There was a s econd and a roll call vote which was unanimous . OVERVIEW OF MASTER PLAN PROGRESS – Adam s ta ted the Master Plan is governed by general laws and is ideally reviewed every 10 years. The p rocess takes 2 years to complete so the review could re alistically be done e very 15- 20 years. The Master Plan is a living document which set s lofty goals and objections to achieve a vision for the town. They have r etained OverUnder Associates and R KG as consultants to lead the process. R ami (OverUnder) introduced his company and d escribe d how the plan is put together . They will l ook at the town , make recommendations and l ay out a suggested roadmap. The p lanning process consists of discovery, recommendations and the report. The process b egan in April and they are still in the discovery phrase. They w ant to have more community engagement by attending events such as the Farmer ’s Market s and Homecoming . A website called planlunenburg.com is being developed and will serve as a clearing house for information about the Survey and the next public meeting in late October /early November . They requeste d to have a steering committee comprised of town representative s to test their ideas. Adam stated the steering committee is the champion of the p lan and the next public meeting will show some of things they have documented about Lunenburg. Rami added they will develop a community engagement plan and existing conditions report. He w ant s to get discussions going through various exercises to work on g oals and a vision for the town . DISCUSSION OF MEETING SCHEDULE – The committee discussed options for a meeting schedule and Jo eci suggested once a month in the evening. P UBLIC C OMMENT – Tony Sc ulimbre ne (Architectu ral Prese rvation District C om .) stated he is interested , as an engineer, in the plan and had some q uestions . He asked where the Community Engagement Plan is located and Rami replied they have discussed it with P lanning B oard but has not been posted yet. The website will be u p and running in 2 weeks. Tony asked if the survey process will be active or passive and Rami replied there will be active recruitment at many events. Tony inquired why there is a legislative require ment for a Master Plan every 10 years but it is not being met by ===PAGE 2=== communities. Adam replied it is an unfunded mandate and the s tate does not enforce it. R ami added that more funding has been released recently to encourage master planning. Also it is important for Lunenburg to do a plan because it is moving from a rural community to something else. They need to f igure out collective values and identify initiatives to move the community forward. Tony also asked h ow the steering committee was formed and Adam replied the P lanning B oard put out a charge and solicited volunteers from the committees listed. There will be 6 A t- L arge members , with 2 appointed and 15 committee members . Motion made and seconded to adjourn at 6 :58pm . A Roll Call Vote was taken and was un animous . OverUnder, RKG and Anez will create 2 teams. One team will set up a table during Homecoming at the Boys and Girls Club, next to the Lions Club. They will have some info-graphics, surveys, and bookmarks with the QR code for the survey. They will also attend the Monster Midway at Shrieks & Krieks, to engage more people with kids. Adam said the first big public forum will be held 11/2 in the Library’s community room. They plan on setting the model up and the existing conditions report should be available. The LBA will be running Trunk or Treat 10/28. Joeci noted it will be a walk through this year and a good opportunity to give out promotional material since a lot of adults attend. Joeci will distribute surveys from her trunk and encourage others to do so. Rami is also interested in having a table there and he said the model would be available for 11/2. Adam said the design files are done for the model. It will be a 5’ x 7’ model of the town of Lunenburg and it will be an exaggerated z-access topographic to show various elevations in town. It will have a clear Lexan top with streets and significant buildings on it. You will be able to walk around and make notations with a dry erase marker. It will become a display piece for the town and will help with development patterns. The Committee discussed asking businesses and community organizations to display the surveys. Carol said the school department can distribute them and Karin added the Parks MyRec.com can blast out events. Lou asked how they developed the model and Adam replied they used Lidar at 2’ which gives an accurate representation. Evan has a contact at Boy Scouts and suggested events at Lanni Orchards. Joeci reported she created a Facebook page for the Master Plan Committee and encouraged all to Share with friends. She talked to Rami and there will be a link from the website to the Facebook page. Adam stated they are creating on a website called PlanLunenburg.com which will be separate from the town website but there will be a link to the town’s website. They will be posting updates, material they create and do surveys through the website. There will be an interactive component for comments and signing up for a newsletter. The website should be live by 10/21. Matt (Planning Board) will be meeting with Rami every 2 weeks and Adam will check on use of the room at Library on 11/2. The Committee discussed giving out surveys at Rolling Acres, Arrive Condos and Hickory Hills Association. Debbie suggested putting information on Channel 8 & 9 cable channels. Adam suggested contacting the Lunenburg Ledger to have someone do column on the Master Plan and/or place an ad. He noted the Master Plan does not have an advertising budget but the Planning Board does for placing ads in the Ledger. Lou said announcements can be made at Select Board meetings. They can email Kari McCarthy to put it on all the socials and Facebook pages. Adam suggested sending the survey QR code to all town newsletters. COMMITTEE COMMENT- none PUBLIC COMMENT – Committee agreed to have a meeting on 10/19 at 6pm to go over details for the 11/2 forum. Motion: Joeci G. Second: Lou F. To adjourn at 6:41pm. She will ask someone at Town Hall to make copies and will email it to the committee members. Joeci read the verbiage on the flyer stating a comprehensive plan is being developed, looking at land use and resources, to help shape the town for the next 5-15 years . They need to create a shared vision, requiring input from all corners of Lunenburg. There will be several public engagement opportunities, including a public meeting on 11/2 at Smokestack Roasters, 6:30- 8:30pm. Rami stated they will do a short presentation on what they are doing and then have 2 breakout sessions. A question will be given, and the group will divide into smaller groups, led by one of their team to facilitate discussion. Fun activities will be used to break the ice and encourage discussions. One member of each group will then report back to the larger group. After that, there will be a final open session for questions. Rami is hoping to have the town model available to promote interest. They will attend Homecoming and the Shrieks & Krieks events to get information out about the public meeting. The website, planlunenburg.org will be live next week. On the website, people will be invited to attend the meeting and fill out a survey. High School students and the general community filled out a previous survey with 163 responses. The second survey will have more focused questions that will launch before the public meeting but will also ask for responses at the public meeting. Joeci asked how the committee could assist him on 11/2. Rami said they will come with 4 or 5 of their team, but it would be helpful if Joeci or Matt Brenner could say some introductory words regarding the consultants and it being a town initiative. The Steering Committee team is a liaison between the consultants and the community. Joeci reiterated their mission is to bring awareness to the 11/2 public meeting. She asked Rami if the flyer is good to share on Social Media and Rami said yes. Joeci will post the flyer on the Master Plan Committee Facebook page. Carol said she can email it to the Superintendent ’s office who will get to parents of school age kids. Lou asked if PACC will be there to record the public meeting and Joeci confirmed they will record the front table introductions and resident questions . Breakout sessions will not be recorded, and it will not be live because of the location. Lou said he will put the flyer on his page and will platform it at Select Board. Rami added if anyone had questions or comments on the flyer to let him know. Joeci asked where the QR code on the flyer goes, and Rami replied it takes you to the website planlunenburg.org . Currently, you need a password to get in but once the website is active, it will go right to the website. He added they could make it live tomorrow. Rami screen-shared the flyer for the committee to review. Joeci noted that Smokestack will be open, with their full menu for purchase and it was suggested to add a caption stating that on the flyer. UPDATE ON UPCOMING EVENTS FOR OVERUNDER TO ATTEND - Joeci asked if there are any other community events after Homecoming, but no one knew any. She asked Rami where he was setting up at Homecoming and he replied in front of the Boys and Girls Club. Carol said the Lion ’s Club sells food near there so a lot of people will be in that area. The other option would be near the Football Field. Evan suggested moving to the Football Field at 1pm and Rami agreed. OPEN DISCUSSION FOR COMMITTEE MEMBERS TO ASK OVERUNDER QUESTIONS- Joeci asked if anyone had questions about the Master Plan. Lou said the public meeting would help open the floodgates for questions. Rami stated they have been working quietly and this will ===PAGE 2=== be their chance to open up discussion on the plan. Also, they have been working on an Existing Conditions Report looking at all aspects of the plan, to compile the first understanding of the town through each of these components. They will present an executive summary at the public meeting and then make the report available. After that, with input from the community and the committee, they will start to articulate goals and visions for the plan in December/January. It would make sense to have another public meeting during the first quarter of next year for feedback again. Joeci said she is really excited to see who shows up at the public meeting and the questions asked. OVERUNDER ADDITIONAL QUESTIONS - COMMITTEE COMMENT – Evan noted the Municipal Building Design Committee has submitted a Special Town Meeting warrant article to give an interim report and asked Rami if OverUnder has done this previously . Evan suggested they could give a report at the Spring Town Mee ting and distribute it to the town afterwards . Lou said he thought that wou ld be a good idea and would float the idea to the Select Board. Rami replied he would be able to do that. Carol asked if they want to distribute bookmarks at the 11/14 Special Town Meeting and Rami replied he will make sure there are items to give out on 11/14. Debbie Lincoln said they are welcome to put written items in the Senior Newsletter and Sue Doherty can advise on the newsletter deadlines for submission. Evan asked about sending items to the Superintendent ’s newsletters and Carol said she will forward items from Joeci to that office. PUBLIC COMMENT - Tony Sculimbrene via phone suggested Rami look at the Phase 3 of the Municipal Building Design Committee . Also, he suggested advertising the public meeting in the Lunenburg Ledger. He suggested getting ideas from the various outreach efforts Rami has and bringing them to a statistically based survey of Lunenburg residents. If they want to reach all of the people buying into the Master Plan, you could say we are thinking of doing this or that --do you like it – yes or no. When finished, you have a document of what people think – not just the ones that show up to meetings. Rami said they will have 4 or 5 surveys. The 2 nd survey will state -- this is what we heard from the 1 st survey – do you agree or disagree. The 3 rd survey would be more about the vision. By summer, they will look at scenarios and different ways to look at Lunenburg ’s future. Carol suggested looking at some of the Municipal Building Design Committee meetings to see the focus of where that committee is going. Rami said Emily Enis ’s group is looking at zoning and the code but will add the Municipal Building Design also. Tony suggested Rami look at that Committee ’s minutes which are very good and will save his staff some time. He also suggested Rami talk to Michael Ray Jeffreys, who is the chair of that committee and Lou said he could facilitate that. They have taken all the information to add to the Existing Conditions report which he will be sending to the Committee. There have been 205 survey responses so far, but he is concerned about the small number of renters participating and would like advice on targeting that demographic. Overall, the responses show a good spread of age, income, and education levels, which is a good representation of the town. There is a lot of consensus on preserving the agricultural nature of Lunenburg, as well as preserving and repurposing municipal buildings. The survey will be open until the end of January, prior to the next public meeting and Rami proposed having that event on February 1st. Rami has been in touch with Matt and Joeci bi-weekly since November. Joeci asked if the February meeting will be like the November event. Rami replied he would like to coalesce around vision and goals, which the survey is helping to achieve, giving some clues as to where they can find consensus. The general format will be like the November event, unless the committee would like something different. Regarding different times of the day, usually the evenings are more successful. Rami stated the format would be a short presentation and then have 2 or 3 breakout sessions for discussion. Joeci noted there were suggestions to seek out a different venue to reach other demographics. Rami stated the venue was successful, but a different venue may attract other groups of people. The Committee discussed other options of using a municipal building and meeting during the day. Joeci asked Rami if they can pick a day and have multiple sessions to accommodate different groups like seniors or working mothers. Rami replied his team could do 2 meetings in a day, such as a morning and evening event. Committee members said they could be available and that weather could also be an issue. Karin suggested doing the morning session at the Senior Center’s big room or use the Library and Debbie will check availability at the Senior Center. Other options discussed were the TC Passios cafeteria, the High School, and Turkey Hill School. Carol said she could check into Turkey Hill. The evening session will be 6:30pm- 8:30pm at potentially Turkey Hill and to be determined at the Senior Center. Rami asked if anyone had any thoughts about targeting the rental community and Karin suggested asking former members of other committees who live in rental communities. Joeci said Evan had a contact at the Arrive community and she can add to the Facebook page that they need responses from all demographics. Rami said they have not targeted those under 18, but the responses have been 25-34yrs – 6%, 35- 44yrs – 40 %, 45-54yrs – 29%, 55-64yrs -13%, and 65-74yrs – 8%. Debbie will bring paper copies to the Senior Center for those who can’t do them online. Rami asked to have them completed by 1/26/24 and he will have them collected. February 1 st Event – Joeci said once they confirm the venues, they will create a flyer and distribute the information. Jerry asked if Smokestack had been successful as a venue and Joeci replied it was. Jerry questioned whether as many people will come out if there are no food/coffee options. Joeci asked Rami if there will be additional gatherings in the future. Rami replied there will be at least 2 more- one to present the goals and 3 options for carrying them out. Then they need to develop the scenario that has the consensus. He estimated a gathering in late spring and one in the fall. Joeci suggested using the meetings to cater to certain demographics. Additional Opportunities for Outreach – Joeci noted they talked about setting up tables in front of storefronts and having QR codes for surveys to reach a different demographic. She would like to revisit the idea. Karin suggested setting up at High School basketball games and she will check on that. She noted if they have a table at Walmart, there would be people from other towns—not just Lunenburg. A copy of the 2nd survey was sent home from schools before Thanksgiving and Rami said they did get 100+ responses. Joeci will check on the game schedule and members can let her know if they are available. The Post Office was also suggested. Karin asked if there will be a 3rd survey and Rami replied yes. Karin suggested having that survey available for the Town Meeting in May. Committee Comments – Kim Duffy suggested blasting any events on Facebook. Public Comments- Dave Passios, 56 Whiting St. – commented that at the Smokestack event, there was a slide on the various municipal buildings, stating that the town has kept up pretty well with its municipal buildings, but he ===PAGE 2=== wanted to go on the record saying that many of us know we have not. He does not want the narrative to go into the master plan as history and existing conditions, saying that we have done a good job of keeping up our infrastructure because we have not. Kim Duffy- 1479 Mass Ave- noted she is a member of the Green Communities Committee and she wanted to raise awareness about the activities that committee can do, such as grants for the town. They are looking into more community outreach, in terms of agriculture and sustainability. She would be interested in how they could work that into the Master Plan through community habits, healthy environment, and sustainability. Joeci invited Kim to consider joining the committee and vocalize more of those opinions. Adjournment - Motion: Karin M., Second: Jerry R. To adjourn at 6:47pm.
