They are working out details with the other consultants and have been coordinating with Joeci to get the word out. He added that someone has been doing an excellent job at getting the word out about the survey. Last meeting, they had had 230 responses and now have a total of 336. Rami noted that they do have a print version of the survey which they can supply the Committee. They continue to meet bi-weekly with Matt Brenner and Joeci. Matt will be looking into the possibility of displaying the model at the Library. Rami said the next meeting will be to test the waters with the goals and vision that will shape the Master Plan. They have sent the Committee the link for the Existing Conditions report and it is also available on the website. The next task is to gage peoples’ thoughts, based on the survey, saying this is what we heard is important to you and to get feedback in person on 2/1. Later in the Spring, those goals and principles will be used to shape the different scenarios for the future. Rami stated that essentially they will present the community with possible futures, based on the consensus of the goals articulated in the Spring and probably Fall. The goals will be broken down into short, medium, and long term goals. Joeci asked when the 3rd survey would be available and Rami replied sometime in the Spring, but the content will be determined later, after the 2/1 meeting. If they feel confident about the goals and principles, then they can start to map out the scenarios or decide they need one more set of validations for the goals. A survey on the scenarios will take longer to draw through and explain. Rami said the early May Town Meeting would be a good deadline for the next reiteration and will hopefully be able to present some scenarios. Joeci asked if they could add a pdf link for the principles survey to the PlanLunenburg.org website and Rami replied they can. She noted a lot of people are saying they prefer a paper survey and Rami replied the only issue is collecting them. Rami asked to have all the surveys turned in by 1/25 so they can collate the results before the 2/1 meeting. He added that he is still concerned that the renters are even more unrepresented. Karin stated she has a connection at the Arrive complex and Joeci suggested having a table to pass out surveys one evening. Evan asked if they knew the percentage of renters in relation to the total number of people in town and Rami replied it is about 12%. Only 4% of survey respondents are renters. Joeci put out a feeler on the Town Facebook page for renters to take the survey but she received no response, but she will keep trying. Debbie stated that the 300th Anniversary Committee is having a difficult time finding large open space areas in town to hold large events. She added that people may consider open space as a conservation area only and asked Rami if they could tease out the concepts of open space for events vs open space for conservation. Rami replied yes, noting they had interesting survey responses and suggestions for addressing that. Rich B. asked to clarify if there were specific conservation areas noted and Debbie replied she just mentioned that they can no longer use the area in front of the High School. Tim noted in Marlboro they would close off traffic in the center of town for large gatherings and asked if Lunenburg could consider something similar. Evan suggested asking the public about open space for large gatherings beyond the 300th anniversary and reaching out to large farms. It could be a survey to piggyback off of the Master Plan survey and Debbie replied they will have one. Lou noted they would like a large, flat open space for bonfires. Rami said there were 2 statements on the survey – one stating Lunenburg needs to improve their open space for recreation opportunities and the town needs to increase and improve spaces for gathering/events, so the distinction is already in the survey. UPDATE ON EVENT FOR FEBRUARY 1st - Joeci reported that they will have 2 duplicate sessions on 2/1 to allow attendees an option that will work for their schedule. The sessions will be held at the Lunenburg Adult Activity Center in the Big Room. The first session will be 4-6pm and the second session will be held 6:30 – 8:30pm. The Model will be there for both sessions. Rami encouraged all to get the word out to their friends’ groups and they can supply flyers or other materials to use in emails. Joeci noted that there are paper copies of the survey available at the Town Hall and the Lunenburg Adult Activity Center. Surveys can be dropped off to Annie Aubrey at the Ritter Building and Debbie added they are collecting them at the LAAC also. Joeci noted that Rami will have his team add a pdf link for printing the survey from the PlanLunenburg.org site. Surveys can also be completed online. ===PAGE 2=== COMMITTEE COMMENT - none PUBLIC COMMENT – Kim Duffy (1479 Mass Ave.) stated she attended the last meeting and asked if the previous Master Plan from 20 years ago was available to view online. Lou replied that he did not know if it was online but it should be. He noted that you can get a hold of one and will make inquiries as to how it can be put online. Kim said she was curious if they met the plan and if there were things not done but they would like to do now. Kim asked if there was a goal set for a minimum of survey responses. Rami replied the percentage varied up to 8%, which he thinks is unrealistic. Their group had hoped for 250 responses and they have surpassed that. Lou pointed out that some of the 11,000 residents are young kids and 336 responses would be about 3%. Richard stated the Master Plan from 2002 is on the town website. Kim noted there is a Massachusetts Clean Energy and Climate Plan that has energy reduction goals for 2025 and 2030. She asked if this energy plan would be part of the Master Plan, indicating how we try to meet those goals with Solar and energy reduction. There are a lot of grants available to help fulfill those goals as long as the community is in good standing as a Green Community. Kim noted the Green Community Committee is working on goals, such as electrifying school buses and adding charging stations, which could be incorporated into the Master Plan. She said the state goal is to reduce state emissions by 28% by 2025 and by 47% by 2030, based on 1990 baselines. They need to reduce energy by 20%, which they have done but will need more help to get to higher percentages. Rami said they will continue to urge and make recommendations for maintaining the Green Community’s good standing to continue access to those grants. It will also require that the community is interested in pursuing these goals. They have had good communications with the Green Community Committee, since the survey was developed so the questions do not reflect that, but he wants to make sure their concerns are not left behind. Update from OverUnder- Rami reported that they collated the feedback from the February public meetings and closed Survey #2. They received 457 responses and anticipate a few more to come. Survey #3 will be released mid-late April and the next public meeting is scheduled for 5/30. They still want to reach out to renters and the Municipal Building Committee. Joeci will be helping to connect to farmers in Lunenburg and surrounding towns. Rami noted that receiving 457 responses was amazing and they have never had numbers that high. Lou asked if the responses were representative of the town demographics and Rami replied yes, except for the low response from renters. Kim asked if the committee could review the draft for the next survey and Rami said he would appreciate the feedback. He will plan to present a draft for the April meeting. The Committee noted that some questions were vague on the previous surveys and Rami replied that the next survey will be more targeted. The Committee discussed having responses for Survey #3 for the Town Meeting and agreed instead to have surveys available at the meeting since attendance is anticipated to be high. Evan suggested approaching management at Arrive Lunenburg and Tri-Town apartment complexes regarding distributing surveys and/or putting up information. Upcoming Plan Phase Shifts – Rami noted that Phase 1 is complete and they are now in the Recommendations phase, which will go until the Fall. This phase consists of compiling a long list of possible policies and projects, along with getting feedback on the lists. The 3rd and final phase will be organizing and determining what can be done in the short term, as well as long term. Rami added that the existing conditions report put out in January looked at what has happened and they can do a forecasting list for going forward. Update on event from February 1st – Rami reported that the early session had 23 participants and there were 13 at the later session, which was similar to the total attendance at the 1st public meeting. They did 3 exercises – list of values, goals for town and brainstorming of ideas. The Committee discussed ideas for the next public meeting on 5/30 and Joeci suggested incorporating it into an outdoor event, that would be family-friendly. They discussed possible locations and whether to incorporate a food option. Carol suggested looking at using the area in front of the TC Passios school, with the option to use the gym if it is wet weather. The Committee will research options and permitting needed. Public Comment – Jen Duffy (684 Flat Hill Rd) – suggested considering the goals of the meeting in order to determine the best location, to make the meeting concise and to have a defined purpose. Discussion on Social Media Findings – Joeci noted that she put a question on surrounding towns Facebook pages asking if anyone moved from Lunenburg to surrounding towns and why did you move. Many responses stated affordable housing and Unitil. She said it was interesting how open people were to talk about it. Joeci suggested inviting people to attend future meetings and offer their input during Public Comment. Location of Town Display Updates/Discussion—Joeci talked to the Library Director who asked if the display could be multiuse, such as a table or be placed outside. The Committee will discuss this at the next meeting. The display is a 4’ x 8’ aerial map. Committee Comment – Kim stated that she reviewed the 2002 Master Plan and created slides, which she could present at a future meeting. Rami added he has a spreadsheet of recommendations from that plan which could be incorporated. The Committee discussed reviewing the slides during a separate virtual meeting. They also agreed to have a table with QR codes at the May Town Meeting and make a presentation at the Fall Town Meeting. Public Comment—Pete Lincoln (46 Hemlock Dr.)- stated he is the Chair of the 300th Town Anniversary Committee and they are looking for large spaces to hold events for 2,000+ people. He is hoping that the Master Plan Committee will be able to assist in finding such a place in town. Motion: Joeci G. Second: Carol A. To adjourn at 6:49pm. Roll Call Vote was unanimous to adjourn. Public Comment: Debbie L. asked for clarification on the number of members on the committee and any vacancies. In the Master Plan Steering Committee charge, it states 6 members appointed by the Select Board with 1 vacancy. Joeci said it was stated incorrectly and has been corrected. They have 2 vacancies for members at large and need a member from the ZBA, which she has contacted. Debbie also pointed out that they all need to be sworn in to the committee and Joeci suggested a town-wide training for running committees. Discussion on Public Gathering Space – Joeci noted that she sent a request to Michael Ray Jeffreys for a list of all town owned properties and he provided a map noting those locations. Michael Ray Jeffreys (1170 Mass Ave.)- reported that the Select Board updated their appointment policy and are working on a handbook for committees, which they plan to finalize by Summer. He noted that most of the properties under the Select Board are relatively small, with large properties transferred to Conservation. There are 2 large parcels remaining. The first is a 111 acre parcel (the former Woodruff property) which has multiple ways to come in from Fairview and Leominster Rd. Most of it is wooded but there are a good 30-40 acres that is currently farmed. Parcel #26 is a 40 acre parcel at the corner of Pleasant Street, with access between homes which would be challenging. They would need to negotiate with the farmer for possible access through #23. Parcel #8 has 56 acres of woods and is mostly wet. It connects to many abutters and would need development of trails. Northfield Park, under the Parks Dept, is flat and has good access off Northfield Rd. The 64 acres on Northfield Rd could possibly use parking at the golf course. Michael Ray said the Parks property would be more ideal but parking would be an issue. He suggested people park at the schools and do shuttles. Any development of town property would be funded through the taxpayers but there are no plans currently. The biggest hurdle is money. One example is 30 School Street where the old primary school was town down. There was a proposal to redevelop the site as a community gathering place and would cost $5 Million. The town turned it down at Town Meeting. Michael added that projects take many years and they need to benefit all demographics. He noted that Social Media is not always the best way to get people involved—it is better to hold public meetings to get people talking to friends and neighbors. There was a question about 27 Youngs Rd. (Landfill) and Michael Ray replied that 5-10 acres are used for leaves and brush. They want to add solar panels there also. In regard to Municipal buildings, the number #1 barrier is money, which would be debt exclusion. Also in order to get a developer/buyer for a building, they need to develop an engineered plan. The only proposal that was accepted by the town was to sell the Brooks House for $1, with the buyer moving the house but they had no takers. They created a TC Passios reuse committee to make a Community building, consolidating all town offices there. When the Pandemic hit, all prices spiked. Now it would cost $28-30 Million to rehab the building, of which $14 Million is just for code updates. Another plan was to use the current Town Hall for all meetings, using both floors. The Ritter Building would be renovated for the Superintendent and School District offices. An annex would be added to the Ritter for town offices. Building the office building would be $5 Million and the goal is to do a debt exclusion next year for this project. In regard to TC Passios, they could preserve the front and demolish the back wings. Turkey Hill School is in better shape and would be an option if a new school is looked at. The area where the old primary school was located would become a parking area. He added that voters get concerned when they hear the total costs for the projects, but the town needs to have a plan when they abandon a building rather than waiting years to do something. Pete Lincoln asked for options for the 300th Anniversary Committee events. Michael Ray replied to look at Marshall Park and also the areas on Northfield Rd., as well as on Pleasant St. Update from OverUnder - Rami screen-shared the list of Values and Goals. Values: Lunenburg should be neighborly, agricultural, green, have Community Space, Educational, Safe and Sustainable. Goals: – Support a range of housing options for all ages and income levels. ===PAGE 2=== --Protect farmland and support farmers --Encourage commercial development within existing commercial area. --Build upon efforts to improve natural open spaces and recreational opportunities. --Support community gathering spaces and civic participation. --Optimize use of municipal buildings and properties. --Improve School facilities --Foster a safe and resilient Town infrastructure. Rami stated they will roll it out as a draft and incorporate into a survey later for community feedback. They want to roll out the next survey at Town Meeting and get feedback for the end of May Public Meeting. The next survey would collect strategies for achieving the goals, with space for additional comments. Rami added that he could send the Committee a “mock” survey for feedback and revise the survey accordingly. Eric (RKG) – Priorities: Housing - An aging population is looking for accessible, affordable and amenable options. --The need to consider expanding housing for lower income residents --Consider housing as part of the village center. Joeci pointed out that young families are looking for smaller houses with some land, but developers are building large houses that young families cannot afford. Evan added that 5 large houses are being built on a 32 acre parcel – developers are scooping up land quickly. Eric suggested zoning changes and cluster subdivision, with smaller houses and open space. The Committee discussed the unaffordable housing issue in Lunenburg and Carol noted that there has not been major growth in the school system despite the large homes being built. Economic Development- Eric noted Lunenburg has seen growth in Healthcare, Construction, Manufacturing, Retail and Food services in the past 10 years. He asked the Committee if those are the areas that they want to continue to grow in the Town Center, Mass Ave/Electric Ave and Leominster Shirley Rd. Evan noted that there are retail spaces available but new businesses are not moving in. Joeci and Kim suggested looking at any obstacles to opening businesses and how to help new businesses to move here. Transportation - Expand sidewalks and bike facilities – Eric suggested having a capital fund for these upgrades. Evan noted there is $1.9 Million in Chapter 90 funds but no one seems to know what the plan is for these. Eric asked if the town would be willing to invest in pedestrian friendly changes to the Town Center but it may mean less on-street parking and narrower roads. Carol stated that there are no sidewalks east of the Middle/High School on 2A. The same is true for Rt. 13 and it seems there is an issue with sidewalks on state roads. Eric suggested partnering with Mass DOT to use Chapter 90 funds. Evan added that this is the time to involve local legislators to obtain funds. Carol noted that adding sidewalks will take away some lawn from properties. Eric noted the Council on Aging is having trouble getting a 2nd van to provide transportation and questioned if the town would look at a cost-sharing model with Regional Transportation. Joeci suggested approaching it as transportation for all -not just seniors. Capital Spending- Eric asked if with population growth, is there a balance of capital spending for school and town building repairs/upgrades, operations, and staff. Karin replied she is not sure how they can insure proper staffing and they are looking for a 2 ½ override for the schools. The elementary school is also an issue. Carol added that there just is not enough money so they do the best they can. Evan added that the town has a substantial stormwater issue and the Water Department is looking for $32 Million to address PFAS. 2002 Master Plan Presentation – Kim Duffy presented an overview of the last Master Plan done in 2002 and noted other plans were done in 1961, 1983, and 1998. The Master Plan developed Envision 2007 with priorities of -- --developing an active community concept --developing programs/policies to preserve Lunenburg’s community character --create & develop effective fiscal policy -seek alternative funding and plan for Economic Development --upgrade & maintain municipal services and facilities- develop sewer, transportation and trash pick-up, provide variety of housing or shared housing, improve town road system. Kim noted that they have completed about ¼ of the goals and completed the town road improvement goal. She reviewed the recommendations and actions from Envision 2007, noting that about ½ have been worked on. The Committee discussed what they could do better. Joeci suggested having all the Committee chairs meet to exchange ===PAGE 3=== information and asked what they could do for the future generations of Lunenburg. Kim suggested making all the Committees aware of the Master Plan outcome and to revisit the plan more frequently. May 30th Plan Lunenburg Public Meeting – Joeci suggested having it at Smokestack Coffee Roasters at 6pm and all agreed. The survey will launch on May 4th and the data will be presented at the May 30th meeting. Rami stated the public meeting will be used to illicit recommendations and what people like or do not like. Over the summer, they will test and visualize the data. In the fall, they will obtain more evaluations from the community in the 4th survey. Joeci noted that Rami and his team will use exercises during the May 30th meeting to get people to discuss ideas with each other. They will organize recommendations that they find important and this will get deeper than the surveys. Rami will create a flyer for the meeting and Joeci suggested adding a description about the meeting. Evan suggested having a table at the Town Election on 5/18 also. The Committee discussed finding a permanent location for the large Town Display. The Library could do something if it was multi-use and temporary. Rami said he would talk to the Library Director and the Committee will discuss this in future meetings. Kim suggested finding a way to incorporate it into the floor somewhere. Public Comment- Debbie noted that the Committee charge states they should have a Clerk. They will need to vote for one at the next meeting. She also pointed out that there are minutes of past meetings posted on the town website but they were not approved at prior meetings. Joeci replied that Jane Ranley was brought on by Adam Burney at the beginning and she sends her the minutes, which Joeci posts. They will vote on minutes at the next meeting also. Karin noted that Pete and Kim are not on the email list. Also they need representatives from Conservation, ZBA and possibly Agricultural Commission. Plan Lunenburg Survey- Foteini went through the questions on Survey #3 and said the purpose of this survey is to gather as many ideas as possible. There are 8 goals listed, asking for strategies from the respondents. Goal #1 – Support a range of housing options for all ages and income levels. Kim asked to add links to the Overlay Districts. Goal #2 – Protect farmland and support farmers. Joeci asked to add a link to Agriculture Preservation Restriction Program. The Committee discussed adding an opt-in for email addresses to allow the Committee to ask for more information. Goal #3 – Encourage development within existing Commercial areas with a focus on small businesses. It was noted that most of the center of town is privately owned by Philip Arcidiacono, except for the footprint of the Town Hall. Any development in the town center would have to go through him. Joeci added that some businesses are limited by the By-Laws (ie. Tattoo shop). The town owns land but she was unaware of any empty buildings. Goal #4 – Build upon efforts to improve the natural open spaces and recreational activities. Foteini added that the Town completed the Open Space & Recreation Plan. Evan noted that the Select Board owns land to provide Public access to Lake Shirley. Dick added that Lake Whalom has public access but the Town Beach has very limited parking options. Goal #5 – Support Community gathering spaces. The Committee discussed the property at 40 School Street which was torn down. Plans to develop the space for recreation were turned down at Town Meeting. In years past, there were soccer fields behind the old school- could possibly be land for large events. Goal #6 – Optimize use of Municipal Buildings and properties. The Town owns 10 municipal buildings and 100 land parcels. The Committee discussed the Hybrid plan for reusing the Town Hall, Ritter Building and building a Town Office annex. The front of TC Passios would be saved but the wings demolished. Goal # 7 – Improve school facilities, funding and opportunities. Carol pointed out that all the schools are in need of some repairs- especially the Turkey Hill School which needs remodeling. School funding is a major issue and may mean some cuts and layoffs. Goal #8 – Foster a safe and resilient infrastructure. The DPW oversees the maintenance and management of Infrastructure. The Committee discussed the desire to put sidewalks on the roads, along with bike lanes but noted that the roads would become too narrow for cars and they are limited in what they can do on state roads such as 2A and route 13. Foteini stated that at the end of the survey there will be demographic questions which they can compare to the actual demographics of the town. The Committee agreed to launch the new survey, which will include an opt-in to give an email address also. Update from OverUnder - Foteini noted OverUnder has provided materials to advertise the 5/30 meeting. May 30th Plan Lunenburg Public Meeting – will begin at 6pm at Smokestack Coffee Roasters. Foteini said the meeting will be more of a workshop and will engage participants with exercises for discussion. The new survey will be launched with participants either filling it out online or on paper. Paper responses will be entered into the system that night. Their goal is to collect a long list of ideas and recommendations. Joeci asked if there is a draft plan yet and Foteini replied they will work on it after this meeting. ===PAGE 2=== Committee Comments- It was noted that some members still need to be sworn in. The Committee discussed having a clerk and/or volunteer to take minutes. Evan suggested holding the next public meeting with a 2 day option – ie. Thursday night and a Sunday afternoon. Debbie suggested following up with committee members that have not attended, to see if someone else can attend instead. Next meeting – review minutes, clerk volunteer, recap of 5/30 meeting.
