No public comments were made. The project team presented an update on the design and planning for the municipal buildings in Lunenburg. A slide deck was presented to show the most recent updates and design changes for the municipal buildings. The layout of the municipal buildings has been adjusted, with the new Town Hall now positioned orthogonally to the Ritter building. This alignment has shifted the majority of the program to the back of the building. Program Adjacency Diagrams were reviewed to show how spaces will be organized both inside and outside. The revised plan maintains many of the relationships from the previous design. The Town Manager will have a private office, separate from the public transaction counter. The new Town Hall will contain approximately 10,000 square feet, which is 20% larger than the previous design. Space Planning: Public-facing offices will include the Treasurer, Assistant Town Clerk, and Register of Voters. Private offices for Parks & Recreation, the Historic Committee, and admin assistants. Transaction counters will be placed in key locations, and a central restroom will be accessible to all. The building layout follows a straightforward cross- shaped plan, which will be easy to navigate. The ACE program will be separated from the Town Hall functions, with a distinct entrance. This ensures the ACE program has its own space, preventing the need for the public to access the program area. ===PAGE 2=== The public can enter through existing doors at the Ritter building, avoiding travel through the new Town Hall. There will be a clear distinction between public spaces and the ACE program. New, fully accessible restrooms and an updated elevator will be included on the first floor of the new building. The new design aims to maintain the architectural integrity of the Ritter building while introducing modern elements in the new Town Hall. The Ritter building's iconic columns and pediment will be incorporated into the design, preserving its historic charm. Two initial approaches for the new Town Hall were presented: A direct mimicry of the Ritter building's style, which was deemed excessive. A more monumental approach, which lacked cohesion with the existing building. After feedback, a revised approach included a wraparound porch with a glass-roofed arcade and structural columns, drawing inspiration from First Parish in Concord, Massachusetts. Community Feedback: The public has been encouraged to provide input on the design, especially regarding the wraparound porch, exterior bathrooms, and the vault. Committee Feedback: Some members expressed preference for more separation between the ACE program and public spaces. The Town Hall should feature a modernized elevator and accessible bathrooms, while still retaining a historical look from the outside. There was a suggestion to adjust the superintendent’s office window to better match the aesthetic of the rest of the building. A prominent entrance on School Street was recommended to enhance accessibility. The design should focus on minimizing architectural "wounds" and should provide an appropriate level of architectural interest at the entrance. Revised Plan: A revised plan incorporating feedback will be presented at the next meeting, including the updated bathroom and elevator locations in the Ritter building. Further Input: The project team will continue gathering input from the department heads and the community. Crosswalk and Compliance: Concerns about the placement of the crosswalk were raised, as it may not comply with traffic control guidelines. Further consideration is required. In terms of specific design concerns, some committee members suggested that the current window configuration in the Ritter building’s superintendent’s office should be revised to match the window style used throughout the building. There were also concerns about the size and location of the bathrooms and whether they would be sufficiently private. The design team will continue to refine the plan based on the feedback received. The next steps include revising the floor plans and exterior designs to address concerns, particularly with regard to accessibility and functionality. A more detailed review of the layout will be conducted, incorporating input from the school superintendent, town manager, and other key stakeholders. Furthermore, the design will be adjusted to include the requested changes, such as adding doors to separate the ACE program from public areas, revising the elevator placement, and considering alternative solutions for the crosswalk and traffic flow in the area. Overall, the project is moving forward with strong community engagement and a focus on ensuring that the new town hall and Ritter building addition meet the needs of the town while preserving the historical integrity of the site. The updated design will be shared with the public and relevant departments for further input before the next meeting, where additional refinements will be discussed. ===PAGE 3=== Considerations for signage improvements and entrance accessibility will be addressed. Additional meetings with town officials and the public will be scheduled to refine the proposal. PACC building (separate future vote) is roughly modeled in the background. Presentation will be distributed to department heads for feedback. Meetings scheduled with department heads and historical commission. Revised plan incorporating feedback to be presented at the next meeting. Motion to approve the minutes from December 2nd and 16th , 2024 made and seconded, the minutes are approved unanimously. No public comment. Motion to adjourn by Greg Roy, seconded by Brian Lehtinen at 8:28pm, unanimously passed. ======================================================================================== DOCUMENT : 2025-01-22-agenda-6969.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2025-01-22 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2025-01-22-agenda-6969.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_01222025-6969 ======================================================================================== ===PAGE 1=== LUNENBURG MUNICIPAL BUILDING DESIGN COMMITTEE MEETING NOTICE Wednesday, January 22, 2025 – 5:30 PM AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel. The Municipal Building Design Committee gathered to discuss updates on the proposed town hall and associated renovations. Updates were given from Taylor and Burns on the building design. The focus was on the renovations and additions to the Town Hall and Ritter Memorial. The engineering team, presented the current site plan, detailing the various engineering and structural features of the proposed buildings. The site plan discussed included several important features: Proposed Addition to the Ritter Memorial: The addition would be situated on the west side of the existing structure. The engineering team provided insights into the design rationale, noting that placing the addition on the east side would crowd the existing building and potentially complicate access from parking areas. Parking Plan: A total of 80 parking spaces was proposed for School Street, with an emphasis on providing adequate access for both the public and staff. Concerns were raised regarding whether this number of spaces would be sufficient given the anticipated increase in traffic and usage once the new buildings were operational. The presentation also covered engineering and structural considerations: Mechanical Systems: The heating, ventilation, plumbing, and electrical systems were discussed. The team highlighted the importance of integrating high-efficiency systems to ensure sustainability and energy efficiency in the new buildings. Cost Estimates: Significant attention was given to the financial aspects of the project. The engineering team provided detailed estimates for various components, which included: • Renovations to the Meeting House at $2.6 million. • Renovations to the Ritter Memorial at $2 million. • Construction of the new Town Hall at approximately $7 million. ===PAGE 2=== • Site improvements estimated at $1.7 million. The total projected cost for the entire project was estimated to be around $21-22 million. The committee emphasized the importance of these estimates in framing the budget and securing funding for the project. Mr. Walker: Expressed concerns about the adequacy of parking spaces and the need for incorporating community feedback in the planning process. Ms. Lockwood: Voiced her thoughts on the parking situation, indicating that the proposed number of spaces might not be sufficient for the expected increase in usage. She stressed the importance of considering future needs as the town grows. Mr. Blatt: Although he had to leave early, he emphasized the need for the project to be financially viable and to recognize the importance of merging town and school functions effectively. Community members expressed worries about whether the proposed 80 parking spaces would be sufficient for the expected increase in traffic and usage. There were calls for additional spaces to accommodate the needs of both the town offices and the school functions. Integration of Town and School Functions: Many voices in the audience discussed the importance of having a cohesive plan that effectively integrates town and school operations within the new buildings. The challenges of merging these functions were acknowledged, with some expressing skepticism about how well this would work in practice. The committee recognized that these concerns were valid and agreed to take them into consideration moving forward. The emphasis on community feedback underscored the importance of transparency and inclusiveness in the planning process. Cost Estimates and Financial Considerations The committee reviewed the latest cost estimates for the various components of the project. The estimates broke down as follows: • Renovations to the Meeting House: $2.6 million. • Renovations to the Ritter Memorial: $2 million. • Construction of the New Town Hall: $7 million. • Site Work Improvements: $1.7 million. The total project cost, including design fees and contingencies, was estimated at approximately $21-22 million. The committee discussed the financial implications of moving forward with the project, emphasizing the need for careful budgeting to avoid unexpected costs and ensure that the project remains financially viable for the community. At the meeting, the minutes from the previous sessions were presented for approval: • Minutes from January 6 and January 22 were reviewed. • A motion was made to approve the minutes, which passed unanimously. As the meeting concluded, the chairperson summarized the next steps that the committee needed to take: • A follow-up presentation to the select board was scheduled for the next evening, which would provide an opportunity to address any additional questions or concerns. • The need to finalize the wording for the warrant article for the upcoming town meeting was emphasized. This article would outline the funding request for the project and must be clear and comprehensive to gain community support. • Plans to engage with various stakeholders, including the finance committee and the planning board, were also discussed. The goal was to ensure that all parties were informed and involved in the decision-making process. The meeting was adjourned at 7:50pm, with a unanimous vote. ======================================================================================== DOCUMENT : 2025-02-04-agenda-7001.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2025-02-04 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2025-02-04-agenda-7001.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_02042025-7001 ======================================================================================== ===PAGE 1=== LUNENBURG MUNICIPAL BUILDING DESIGN COMMITTEE MEETING NOTICE Town Hall, Bilotta Meeting Room Tuesday, February 4, 2025 – 7:15 PM AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel. The Lunenburg Municipal Building Design Committee held a joint meeting with the Select Board and the architects. The architects provided a presentation of the design layout. Discussion took place on the columns in the basement of the town hall and reducing the effects of moisture. New timber columns to add support could be used and strengthen joists to improve the meeting house. Regrading the outside to support accessibility was discussed. The first floor would have some walls removed. The design will include verification for structural support. Squeaking floors will be addressed. In the Ritter building it is much less invasive. Two walls will be taken out, one may have bearing elements. Support of excavation would be needed for new town hall basement construction. Supports under the Ritter building will be made as we construct near Ritter. Steele Composite frame, steel brace frames for stability. Concrete foundation on composite deck. Concrete elevator pit with masonry shaft wall. No concrete on roof. Mechanical systems, new fire protection, sprinkers, new piping , fixings per code. Heating though heat pumps, new electrical services, panel, wiring and fire alarm. Public construction needs to limit fossil fuels, all three buildings would be off fossil fuels per government regulations. Cost estimate was completed two days prior, independent estimate outside of the architects, Peter Bradley. In the middle of most bid packs. Meeting House Renovation $2,624,842, Ritter Memorial Renovation $2,068,279, Town Hall $6,937,445, Sitework $1,657,520. Subtotal Trade Costs $13,288,086. Contingencies and Escalation is 12% and 3% respectively. Total Project cost w OPM and Design Frees $21,409,100-$22,301,145. Alternates include Alt 1 PV Canopy $1,768,800, Alt 2 Meeting House Basement Slab $97,279, Alt 3 EV Chargers (21 units) $281,400. Basement slab will extend life due to moisture; a 3 inch slab. Code requires conduit and pole boxes to support infrastructure. Tom Alonzo asked about removing squeaking from second floor. The architects will include this in the design. Tom Alonzo asked about the odd shape of new town hall. The architect ===PAGE 2=== explained the building is shaped to create a courtyard open space, also the connection between the town hall and ritter should be a 90 degree angle and school street does not meet mass ave on a 90 degree angle so the new building follows school street allowing us to have more square footage. Additionally, after renovation we will still have a limited usage lift. Concerns are the complaints about the current lifts, it is not a normal elevator, and makes people feel less than a full citizen. If we did this in both buildings it would be $250,000 each building and reconfigurations. Tom Alonzo mentioned that heat pumps are concerning due to Unitil electricity. Operating cost assumptions should be given. Architects stated this would be done later in the design. Amanda Moore asked about the PACC space. Architects initially proposed a separate building but as the process went on they determined they could accommodate that in the basement at a cost savings. Michael-Ray Jeffreys stated PACC confirmed the contact with PACC. Safety and security was asked about. Michael-Ray Jeffreys consulted the interim chief and was told emergency shelters would need generators and were not needed for this structure and this residential area and negatives. Additionally questions on safety film and safety of the building were considered. Card access was discussed and level of detail will be in the next iteration. Amanda Moore also asked about staff feedback. There was a lot of feedback from staff. Michael-Ray Jeffreys also mentioned there is a time capsule in the Ritter and potentially opening it. Caesar Nuzzolo appreciated the work o1 the committee and the work on the 92 parking spots added that was incredible. Schools are the only new addition to the offices in the center. The parking will shift to parking lot and create better parking for the town center. Support was given for the design aspects and details. The basement was discussed not only PACC but also allows mechanicals to go in the basement and allow 1st floor space for offices. Future proofing was discussed. Tom Alonzo asked about finance director and town accountant. Future growth concerns were brought up about these positions being two, not one in the future. Additionally, Tom Alonzo had concerns over no conference room in the school side. The design is to have the meeting house used for conferences. The superintendent has a space in her larger office to meet with her team. Offices will also be larger to accommodate meetings with family and a reception area and the design anticipates that staff will walk across to the meeting house. Tom Alonzo mentioned that people do not like to walk across in certain weather conditions. No public comment. Michael-Ray Jeffreys discussed the warrant article process. Calculations are being calculated for debt. Michael-Ray to work with bond council on cost escalators and detailed breakdown of costs between the $17 million and $22 million estimates. Michael-Ray also discussed the cost of the project, which was estimated at $17,000,800, but with a high range estimate of $22.3 million, including a 25% markup for soft costs and an owner's contingency for potential scope creep. The committee was asked to discuss and decide on the appropriate number for the project. Matthew Allison brought up the concern the hazardous materials were not included. Michael- Ray to contact Chris Ruth for more details on hazardous materials in Town Hall and Ritter building. Michael-Ray to follow up with the architectural team on the screening plans for 31 School Street and potential modifications to the parking lot layout. Brian Lehtinen to continue monitoring social media for public concerns and questions about the project. Committee members to draft a public presentation addressing key concerns raised on social media, including funding mechanisms, project necessity, and transparency. Committee to determine the final number to request in the warrant article for the annual town meeting. Committee to explore the feasibility and cost implications of using fossil fuels vs. all-electric systems for the buildings. Committee to obtain more information on the capacity and payback period for the proposed solar panel system. Committee to include alternates (like EV chargers, Meeting House basement slab, solar panels) in the bid package for potential future implementation. ===PAGE 2=== In the meeting, it was discussed the town should not install $281,000 worth of electric vehicle (EV) charging stations, but rather a couple of charging stations that cover 4 spots. Tthe town could add more stations in the future if needed. The town should put in a minimum of two charging stations. The team also discussed the potential for solar panels, with concerns about the infrastructure needed to support them. Michael-Ray mentioned that the center of Lunenburg is identified as having capacity for more solar, but there have been delays in connecting to the grid. The team agreed to further explore the feasibility of solar panels and EV charging stations. The commit1tee discussed various aspects of the town building project, focusing on alternates and energy systems. Michael-Ray explains the complications with the PV canopy funding due to the frozen Inflation Reduction Act funds. The group debates the merits of all- electric versus fossil fuel systems, considering new energy codes, executive orders, and operational costs. They acknowledge the need for more information on energy improvements and their potential savings to make informed decisions and prepare responses for public questions. The committee noted that the town had passed a solar canopy bylaw, but the capacity limits were unclear. They also discussed potential hazardous materials in the Town Hall and Ritter buildings, with Tony confirming the presence of asbestos in the window glazing of Ritter. They discussed the possibility of remnants of underground oil tanks from the old fire station, but concluded that this was unlikely due to the construction of the new Public Safety building in the early 2000s. Michael-Ray proposed working with Bond Council to estimate escalating costs for the project, which is currently estimated at $22.3 million. Greg requested a more detailed breakdown of the costs between the $17 million price tag and the $22 million estimate. Michael-Ray confirmed that the 5% OPM (Owner's Project Manager) fee is standard and not negotiable. Bob Doolittle raised concerns about the impact of the proposed solar panel installation on the viewshed and architectural preservation district. Tony clarified that the architectural preservation district only deals with existing structures, and the impact would be more relevant to the planning board. Michael-Ray suggested that the design could incorporate screening to minimize the impact on the viewshed. Bob also questioned the extension of the parking lot, which could potentially impact the legal right of way. Michael-Ray confirmed that the parking lot's layout could be modified in the construction document phase, but it was not a significant concern in the schematic design phase. Michael-Ray leads a discussion about the town hall project and public engagement. The committee addresses concerns raised on social media, including prioritization of funds, transparency, and project necessity. The committee plans to create a presentation to address these concerns and provide more information to residents. They are looking for someone to take the lead on drafting this presentation using PowerPoint. The meeting was adjourned at 6:49pm, due to a technical issue with the zoom closing. ======================================================================================== DOCUMENT : 2025-03-03-agenda-7081.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2025-03-03 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2025-03-03-agenda-7081.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_03032025-7081 ======================================================================================== ===PAGE 1=== LUNENBURG MUNICIPAL BUILDING DESIGN COMMITTEE MEETING NOTICE Monday, March 3, 2025 – 5:30 PM AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel. A member raised concerns about the budget information and the criticism the committee might face regarding the funding allocated for building repairs. The member emphasized the need to communicate how much time and money has been spent on maintaining the municipal buildings over the past five years. Concerns about public awareness regarding the funds used for maintenance. Emphasis on the need for transparency about expenditures on repairs versus major improvements. The committee discussed the financial investments in the town's buildings, particularly Town Hall and the Ritter building. It was noted that significant funds had been allocated for repairs, but many essential improvements had not been made. Minimal funds have been spent on necessary repairs, leading to deteriorating conditions. The importance of roof repairs and maintenance for the longevity of these buildings was emphasized. Committee members expressed the need to inform the public about past expenditures. The discussion shifted towards the future plans for the municipal buildings. The committee reviewed the architect's report and the proposed plans for the buildings, which included renovation and potential new construction. Consolidation of town functions into a unified space. Creation of additional parking spaces in the Village Center District. Acknowledgment of historical buildings' importance and the need for their preservation. The committee discussed the Brooks House and its future. There was uncertainty about the direction to take, whether to lease, sell, or maintain the building. The need for a clear plan was highlighted. Questions regarding the financial implications of maintaining or leasing Brooks House. ===PAGE 2=== Consideration of community input and potential revenue generation through leasing or selling. The committee addressed the TC Passios building's future. Concerns were raised about its current usage and maintenance costs. The potential for using it as a temporary location during renovations was debated. The building's ongoing use for community activities, including voting and recreation. Discussions about the building's condition and the financial burden of maintaining it. The committee reviewed the financial requests necessary for the proposed renovations and new construction. A high estimate of approximately $22 million was discussed, including contingencies for unforeseen costs. The committee agreed to finalize financial requests and prepare for the upcoming town meeting. It was suggested to have a clear presentation of the financials, including a breakdown of costs and a rationale for the proposed expenditures. The next meeting was scheduled for March 17th, where further discussions on financials and project updates would take place. The meeting was adjourned at 6:48pm, with a unanimous vote. ======================================================================================== DOCUMENT : 2025-03-17-agenda-7104.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2025-03-17 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2025-03-17-agenda-7104.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_03172025-7104 ======================================================================================== ===PAGE 1=== LUNENBURG MUNICIPAL BUILDING DESIGN COMMITTEE MEETING NOTICE Monday, March 17, 2025 – 5:30 PM AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel. The meeting commenced with the chair opening the floor for public comments. No comments were received from the board, APDC representative, or the public. The committee was tasked by the select board to prepare documentation for the disposition of the Brooks House for lease or sale. The town previously voted to keep the Brooks House on- site, focusing on its potential for long-term lease or sale. A minimum compliant size for the property requiring at least four parking spaces. Conveying non-exclusive perpetual easements for additional parking spaces for business customers. Working with the school committee and relevant parties on the report's recommendations. Providing reasonable terms to protect town interests during the sale or lease process. Aim for the property to be available for sale or lease by October 30, 2025. A review of previous reports indicated significant repairs are necessary, including foundation work. Discussions revealed that while the house has potential, substantial investment is required for repairs to make it suitable for leasing. Members expressed mixed feelings about the structure's condition, noting that while there are cosmetic issues, the foundation is relatively solid. Some members argued for demolition, citing the financial burden and the challenges of leasing or selling an old building needing extensive repairs. Concerns were raised regarding the impact on existing library parking spaces, especially during peak usage times. Potential solutions, including converting stormwater retention basins into parking spaces, were discussed. Suggestions were made to consider selling the property to a private individual, which may alleviate parking concerns compared to a commercial lease. ===PAGE 2=== The committee largely leaned towards demolition, indicating that the building might not be a viable option for long-term use. There was a consensus that any plan should prioritize protecting the town’s interests. The committee will draft a proposal outlining options for the Brooks House, including potential subdivision of the property. Members agreed to seek additional input from land use professionals to explore feasible options moving forward. The committee briefly discussed the ongoing issues with the TC Passios building, including environmental concerns and plans for mothballing parts of it. The committee will meet again on the 21st and the 29th at 5:30 PM to further discuss the Brooks House and other related topics. No public comment. Motion to adjourn by Michael-Ray Jeffreys, seconded by Matthew Allison at 6:58pm, unanimously passed. ======================================================================================== DOCUMENT : 2025-04-23-agenda-7182.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2025-04-23 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2025-04-23-agenda-7182.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_04232025-7182 ======================================================================================== ===PAGE 1=== LUNENBURG MUNICIPAL BUILDING DESIGN COMMITTEE MEETING NOTICE Wednesday, April 23, 2025 – 5:30 PM AGENDA In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel. Motion to Approve: Matthew Brenner Seconded by: Greg Roy, Minutes approved unanimously. Public Comments: Matthew Brenner raised a question regarding alternatives to renovating existing buildings, specifically the potential for constructing new facilities on town-owned land. He requested additional background information on past discussions regarding this topic. David Blatt explained that previous discussions had considered both renovation and new construction. The committee’s original charter focused on the TC Passios site as a potential community center and town hall. He noted concerns about the impact of such plans on existing historic buildings, particularly Town Hall and Ritter. Bill Tyler suggested that the 30 School Street site should be considered for new construction, emphasizing the importance of preserving the historical integrity of the Ritter Building. He expressed concern that major renovations could alter the building’s character. David Blatt acknowledged Mr. Tyler’s comments, noting that many committee members share the desire to restore Ritter to its original state. Discussion on Next Steps: David Blatt highlighted the importance of engaging with department heads and gathering input on space needs and functionality. ===PAGE 2=== Action Items: • Conduct site visits to town facilities. • Develop a standardized set of questions for department heads to assess space and service needs. • Ensure that both the Town Manager and Superintendent are included in discussions. Superintendent’s Input on ACE Program: Dr. Fortuna affirmed that the ACE program should remain closely associated with the Director of Special Services, emphasizing the importance of proximity for effective operations. David Blatt asked if the ACE program would benefit from being co-located with town administrative offices. Dr. Fortuna: Responded that while collaboration is important, ACE leadership needs to remain near school administration for daily interactions. Tom Gray: Inquired about the possibility of relocating ACE to the Brooks House. Dr. Fortuna: Expressed concern about the distance from school administration, emphasizing that proximity is critical for effective oversight and student support. Matthew Brenner: Asked about the implications of moving ACE away from the school setting. Dr. Fortuna: Stated that removing the program from its current school environment could hinder communication and responsiveness to student needs. David Blatt summarized the condition of Town Hall and the Ritter Building, noting both require significant updates to meet modern accessibility and functional standards. Ritter Building: Discussion centered on a comprehensive restoration to preserve historical features while improving usability. The committee discussed potential use of Ritter for town functions following renovation. TC Passios Site: The committee revisited the original proposal for a complete renovation of the TC Passios site and considered how that plan would affect the future of Town Hall and Ritter. Minutes from October 20, 2025, were reviewed. Motion to Approve: Tony Sculimbrene Seconded by: Greg Roy. Minutes approved unanimously. No public comments were offered. The committee discussed the warrant article for the upcoming November 18 Town Meeting, which lists a potential presentation. Members agreed they are not prepared to present substantive material in November and prefer to wait until the May Town Meeting following additional public hearings, community engagement, and coordination with the Master Plan rollout. Committee members provided summaries of site visits to Town Hall, the Ritter Building. Town Hall: Strong historic timbers and good structural character. Distinct contrast between historic framing and nearby modern rooftop equipment. First-floor ceilings perceived as low; committee believes suspended ceilings may hide additional height. Measurements required. Chris and Tony to measure ceiling heights and stair geometry. Basement fieldstone foundation is covered with a waterproofing layer, raising concerns about long-term breathability and moisture trapping. First-floor departmental layout may not require major reconfiguration; ADA access and elevator placement remain major design drivers. ===PAGE 2=== Ritter Building Building has strong historic character, notable fireplace, and attractive interior spaces. Multiple grade changes and split-level transitions create significant ADA challenges (three- level elevation change). Structural uncertainty: several interior partitions are non-structural, but at least two major walls appear to be full-height masonry. Chris to verify load-bearing walls, inspect floor deck (carpet test patch), and confirm whether floors are concrete or wood deck. Strong consensus that chairlifts are not acceptable. A full multi-stop elevator is required. Elevator siting options discussed (vault conversion, annex, front-of-building, or external shaft). Seek conceptual options from architect/engineer for elevator placement and circulation. Committee generally agrees Brooks House is outside the primary scope of LMBDC’s current work. Two paths discussed: Sell as residential with deed restrictions and preservation covenants. Retain as part of a connected municipal/civic campus for long-term strategic value. Some members prefer selling; others strongly prefer retaining for campus continuity. Consider recommending formation of a separate committee to study reuse/disposition along with 925 Mass Ave (former gas station). Review of Taylor & Burns Report and Concept Plans Chair shared the Taylor & Burns report and existing floor plans for Town Hall and Ritter. Drawings lacked square footage and full dimensions. These are necessary for space programming and future cost estimation. Chair to re-circulate report; members to request dimensioned plans. Moveable-wall conference room concept was discussed; may or may not be sufficient for Select Board meeting attendance levels. Discussion focused on early conceptual decisions rather than final layouts. Committee reaffirmed its preference for a full multi-stop elevator. Elevator location will significantly affect layout, ADA paths, and cost. Options include: near main public entry, in former vault, in the annex, or as an exterior addition. Three conceptual approaches: 1. Modify existing annex (raise/lower floors, add a second level). 2. Remove annex and build a new two-story addition matching Ritter architecture. 3. Reconfigure interior to reclaim floor area and improve connection between old and new structures. 4. Concerns: excavation, drainage, retaining walls, potential for a “window well” effect, and parking layout changes. Any new entry must account for grade transitions and ADA access. ADA parking locations may need reconfiguration. Greg to share elevation survey data. Committee requested a clear program-of-space and adjacency (“bubble diagram”) to determine essential vs. desired square footage. ===PAGE 3=== Jennifer and Chris to coordinate bubble diagram and program summary before the next meeting. Members expressed strong interest in preserving Ritter and keeping municipal offices in the town center. Exploring an off-site new build is not off the table but considered politically and financially unlikely.
