Public Comment: Greg Roy stated at 10 minutes to 7pm we will need to leave to due to another Lunenburg group using this zoom meeting ID. Update from Design Team: Tom Lam stated he wanted to talk about the toilet counts. The architects made an adjustment and explained the plumbing count based on occupancy. The table presented on the zoom listed the mathematical calculations from the building code. Architects tried to fit as many chairs and tables and were able to reduce the occupancy count and could reduce toilet fixtures and plus or minus one fixture and can make that work. Capacity, seating, and layout of meeting rooms were presented. Toilet layout was discussed. Dave Passios noted the family toilet and ADA toilets were present. Brian Lehtinen mentioned the importance of a family bathroom and proper sink location for staffed redesigned bathrooms. Greg Roy stated getting it down to a reasonable level is good in reality and maximum usage will not be occurring. Tom Lamm mentioned gynamsium can fit 534 people and each room could have signage for maximum occupancy. David Blatt mentioned no urinal in the family toilet. Tom Lamm said that it would be taken care of. Tom Lamm mentioned flooring will be discussed in the future. The building entrances were shown by the architects. Department entries were shown. Architects plan to use existing openings, using wall panels, accent floors, and highlight with entry wall sconce. Signage, railings, and fabric boards for notices were presented. Transaction window and accent floors were discussed for each department. Dave Passios stated stationary transaction windows. Tom Lamm stated he has not finalized those conversations with end users. Dave Passios asked about the signage being an ===PAGE 2=== issue over the doors for ADA compliance. Greg Roy asked if sign should be next to the door not over it, like a street sign. David Blatt mentioned a sign instead of a sconce to see the department and assess locations. Tom Lamm mentioned cost savings could occur with adding another layer of drywall with trim. Dave Passios mentioned colors as an option, as the public enters we would want a key on where town offices and what departments there are and their color code on a road map. Dave Passios asked about the staff entrance. David Blatt asked if there is a difference in having a solid door or a window for safety. Tom Lamm said we will look into side entrance and glass for visual. Greg Roy stated a cohesive look will be good but we need to make sure we keep track of bottom line. David Blatt stated he would like to discuss the need for a staff side entrance in a future discussion. David Blatt also mentioned acoustics should be considered in ceiling options. Dave Passios mentioned staff would likely need to use the staff entrance. Ed DiSalvio mentioned sound absorption would be considered. Ed DiSalvio said the engineers created a sketch for the property line. The issues are subdividing with need adding legal because of easements and a fair amount of legal work would be needed by the town to subdivide. Dave Passios stated you cannot create a non-conforming lot. Greg Roy stated that you can possibly under section 81R. Dave Passios stated TCP should be conveyed back to town and portioned off the school property with the building. Ed DiSalvio stated the engineers did use all neighboring property lines. Greg Roy stated land was drawn in pencil, not ink for MSBA to define middle/high school project limits. Dave Passios stated that nothing was recorded and a moot point. Greg Roy stated this is going to be a lot of work and that the easements should not be an issue if all three properties are continued to be owned by the town until they are conveyed. Brian Lehtinen stated that the subdivision would be an added legal cost for the project and does not seemed to be needed for this project, and we can pass this information along to the select board. Greg Roy stated unless you are looking to convey part of the land then this is a lot of work to do. Tom Lam moved on to the sidewalk discussion. Greg Roy stated we would like to limit the work to project being compliant and not try and add things that are not specifically related to that. Greg Roy asked the Town Manager and DPW about the paving. The DPW said it would make sense to include the paving and that it might make sense to include the loop because we may need to pave in 3 or 4 years. The through road is new pavement and would not need to be done, but the other two parts of the triangle should be overlaid. Ed DiSalvio stated the engineers would recommend completely replacing sidewalks in blue, and the orange would be removed and not replaced. Removing any doors would eliminate the sidewalks. Including paving out front the 2 legs of the triangles and the parking. Dave Blatt stated he likes the idea of getting rid of the sidewalks around the building. Dave Blatt asked about the pads outside the door of the classrooms. Tom Lamm stated they are for egress. Dave Passios stated the existing sidewalks asked about the sidewalks that will stay. Will they be redone? Ed DiSalvio stated he would check with the engineers. Greg Roy stated it may make sense to make a connection with the sidewalks to the other side of the road, but not if we need multiple curb cuts. If we redo the whole sidewalk, this gives credence to overlaying the road. Dave Blatt said we should have a sidewalk so people are not walking across the grass. Greg Roy stated the upper parking lot will be used for high school events and something to think about and improve the circulation pattern. Ed DiSalvio stated we will have the engineers look into that. Greg Roy stated replacing the sidewalk in front of the building would give it a nice clean and fresh look. The parking is also set off the building. There are trees there that would need to be removed to do that. Dave Passios stated the trees were on the plan. Brian Lehtinen mentioned taking out spots at the end to cut into the hill less. Ed DiSalvio discussed the traffic study and recommendations were to make sidewalks ADA accessible and adding signage and sidewalks. Under all scenarios there is no difference in traffic but would recommend in 2032 Mass Ave and Lancaster intersection signal because of the growth. The issue with parents cueing up, analysis recommends signage for parents and use school personnel to keep parents moving. Dave Blatt asked if it would be a one way around the triangle? Will the west entrance be used? ===PAGE 3=== Ed DiSalvio said the gate was closed and we assumed it would stay closed. Dave Blatt stated it would eliminate a lot of traffic if that was opened up. Ed DiSalvio said we can ask them that. Greg Roy asked would that overburden the one way and create more traffic by cutting through. Brian Lehtinen asked about stop signs being used for safety. Dave Passios worried about unintended consequences to increasing traffic near the senior center similar to Whiting St. Brian Lehtinen asked can we get information from the town why the gate is always closed. Dave Passios stated it is open sometimes and often closed due to children playing in the area. Greg Roy asked if the architects needed more input or guidance from the committee for cost estimates. Tom Lamm stated in regards to architect side we have enough and as it is put together we will have more questions but it will not slow the process down. If the architects need more information they can ask in future meetings. Ed DiSalvio said we have enough to continue with civil site work for now. Dave Passios asked if we have another meeting scheduled. Greg Roy stated two meetings in January. Tom Lamm stated the first will be clarifying and the second would be a draft of the budget and we will need another discussion after that to adjust. Future Meetings: January 13, 2021 and January 27, 2021 at 5:30pm. Meeting was adjourned due to zoom disconnection at 6:52 PM.
