask for ala cart items to negotiate. She didn’t give the overall price but still needs work to be done to get an acceptable contract. Still working but not ready for today. She anticipates running it by town counsel, the architect will likely do the same. It is taking longer than we thought. Greg Roy stated he told the town manager not to come tonight and he would give the update. We spoke last time about putting a placeholder article in the warrant. The general idea would be one warrant article to be an update; stand up and give a presentation. Placeholder for a cost presentation is looking less and less likely. Dave Passios is getting questions on the street about how far along we are, and are you coming to spring town meeting. Way to close. Warrant closes March 16th. Brian Lehtinen stated we could withdraw it if needed. Damon McQuaid stated we could pass over it. Tanner Cole stated it would be better off not doing anything at all if we are two weeks out from initial kickoff. There are a lot of moving pieces, to put an architect in there and demand a finished product for a May 2nd town meeting. Dave Passios stated he agreed with Tanner Cole. It gives the impression we are trying to ram rod it through and we can give the architect some breathing room and the architect could rush through the process. ===PAGE 2=== Tanner Cole stated by putting the placeholders on the warrant, it gets shipped and the residents will see it, and you open the box at that point, it’s better government I think if you have everything locked and loaded. We run into this in planning board, it’s a disservice to the residents. If it isn’t a last minute change, I’m not a big fan. Damon McQuaid stated but it isn’t a change, it would be passing over. Brian Lehtinen stated the first warrant as an update, at the end you say this is where we are at and we are passing over the next warrant. David Blatt said in 6 weeks, we will not get what we want. Dave Passios made a motion to put only an update warrant on May 2, Tanner Cole seconded. Damon McQuaid stated he would still rather hear from the architect that they can’t do it in time. Dave Passios stated we don’t feel like we have enough time to get it done. Greg Roy stated but we could wait though, it closes the 16th of March and we have another meeting before that. Dave Passios stated nothing in that time will change my mind. David Blatt stated he thinks there are a lot more people to talk to besides the users, there is so much we can do with that building. Tanner Cole stated he knows March 23rd planning board is planning a meeting on Brooks house. Last spring town meeting we approved selling the structure and not the land. APBP has sought to carve out land for the house to sit on and this will come into play with this discussion and we are trying to figure out who owns the land, but it is in the care and custody of the schools. Greg Roy stated TCP building was given back to the town, and it is part of the main parcel. It was for MSBA approval. Damon McQuaid stated schools are not claiming they own the property. Tanner Cole stated they just have full control over it. Dave Passios stated an easement of cell phone tower, verbiage, legally under care and custody of town up to 2015. Damon McQuaid stated he understands but he doesn’t doubt the architect’s ability to get this done. In favor of 2 until they say they can’t do it. Greg Roy asked can we pull it before. Dave Blatt stated we would have one meeting with architect and say what do you think? Tanner Cole stated I’m with Dave, looking at the calendar, in my mind you can’t do public outreach, first question out of everyone’s mouth is what’s the price tag. At the end of the day you do a disservice to the project if you try to push it through. I can remember the last borrowing we did over a $10 million price tag. Hazardous material was $800,000. ===PAGE 3=== Dave Passios stated a good estimate next door was $300,000; you could easily get to $800,000. Tanner Cole stated Johnson and Roberts did a $23 million project and could compare our project extrapolated to Sturbridge town hall renovations. Can we have Heather put TCP in her presentation? Dave Passios stated if we are to present from the committee, it would need an article. David Blatt stated maybe it will get more people in the town meeting. Tanner Cole stated it would be the first of public outreach. Greg Roy stated we need enough time to do that really well. I hear Damon’s point but I don’t want to come across like we are hindering in any way or we are not being transparent or rushing things. Dave Passios stated if we do push off to the special town meeting, there would have to be a special election, we did do it for the new school. The other point I keep bringing up is a 2/3 vote rather than a majority and if it passes then we did a good job. Brian Lehtinen asked if we postpone would we want to wait until May and put on a ballot? David Blatt stated either way it will be on a ballot. Tanner Cole stated the only argument to that is cost savings to have a special election. Has the charter been approved? Dave Passios stated no, pushing for ballot. Motion to have only one update article on warrant: Dave Roy, aye, Tanner Cole, aye, Damon McQuaid no, David Blatt, aye, Dave Passios, aye, Brian Lehtinen, no. Motion passes. David Blatt stated a report, progress or no progress. Dave Passios asked do we want the architect there? Greg Roy stated to leave the door open. Tanner Cole stated it as the first step in community outreach Greg Roy stated put an article in the paper afterwards. David Blatt asked if update on the brooks house on the town meeting? Tanner Cole stated they are shooting for March 23 meeting with APDC on the agenda with a goal to flush out their thoughts on the future of the Brooks house. The town meeting approved the article but then it falls flat. It is up to the government to get it done. To just let it sit there doesn’t make a lot of sense. Now the APDP is looking to fulfill their charge. It will not be on for spring meeting, and makes sense to proceed with caution due to this project. There is a lot to try to figure out there. Dave Passios stated hopefully that is something the architects will look at. Greg Roy stated the town manager said she is speaking specifically to the property line and traffic patterns. Damon McQuaid stated we can write a contract with the library on parking. People are frustrated. ===PAGE 4=== New Business: David Blatt asked what is the thought on the committee on how often we will meet? Greg Roy stated he thinks we just gave ourselves more time. Dave Passios stated we don’t want to sit back too long. Greg Roy stated he would suggest two times a month and the architect will drive that. Dave Passios stated the scenario of shooting for town meeting and push hard for late spring early summer, and hit it hard again early fall and go into November town meeting. David Blatt stated he would like to have something nearly complete before the summer. Do the newspaper outreach and leak stuff out. By the fall have the public comment before town meeting. Dave Passios stated to flush out issues early. David Blatt stated it would be amazing if we had everything done but the dollar figure. Brian Lehtinen stated even better if we have the dollar figure. David Blatt stated we need that community support and so much out of our control. Tanner Cole stated as we prepare the presentation I hope the strategy or philosophy but does not appear set in stone. In a lot of ways, we should be asking for feedback and not telling what we are giving you. Dave Passios stated this is where we are at, and give a full presentation, then we get the feedback and have the time until November to adjust. David Blatt stated after we talked to these groups we can see what have we missed. Greg Roy stated we can give them a quick timeline of how things progressed. Dave Passios stated there is a lot of room in that building, we should be consolidating all town offices. Offices in the DPW should also be considered. Tanner Cole stated he doesn’t want to speak for them, but their theory is it should be all under our house. Dave Passios stated there are arguments for both sides. Brian Lehtinen stated we will have architect at least talk to them. Dave Passios stated he would like to have their thoughts on it. Damon McQuaid stated it would be nice to have flex space and room for expansion. Brian Lehtinen stated floor plan will likely change, everything is going to be reviewed at this point. Dave Passios stated the superintendent does not need to be with student programs as it is now. David Blatt stated that’s why we have the architect. Future Meeting Schedule was discussed. ===PAGE 5=== Greg Roy stated probably the 4th or the 11th and 25th for placeholders. We would not meet next week unless the architect is ready or we have pressing business. We can readdress once we have the architect in place. On the 11th I may have to leave early. Public comment: Dave Passios stated the finance committee meeting is tomorrow evening and will be reviewing fire department and police budgets. David Blatt stated the green group is getting together tomorrow to talk about street lights and meeting at the library. Damon McQuaid motioned to adjourn at 6:39pm, Dave Passios seconded. Brian Lehtinen, aye, Dave Roy, aye, Tanner Cole, aye, Damon McQuaid, aye, David Blatt, aye, Dave Passios, aye. ======================================================================================== DOCUMENT : 2020-03-11-agenda-3063.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2020-03-11 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2020-03-11-agenda-3063.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_03112020-3063 ======================================================================================== ===PAGE 1=== TCP BUILDING DESIGN COMMITTEE MEETING NOTICE Wednesday, March 11, 2020 – 6:00 PM Ritter Memorial Building 960 Massachusetts Avenue Lunenburg, MA Planning Department Meeting Room AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting will be recorded for broadcast over the Lunenburg Public Access channel. Wrap it up in the middle of August. And we will talk about potential alternates. Michael Mackin asked about the level of detail and discussion on choices. Architects said it is important to talk the building committee and the detail on a cost estimate and send it to the town manager and if you need more information we can provide that. The worst thing is we are not on the same page. Contract execution: we added more detail. When would the committee be satisfied and get the contract executed. The town manager stated the architect and town manager would sign the executed contract. Greg Roy stated the town manager is the procurement officer and will do the financing. Michael Mackin stated this schedule takes us to August. Greg Roy stated we voted last meeting for only an update article for the town meeting. Dave Passios asked what does this do for the November meeting and what do we do in August to November. The Architects stated one possibility is we keep meeting and complete the report. Maybe a month or so before we meet and freshen up the materials. We might want to hold off on the community meetings. Dave Passios mentioned 2 town meetings in the RFQ. Greg Roy stated we want to give an update at the town meeting. Architects stated we plan to be completed in the August time frame. We anticipate the 3 meetings in additional to the 2 town meetings. We might want to have another prep meeting before town meeting. End of March first week of April would be good for a walkthrough. David Blatt said it would be good to wait for community outreach. Greg Roy stated the town meeting would be the first community outreach. We wouldn’t really need to do a forum until we get past the pre-schematic stage. David Blatt stated having the existing 3d model would be good to have for the town meeting. Dave Passios inquired about the plot plan and footprint. Tanner Cole stated there is no plot plan and is not drawn to scale. It is the plan that draws the schools having the care and custody because of the new school, a graphic representation of who has the care and custody. Architects stated they plan to do a survey of the land. Tanner Cole asked if people can be in the building for the scanner. Architects stated they can do it after hours. Architects asked what do you envision for the building in the future and what is unique about this building. David Blatt stated it is a community building and great potential for that and the town greatly needs that. A place for community to gather. Dave Passios stated community organizations space and for town offices and departments. We have the school entity which creates issues but not insurmountable. Separate entrances for entities. Damon McQuaid stated the number one reason is to have the town offices in there and everything is under budget, no grandiose features. Gathering spaces that are truly town spaces. The gym and the café don’t need to be a grandiose meeting hall. The gym is a great use for boys and girls club, senior center, and adult sports. Freshen the spaces up. It would be nice to have the setup for recording meetings and the school use and what they need. They use the classrooms now. Focus on town offices, clean and nice. Architects asked if there is a security system you would like it matched up to. The town manager stated we can talk to school and public safety. David Blatt mentioned using cubicles for future change. Greg Roy stated centralizing town offices as a priority. Dave Passios stated classrooms do not need to be used for single offices and walls are removable. Dave Passios stated the superintendent does not need to be in close proximity of classrooms. David Blatt stated we want you to talk to people and use your expertise. Michael Mackin stated it should be easy for the community to find out where they can go and ===PAGE 3=== how the campus will integrate with the surrounding buildings like parking. Architects added that we can add architectural features that tie entry points together. Architects asked if there were any consistent graphics for the town. Damon McQuaid stated there is no standard. Dave Passios stated his vision is town hall is to the left, and to the right is the community center and we brand it that way. Schools are an additional use but in the back. David Blatt stated, yes there is an entrance but there is not entrance and it may not be the entrance you pick and could use a facelift. Damon McQuaid stated we need one big meeting space and a lot of others. David Blatt stated the cafeteria could be a good large space for meetings. Michael Mackin stated the library space is often booked. The town manager stated we would need space for staff trainings as well. Rooms for under 20 person meeting rooms would be good. Dave Passios stated the Parks Department is partnering with the school and we could see some more from that. Michael Mackin stated the cafeteria would make for a better selectmen meeting than the gym. Michael Mackin asked how do you get more stakeholders involved? Architects stated they will discuss with other stakeholders and we will facilitate that process. Dave Passios asked if we set up one day where they have 20 minutes with you and give their vision. David Blatt stated this is our open house and people do not show up. David Blatt mentioned discussions with senior center and boys and girls club. Dave Passios asked the town manager about consolidating the DPW town departments. Town Manager stated we are not moving police and fire. Tanner Cole asked if you are going to move the trucks too. Dave Passios stated administration should move. Tanner Cole stated Parks and Recreation is under the DPW, and same thing with sewer. Dave Passios stated he wants the command staff in all one building. David Blatt stated we should still ask if they would like to be in the building. The architects asked what do you want at the completion of the project? Efficient cost effective, useful, addition to the community, clean, welcoming, community center. Dave Passios stated he would bring something into the meeting about a plaque for his father and all of the principals. The architects asked what are your priorities for this building: efficient use of space, visually pleasing, accommodating, cost effective, efficient flow of business. David Blatt stated the schools use it because it is extra space. David Blatt mentioned schools using the Brooks house. There is no ramp and not handicap accessible. Dave Passios stated it is a historical building. Damon McQuaid stated security is going to be an important question to answer to the town, that students are safe. There is a fear of asbestos and we need to answer those fears and concerns and will need to be a part of the presentation. Architects mentioned we will be doing that in phase 1 and incorporate into the presentation. Dave Passios asked whether this would be phased or vacant? The architects stated we will consider that and due the due diligence. Damon McQuaid stated it is important to know where to spend the money. David Blatt stated we have several buildings that will be vacant and that is a large obstacle. Not the architects issue but is a concern. Dave Passios stated people won’t consider it until the building is vacated. Dave Passios stated we would like to do a questionnaire for the public at the town meeting. Damon McQuaid stated understanding traffic and being next to the school is important. The architect stated they will be doing a traffic study and analysis. Tanner Cole asked which intersections were you looking at? Dave Passios mentioned engineering traffic to not add to school traffic. Tanner Cole stated the design when the new school was done missed something. Damon McQuaid mentioned that the superintendent had stated if you do not like the drop off line have your child take the bus. Tanner Cole stated the driveway and Oak Ave should be included in the study. Damon McQuaid stated we did get a grant to improve sidewalks. ===PAGE 4=== David Blatt mentioned to the architects to reach out to us with any questions. Dave Passios stated information can be disseminated but not discussed. Public Comment: None Future Meetings: April 8th and then 22nd meeting. She added that there is no room for future expansion. Tom added that there is insufficient space for extended day care, roughly 3,000 SF off. Dr. Burnham noted that if there is not enough space in the TCP for the School Dept. that maybe they should look for another building to relocate to. Project Scope and Priorities: As noted in the previous meeting, there were more program needs than the space available in the building. Committee members discussed different priorities and decided to use the next scheduled meeting to finalize the priorities to determine which programs should be included in the project. Also, “needs” vs “wants” need to be prioritized. The original building study had surplus space with a building wing being demolished. The current programming exceeds the building’s square footage. David Blatt suggested that the committee get together to make final decisions on the building layout. There should be adequate space for future growth for the departments assigned to this building. Town Hall needs 2,000 SF archival storage. DAI noted that should final decisions not be made soon, there would be potential need for additional committee meetings beyond the 7 that are in the contract. Timeline: Tom noted DAI planned to complete the design development cost estimate by the end of October so the committee could report to the town in the November Town meeting. Without a direction from the town on the final program, it would be unlikely for DAI to complete the estimate by end of October. Committee members noted it would be important to take the time to deliberate on the design. It was discussed if DAI was contractually required to complete the project by November. The original contract stated that “all deliverables to the town, including the design development drawings ===PAGE 2=== and the various noted reports and opinion of probable costs were to be completed by July 17, 2020” with attendance at the November Town Meeting being the conclusion. Due to COVID, the project was delayed. Subsequent discussions with the committee suggested that DAI was committed to complete the tasks for the November Special Town Meeting. Site Plan Review: The committee liked the one-way access drive around the building with the parking shown on the side and in the rear. Retaining green space and possibly creating a ‘recreational’ space to the Northwest of the building (in the rear V of the building) was considered advantageous by the committee. It was determined that the existing gravel area to the north should be turned into a formal parking area. There were multiple opinions on the configuration and size of the existing gravel parking area. A configuration that allows for vehicles to enter and exit from the main driveway is required. Landscaping is to be provided in the parking lot in the gravel area so that there is not a large parking lot appearance. Additional angled parking is to be provided across from the library and eliminate the existing parallel parking spaces. Locations for accessible parking spaces were discussed. Landscaping is to be provided in front of the new visitor parking spaces. in front of the building. The committee asked how storm water was going to be addressed and MAI responded with either subsurface detention/infiltration or connection into the existing drainage system Greg Roy is going to get MAI the drainage report and associated plans for the Middle/High School. A school bus drop-off area will be located near the boiler building. Access for fire trucks and buses around the perimeter of the building and through the associated parking was discussed. Plan review meetings were set up with users to finalize the program and discuss room adjacencies and flow within the department. DAI/LiRo met with representatives from, the town manager’s office, the office of school superintendent, PACC, assessors, planning, building commissioner, DAI/LiRo exchanged email clarifications from BOH, building commissioner, and conservation committee. Tom requested the information to establish the occupancy load of the building defined by the building code. The three options discussed included: seminars- setup with chairs but without tables, meetings- setup with tables and chairs, and group event- standing only. Gymnasium would be used as an activity space not a meeting room. It is currently being used for pickleball and wellness classes, BCCL for sports activities, and by town clerk for election. David Blatt mentioned it would not be used for town meetings. A raised floor or stage located in Conference Room was discussed with opposing views. It was agreed that Conference Room #3 should become tables and chairs storage and could be smaller, allowing Conference Room #4 to expand. Areas and use for meeting rooms are stated below: Conference #1: 319SF. Tables and chairs. Conference #2: 620SF. Tables and chairs. Conference #3: becomes tables and chairs storage. Conference #4: 2,000SF + half of #3 200SF. Classrooms or seats. Conference #5: swapped with storage next to Custodian closet. 292NSF. Tables and chairs. Conference #6: 1046SF. Classrooms or seats. Heather Lemieux noted there could be up to 3 meetings during the same evening that would require conference rooms. Committee members will make final decisions about the conference rooms during their next meeting. Committee suggested to evaluate program to identify duplicate spaces and streamline space use. Some suggestions included: Reduce total area of archival storage by re-evaluating how current archives are stored. Review redundant spaces: historic commission office, Board of Appeals located in planning. Shared offices for select board members and state representatives can use conference room. Post meeting note: Storage inventory: #1: West wing and front inside corner- 354SF. BGC is a valuable resource with potentially 200 kids to become great young adults and a service that provides the community. Brett DeBraga echoed Michelle’s comments and the need for expansion and consolidation of the Boys and Girls Club. Corinne Scouten stated the importance of the food pantry being located at the TCP building. A parent, Heather, stressed the importance of the 9th and 10th graders having a separate space in the Boys and Girls Club and the importance of the gym usage for children. Tom Alonzo stated he was concerned, that it is not this groups responsibility, and here we are that we do not have enough space to house everybody. We are going to have another vacant building and TCP was designed for kids. He also stated he does not want to leave people out. The Boys and Girls club are hampered by their own success. Here is an opportunity for them to expand and we should consider utilizing the Ritter building. Dave Passios stated he does not disagree with the previous speakers. Bottom line, the school districts needs have mushroomed into a good percentage of the building that was not seen 3-5 years ago. Due to the priorities set, this is what we have for a floor plan for approval and for the departments to approve. There is such a tangled we to try to relocate another entity to fit the Boys and Girls Club. We have done the best we can with the charge we can. Possibly the Selectmen can steer another option but it is outside our committee. David Blatt stated the committee knows his opinion of the Boys and Girls Club. School needs took over much space, and according to the school they cannot use the other buildings. Brian Lehtinen stated he agrees with what Dave Passios said, and that these outside organizations would still have access to these public spaces and that these outside organizations can look into using these ===PAGE 2=== other buildings such as the Ritter. Also that the Selectmen and Town Manager can move organizations after the completion and that there is not enough space. We also need the space for all age groups and the Boys and Girls club is just one of those groups. Michael-Ray Jeffreys stated we as a committee reached out to the community organizations and the BGC was a part of the plan and we wanted to accommodate them because of what they offer the community. But we were squeezing all other areas to accommodate BGC and we need to make sure we meet the foreseeable future needs. The main takeaways he has heard is we trust the town manager and school superintendent on the need for co- location. The superintendent also stated that the Ritter was not a realistic space for their confidential space needs and the ACE program needed to be co-located with the director of special education. Also the extended day program was needed for parents with younger children. When we looked at storage and more meeting room space and tried to prioritize the space, needs for PACC, but we were not satisfactory meeting anyone’s needs. We were able to achieve every town department’s needs. He stated that he knows the town is committed to children and the BGC and it saddens him that we are not able to fit the needs of the BGC and it is unfortunate we were not able to make it happen. Greg Roy stated he echoes what the committee members said and he would add that we communicate to the Boys and Girls Club that it is sad that we are not able meet the program needs and it is a tough decision to prioritize the way we did and it is not in any way intended to give any kind of message to say that the Boys and Girls club is not an important or significant part of the community. Committee Reorganization: We have a new member, planning board member, Matthew Allison. Tabled reorganization. Review and Approve Schematic Design: Tom Lam submitted the schematic design to town department heads for approval. Then we will enter the next phase of more specifics. This current design was about adjacencies and we are not at the end of the process. Tom Lam got sign offs from everyone except the town clerk who has been busy with the election. Schools and PACC sent comments on design development issues to be addressed later in the next phase. Plumbing fixtures have not been determined yet. Brian Lehtinen stated he had no major concerns but did mention a family bathroom that people could access was discussed prior and would be nice to see in the design. David Blatt talked about town clerk storage being removed from the conference room, meeting room #3 storage, and the basic floor plan looks fine, pending the bathroom review. Dave Passios agrees the basic floor plan looks good and the after the bathrooms get adjusted we could use extra space for storage or future office space. Mr Passios would like to have a serious conversation later about the commercial kitchen and discuss with the board of health. Greg Roy stated there are more cost decisions that will come into play in the design development stage and the floor plan looks good. Dave Passios asked if we have fine tuned the parking. Ed said we will fine tune the parking and we will still be looking at it. Dave Blatt asked if we can see the comments from departments on their sign off. The reception area for the schools would like to be closed. PACC is looking at other studios for internal changes and more design development. David Blatt asked about the location of ACE. Tom mentioned storage was used to separate spaces. Brian Lehtinen stated he talked to the superintendent and she had no concerns. Brian Lehtinen also mentioned the senior center and library building in Townsend has a commercial kitchen. Greg Roy stated he can look into having someone come. Michael-Ray Jeffreys stated he has done a commercial kitchen in Cambridge and got his certification for managing kitchens and has a better understanding now. He also stated that the town clerk had stated the design was good with her and he was able to see her space needs and after hour needs. Dave Passios inquired about the doors for offices. Tom Lam ===PAGE 3=== stated it depends on occupancy and the doors on the ends will take care of the needs, so many doors in suites will not be needed, but can be considered in the design development. Ed stated 49 people or more we need 2 doors. Dave Passios said classrooms having direct access to outside is advantageous to those groups. David Blatt made a motion to accept and approve the schematic design and departmental adjacencies, meeting rooms, as presented. Seconded by Dave Passios. No discussion. Michael-Ray Jeffreys aye, Brian Lehtinen aye, Dave Blatt aye, Dave Passios aye, and Greg Roy aye. Motion passes. Tom Lam stated we know can look at the level of renovation that will take place and the engineers can start that narrative. Ed stated we will have a better understanding of level 2 or level 3 soon. Parking requirements will also be tweaking during the design development stage. Michael-Ray Jeffreys commented the label for the town clerk is labeled as town manager in orange in the ledger on the right. Town Meeting Presentation Preparation: Next meeting on Monday the 9th we will focus on this. Tonight Tom has a draft that we can look at prior to next week’s meeting. Tom reviewed the slides for the presentation. Greg Roy stated that someone in the committee will introduce the project and give a history lesson on where we have come and then turn it over to Tom to give this presentation. Dave Passios stated the scans are important and shows all the work getting to this point. Also that we should talk to the town moderator on how to proceed to have architects present. Greg Roy stated the article is stated so that it can be presented by architects. The town will have to move that article to hear the presentation. The town manager stated the town manager would typically allow that and that she would let him know that is the case. Brian Lehtinen stated initially he thought TCP committee should list the areas they come from, expand the list to include the Lions Club and the Grange and making a long list of community involvement. Also if the tiny prints and tables are on the presentation people will not be able to read it. Dave Blatt said we should keep the slides simple. Us as a group can talk more about the process and why we made these tough decisions and that we took in a lot of input. Michael-Ray Jeffreys stated that it would be beneficial to have a handout of the schematic design. Michael-Ray Jeffreys stated he would include a reference to the signoffs by departments. We also have to think about the people who will not attend. He also mentioned traffic is a concern with a portion of the town. Greg Roy agreed there should be a handout and it needs to be given to the town clerk as people check in. This year, due to Covid, we should not have boards of schematics out where people could gather. Greg Roy stated he will have an outline that we can discuss as a committee at our next meeting. Dave Blatt mentioning hours meeting with departments may be better than a small print table. Brian Lehtinen added that adding parking should fall into the traffic flow discussion. Greg Roy stated that due to the nature of the update article we are not asking them to fund it and there will be another day for those discussions and we can be cautious about getting into the weeds in this forum. Community Outreach: Greg stated we would like to get the schematic design on the website. David Blatt mentioned the Ledger articles and maybe inviting them. Brian Lehtinen mentioned sharing it to Facebook and reaching as many people as we can. Dave Blatt asked if we could get a list of community Facebook pages. Brian Lehtinen stated he could share a list with the community. New Business: None Review and Approve Minutes: None ===PAGE 4=== Future Meeting Schedule: Next Monday, November 9th at 5:30pm. Town Meeting after that, and we will not need to call a meeting as we will not be voting. Past town meeting we will be meeting on Monday, November 30th at 5:30pm. Public Comment: Dave Passios congratulated the committee for its work and pulling through, listening to everyone’s needs, and getting to the product. It has been an enjoyable process and he is looking forward to the work ahead. Greg Roy stated it has been a pleasure working with all the committee members current and past as well as the architects and is looking forward to the next steps. The presentation will include a separate slide for each wing of the building and each purpose. Greg Roy ===PAGE 2=== stated we could go slide by slide to review. Dave Passios agreed that would help see the slides more clearly. First slide was ‘acknowledgements’. Dave Blatt mentioned to put emphasis on importance and priority, Brian Lehtinen and Michael-Ray Jeffreys agreed. David Blatt asked if the next two slides could be combined. Tom Lam mentioned the graphic was not that interesting (civil engineering). Ed DiSalvio stated we should keep the more interesting graphic. David Blatt stated he wants to get this to 10 slides or less, currently there at 13. Greg Roy agreed to get rid of the civil engineering slide. Slide 4: David Blatt stated to add the previous slides two bullets. Brian Lehtinen stated the picture was a former iteration and not the current design. Dave Passios stated he would rather see the parking lot graphic for this slide. David Blatt stated the graphic on the next slide could be moved. Dave Passios and David Blatt agreed we could keep the same graphic for both slides. David Blatt added we should add that we interviewed the following groups as the initial bullet. Discussion took place on design concept and changing miscellaneous and public use to both community use space. Greg Roy stated in handouts graphics should be as large as they can be. Michael-Ray Jeffreys asked about doors. Greg Roy stated doors would be in design development but also the kind of question we will get at town meeting. Tom Lam stated we can take care of it. David Blatt mentioned Lion’s Club should be listed as community food pantry. David Blatt mentioned adding square footage of storage to meeting room square footage. Michael-Ray Jeffreys asked Matthew Allison if the space would be adequate for the Grange. Matthew Allison stated it would be sufficient. David Blatt stated we could eliminate the sign off slide and state it in the presentation. Michael-Ray Jeffreys disagreed and was concerned about people who were not at the meeting and only looking at the slides. Dave Passios agreed and thought it an important slide to have as a selling point. Brian Lehtinen agreed. Greg Roy agreed. Greg Roy questioned ‘Engineering narratives’ and would like to see something people will better understand like analysis of building systems. Michael-Ray Jeffreys stated the graphic needed the most recent version. Michael-Ray Jeffreys asked if the parking graphic could have north at the top. Tom Lam rotated the graphic. Town Meeting TCP Committee Presentation Preparation: Greg Roy shared the presentation. Members and former member’s names were added. Early history slide was truncated for brevity. Committee charge was listed. Key Milestones/Events slide listed events from November 2019 to November 2020. Matthew Allison mentioned we should be prepared for questions about the property line as well as the skate park adjacency planned. Brian Lehtinen noted RFQ needs to be corrected. Tom Lam mentioned nothing going on in March to May. Preliminary Plan Development slide was reviewed. ‘Preliminary’ was changed to ‘schematic’. Greg Roy stated we would present first, then the architects. Future Work slide was discussed and we would not ask for questions and state there is more work to be done and the cost is forthcoming. Greg Roy stated we should discuss who is going to give the presentation. Dave Blatt stated he will be there and could present if needed. Michael-Ray Jeffreys stated he could present but stated Greg Roy would be best suited. Brian Lehtinen agreed. Dave Blatt agreed. Michael-Ray Jeffreys stated we should welcome questions at our future meetings. Greg Roy also stated we will likely get help from the moderator. Printing was discussed. Dave Blatt stated the building outline slides. Greg Roy agreed. Greg Roy stated we should put the slides online. Michael-Ray Jeffreys mentioned showing the slide with parking (site map). Public Comment: Greg Roy stated Mr. Hogue stepped up and expressed interest in joining the community, submitted a talent bank form, and the Select Board will consider his appointment in January. Update from Design Team: Tom Lam stated he had different meetings with the departments he also would like to touch base with the committee on the toilet count and he has a list of questions regarding construction or operational costs. The last piece on some images of the exterior entrances and signage for new branding. He stated he has to leave at 7 PM for a birthday dinner. He plans to review the working document of the flooring, ceiling, walls, doors, lighting, millwork, audio visual, and finishes. Tom Lam still needs to meet with the clerk and finance. Are there certain standards for finishes? Tom Lam has a few questions to prepare the cost estimator. In regards to civil engineering what is the limit of the work in the start and stop the level of degradation that would warrant pavement: driveways and sidewalks. Is there a desire to mill and overlay pavement driveways and sidewalks around the area. Dave Passios inquired about ADA compliance. Greg Roy stated in his opinion touch as much as we need to for the building. Greg Roy said the road to Mass Ave into the site is new from the school project. Dave Passios stated the traffic study has issues of missing things on the driveway coming in from 2A like sidewalks but he agrees that this is not in this projects scope. Greg Roy stated we want to deal with the parking and improvements to the building, surrounding sidewalks, bring to current code, but not extras. Michael Ray Jeffrey said we recently approved for funding it comes right up to the building and the architects should check with the town manager. ===PAGE 2=== Tom stated the civil engineers will send back a draft to the committee to verify and architects will check with the town manager before sending draft. Matthew Allison acquired about the property line. Can we get an ANR out of this? Greg Roy asked if we can get this building on a separate parcel in this process? Greg Roy asked for a quick review or sketch and how it might look. Matthew Allison would like a recorded parcel delineation. Greg Roy asked first for a zoning scrub. Matthew Allison stated that portion was done already. Ed DiSalvio stated said he would talk to engineering and ask about a specific property line and owned by the town. Dave Passios mentioned care and custody as well. Tom Lam mentioned a lot of windows have been replaced and we will plan to replace just what we need to. Many exterior classroom doors will be replaced by windows. Roof and accessories plan to be replaced. John Londa confirmed the roof was built in 1986 and is in need of replacement. Ed DiSalvio also stated that our plan was to replace the roof. Interior furniture and furnishings were discussed. Dave Passios stated most furniture to be re-used. Matthew Allison and Greg Roy concurred. Greg Roy said if we know we need it, and we limit what we buy to what we need. Michael-Ray Jeffreys agreed. Matthew Allison said bid alternatives should be considered as a wish list and used. Greg Roy stated use as much as we have, only buy what we need, and add some back in if we come in under bid. Michael-Ray Jeffreys stated he concurred with the discussion. Tom Lam stated he would reach out to the department heads on current needs and the expectation that their furniture will come with them. Michael-Ray Jeffreys stated the need will be in storage area, IT, and PACC budget. Greg Roy said PACC has the budget to outfit their space. Dave Passios mentioned basic gross space for schools. Tom Lam mentioned the school area spaces will move their furniture and architecturally they will have new ceilings and lights, but keep walls and give a fresh coat of paint and do a cost estimate of replacing the floors. same furniture floor walls. Ed DiSalvio stated hard and soft costs will be put together, during construction process will be when we develop alternate bid options. Brian Lehtinen mentioned hazardous materials and asbestos flooring in the school areas. Ed DiSalvio stated that was one of his questions. Do you want the building 100% abated? The town already has a plan for mitigation. Or abatement when we touch something. Greg Roy stated he assumed we would abate it. Ed DiSalvio stated you may not want to chase the lead paint. Michael-Ray Jeffreys said all areas with children should have no lead paint or asbestos and any space that staff are working in there should be no asbestos. It could prove to be cost effective to leave the other areas. Matthew Allison stated when it comes time to tear down the building it will need to be abated, except lead paint. Matthew Allison stated to abate the asbestos and any areas of lead paint that will be occupied. Greg Roy agreed and we should not leave dangling hazmat and will be costly in the future. John Londa stated the cove base all around the classroom and adhesive is seventy years old and would recommend to take it out. Greg Roy said just get rid of it. Brian Lehtinen stated it is a selling point to the community. Greg Roy stated it would not go over well presenting this to the public and to Matthew Allison’s point, the building has a life expectancy and the cost will not get cheaper. Ed DiSalvio asked should we go with the middle of the road product pricing instead of the high end? Tom Lam mentioned the cost estimator will identify this and we can identify this before the final report is given. Greg Roy stated on some significant things like flooring and counters that will take a lot of abuse and would like to see some life cycle cost analysis. Dave Passios agreed, finishes in high traffic areas we may want to go with something that will hold up a lot better and the architects should make those assumptions and we can adjust if necessary. Tom Lam asked if transaction windows should be uniform. Greg Roy stated his preference would be uniform but if there are compelling reasons it should be considered. Matthew Allison stated Michael-Ray Jeffries left and he is leaving at 6:30pm. Dave Passios stated in regards to the windows, security, safety, and consistency should be considered. Brian Lehtinen stated he would like to see the architects go back to the users and the committee has lost a ===PAGE 3=== quorum. Greg Roy stated we will have a working session with the committee on Thursday then meet in January. Dave Passios agreed. Tom Lam suggested joining for the first 30 minutes to explain the toilets and also explain project sheets and images for the entrances. Ed DiSalvio will plan to attend to discuss the traffic study and stated that it should go to DPW for future work. Meeting was adjourned due to lack of a quorum at 6:32 PM. ======================================================================================== DOCUMENT : 2020-12-17-agenda-3051.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2020-12-17 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2020-12-17-agenda-3051.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_12172020-3051 ======================================================================================== ===PAGE 1=== TCP BUILDING DESIGN COMMITTEE MEETING NOTICE Thursday, December 17, 2020 – 5:30 PM AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadc ast over the Lunenburg Public Access channel.
