Public Comment: Greg Roy asked if any members of the board have any conflicts tonight where they have to leave early. David Blatt stated he has to leave around 7pm. Steve Walker, 227 Pleasant Street, also the chair of the public access cable committee stated he sent an email to Greg at the end of last year just wanted to make sure that the topics got properly covered which may or may not be simple. The first one is that the last meeting there was a discussion on the outside doors for the buildings and Steve Walker wanted to remind the committee that PACC also needs an outside door to the building for out of house access and would request that it has the same appearance as the other doors, needs card access, as well our main corridor entrance or the internal corridor of the building not the internal one of PACC needs to look like the other entrances. Also PACC needs to have a monitor mounted right next to the door in whichever manner meets code and doesn't cause an obstruction in the corridor such that PACC can have a silent display of our channels plus one additional internal channel or just switch it to one channel so in the design for the internal doors we would like to ensure that that is included. The third topic to raise is the building needs a loading dock in all probability not only for making the major move when it's necessary but also on an ongoing basis suppliers, office supplies, new copiers, but also PACC will need occasional access to something like that and if PACC could be part of any discussion you may choose to have on that. Dave Passios stated he wanted to bring the attention of the committee and thank Mr. Londa and his maintenance crew, an issue was brought to his attention on the outside of the Passios building, a panel had actually fallen off ===PAGE 2=== between one of the windows on the west wing exposing two by fours and allowing rain and snow to get into the interior wall and possibly run down and damage interior finishes. Once they were made aware, it was taken care of very quickly and publicly thanked them. Update from Design Team: A review of updated plans and information from the architects on the design team. Tom sent out some materials this evening but I’ll turn it over to Tom and Ed. Tom Lam: I'd like to have Ed do some updates first. Ed has another commitment that he has to leave around 6:30 Ed DiSalvio: Right before this meeting we sent out an updated civil site plan that showed the parking areas of the new full depth pavement and the overlays. What's different with this plan from this evening from one you've seen previously is we've added back in the existing sidewalks around the west wing based on our recent user meetings for the west wing we were told that they'd like to keep the existing exterior doors. What's different from the previous version is the west wing previously we were going to remove all that sidewalk because it was intended to remove all those existing exterior doors and we had some additional meetings with the user groups and they would like to keep those exterior doors as a second means of egress so we've kept those walkways and the purple color indicates we're doing a bit pavement overlay over those existing walkways. All the other walkways that are to remain we are also doing an overlay on the east parking lot which was brought up at the last meeting. As well we took a second look at the pavement in that east parking area and agreed that it should be overlaid with a fresh coat of pavement. The new parking is the same parking counts. Brian Lehtinen: I like the sidewalk on the north east for access for the kids from the middle and high school I think that makes sense for that walkway. I did have a question, did you consider kids coming from the middle in high school going to the boys and girls club towards that southwest. I feel they would follow that crosswalk continue west, there should be a consideration of a crosswalk in that southwest corner to make sure that we don't have kids crossing traffic trying to get to the boys and girls club Dave Passios: Ed if you can give me a number of feet of area impacted from either the existing walkway along the front west wing or off the foundation of the building to up into where the retaining wall is and where the road will be constructed and parking. I'm wondering how much of that area is going to be impacted by the construction and grading and so on and so forth. Ed DiSalvio: I'll have to ask our civil engineer to checked out on his cad drawing to give you an actual number on that. Dave Passios: From the foundation of the existing building to the outside of the excavation to create that road through perpendicular from the belt and at the upper corner also where the retaining wall is going to be because there will need to be a don't disturb area that's more conservation but beyond that green area there's going to be an area that's going to be dedicated to grading and no impact on that wall Matthew Allison: You have existing sidewalks and then you're going to build the new sidewalk in front of the parking side from the existing trees which I'm not even sure the condition of. Is there a reason not to bring the nose of the parking stalls right up to the existing walk instead of building a second one? ===PAGE 3=== Greg Roy: does it make sense to talk about the doors then we can back into the walkways. David Blatt: I say my big thing is why we have so many doors still especially since those doors are in the middle of somebody's office, needing to be the fire rated and they're going to have to have card access. Those are really expensive and it's a single floor. Tom Lam: We were talking to a couple of the users and they found that if the doors are there then in case there's a fire at the entries of the department there is a second way out. Looking from the building code standpoint none of the office areas require a second means because of the number of occupancy so from the building code standpoint it is not required and the fact that architectural assessment reports show they are in reasonable conditions that they could be saved. We would change the hardware only but keep the doors, essentially nobody can get in, only it can be opened out. Michael-Ray Jeffreys: I agree I think that having a private entrance is probably nice to have but I think it comes with the cost and if they are just going to be exit only and emergency handles then that will resolves my concerns but then I don't see the point in having all the sidewalks that have to then be maintained and shoveled and taken care of. Discussion took place to run narrow walkways directly out to the parking lot sidewalk and eliminate the one that runs parallel to the building or just pads outside each door. Discussion took place on whether to save the trees because that's a lot of wasted space, typically putting the parking closer to the building. Discussion took place on if they can slide that driveway maybe closer to the building. Dave Passios: I move that we instruct the engineers to move the parking lot, remove the trees, and move the parking lot up to the existing walkway and any other changes that they see are necessary to accomplish that, with the intent of planting new trees, seconded and roll call vote: Brian Lehtinen, aye, Michael-Ray Jeffries, no, Dave Passios, aye, Matthew Allison, aye, David Blatt, aye, Greg Roy, aye. Ed DiSalvio: We have started the construction cost estimate. The different design disciplines have been providing drawings and sketches and design narratives to our cost estimator Tom and I actually had a couple of specialty meetings today with our design team in the class estimator on the building envelope and the HVAC so we're working hard on that cost estimate pulling all the pieces together. We are also doing the soft cost side of it in addition to the hard cost side so you have the full picture and one of the questions pertains to escalation. Discussion took place on the timeline of the project to add that escalation cost. Ed DiSalvio: I think this construction is going to be say 12 months all in to the construction duration. Tom Lam: I'd like to discuss with the committee the loading dock issue. From the school standpoint to move the directors and the nurse office closer to the door where the students are coming in for the ace program they also want to add some sort of a kitchen with a stove so we need to make sure we talk to our engineer about that we want to define this kitchen washer dryer area so we're just going to change the floor coloring to make it look a little different. The other two changes are to swap the location of the extended day with community link. They found us better to be on the other side so cost wise is not going to make any difference. Regarding PACC area, it's not necessary to have another interview studio so we're making the master studio bigger, we are creating a server room here that used to be another ===PAGE 4=== function one of the things that Steve brought up was the packs area would be opened after hours so he wants to make sure that there's security that people coming from the packs suite when they have to go to the bathroom, they won't have access to the conference rooms or to the other parts of the building. That's why we put in after hour limited access. Steve mentioned earlier there are some very expensive equipment that needs to be stored or transfer into the building if there's a discussion of the loading dock so I wonder if this is an appropriate time. Michael-Ray Jeffries: Looking over these plans first of all I think a lot of work has been done so really thank you for all the hard work that's been put into this. My only question is about staff bathrooms. I think it's really important for staff to have a dedicated bathroom but I don't know if it's necessary to have a dedicated male and female bathroom of this size given the amount of staff that are in the building so I would be in favor of converting one of these bathrooms to leaving one as a staff bathroom and then converting the other one to another public female bathroom. So that would be my preference, it's a one unisex staff bathroom and one additional public female bathroom. Discussion took place on the location of the family toilet and ADA toilets. Tom Lam: the building or the plumbing code does not segregate public toilets or staff toilets so the way that we located the toilets is really we need a certain number of male toilets and female toilets so from the plumbing code standpoint we have the number of toilets. Discussion took place on the loading dock. Steve Walker: PACC doesn't need a dedicated loading dock. The concern was when we started talking about two things, one was first moving into the building, and in the normal operation of the building you are likely to need somewhere where you can have deliveries. Greg Roy: I think that loading docks are expensive uh the others preface with I've designed some, there's a whole host of logistical issues particularly on this building where I can't envision a spot where we would have the grading that would really allow for a nice smooth transition where we wouldn't have to create like a ramp and then you have all kinds of drainage issues and issues moving snow and if we're doing it for a pretty infrequent thing. Discussion took place on possibility of instead of having stairs making that a ramp a handicap accessible ramp so this way if you want to move things. Code was discussed and likelihood that it was not going to be that convenient to use it. Greg Roy: If it was a situation where it was going to be more frequent or something that you know it might it might make sense but I just it just doesn't seem to me that it's going to rise to that level. Tom Lam: So there's another uh pack related issue and there parking is needed for one of the New trucks where all the equipment is being stored so we had a discussion about security for that truck parking in this facility. I believe the garage is currently used by the facilities departments and so I I don't know if the committee has any idea or comments regarding security of a van being parked in this area around the building in one. John Londa: We were looking to retain that for school maintenance. That's the only heated garage space that we have available so we were looking to try to retain it. ===PAGE 5=== The budget was discussed in regards to furniture needs and cost estimates. Tom would reach out to local vendors the town manager uses. Flooring was discussed and standardized flooring was preferred. A discussion took place on sliding windows at the transaction counters. We all agree that there should be because of covid there should be some sort of a separation, some sort of a barrier. The town manager would really prefer to have a sliding window. Town Manager: I think there is a customer service vantage point that I think a sliding window adds and as well as addressing security in our current day of age. Tom Lam: Steve's group is taking care of the studio equipment so I'm not going to be including that in the soft cost. Discussion took place on the kitchen equipment. Tom Lam: I would say with the size of what you have it may be talking about $250,000 to $300,000. Discussion took place on if we want to raise funds later as a part of another project. There will be some sort of a generic commercial kitchen. Tom Lam: Can we discuss equipment for the meeting rooms and the conference room area. Greg Roy: It should be included in the cost estimate for the meeting rooms. We need to be able to conduct meetings with cameras in those rooms. The studio at town hall would be relocated and if we're going to outfit as much as we can with what we've currently got. Discussion took place regarding vaults, security cameras, panic devices, and including them in the cost. Discussion took place on stage and that it was not needed at this time to be included in the cost. Also discussed was furnishings for meetings rooms. Discussion took place to just to remove all the lead paint because we are touching and there's a lot of partitions that need to be reconfigured so we may have only a few walls with lead paint that's not being removed so we are proposing that led paint just be completely removed from the building. Discussion took place regarding the chimney would be very expensive to repair and to take the chimney out. Discussion took place on the importance of taking account acoustics in room design. Review and Approval of Meeting Minutes: Dave Passios moved that we approve the minutes as presented for November 30th and December 14th, Brian Lehtinen seconded. Brian Lehtinen, aye, Matthew Allison, aye, Dave Passios, aye, Greg Roy, aye. Public Outreach: discussion took place on when to have a public forum sometime in February or March. Public Comment: Karen Menard: I have question on your public outreach part and not fully understanding it if your intention is to present to the public and get feedback from them the closer you get to presenting this at town meeting the less of an opportunity you'll have to take their feedback into consideration I guess I'm just not sure what the purpose of public outreach meeting is if you're getting down to the wire. ===PAGE 6=== Matthew Allison: I'm going to regurgitate some things and make some new points. The schools didn't want this building, they gave it to the town the town decided to take it and make a municipal space out of it now we've got the school uses. We filled every nook and cranny of this building with whatever it's filled with but there's no room for expansion. There's three things this town typically cares for and provides for schools, public safety, and seniors. This is the opportunity for a municipal space for everybody between 20 and 50 to have opportunity. Dave Passios: a request for a future agenda item to discuss amongst the committee members talking about the historical significance of the Passios building. Brian Lehtinen: I would talk about school programming. If they had to, they had this discussion before that they could go back to Turkey Hill or the primary school but there wasn't a designated space just for those after school programs and it wasn't ideal to put it in the cafeteria for programming and it didn't make sense to put it back into the classrooms where they're using somebody else's classroom, where that teacher has all their setup and they're ready to go for the next school day. The idea was that it had a separate space for that programming similar to the boys and girls club that have a separate space for their programming. And that age group, for the extended day, is a different age group that doesn't have their own separate space for their programming. Greg Roy: I would echo Dave and Brian but I think Dave in particular and just say thanks Matt. I think that there's that's not the only one in town that feels that way perception is everything. I appreciate you bringing it up if for nothing less than directing our thoughts to make sure that we are clear on how that all came to be. I think to Brian's point we probably got the most input in this process was from the school department and the superintendent was on quite a bit. The space is not being renovated to a point where we're sort of eliminating options for its future use. Motion to adjourn made by Matthew Allison, seconded by Dave Passios, Brian Lehtinen, aye, Matthew Allison, aye, Dave Passios, aye, Greg Roy, aye. Future Meetings: January 27, 2021 at 5:30pm. Public Comment: David Blatt has a ZBA meeting at 7pm. Committee review of updated plans, cost estimate and information/update from the Architect: We have received a preliminary cost. Architects described the site plan updates on crosswalks and the gate. The traffic engineer said yes that would invite a lot more traffic to cross the site and the recommendation is to leave that gate closed. For parking overlay, it made more sense just to overlay the entire parking lot. Architects also are recommending an overlay on the existing pavement and the existing walkways close to the building. Architects are still calculating costs of cameras, recording devices, and all the network information. Discussion took place that the committee will focus on the building itself and then leave for future town meetings the opportunity to make improvements in office spaces, to focus on only purchasing new equipment and furnishings only to the extent that they would be absolutely required to achieve functionality in the new space. Anticipating May 2022 when construction can start and this will have an impact on escalation cost on a three-phase construction. 14-month projection to make assumptions to create the preliminary estimates. Some general reasoning why this estimate is high: first is that there's extensive infrastructure upgrade, we need a new electrical service system, new plumbing, the hvac equipment and distribution, new sprinkler system, we also need a new roof, insulation, asbestos and lead paint abatement. We are assuming three to four percent of escalation a year. ===PAGE 2=== The architects presented a preliminary estimate, subdividing the estimate into divisions based on different disciplines and traits, including general requirements, labor, building demolition, interior demolition, hazmat, masonry, hvac equipment, the roof, insulation, new doors and windows, new flooring, new ceiling, new interior partitions, paint, sprinklers, plumbing systems, electrical, permitting, Insurance, bonds, construction contingency, design contingency, overhead, performance and payment bond, escalate to 2020 to 2021 and 2022. For this preliminary estimate, all these numbers together is 21 million. Discussion took place in agreement that 21 million dollars is far higher than any of us were thinking and what the cost may be from the ground up. The average cost for this project with this preliminary estimate is four hundred and nine dollars a square foot based on fifty one thousand four hundred square feet of area. Discussion took place on potentially reducing costs through reducing phasing costs involved and find alternative space for a shorter period of time. Discussion took place on whether the DPW could provide services of the construction to save costs. Discussion to place on the age of the building and next year this is a 70-year-old building. It needs everything, all the systems are pretty much at the end of his life except for a very few things that we did in 2004. The cost estimate includes a building permit fee that the general contractor and the submitters would have to pay and that's probably $125,000 dollars for a building permit fee for this size project but if the town is willing to waive that there's an opportunity to save there. Discussion took place on the next steps: a list with some with some costs associated with savings items. The architects plan to deliver a revised cost estimate to the committee on February 12th and the committee could meet on February 17th. Review and Approve Minutes: Greg Roy motioned to approve the minutes as presented for December 17th, seconded by Dave Passios, Brian Lehtinen, aye, Dave Passios, aye, Michael-Ray Jeffreys, aye, Matt Allison, aye, Greg Roy, aye. Public Outreach: Discussion took place about maybe a public forum in the March time frame. Correspondence to and from the Committee: Greg Roy received an email from the Lions Club and wondering if we would be reaching out to the lions club relative to the food pantry. Discussion took place on if TCP is successfully redesigned, then two new buildings are sitting vacant. Discussion took place on answering those types of questions. Discussion took place to send a communication over to the select board. Greg Roy stated he would draft something and circulate it so that we have it for next agenda. Name of Building: Dave Passios stated that his wishes and his siblings’ wishes are that the Passios' names stay on the building no matter what the uses. Also presented was outside funding for a bronze plaque. Discussion took place that the building itself remaining as the TC Passios building but the actual building itself being called something else whether it's town hall or something else like the town of Luneburg town hall at the Passios building and the Lunenburg community center at the Passios building as describing what's in the building. Future Meeting Schedule: February 17, March 3, March 17 Public comment: ===PAGE 3=== Peter Beardmore wanted to thank the committee for incredibly diligent work, this has not been an easy process. Planning for May 1st for the town meeting, with a subsequent vote 14 days later at a town election, nothing can go wrong because the town needs to consider this, absorb it, discuss it, think about the effects on the tax burden, think about what we really need and what we really don't need, and what some of our out costs are going to be relative to other debt that we need to take on that really don't have a lot to do with the TC Passios building, Turkey Hill. We can probably just squeeze this in if you guys sharpen your pencils and make it work. I'm very concerned that we don't have the amount of time that we're going to need to really think this through amongst the various committees in town that will want to consider this. The envelope has shrunk in terms of what's available for open space that's available for our kids. There's the primary school property, 635 mass ave, that we could potentially acquire in front of the public safety building, there are other options to accommodate our needs for town office space and when you're looking at a rehab cost that is at or potentially significantly above replacement cost I think that this is going to be a hard sell. Greg Roy stated he has really appreciated working with everyone. Tonight's a hard night, so he appreciates everybody's efforts and he is sure that we're ready willing and able to roll up our sleeves and continue to roll up our sleeves and work on this problem. Dave Passios made a motion to adjourn, Brian Lehtinen seconded at 7:50pm. Roll call vote: Brian Lehtinen, aye, Dave Passios, aye, Michael-Ray Jeffreys, aye, Matt Allison, aye, Greg Roy, aye. ======================================================================================== DOCUMENT : 2021-02-17-agenda-3066.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2021-02-17 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2021-02-17-agenda-3066.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_02172021-3066 ======================================================================================== ===PAGE 1=== TCP BUILDING DESIGN COMMITTEE MEETING NOTICE Wednesday, February 17, 2021 – 5:30 PM AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadc ast over the Lunenburg Public Access channel. Public Comment: none Committee review of cost reducing alternatives: Greg Roy stated he wanted to have a round table with the committee to discuss the cost presented or any information we have received from the architects. David Blatt shared the cost estimate and decrease in soft costs. Greg Roy stated the design contingency decreased and it is not necessarily a good idea and contingencies are there for a reason. David Blatt stated the contingency went from 20% to about 10%, is there a standard? David Passios inquired what the school had for contingency? Matthew Allison stated the school had $5 million. Greg Roy stated the process was different due to already having unknowns absorbed as we went through the steps of the process. David Blatt stated there is not much left to take out looking at the cost comparison when looking at HVAC and electrical. Discussion took place on a $18 million renovation on a 70 year old building. Discussion took place on a tear down and rebuild and a “quick ball park” or “back of the napkin” square foot cost, with no design work for a total of $17.8 million or $357 per square foot. Michael-Ray Jeffreys stated he wanted to see offices and buildings consolidated but does not want to rehab a building at more cost than to rebuild a new one and interested in a more in depth cost of a tear down and we should expect that at town hall. Dave Passios stated if it doesn’t make sense then he would not support it. Dave Passios stated a two story building will save costs. Dave Passios stated 8 years ago we would not need as much replacement. Matthew Allison stated if we tear down it doesn’t make sense to rebuild to the same footprint and possibly ===PAGE 2=== multiple building campus, and there could be one phase instead of three and with less escalation. Discussion took place on how long buildings should last and after the renovation. Discussion took place on structural steel and the possibility of doing phases that effect only 25%. Discussion took place on doing things now to create more efficient systems for the future. Michael-Ray Jeffries stated new buildings will need little maintenance the first 10 years and building codes now allow buildings to last longer and with typical maintenance you only have large expenses every 30 years. Dave Passios had concerns that minimal has changed in this building and upkeep has not always been done. Dave Passios stated the windows were redone. John Londa stated many systems are 70 years old and it needs a lot. Back in 1986 roof was done and all classrooms got new double pane windows. In 2000 a project took care of gymnasium and cafeteria. In 2003-2004 heating and hot water systems were redone. There is also 70 year old sprinklers and piping. How much of the building do you actually retain? In the Tappe study there was an option to take the whole back wing out. David Blatt mentioned the town needs and we are using all square footage now. Michael-Ray Jeffries stated we need to know what leveling the building and building new would cost because of minimized and alternative costs. David Blatt mentioned the old primary school location as a potential spot. Dave Passios questioned the amount of space at the old primary was not enough space. Michael-Ray Jeffries stated there is town sentiment that the old primary space would meet needs but we are limited on that lot. Greg Roy was looking for consensus with the committee because this will increase the cost for services. Discussion took place on determining a cost of a tear down with a new design and layout and also lowering the current cost estimate of the redesign. Michael-Ray Jeffries stated the town manager did not have concerns with the financing or debt in regards to this project if it started soon. There is also the concern about a decision that is going to be made soon on Turkey Hill. Dave Passios stated we have done our due diligence on this task and if we have a good project but we think it is expensive we can then go to the select board for next steps. Greg Roy stated once we have the final number then the town manager and others can work on talking about financing and next steps. Dave Passios stated concerns over increase in lumber costs and materials. Discussion took place on the minimal cost savings that was done in the cost comparison document. Discussion took place on possibly reducing parking for savings and if we can hear why they dropped the contingencies. Greg Roy stated that is was likely we were not going to see a lot of reductions because we were asking for a low cost estimate. Discussion took place that schools and PACC were the current users that would be able to make due if phasing was reduced. Greg Roy is planning to reach out to the DPW for costs savings such as paving and curbing. Currently the DPW maintains the town offices but currently the school maintains the building. Dave Passios would like a breakdown of the site work on a separate document. Review and Approve Minutes: none Correspondence to and from the Committee: Greg Roy stated he had not drafted a letter to the select board but would like to have a presentation for them with the final cost. Dave Passios stated he has heard that the building is on one floor and that is something a lot of people like about the uses being at TCP. Matthew Allison stated elevators can be less expensive with hydraulics instead of cables. Dave Passios stated we should setup a timeline of when we want to meet with select board. Discussion took place the committee is meeting March 3 and we could meet on March 9th. Discussion took place that town meeting will not have a renovation funding article but potentially a funding article for funding to perform an estimate for a tear down and rebuild. ===PAGE 3=== Future Meeting Schedule: March 3rd and 17th Public comment: Peter Beardmore wanted to discuss funding. Approximately $265,000 has been spent so far. If the committee needs additional funding to determine an alternative that we need to look at all the potential alternatives such as the primary school and 635 Massachusetts Ave. Conversations should have with select board and town meeting and what is the most likely path to please the most people. If this is not the project then we need to be deliberate about what the next thing is. Greg Roy asked about bringing it to town meeting. Peter Beardmore stated you will get a good sense of what the town meeting voters think of something and you will have a better likelihood to succeed rather than the select board. Town meeting needs to hear a report and some directional options. Dave Passios made a motion to adjourn, seconded by Matthew Allison at 6:56pm. The architects and committee are still sharpening pencils on the scope of the work for an estimate for a new building. We have to make sure we have a rock bottom scope of work to create a cost estimate of new building. We should have this by next week. Finance committee would to have the numbers when we have it. Greg Roy stated he would be away at our next meeting. Vice-chair David Blatt would be able to run the meeting. Discussion took place on having an update article and a funding article likely for fall town meeting or town meeting in 2022. Discussion took place on the presentation and areas to highlight in the presentation. Heather Lemieux would check with the finance director to see if there are available cost comparisons from recent town buildings. Discussion took place on the feedback from the superintendent of schools and facilities director that MSBA would not be cover costs of these specific school related areas in the TCP building or a future school building. ===PAGE 2=== David Blatt said he would create an initial slide show and send it out. Public Comment: Rhonda Lisio had questions for the committee. She looked at the floor plans from the architect presentation and the numbers were difficult to read. She was looking for the dollar amount per square foot and total number of square footage for each category. Michael-Ray Jeffreys directed the public to the documents on the presentation on the town website. David Blatt also mentioned that the report will be reviewed during the meeting which will answer those questions. Michael-Ray Jeffries stated the renovation cost is higher than expected and that is what triggered looking into the price of a new build. Update from Architect: David Blatt stated we are still waiting for numbers from the Architect on the new article. Prepare for Town Meeting: David Blatt sent out an idea for the presentation and speaker notes explaining each step and slide. The slides were then reviewed together: Scope of Work by Committee and Architects, Overview of Present Conditions, Stakeholders and Multiple Layouts. It was discussed to remove group/organizations names from slides but include them in the speaker notes. Brian Lehtinen asked what the citizens would have in front of them during the meeting. David Blatt stated the speaker notes, along with final floor plan, and cost analysis. The slide on priority to maximize space and layout of wings was displayed and discussed. Exterior slides and cost estimates were reviewed. Dave Passios 300 square foot per space bylaw because of the center district and we need to double check the 150 parking space is required. Final slide was revisions of the final estimate, with best and final cost estimate at $18,376,939 and $334.12 per square foot. Michael-Ray Jeffries stated it would be important to talk ===PAGE 2=== about level 3 trigger and where the monies are going due to aging systems. The town will still need to invest in this building due to the roof and building systems to keep the building in active use. It was decided to add a slide at the end that would include major renovation categories and costs. David Blatt will send out a new copy. Review and Approve Minutes: Dave Passios mentioned clarifying description of MSBA, Brian Lehtinen approved of the changes noted. Michael-Ray Jeffries motioned to approve the minutes for April 7th, seconded by Dave Passios. Dave Passios, aye, Brian Lehtinen, aye, Michael-Ray Jeffreys, aye, David Blatt, aye. Correspondence to and from the Committee: none. Future Meeting Schedule: No dates have been determined. Dave Passios stated he was looking to get the finance committee a number for tomorrow night. Michael-Ray Jeffries stated the town manager was on vacation this week and discussions are still taking place. There was concern that the town meeting date is just over a week away. Finance and Select board will have to wait until town meeting to make a recommendation. Public comment: Rhonda Lisio wanted to thank the committee for their work and she doesn’t agree with the project due to the numbers. There is not requirement to keep the building standing until around 2027. She stated the school and town do not need to be in the same building and we do not need all this space and for this price tag, and it is not a historic building. David Blatt stated many of the organizations will still need the space as they currently are in the building. Rhonda Lisio stated the extended day program is self funded and we should not be giving them a renovated space. Dave Passios thanked the Fitchburg Sentinel on their story of the history of the Brooks House. The town spent $1.2-1.3 million to build the school. Michael-Ray Jeffries stated there is a lot of history and an expectation early on that there would be community usage and town offices. It came out that Boys and Girls Club needed more space with their growing population. We also heard from citizens who wanted community space for not just the young and the old but citizens in the middle. There was also a need for meeting space and we heard from the superintendent on before and after school programming. The committee had pushed back and looked for other spaces that the school could utilize. The result we all heard that they would have to turn people away. And the town can reduce costs with these paid programs. In communicating with the community of its needs we found we needed the space now and for future needs. With the $340 per square foot, the committee recognized it was prudent to get a realistic number for what it would cost to be built new. The town has already asked, would this be the best location, but the logical next step is to determine whether it makes sense to build new. Hopefully at the end of this, the community can make an informed decision on what the best path forward is. Michael Ray Jeffries made a motion to adjourn, Brian Lehtinen seconded at 6:41pm. Roll call vote: Dave Passios, aye, Brian Lehtinen, aye, Michael-Ray Jeffreys, aye, David Blatt, aye. ======================================================================================== DOCUMENT : 2021-05-26-agenda-3072.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2021-05-26 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2021-05-26-agenda-3072.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_05262021-3072 ======================================================================================== ===PAGE 1=== TCP BUILDING DESIGN COMMITTEE MEETING NOTICE Wednesday, May 26, 2021 – 5:30 PM AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadc ast over the Lunenburg Public Access channel. Concerned that the presentation will not be able to show the space of what the building will provide and that the public won’t think that there will be.Dave is also concerned about passing over the articles at town meeting as these articles have been pushed under the rug and the opinion of the town is not well heard when the select board passes over the articles. The number from Turkey Hill are numbers of projects that have occurred and been brought up over the past few years and added in increased cost at the average acceleration. This number does not include the future population needs. TCP renovation assume a 30% spike in inflation and now Discussion of Proposed Warrant Articles/Review Town Meeting Presentation: Dave is concerned about the presentation pictures and whether or not they are too fuzzy. The slide is the first slide and there is a need to present a good quality of presentation. Public Forum: 7:01 Chairman Roy begins to give presentation talking about the reason this project has started and the history of it. The cost analysis and what the different uses of the building will be. There was an update on what the committee has been doing since spring town meeting and opportunities that have been taken like looking into a new building all together There was an explanation of the cost and how they were retrieved by the architects reaching out to subcontractors and getting real time costs of projects, labor and materials. Dave Passios expressed that the numbers may go up and that there is a need to look at the data that is presented today and to consider it. ===PAGE 2=== Information on article 8 presented by Michael-Ray Jeffries. This will allow the town to study and go through the process of starting the project of building a whole new town hall. Mr. Jeffries became to talk about how town projects are the development of the project. The use of the building will combine many different needs for town, school and community. He talked about the needs of the current town hall and the structural damages that are in it at this current time. There is a large need for better storage that is OSHA compliant. There is a lot of asbestos and mold as well as current rooms that no one can go into at TCP.Building a new town hall will fix these problems and then create a new community events space and create a sense of community and preserve town center. Mr. Jeffreys went through the history of the project and the start of the TCP Design Committee. Public Comment: Peter Beadmore, 282 Pleasant,. We have been put into a hard space because there is hyper inflation due to the pandemic. When funding was approved for this project this would be a smart way to fix the needs of the town. We weren’t thinking about the codes that the building needed to get up to before we used it. This has been a long process and there was lots of work put into finding out what needs the building had to meet. As times changed there was a need to do an apples to apples comparison. There is a thought that we need to spend all this money for what the building was set to make and not what can we afford and how can we use this money to get what we need not how much money do we need to get what we want. Beardmore does not think that we are at a point where we can build this building and get what can afford and can support from the community. The town financial advisor has run a report on what the average townsperson will be contributed. (Pulls out wallet). This will be funded by the taxpayers and they will be supporting what will happen to the Turkey Hill School. There is a concern if we stay in this inflationary period then we will have to ask the taxpayers to increase their taxes. Asking the taxpayers to be paying this is not feasible and this will put us well beyond the tax service levy. We should wait another 6 months to get a better idea and we should make sure that we think about historical preservation with Town Hall and Ritter building. Board Public Comment: Mr Jeffreys does not agree with everything that is said. We did not start this thinking it would cost this much. There is not a lot of good history on going back on costs of projects in the town. He does not want to support going forward with this project for now and going back to see if there is a better way to go about this. The work of this committee has been stellar and that in the spring there will be something better that they will come up with. There needs to have a shift in the community as to where the money should be going and that we should pull back from spending all our money on children and working on the rest of the community. If we say this should cost x amount of dollars then this is not something that is going to be set in stone. The town employees are not working in acceptable conditions and if we keep pushing it the cost will continue to go up. 6 months is perfectly acceptable to say not 6 years. Kristina: Kids go to TCP and having it sit in the state that it is in then that is unacceptable. There needs to real solutions to problems instead of continuing to put band aids on it. Dave Blatt: When the committee started it was clear the town really needed something more from the building than just offices. This towns needs to step up and do things now instead of letting it get pushed under the rug. If this gained support the amount the building could do would be endless. ===PAGE 3=== Brian Lehtinen: People don’t always realize the disrepair that these buildings are in and that there is a need to do something now Dave Passios: There is a need for citizens to listen and show up to the meeting and to have a full discussion. The committee has made solutions that they were tasked to make and there is nothing that they can do till the voters decide. Michael-Ray Jeffreys: Seniors are very nervous about the cost of taxes raising so much and what this project would do to them. Their taxes are higher than their mortgage ever was. There is a need for senior tax relief and that it would hit the tax payers but that is something that is needed. Greg Roy: This committee was tasked with a specific task. The charge was to develop a cost estimate for the renovation of TCP for school and town uses. It was then expanded to allow give an apples to apples cost estimate for a new building. Should the town renovate an old building that will still be old when its done or should they create a new building? The committee has no choice to decide whether or not to pass over them that is the job of the selectboard but the committee has to still present no matter what. It is not appropriate to pass over as a committee. Greg Roy speaking as a member of the public: There is still a need to rethink what is going on whether or not we should move forward and that the financial impact is too much and it very compelling. Something that should be reviewed. People need to come to the town meeting and there is a need to listen to what everyone has to say. The numbers will always change and no one will ever like the numbers. He looks forward to hearing what people have to say at the public forum. Motion to End forum by Greg Roy, Second by Dave Blatt. All in favor New Business Dave Passios The ledger will have a brief explanation of the three articles and what the accomplish. If both articles fail what will the committee be working with to find out new information. Dave Passios looks forward to seeing what the citizens have to say for the future of the committee Michael-Ray Jeffryes advises that they do not make a recommendation despite what the selectboard has asked.
