Minutes from November 17, 2025, were reviewed. Motion to Approve: Anthony Sculumbrine. Seconded by: Matthew Brenner. Unanimously approved. Public Comments: None Key Topics Discussed 1. Spreadsheet / Space-allocation spreadsheet review • Chris Ruth, Facilities Director, created the original spreadsheet listing current staff counts and departmental space. • Tony Sculumbrine presented a revised allocation using an industry standard of 165 square feet per person to generate required departmental square footage (this includes circulation/public access allowance, restrooms, etc.). • Tony color-coded spreadsheet: green = public-facing spaces; non-green = private/non-public staff spaces (e.g., payroll, benefits). Town Manager’s office moved to private/non-public category (not public-facing), contrary to prior assumption. 2. Square-footage totals and rationale • Tony’s totals: public-facing spaces ≈ 2,915 sq ft; non-public/private spaces ≈ 1,685 sq ft (total ≈ 4,600 sq ft before adjustments). • Tony argued his allocations are “mean and lean” compared to the Taylor & Burns design (which had much larger gross-square-foot allocations and many separate conference/waiting rooms). ===PAGE 2=== • Tony noted the 165 sq ft/person figure typically includes support spaces (hallways, restrooms); he advocates using that as baseline to avoid “bloat.” 3. Ritter building vs. 1963 (’63) addition footprint discussion • Greg Roy’s drawing / discussion: the 1963 addition’s footprint ≈ 1,625 sq ft. • Doubling that footprint (by adding a second level, increasing footprint, or adding a basement) would yield ≈ 3,250 sq ft — enough to accommodate public functions based on Tony’s 2,915 sq ft public total. • Original/old Ritter building footprint ≈ 1,400 sq ft per level (≈ 2,800 sq ft total). Tony suggested placing non-public/private functions (≈ 1,685 sq ft needed) in original Ritter, leaving public functions in the modified addition. • Tony proposed possibly filling in a dashed corridor on the plan to create a full rectangular addition; that would add approx. 210 sq ft per level and cost roughly $150,000 per level (≈ $300,000 total for both levels). 4. Cost estimates • New addition size modeled: ≈ 3,200–3,250 sq ft. • Unit cost assumption: $650 per sq ft (Taylor & Burns estimate referenced). • New-construction cost estimate for 3,200 sq ft at $650/sq ft: ≈ $2.2 million. • Specialized demolition (to avoid damaging original Ritter): $1,000,000 for “brick-by-brick” careful demolition of the 1963 addition. • Rehab of remaining Ritter building assumed at $450 per sq ft (Tony Sculumbrine noted this may be higher than Taylor & Burns used). • Combined rough project total (special demolition + new construction + rehab): ≈ $4.5 million. • Tony Sculumbrine emphasized this is a back-of-the-napkin estimate and not a retained/official document. 5. Comparison to Taylor & Burns program • Taylor & Burns had much larger “usable” square footage for many departments, including numerous conference rooms, waiting areas, and record storage allocations. • Examples noted: • Taylor & Burns: Treasurer & Tax Collector proposed 974 sq ft; Tony Sculumbrine’s allocation ~830 sq ft (≈150 sq ft difference). • Town Clerk (with vault/registry of voters/records): Taylor & Burns ~1,000 sq ft; Tony Sculumbrine estimated ~495 sq ft for staff plus ~110–144 sq ft for vault — overall much smaller than Taylor & Burns. • Building Department: Taylor & Burns included waiting room and storage, more than Tony Sculumbrine’s proposed ~330 sq ft. • Committee observed Taylor & Burns numbers appear to be for “usable” departmental space and may not include (or may separately treat) hallways/restrooms; Tony Sculumbrine’s numbers explicitly include circulation/restrooms in the per-person allocation. Committee noted apples-to- oranges comparisons and discussed whether to trim Taylor & Burns allocations or to adopt Tony’s leaner approach. 6. Programmatic decisions and design philosophy • Tony and others advocated for a “mean and lean” allocation (smaller, efficient departmental areas, centralized/shared conference/meeting spaces rather than dedicated rooms for each department). • Discussion of future-proofing: Matthew Brenner urged consideration of future town growth (e.g., planning for administrative needs of a town of 20,000 vs. ===PAGE 3=== current ~12,000). He recommended using a prioritized requirements approach (MoSCoW: Must have / Should have / Could have / Won’t have) when engaging staff. • Several committee members agreed to gather employee input (must/should/could/won’t) rather than presenting a rigid pre-determined plan. • Committee concern that building reuse should not be shoehorned; some members voiced strong reservations that Ritter is the proper building to retrofit described as “square peg in a round hole.” Other members countered that Ritter and Town Hall are historically and sentimentally important and the charter of the committee is to find uses for existing buildings rather than build a new facility. 7. Accessibility and meeting spaces • Relocating selectboard/public meetings to Town Hall first floor (improves accessibility vs. current meeting location in Ritter which requires using a chairlift for handicapped access). The suggestion: PAC (Public Access Channel) remains on second floor of town hall; selectboard and other public meetings on first floor to improve accessibility. • Discussion of keeping meeting spaces centralized and accessible to seniors and people with mobility challenges. 8. Storage concerns • Committee members expressed concern about reducing departmental storage (records, registry of voters, archive space). Several departments historically required significant storage; others noted move toward digital storage could reduce physical footprint needs, but employee feedback required. 9. Site and geotechnical constraints / addition location • Question raised whether the addition must be built on the 1963 annex side of Ritter or could be on the opposite (School Street) side; issues include subsurface conditions and ledge on the non-annex side, complicating excavation. Using the existing 1963 side has known subsurface conditions and may be less risky/costly. • Committee discussed the option to salvage portions of the 1963 edition and build up (two-story addition) rather than full demolition; potential to save costs. 10. Fiscal/contextual constraints and town appetite for debt-excluded projects • Based on master-plan steering-committee work, the town will do at most three debt-excluded capital projects over the next 10–15 years (e.g., Marshall Park, Turkey Hill, administrative facilities). A very large $22M+ town-admin building project likely would not pass. • A combined solution for Ritter + Town Hall that comes in “around eight figures” (i.e., roughly mid- to high single-digit millions), not $20M+. A ~$4– 8M project has higher chance of town approval. • Importance of a fiscally responsible plan that addresses uses for existing historic buildings while improving employee work environments. Decisions / Actions / Next Steps • Committee consensus: proceed to engage town employees for input (clarify whether to present a pre-set allocation number or start blank). • Committee agreed employees should be consulted. • Subcommittee (staff-engagement) to form and meet to prepare questions: members Laura, Matt, and Dave (Greg Roy as alternate/technical advisor). • Subcommittee meeting scheduled: ===PAGE 4=== • Date/time: Tuesday the 10th at 1:00 PM • Purpose: prepare questions for staff and gather must/should/could/won’t requirements. • Note: Greg will be an alternate to avoid quorum posting issues; the three primary members are Laura, Matt, Dave. • Full committee next meeting: March 2 (committee to meet again). • Committee agreed to avoid presenting a $20M+ option to the public and to aim for a more modest cost solution. Public Comments: None. Motion to Adjourn: Anthony Sculumbrine. Seconded by: Tom Gray. Unanimously approved. Meeting minutes from February 2, 2026 were review and approved 5-0-3 with Greg Roy, Laura Brzozoski, and Kristina Masaitis abstaining. Public Comments: None • Committee briefed on town manager and Select Board Chair’s guidance: perform thorough due diligence with the following priorities 1. First preference: evaluate reusing existing buildings (reuse analysis). 2. If reuse is impractical, evaluate modifications to existing buildings. 3. If modification is infeasible, develop concepts for a new building (square footage, floors, programmatic needs). Questionnaire development General objectives agreed: • Develop a concise, prioritized questionnaire for department heads covering staffing, space needs, accessibility, storage, technology, public interaction, and future growth. • Balance gathering accurate information with minimizing staff burden. • Town Manager to review and distribute questionnaire. Discussion points and action items: • Committee agreed questionnaire should rely primarily on short, objective responses using checkboxes, numeric fields, and limited comment sections. • Proposed categories included staffing, space evaluation, technology, storage, ===PAGE 2=== accessibility, public interaction, collaboration, meeting space, and future growth. • Dave will revise the questionnaire based on committee feedback and circulate an updated draft. Members will send comments directly to Dave to avoid Open Meeting Law concerns. • Key data points discussed included staffing levels, remote/in-office work, future staffing projections, adequacy of current space, storage requirements, meeting space usage, workflow patterns, and digitization capabilities. • Committee emphasized distinguishing secure, archival, climate-controlled, and daily-access storage needs. • Accessibility beyond minimum ADA compliance was identified as a priority. • Members discussed minimizing duplication of existing data and reducing workload for department heads by using prior studies where possible. • Committee discussed current records storage concerns at TCP due to roof/water issues and the need for long-term secure storage planning. • Discussion also included displaced TCP tenants, PAC/TV space needs, and evaluating whether regional partnerships may be preferable to constructing new specialized municipal studio space. • Committee noted architectural professionals may be needed to help interpret responses and refine future building program recommendations. Committee members asked to send feedback directly to Dave (not on an open forum) to avoid open meeting law concerns. Committee anticipated presenting a final questionnaire-ready draft for approval at next meeting (March 30, 2026). Next Meeting: Monday, March 30, 2026 Public Comments: None. Motion to Adjourn:. Public Comments: None No minutes were reviewed. Subcommittee / Survey Update • Dave reported survey work delayed because Town Manager has been occupied with budget/override; requested to wait until after Saturday (town meeting) to proceed. • Town Manager supports doing an electronic survey to allow easy consolidation. • Survey design intention: mostly checkbox/yes-no items with a few open-opinion questions for quick analysis. • Timeline concerns raised: Dave and others expressed urgency to avoid lengthy delays desire to have survey results before fall special meeting; Tom committed to meet with Town Manager next week to move survey forward. • Action: Dave to finalize and send survey draft. Target: distribute and begin analysis in May; tentative results discussion by third Monday in May (May 18 meeting). 4. TC Passios (TCP) Status and Discussion • Reported decision: TCP groups to vacate building; PAC to rent space at Fitchburg Center. • Cost estimates presented (from Chris Ruth): roof repairs for gym/food pantry/restrooms ~ $600,000 (rounded); replacing leaking boiler could push total toward ~$1,000,000. These figures discussed and questioned by members. • Points raised: ===PAGE 2=== • Some members argued TCP could be repurposed as community center/gym/senior and teen programming space; TCP contains pantry and kitchen used by many families and functions with community value. • Others stressed repeated prior studies and high projected full-renovation cost (~$30M for full modernization years earlier) and voter resistance to expensive projects; concern about continuing to spend on studies/plans that may not pass. • Health/safety issues noted at TCP: water intrusion, mold, asbestos and other hazards; past appropriations (special town meeting 2024) for partial roof repair (~$300,000) were not used after further assessment identified additional issues. • Logistical items if TCP closed: long-term storage and voting functions currently housed at TCP need relocation (schools were suggested but members noted logistical burdens and space limits). The need to identify alternative storage (e.g., Brooks House questioned due to elevator/ground-floor constraints) was emphasized. • Concern that leaving buildings vacant (Ritter, Town Hall, TCP) without clear reuse plans is poor asset management. • TCP vacating is imminent; PAC renting offsite (Fitchburg Center). • Committee members urged better cost-analysis specifically for preserving select TCP sections (gym, kitchen, pantry) versus new construction and to include potential private/partner funding options. Ritter and Town Hall (Town Admin Functions) — Master Planning • Committee charter requires investigating options to consolidate town administrative functions (Ritter, Town Hall, TCP) into an efficient, single or combined solution. • Options discussed: • Renovation/annex to Ritter vs. new building vs. reuse of portions of TCP. • Need to determine required square footage and functions to support long-term operations, storage, voting, senior and teen services. • Consensus points: • To produce a plan that voters will support, committee should prioritize cost- effective solutions using existing buildings where feasible, preserve historic buildings where possible, and clearly state reuse plans for buildings left behind. • The committee must present a credible, cost-conscious plan with options for voter consideration at a fall town meeting. Turkey Hill School / MSBA Process • Laura reported MSBA application process will begin next cycle (next year). Superintendent chose not to rush application this year. • MSBA process overview: identify educational needs first, then evaluate the building’s ability to meet them; process may take many years (often a decade from start to completion). • Committee noted Turkey Hill could be a candidate for future repurposing (community center) if a new school is built, MSBA often steers toward new construction. Building Assessments and Grants • Committee noted free/comprehensive building assessments are underway (public safety building done; Turkey Hill pending) to determine system ages and replacement timing and to pursue grants/free funds for weatherization/efficiency upgrades. Minutes from March 9, 2026, and April 27, 2026, were reviewed. Motion to Approve: Tom Gray. Seconded by Anthony Sculumbrine. Unanimously approved, one abstain, Kristina Masaitis. Public Comments: None Department Head Survey Update David Blatt reported that the department head survey had been delayed due to staff absences but was expected to be distributed immediately. Responses are anticipated prior to the next meeting. The survey is intended to gather information regarding: • Department operational needs • Adjacencies between departments • Shared and individual meeting space requirements • Privacy considerations • Storage requirements • Preliminary square footage needs The Committee agreed that collecting updated information from department heads is the most important next step in determining future municipal space requirements. Discussion of Potential Municipal Building Options David Blatt reported that discussions with Town leadership have identified two concepts for future evaluation: ===PAGE 2=== 1. Renovation and continued use of the Ritter Memorial Building for municipal functions. 2. Potential use of the former TC Passios School property for a future municipal facility. The Chair emphasized that the Committee's current focus should remain on determining departmental needs and space requirements rather than selecting a final site. Discussion of Budget Climate and Community Sentiment Committee members discussed the impact of the recent override vote and concerns regarding the community's willingness to support major capital projects. Members expressed concern that: • Residents may prioritize school funding and operational needs over new municipal building projects. • Additional debt-funded projects may face significant challenges in the current financial environment. • The Committee should be cautious about recommending costly studies or design efforts without clearer community support. Several members emphasized that the Committee's role should be to establish documented needs, space requirements, and potential options so Town officials and voters can make informed decisions. Discussion of Turkey Hill School and Long-Term Planning Committee members discussed whether the future of the Turkey Hill Elementary School property could affect municipal building planning. Discussion included: • The anticipated multi-year MSBA process. • Potential future reuse scenarios if Turkey Hill is eventually vacated. • The need to coordinate long-term planning efforts with future school facility decisions. Members acknowledged that decisions regarding Turkey Hill remain several years away and should not delay the Committee’s current assessment of municipal space needs. Focus on Needs Assessment and Space Planning The Committee reached consensus that its immediate priority is to: • Complete the department head survey process. • Establish current and future space needs. • Determine departmental adjacencies and operational relationships. • Develop preliminary square footage requirements. Members discussed the importance of using current data rather than relying on previous studies, noting that many departments have changed operations significantly through digitization and evolving workflows. The Committee also discussed the possibility that some municipal functions could potentially fit within the Ritter Memorial Building with creative space planning and limited renovations, though updated survey data is needed before conclusions can be reached. Next Meeting The Committee agreed to meet again on June 15, 2026, with the expectation that survey results will be available for review and discussion. Minutes from June 1, 2026 were reviewed. Motion to Approve: Laura Brzozoski. Seconded by Tom Gray. Unanimously approved, one abstain, Greg Roy. Public Comments: None Survey Review — Overview and Process • Committee intends to review departmental survey responses in detail, refine questions, and request clarifications where needed. • Two departments still outstanding on survey response (assessor and accountant); Brian will follow up with the town manager to obtain them. Department-by-Department Findings, Questions, and Actions Town Clerk • Current issues: variable daily visitor counts (higher at voting times), limited counter space, need for secure storage/vault, and storage for voting equipment currently held in an enclosed trailer. • Suggested solutions: shared waiting area for first-floor public-facing offices; small private rooms/conference rooms to serve as temporary voting booths; vault/secure storage either dedicated or shared (town clerk strongly prefers private vault). • Action items: Determine square footage required to store voting equipment and clarify department interactions/flow with other offices. Treasurer / Tax / Accounting / Payroll ===PAGE 2=== • Staffing: three full-time in office (one private office, two open workspaces); expect temporary increase (+1) at tax time. • Needs: more counter space, secure area for cash counting, locked storage for permanent records, cameras currently used and required, digitization concerns (desire to retain paper backups). • Questions raised: define “vault” and security level required (fire-rated vault vs secure room), quantify storage needs (file cabinets vs cubic feet), clarify frequency/accessibility requirements for stored records, and whether a private room could be shared or must be dedicated for cash handling. • Action items: Obtain specific quantities (number of file cabinets, cubic feet, square footage) and clarify security requirements & visitor counts. Human Resources • Current: one staff person in the town manager area; low public interaction; modest storage needs (personnel files), occasional meetings (up to three people). • Needs: accessible off-site storage acceptable; confidential meeting space may be shared with town manager. Personnel committee exists on paper but has not been active recently, public meetings generally possible in standard meeting rooms. • Action: Confirm private meeting space availability and overlap with town manager needs. Town Manager • Current: approximately 450 sq ft office + ~120 sq ft storage; many pop-in visitors; requests private meeting space for up to six people and a larger meeting room (12+ seats / up to 20 people) for cross-department meetings and auditors. • Action: Consider one larger multi-use meeting room in planning; clarify counter/barrier preference for visitor screening. Conservation • One staff in office (approx. 187 sq ft), needs counter area, space to spread plans, modest storage (permits). • Most meetings virtual; limited expected staffing growth. • Action: Clarify storage types (file cabinets vs flat plans) and interdepartmental workflows. Planning / Land Use • Two staff daily; present footprint ~750 sq ft (including a conference room); most records digitized — older records could be offsite; many visitors; need a small conference room (6–8 people) with display/screen for plan review and collaboration across land use, planning, conservation, and building departments. • Action: Confirm maximum meeting sizes and AV/display needs. Facilities / DPW / Buildings • Offices split between Ritter and DPW; primary need: dedicated shop/storage space for equipment and supplies (current storage is ad hoc: trailers, boiler rooms). • Options: dedicated shop could be on DPW lot or included in any new facility; Brooks House not ideal for shop use. Veterans’ agent (did not respond to survey) requires easily accessible space for seniors and soundproofing for privacy on a single-day weekly schedule. ===PAGE 3=== • Action: Evaluate offsite DPW lot or new building options for shop/storage; follow up for veterans agent needs. Building Department • One full-time office person; four field staff; expects to add another building inspector; prefers a conference/display area for plans; records largely digitized; current office ~350 sq ft including counter. • Storage expressed as cubic feet — committee prefers converting to file cabinets or interpretable measures. Board of Health • One full-time staff; shares 179 sq ft, including 14 filing cabinets (paper records); digitization could reduce space needs but has not been completed yet. • Action: Confirm precise filing cabinet counts and file types; plan for digitization support. Recreation Department • One staff in office (20 hours/week) with substantial seasonal/temporary lifeguard staff; main need: public-use spaces (gym, multipurpose rooms) for programs, storage not a major concern. • Major challenge: lack of suitable indoor space since loss of TCP; existing practice of borrowing school/gym space is becoming unsustainable. Decisions Needed • Storage clarity: committee concluded that departments should report storage needs by number/type of file cabinets, flat files, or cubic feet and note frequency/access needs (daily vs monthly) and access proximity. • Security clarification: for departments handling cash or sensitive records, define requirements for vault/secure room (fire rating, access control, cameras). • Adjacency and co-location: discuss which departments must be adjacent (e.g., accounting/treasury) and where shared resources (meeting rooms, counters, public waiting areas) can reduce footprint. • Digitization: many departments are digitizing records, reducing on-site storage if supported by town-wide digital storage and IT planning (server closet vs centralized digital services). • Meeting spaces: single larger multi-use meeting room (12–20 capacity), multiple small confidential rooms (for private meetings, cash handling, HR), and a land-use conference room with AV for plan review recommended. • Fiscal constraints and scope: significant concern about funding appetite for new construction; committee emphasized planning for cost-effective options (renovation, re-use of existing space, modest capital projects) and realistic long-term planning (50- year horizon vs piecemeal band-aids). • Possible near-term alternatives: use of town hall basement for controlled long-term storage; explore DPW lot or dedicated offsite shop; Brooks House unlikely to be cost- effective for shop conversion. Next Steps and Action Items • Committee to re-ask select clarifying questions to departments (storage quantified as file cabinets/type; frequency of access; visitor counts; security details). • Compile existing blueprints and previously collected square-foot data to compare current usable area vs reported numbers. ===PAGE 4=== • Begin consolidating realistic square-footage requirements (including shared meeting rooms, storage, and shop space) rather than forcing fit into current buildings. Public Comments: None Chair distributed and shared a spreadsheet summarizing previous space studies and current needs analysis. Facilities / Square Footage Analysis • Current usable office space estimated around 4,225 sq ft; past proposals ranged from ~5,000 to ~5,665 sq ft for office areas. • Projected office need (excluding meeting spaces, elevators, bathrooms) still ~5,600 sq ft; overall building likely ~8,000 sq ft once shared meeting spaces, elevators, restrooms included. • Trend identified: over time personnel space requests decreased in many departments; record storage demands drove much variance. • Building Dept. largely digital; minimal physical record storage required. Some departments report existing large storage areas that may not be necessary. • Chair will refine staff-by-area allocations and follow up with departments for clarifications. Space Planning Concepts / Adjacencies • Bullpen (open/shared workspace) concept broadly favored to increase flexibility, cross-coverage, and staff interaction; recommended for departments with low headcount or intermittent public-facing needs. ===PAGE 2=== • Town Clerk function considered distinct due to high public foot traffic and elected status; recommended to remain prominent/public-facing but could be adjacent to shared counters to allow cross-coverage. • Suggested clusters: planning, building, board of health, conservation to be collocated for adjacency and shared public counter. • Recommendation: large transaction counters allowing multiple staff to serve the public; several shared small meeting rooms (4–6 people) plus one larger meeting room for boards/committees (~12–20 people). • Approximate planning metric referenced: 160 sq ft per person as starting guideline. Department Feedback / Missing Information • Several departments (assessors, accounting) have not returned updated surveys; town manager not yet provided clarifying information about storage needs (file cabinets vs. sq ft). • Chair asked committee to obtain further department input before finalizing allocations. • Discussion on whether assessors/principal assessor need private offices versus use of small conference rooms with adequate soundproofing. Design Process and Professional Support • Proposal discussed to hire an architect/consultant to produce conceptual drawings based on committee square footage numbers. Estimated approach: buy a block of consultant hours (example: 40 hours @ $150/hr ≈ $6,000) to generate preliminary concepts. • Committee members supported engaging a professional (architect or qualified consultant) to create visuals for staff review; some members willing to do a preliminary “paper napkin” layout first. • Concern raised about procurement/timing. Committee agreed to await Select Board composition. Ritter Building / Annex Constraints • Ritter building has multilevel entry and accessibility challenges; creating an ADA- compliant primary entrance and circulation is a significant design constraint and potential cost driver. • Annex footprint viewed as well-suited to needs but has energy-efficiency and envelope issues (windows, insulation, tall ceilings). • Unknown subsurface conditions (ledge) on the side near the historical society could affect cost and feasibility of expanding parking or shifting entrances. TC Passios (Community Building) — Scope Concern • Some members asserted TC Passios must be included in committee review because it currently houses storage, voting operations, and community activities (teen club, food pantry, senior activities). Concerns raised about town manager’s plan to close TC Passios for safety reasons (mold, asbestos, roof, heating problems). • Committee agreed TC Passios should be placed on a future agenda to review facility condition; recommended inviting facilities manager to present findings and to conduct a site visit as a committee. • Debate over town obligations regarding potential school expansion on Turkey Hill / TC Passios site; consensus that a holistic plan for town properties is needed. ===PAGE 3=== Meetings & Next Steps • Chair will continue refining the spreadsheet, pursue missing departmental surveys, and push town manager for clarifications on storage and staffing data. • Chair will request the Select Board discuss town buildings at their July 14 meeting; committee members plan to monitor and participate in that discussion. • Committee to place TC Passios condition review on a future agenda and schedule an on-site review with facilities manager. • Committee agreed to target July 20 for the next meeting (third Monday), pending Select Board outcomes and additional input. Other Business • Discussion of potential interim/alternative community space solutions (example: geodesic dome for gym activities; preliminary cost estimate discussed ~ $50k for a 30x75 structure). • Suggestion to consider creating a permanent town building committee to coordinate capital planning across municipal properties (master-plan approach recommended). Lunenburg Municipal Building Design Committee (joint session with Select Board) Municipal Building Design Committee portion opened at 7:05 PM by Chair David Blatt. Joint briefing/workshop on energy programs and incentives (Mass Save / Mass programs) and focused discussion of TC Passios condition, uses, and next steps under the committee charge. Brooks House and municipal space program needs were discussed as related items. Presentation: Mass Energy / Mass Save Programs (presenter: Dave) • Overview: Summary of Mass Save / state program incentives and technical assistance for new construction and major renovations (focus on electrification, heat pumps, low energy use intensity targets, verification incentives, and technical assistance). • Key program points: • Three incentive/technical-assistance paths for major renovations or new construction: (1) all-electric / net-zero pathway; (2) whole-building energy- intensity pathway (for buildings up to ~50,000 sq ft); (3) high-performance renovation pathway (less aggressive). • Incentives available for technical support, modeling, mid-design review, post- occupancy verification; sponsor (utility) support; potential incentives up to ~$2.75–$3.00/sq ft tiers and verification support (caps typically referenced at ~$3M). • Heat-pump and electrification incentives: air-source, VRF, and ground-source incentives (amounts per ton noted); incentives for insulation, lighting controls, building envelope improvements, and equipment upgrades described. ===PAGE 2=== • Mass program resources: project expeditors, vendor lists, product portfolio prioritization (PPP) and comprehensive building assessments (CBA) — technical assistance free/discounted via program; municipal energy manager program grants available (e.g., funding for a municipal energy manager position/shared regional position). • Takeaway for committee: Engage utilities/PEX expediters early; pursue CBAs for candidate municipal buildings; many municipal retrofit/new-construction projects will likely qualify as "major renovations" under program rules — technical assistance can offset analysis costs. Transition to Workshop — Focus on TC Passios • Chair outlined workshop plan: understand building condition, current status, options (renovate, partial rehab, demolish, new build), and align committee work with municipal program needs and community uses. • Committee emphasized need to align on (a) municipal/town-office space requirements (square footage and program), (b) school needs (Turkey Hill), and (c) community uses (teen center, food pantry, senior uses). Current Status & Facilities Report (presented by Chris Ruth, Facilities) • Operational status: • Building mostly decommissioned after school department vacated; remaining active uses (as of update): food pantry (still using space), town file storage (a few classrooms used), and temporary election-related storage (moving to trailer). Gym and general public uses largely closed. • Recent storms and seasonal weather have increased leaks and deterioration in multiple sections. • Major deficiencies (summary of issues reported): • Roof in failing condition; estimate to replace portions to stop ongoing water intrusion ~ $1.1M–$1.4M (estimate may have risen since estimate date). • Boilers: oversized, inefficient, system failures noted; state boiler inspection failure recently identified (repair costs cited in low thousands for immediate repair but larger systemic costs to make reliable). • HVAC and controls: antiquated controls (Windows XP), units unmaintained, mold/air-quality concerns in portions of building. • Electrical: degraded distribution, leaking transformers inside building, fuse/breaker issues. • Asbestos abatement and lead paint remediation required for any renovation — estimated in the high hundreds of thousands to ~$800k–$1M (remediation unavoidable and cost-increasing). • Sprinkler coverage incomplete; water intrusion and flooding in closed wings; interior structural/finish degradation; proprietary door systems with parts unavailable. • Building envelope, windows, and insulation outdated; many systems at near- failure condition. • Financial/historical context: • Prior capital appropriations discussed: complex history of funds proposed/appropriated for roof repairs ($300k appropriation from FY23 capital plan was double-counted/adjusted; no currently available appropriation for full roof replacement). Town meeting action corrected capital records; no ===PAGE 3=== unrestricted funds currently reserved specifically for comprehensive TCP roof replacement. • Past studies and cost estimates referenced (previous renovation/new-build cost estimates historically very high — tens of millions for full renovation or new construction). • Immediate operational note: There is effectively 0% chance building will be usable this coming winter without immediate, substantial work (procurement timelines preclude quick fixes). Committee Discussion — Programmatic Needs vs. Building Condition • Recurrent themes: • Committee should define programmatic needs (town administrative offices: square footage, shared conference/common-area needs) before deciding whether to preserve/renovate/build new. • Community uses currently housed in TCP — teen center, food pantry, Eagle House (overlap municipal/community) — create programmatic gaps if TCP is removed; committee must consider these needs and transition plans. • Financial reality: substantial costs for remediation/renovation/demolition; demolition also carries significant cost (previous demolition of smaller building in 2023 cost $775k; TCP demolition expected to be substantially more). • Historic planning context: Turkey Hill school project (MSBA timeline) and town capital priorities (master plan) strongly influence timing and feasibility of any TCP decision. • Several members (including Facilities Director and some committee/select board members) argued building is severely deteriorated and likely not worth renovation; land value and future flexibility favor demolition and new construction if/when funding permits. • Other members stressed the need to analyze options — partial demolition/retain gym and food pantry wing, renovate limited portions, or pursue redevelopment with private partners (e.g., senior housing with community access). They urged preparing cost comparisons for (a) full demolition, (b) partial demolition + targeted renovation, and (c) renovation/new build. • Consensus that more analysis and stakeholder engagement needed (Town Clerk for voting/storage needs; food pantry and teen center for community-use needs; school administration for Turkey Hill timing). • Repeated caution: any building work will trigger full code compliance and high remediation costs (asbestos, ADA, mechanical/electrical), so partial band-aids may be ineffective and expensive. • No formal roll-call vote recorded specifically during the joint session on final disposition of TCP that night; however committee direction / consensus items to carry forward were established. (Committee planned to return to formal votes at a subsequent meeting after defined analysis steps.) • Action items and near-term directives agreed by the Municipal Building Design Committee: 1. Facilities (Chris Ruth) to prepare cost estimates and options for FY28 / next capital planning cycle: ===PAGE 4=== • Prepare a cost estimate for roof replacement (approx. $1.1M–$1.4M ballpark) — if committee/Select Board intends to preserve building in short term; include asbestos remediation impacts and contingency. • Prepare demolition cost estimates (including asbestos abatement and full demolition) and timing/options for demolition funding (capital article/town meeting or other funding mechanisms). • Prepare estimated costs for partial preservation scenarios (e.g., gym/cafeteria/food pantry wing preservation/renovation) and rough ranges for mechanical/electrical replacement and code upgrades. • Deliver these estimates in time for capital planning discussions and to inform Select Board direction (target timeframe: develop details between now and October, for capital planning and potential inclusion on next town meeting/capital cycle). Committee to define municipal program needs and square-footage requirements: • Committee to develop a consolidated list of municipal space needs (offices, records storage, vault, voting storage/operations, conference/meeting rooms, common areas) and to quantify required square footage (program-first approach). • Committee members agreed to collect and consolidate department input (prior questionnaires and staff feedback referenced as helpful baseline). Committee to focus on needs vs. wants; prepare a working square-footage target to inform renovation vs. new-build feasibility. Stakeholder engagement: • Town Manager / Facilities to engage Town Clerk about elections, vault, and storage needs for municipal consideration. • Engage community stakeholders (Food Pantry, Teen Center, Eagle House, Council on Aging) to document program needs and transition options if building were closed/demolished. Tours and site visits: • Committee agreed a mandatory site tour of TCP for committee members was appropriate; Select Board to schedule building tours the week of Aug 10 (or week after) — committee to participate; tours to include assessment of hazardous areas and necessary waivers/PPE as appropriate. Committee scope / charge clarification: • Committee reaffirmed that its charge allows analysis of TC Passios and other town-owned buildings and that municipal workspace, school uses, and community uses are within the committee’s remit. Committee and Select Board agreed a comprehensive, prioritized approach to town facilities is necessary. Communications / public process: • Committee to plan public information sessions / outreach (not limited to Town Meeting) to present options and solicit community input on design permutations and funding appetite. Committee discussed non- binding public polls / info sessions as tools to test sentiment before formal appropriation votes. Next meeting scheduling: ===PAGE 5=== • Committee set next meeting date options: Members discussed meeting availability; consensus reached to schedule the committee’s next meeting (in-person with Zoom option) for Monday, August 3 (time and location to be confirmed; planning for broader agenda: municipal square-footage needs, preliminary cost estimates, stakeholder input). (Committee chair to circulate formal meeting notice/agendas.) Public comment: • Kim Duffy (member of public, participant in master plan) commented in support of committee making timely decisions and offering that public education/engagement is important; referenced Mass Save presentation and suggested measured electrification strategies across multiple projects may be beneficial. Adjournment • Chair closed the Municipal Building Design Committee Motion to Adjourn: Laura Brzozoski, seconded by Anthony Sculumbrine. Unanimously approved. The meeting adjourned at approximately 10:00 PM. ======================================================================================== DOCUMENT : 2026-08-03-agenda-7933.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2026-08-03 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2026-08-03-agenda-7933.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_08032026-7933 ======================================================================================== ===PAGE 1=== Planning Board Conference Room Ritter Building 960 Massachusetts Ave Monday, August 3rd at 5:30PM In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel. Minutes: Motion to approve minutes of July 28, seconded and approved unanimously. Motion to approve minutes of August 3, 2026, seconded and approved unanimously. Public Comments: None Walkthrough Report (Ritter / TC Passios) • David Blatt apologized for missing the walkthrough; has visited Brook’s House and TC Passios after recent rains. • Key observations: • Significant volume of records stored at TC Passios. Town Manager unable to estimate how much could be reduced by digitization. Need to determine where stored material will be relocated; storage volume described as substantial (estimate: roughly three classrooms, stacks 3–4 feet high in multiple classrooms). • Roof condition: Despite leaks, wooden roof deck largely in good condition; minimal decking replacement may be required. Andrew Gillis (architectural preservation commission member/structural civil engineer) concurred that deck appears in decent shape, positive sign for renovation options. • Discussion: Planning department historically contributed most to paper volume; most planning records (including large plans) can be digitized but require specialized scanning equipment. Digitization funding referenced in capital plan; progress unclear ===PAGE 2=== but funds allocated (fiscal 2026). Need to obtain department-specific retention requirements and frequency-of-access to determine true storage needs. Space Needs / Square Footage Discussion • Project scope: Town administration building planning, planning target assumed ~30 employees (conservative planning number) and 10 visitors at peak. Police and Fire excluded. • Reference document reviewed (Town hall space needs working document): • Typical space guidelines: workstation/cubicle 50–80 sq ft; private offices ~100–125 sq ft; public service counter 80–120 sq ft; conference rooms: 20–25 sq ft per person (6-person ~120–150 sq ft; 8-person ~160–200 sq ft). Circulation/support adds ~30–40%. • Total building square footage guideline per referenced quick-planning: ~6,300–8,400 sq ft. Ritter current footprint ~5,740 sq ft; adding annex (~1,300 sq ft) could bring total into that range (~7,000 sq ft for two-story annex). • Staffing assumptions: • Current town staffing ~20 (pre-budget cuts); committee used 30 as planning figure (comfortable buffer). Building department may expect personnel change; others mostly stable. • Discussion on possible part-time/shared staffing between Ritter and Town Hall as overflow/fill. PACC (Public Access Cable) Space Uncertainty • PACC location unclear: currently operating out of "Eagle House" semi-permanently; question whether PACC will need studio/control room space in Town Hall or remain at Eagle House. • Cable contract renewal/negotiations will affect PACC funding and staffing. Committee recommends PACC provide best-case / worst-case scenarios for future funding and space needs so planning can accommodate likely outcomes. Cable Advisory Committee beginning negotiations. • Recommendation: Invite PACC/Land Use Director (Steve Wallace) to next meeting to clarify PACC intentions and space requirements. 7. Conference Rooms and Meeting Spaces • Majority of departments requested small conference rooms (6–8 persons) for typical meetings. A town-level larger conference room desirable for management/all-hands (capable of 18 people; full 30-person meetings likely held in Meeting Hall). • Proposed distribution: • First floor (public-facing): multiple small conference rooms for public interactions (suggested 2–3 six-to-eight person rooms). • Second floor (non-public): planning/building to have 1–2 six-to-eight person rooms, plus one larger town conference room. • Concerns: • Balance between providing enough conference rooms for concurrent public- facing needs and avoiding underused rooms that tie up square footage. • Need to gather data on meeting frequency, meeting hours/week per department, peak meeting times, and seasonal peaks (e.g., tax payment quarters, dog licensing, early voting) to inform number/size of rooms. • Suggestion: collect meeting-hour data from each department using a clear definition of meeting. • Consider hybrid approach; allow conference rooms to be convertible to private offices if needs change. Counter / Reception Layout and Public Flow ===PAGE 3=== • Discussed shared counter model vs. dedicated counters per department: • Shared reception/counter for quick acknowledgment and triage recommended; this would minimize need for separate counters for each department. • Distinction clarified between counter (transactional) and reception area (triage/referral). • Recommendation to conduct a time-and-motion / observational study during peak periods (end-of-quarter, tax season, dog-license season, early voting) to document visitor flows and counter demand. Suggested using temporary staff / students to record flows. • Architect/designer to develop optimized counter layout during design phase. Records Storage & Digitization Strategy • Confirmed substantial stored paper records at TC Passios; need to determine: • Which documents must remain physical by law, and required retention periods. • Frequency of access to paper records (to inform on-site vs. off-site storage decisions). • Which records are cost-effective to digitize (consider retention horizon, e.g., documents that must be kept only a short remaining time may not be worth digitizing). The next meeting was scheduled for Monday, August 31, 2026, at approximately 5:30 PM. Motion to Adjourn: Anthony Sculumbrine. Seconded by Tom Gray. Unanimously approved. The meeting adjourned at approximately 6:58 PM. ======================================================================================== DOCUMENT : 2026-08-31-agenda-7983.txt BOARD : lunenburg-municipal-building-design-committee DATE : 2026-08-31 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/lunenburg-municipal-building-design-committee/2026-08-31-agenda-7983.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_08312026-7983 ======================================================================================== ===PAGE 1=== Planning Board Conference Room Ritter Building 960 Massachusetts Ave Monday, August 31st at 5:30PM In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel.
