Public Comment: None 2. Discuss Extended Day Programming Needs with School Committee and Superintendent of Schools: Michael-Ray Jeffreys summarized the change from TCP Building Design Committee to the Municipal Design Committee and the need to involve stakeholders in the process. Brian Lehtinen summarized the contingency plan for school programs at TCP to initiate a discussion with the superintendent and school committee members. Kristina Masaitis asked about enrollment in programs and what the reduction would be. The Superintendent stated the cap for extended day is 75 but could not say what the exact enrollment would be if programming would move to the cafeteria of the schools. The enrollment would be no greater than 30 in each school but would depend on staffing. The gym space is not available due to basketball programming. The superintendent discussed the ACE program and the importance of life and job skills in the community in which these students live in, rather than outsourcing. Peter Beardmore commented that this needs more discussion and that TCP is not a long term space for the programming and we need to find another space for them. He stated he would like to see feasible alternatives, because we know the programs are in jeopardy but what is the path forward. The superintendent responded the response was just in regards to bringing programs back to the school buildings. There is a possibility of using available municipal buildings for programming. Community Links Programs also need a dedicated phone line per the grant. The superintendent stated it was premature to reach out to Fitchburg and Leominster Public Schools about taking on the students from our ACE program for work experiences which would be more cost effective than renting space. Matthew Allison stated that many adults do not have children in the schools and all four programs are like day care. The ===PAGE 2=== superintendent stated that all these students are entitled to a public education until age 22. Matthew Allison stated that we heard from the Superintendent stated we could relocate programs to the schools. Brian Lehtinen stated that at prior meetings we had discussed that school programs could be moved back to the schools if space was needed for expanding town hall and offices but it was not ideal, as we see in the letter from the superintendent. Kristina Masaitis asked about shared space for some of the programs like at the Boys and Girls Club during the day. Brian Lehtinen also stated he has concerns that the TCP building and space may not be available for school programming and could Ritter or Town Hall be a possible location and what would need to be done to the buildings for the schools to use the space or a Turkey Hill renovation or new build have space. Michael-Ray Jeffreys stated that the town will not support a $40 million dollar project and we have to focus on what we can pass and whatever solution is, we cannot have a net loss to the community in order this to pass. There is likely a time that TCP will not be in use and the most cost effective way is to remove the occupants. A long term solution may be Turkey Hill add on for permanent homes of these programs. Michael-Ray Jeffreys inquired of the school committee on a position on the land of TCP and should it be used for a future school. Additionally, can the schools do a records review to save square footage space on record keeping similar to how the town just approved. Michael-Ray Jeffreys stated we need to get buy in from both seniors and parents. Anthony Sculimbrene asked about the four programs, how many are required to be provided a public education, and are they here to stay. The superintendent stated 3 out of 4: ACE, Community Links, and the Pre School program have an educational component and the programming is here to stay because of the community needs. The ACE program is a school program that is required by the state. Other programs could fall under the recreational department or a boys and girls club. The boys and girls club had stated prior that they could not accommodate for more grades. The superintendent is not sure if she will be able to staff a safe program that is self-funded. Staff are paid by the fees and if we need to raise the staff pay to hire someone, the fees may become too high. We also cannot go back to the numbers before moving to TCP because the numbers were too high and not sustainable for staffing. Carol Archambault stated extended day has been around for a very long time, at least 25 years. The School Committee is more than willing to talk about other places in the community for programming and the School Committee would like to talk about Turkey Hill and possibly add these programs. There is a concern that TCP building is first to be dealt with and then Turkey Hill. Brian Lehtinen agreed with Carol Archambault and location of the school building did not matter to the School Committee and whatever works best for the town for locations, but more about students and staff having a safe place to learn. Laura Kelly also stated she looks forward to a Turkey Hill discussion. Sophie Shapiro echoed the other School Committee members and location was not a concern for future schools and the center of our town is a valuable resource and hopefully we can make it a more useful space. Superintendent Burnham stated we walked through both teen center and Ritter building to see if they could accommodate school office space and ACE program be collocated with director of student services. The Ritter offered more opportunity but costs to upgrade for confidential office space. The teen center could not accommodate with the early learning center or community links because of the play equipment. Michael-Ray Jeffries asked the Superintendent if the Ritter would be possible for offices and ACE program. Superintendent stated she would have to walk through again but it was doable with renovations if funding was available. The School Committee adjourned at 7:00pm. Kristina Masaitis inquired about Turkey Hill. Michael-Ray Jeffreys stated Turkey Hill is outside our purview. Brian Lehtinen added we should be in the conversation of the short term and long term placements of the programs located at TCP. Matthew Allison stated concerns about mixed use of schools and town and wants ===PAGE 3=== schools to stay on school properties and the high percentage of town budget that is schools. Peter Beardmore commented we are funding debt service that funds the public safety building, library, and two school buildings. We also have a capital plan that was about 5-6% school department related, part of which was the air conditioning that was neglected since we built the building and we have to be measured and careful about how we talk about those investments. Brian Lehtinen stated there is a need for these programs, we see it in the success of the boys and girls club, but that is only for a specific age group, and these programs offer something for those other age groups and we will need to find space for these programs that will likely not be a in a town hall building. 3. Continue to review Vertex, Tappe, and DiGiorgio Reports to identify recommendations at Ritter Building and recommendations at Town Hall: Michael-Ray Jeffreys shared the reports highlighting areas that are updated, areas that were covered under the capital plan, and areas that still need to be addressed. Peter Beardmore mentioned the capital plan is diligently working down the vertex report and we have made an investment and progress in the capital plan. Brian Lehtinen stated he is on the Capital Planning Committee and the DPW director brings priorities for projects and Ritter interior was a priority but there were concerns about where people would be relocated and interior renovations should be taken into consideration if schools were to go in that building. Anthony Sculimbrene stated he looks forward to having a facilities director to give recommendations on how best to use the buildings and in terms of maintenance. 4. Discuss Program Priorities: Michael-Ray Jeffreys stated the facility requirements process will be picked up once we have our new facility manager in place. Michael-Ray Jeffreys stated he would send the space needs file to everyone to review space needs and review prioritization and layout your ideal layout. Michael-Ray Jeffreys received a response from the town manager on record storage and that we would be able to replace paper copies if we can document that we will continue to keep them in a format that is accessible, allowing use to reduce the square footage for records. Michael-Ray Jeffries noted we were at 6,000 square feet alone for storage, so there are significant cost savings in reducing the storage space for town records and in school records. Discussion took place on possibly using the public safety building as storage and that it was in the capital plan request and that PACC deserves its own discussion at a future meeting. 5. Public Comment: None 2. Review Draft Position on Storage Needs and child-related services Storage position for the Lunenburg Municipal Building Design Committee was discussed and a draft will be shared with the members. Peter Beardmore asked if there is a timeline. Michael-Ray Jeffreys stated this is a high priority for the town manager but we do not have a contract in place and we expect as we go into the fall we will have a better understanding of storage needs. Peter Beardmore stated we have new information about digitizing and disposal of documents but there is additional opportunities that we were not aware of before the capital planning project and this will be a lot of work. Michael-Ray Jeffreys agreed and that we need a total storage space needs from the town offices and the schools and we will have a better understanding of what needs to be saved and in a couple months we will know but the schools haven’t started. Peter Beardmore stated there are long term and short term storage needs where some departments will need files in their office and the data we have is old. Michael-Ray Jeffries stated we are really focused on the long term storage as a need to address. Greg Roy agreed this is a very good thing to address. Brian Lehtinen agreed the public did not want to create a high cost new space for storage in a new building and how to fund school storage. Capital planning was stated as the schools best option to address storage needs. 3. Discuss Criteria for Program Utilization ===PAGE 2=== Michael-Ray Jeffries asked how do we re-evaluate requests? Greg Roy stated we are taking another look at way we prioritize space in our project. When we did it before we invited the various Lunenburg groups outside of town offices and then we all came up with a ranking and we did an average. When we ran out of space we cut off the list. It was a hard process because there was more need than we had space. We filled the space we had a available but not an analysis of our true need and would this be different if we didn’t start with a large building. We also need to look closely at storage space, use, and each department space needs. Kristina Masaitis asked about digitizing requirements. Michael-Ray Jeffries stated this requirement would be required by departments so we are able to share with the public what is required to keep a paper copy. Anthony Sculimbrene stated if you look at the numbers, what the staff has asked is reasonable. 150 square feet is a gsa standard, and a middle of the road approach is 200 square feet for offices, totaling 12,500 square feet, much different than 55,000 square feet and would be a cost closer to $9 million. Town hall and Ritter could also satisfy the administrative requirements. Peter Beardmore stated his approach was pressing needs and how much money we have and what buildings we have and created 7 priorities: Budget, addressing school and town offices, preserve our precious historical buildings, minimize impact during construction, address PACC, address educational programming space, and address community space. Kristina Masaitis stated tax payers are going to be hesitant because of the cost no matter what. Peter Beardmore stated we need town manager, the select board and finance committee to all be on board. Brian Lehtinen stated the previous priority list from previous minutes: Town Offices, School Department Offices, PACC, School Programs, Community Kitchen Lions, and Boys and Girls Club. David Blatt agreed we need to know the budget and work backwards and also decide if we are combining schools and town. David Blatt believes the Ritter is the most historic building and the town hall is an old church that the church did not want. David Blatt questioned whether we can move the school programming component to a new Turkey Hill building. David Blatt stated priority list: town offices, school office, and administrative offices only, and they do not need to be in the same building. It was mentioned that crossing the street is not good for our employees. Michael-Ray Jeffries stated his priorities are administrative offices, a gym and a kitchen, extended day needs a long term plan. 4. Member Presentations: Ideal Scenarios for Ritter, Town Hall, and TCP Brian Lehtinen stated his ideal scenario was based on cost savings. New build if people really want it. Then use the old primary land with community center with PACC but no kitchen or gym, no school programming or offices to save funds. Use capital funds to renovate other buildings for schools and TCP torn down. Town hall for rental space or community space. Utilize school spaces for school programming. Or if not a new build, build a new Turkey Hill where TCP is located and renovate Turkey Hill for town offices and school spaces as the building is a newer building than TCP. Michael-Ray Jeffries stated he recently walked in Turkey Hill and agreed Turkey Hill is almost move in ready, checks the box for gym and kitchen, a significant abatement, new plumbing, 2nd floor has asbestos ceiling tiles, electrical panel upgrade, but new electricity may not be a challenge, has a separate entrance and can be partitioned. Boiler room is adequate, but no AC. Turkey Hill could be converted in phases rather than a large renovation such as TCP. It also has a first and second floor already. Michael-Ray Jeffries also stated TCP land is not an ideal place for a school. Michael-Ray Jeffries also stated putting school offices in Ritter. Peter Beardmore put his priorities in order: Restore Ritter and Town hall, begin construction on a purpose build municipal building (Ritter and town hall offices) on a budget of $10-15 million, 15,000- 25,0000 location of 635 Mass Ave, 30 School St or TCP, then retrofit Ritter to meet needs of School Administration and possibly ACE. Build a PACC studio and Office on a budget of $1-1.5 million, possibly ===PAGE 3=== preserve a small amount of space of TCP and demolish unused space, until schools decide where to replace Turkey Hill. Greg Roy stated his ideal list would be build a new town hall at school street property, including a space for PACC, including Ritter and town hall offices, then renovate Ritter for school administration and add on if needed and add functionality, shared parking and walkable, renovate town hall for meeting space and other leasable spaces and lions club, keep school programs with the schools, and have them be more sustainable programs. TCP becomes the new Turkey Hill and envisions current Turkey Hill as fields. Kristina Masaitis stated her scenario would be all town offices in Ritter and open town hall for town space like farmers market, boys and girls club and rent it out to people who need space. TCP could be used for lions club, recreational program, and after school programming, and demolish wings as needed. School offices could be in a separate space in TCP. PACC could be given space in TCP possibly near the garage. David Blatt stated an additional to Ritter could hold all offices. Let the town vote to build a new school and renovate Turkey Hill would be an ideal scenario to have a vote pass. Peter Beardmore stated that the distance of Turkey Hill campus not as walkable and beneficial for eagle house and boys and girls club as TCP for gym and kitchen space. We will pick up the conversation at our next meeting to figure out the best way forward. Michael-Ray Jeffries stated he will provide these in a condensed document. Anthony Sculimbrene stated we should look at memorial drive as a community area and facilities. Renovating is always cheaper than new and cost of demolition is always there. PACC does not need a studio but the equipment needed and in 2029 with Comcast’s help we may not need a studio to stream. 5. Discussion on Committee Communications and Public Outreach: Peter Beardmore discussed the finance committee and that they are looking at potential projects like the funding and budgeting of what we discussed tonight. The finance committee will not act without this committee and select board and Peter Beardmore would like to see a budget that the committees and town manager agree on. Greg Roy stated he agrees that we need a budget from the select board through the finance committee and we should not be making it. Michael-Ray Jeffries stated the select board will be reviewing their financial policies in August and we need to be more methodical on life span on our inventory and long range planning and senior tax relief. 6. Old Business: Agenda Requests and Action Items: None 7. Review and Approve Minutes: Michael-Ray Jeffries stated staff support is months behind and asked Brian Lehtinen to take the minutes. Public Comment: None 2. Review Draft Position on Storage Needs and child-related services. Michael-Ray Jeffreys read and reviewed the draft position paper on storage needs and child related services. The position paper highlights a cost of storage between $275-$350 per square foot, operational file storage, long term storage, cost of digitizing, and the LMBDC will minimize long-term storage in permutations of plans. Michael-Ray Jeffries stated the town is going through a digitizing process and the schools should also be encouraged to use digitization. Iron Mountain is used by municipalities and states. Greg Roy stated the committee should minimize storage through digitizing and use off site storage to minimize costs. Michael-Ray Jeffries states #6 in the paper is the minimization and #7 is the ask from departments. Discussion took place that originally in this process we were planning TCP to be the storage area, both short term and long term which increased the size and costs of renovations. 3000 square feet of school department storage is the largest target of this goal. Digitize or store off site is the main goal because of the cost of storage. Digitizing is also a space saving and increases access. Michael- Ray Jeffries asked to send this back to our appointment boards and share on social media. Matthew Allison and Greg Roy recommended clarification on committee findings and committee decisions to clarify our position. Motion to approve position paper by Greg Roy, seconded by Anthony Sculimbrene. Roll call vote: Kristina Masaitis yes, Brian Lehtinen yes, Michael-Ray Jeffreys yes, David Blatt yes, Greg Roy yes, Tom Gray yes, Matthew Allison yes, Anthony Sculimbrene yes. 3. Review Criteria for Program Utilization There were no questions or concerns on the criteria for program utilization. ===PAGE 2=== 4. Discuss Member Provided Ideal Scenarios for Ritter, Town Hall, and TCP Committee members ideas for building use were discussed and the goal was to provide 3 common ideas based on building use for each building. Ritter building had school administration as a commonality. Brian Lehtinen mentioned the superintendent said it was possible with renovations, and putting a use in the building was helpful in getting the plan passed. Town Hall was seen as community and meeting space as a commonality. TC Passios common theme was demolish wing(s) to reduce costs. Dave Blatt was concerned about Turkey Hill. Brian Lehtinen mentioned that the superintendent had mentioned a new building of Turkey Hill did not need to be at TCP land and could be at the field near Turkey Hill. Michael Ray-Jeffreys asked about renovations and expansions as an alternative. Brian Lehtinen mentioned remodel was described as needing alternative rooms and temporary classrooms due to length of renovations needed. Kristina Masaitis said we should not focus on the schools and focus on what we have currently. Greg Roy stated school programs should stay at TCP and let schools figure out what to do with Turkey Hill and use TCP as needed until a new building is decided. Anthony Sculimbrene stated to keep the school building conversation separate and Turkey Hill is outside the LMBDC. Kristina Masaitis asked with storage minimization could Ritter be used for all municipal offices. Michael Ray- Jeffreys stated Ritter would not be big enough without an addition. TCP idea 1 focus was demolish north wing and update the kitchen. Idea 2 was future site of Turkey Hill and use of school programming. Brian Lehtinen PACC could also go in idea 1 in TCP and identify costs. Michael Ray-Jeffreys stated the three ideas would be presented to the select board and get feedback, then then bring one idea to the town. Brooks House recommendation was demolish or sell. Due to the location it was not considered as residential. The town is willing to sell the building but not giving up the land. There was no interest. Ideal scenario is a parking lot, green space, or garden. Town meeting wanted the land. From the capital planning committee updates the building needs costly updates to maintain as well. Anthony Sculimbrene brought up the historical character of the building as well as selling the building but maintain a lease on the land. Brian Lehtinen mentioned leasing the building as idea 2 with potential zba variance. Storage would be idea 3 for Brooks. Idea 2 would include an Annex to Ritter for town offices. Town Hall could be an office and preserve 2 floor in idea 2. David Blatt mentioned historical society. Michael Ray-Jeffreys mentioned historical society is a 3rd party and has an easement on the property. Idea 3 new town hall at 30 School Street due to voter feedback on this topic that people did not want to build a park at 30 School Street. Select board will wait until LMBDC on 30 School Street. Discussion took place on whether new town hall should also include community space, kitchen and gym. Idea 3 would also include TC Passios demolished wings, keeping community space, PACC, kitchen and gym. Greg Roy stated the new space should be as small as possible to minimize cost and not build a gym and kitchen. Greg Roy stated limited parking is available at town hall. Town hall idea 3 would include community rooms and preserving 2nd floor for meeting room. Matthew Allison asked about the new Primary School as a town hall. Michael Ray-Jeffreys said it was looked into but due to timing and funding it would need to be done in approximately 20 years. Dave Blatt and Brian Lehtinen mentioned transition space be utilized in idea 2 and 3 at TC Passios. Grreg Roy agreed to use TC Passios as transition space. Idea 3 adds facilities to Brooks House. Idea 1 and 2 would be green space for 30 School Street. Matthew Allison requested all the king for a day scenarios sent out. Michael Ray-Jeffreys stated he will send those out so we all see the entirety. ===PAGE 3=== 5.
