The motion carried unanimous. EXECUTIVE DIRECTOR REPORT • Staffing: a. We currently have 1 new dispatcher entering the final phase of training and 1 new dispatcher in the State 911 Training Academy. He will be graduating from the academy on 11/04 and will report to NVRDD on 11/07. b. We have hired a new district accountant, and he began working on 10/03/2022. His name is Neil Vaidya and he has over 19yrs experience in municipal accounting. • Events: a. I was just notified by Chief Legendre that LIV Golf is coming back to Bolton in June of 2023, so we will most likely begin planning in the new year. b. We also have for 2023 Devens Day, and The Bolton Fair. • Projects: a. We have completed the first update project for the facility. We now have card access to the two main doors and our server room. b. In the first week of February, we will be completing the replacement of the dispatcher’s desks. This will be a live replacement and I will coordinate between our IT vendor, Radio Vendor and 911. c. I have our Radio Vendor working on licensing NVRDD’s base radios under each of your frequencies. The frequencies still belong to each of the towns, and should be mainta ined that ===PAGE 2=== Page 2 of 3 way, however this will help us catalog and document all frequencies we have available, and what NVRDD operates on. d. Citrix Update – we have purchased a new Citrix Virtual Connection, and will be replacing the servers that host the Citrix virtual machines. This will hopefully improve the Citrix connections to NVRDD. • Additional Towns: a. Chief Babu and I met with the Boxborough Police and Fire Chiefs on Monday. It was a good initial conversation, which sparked some questions with regards to our systems and our continuity of operations plan. • Anne’s Training: a. I will be out of the office next week Monday-Wednesday at a training conference. I will however, have my laptop and will be working remotely. • A motion was made by Chief Moody and seconded by Chief Legendre to accept Director Camaro’s report. Chief Shartner would like for it to be a call for service. If you have a fulltime SRO a call for service won’t work. Chief Gammel suggested we keep it status quo for now until they come up with a solution. Director Camaro will continue to work on this policy. DISTRICT AGREEMENT UPDATE • The Administration Board will be taking it up at their meeting in November 2022. IMC SECURITY UPDATES • No report RMS (record management system) COMMITTEE REPORT (Director Camaro, Supervisor Kinnas, Chief Legendre, Chief Schartner) • NVRDD met with ESO yesterday for a demo of their product. The Chiefs who were in attendance liked it. If we went with this product there would be a bundle discount. ESO has also offered to provide individual demos for the chiefs who were unable to make this meeting. • CS Pro (Central square) in Bolton on the November 15th. They are looking at possible solutions for the district. There was a lot of discussion of whether each town is responsible for their own infrastructure or are we going to have a regional system. The motion carried unanimous. EXECUTIVE DIRECTOR REPORT • Trainee Courtney Perry has completed all training requirements and has been released from training. Trainee Zach Lewis is in phase 1 of the on-the-job training program, he was placed on an improvement plan and has shown improvement in the last few days. We have one new hire Ashley Wirta she has begun training with State 911 this week. With this latest hire, we have 3 supervisors, and 10 dispatchers. I will not fill the 4th supervisor position (which will make us fully staffed) until the end of the fiscal year to allow for training to be completed and to ensure we’re balancing out our OT budget. • I have presented the final draft of the FY24 Budget to the Finance Committee. There was a lot of discussion over the increase in the towns’ assessment. The Finance Committee will be making recommendations on cuts to the budget. • I have signed off on the final design for the new desks, and we are scheduled for insta llation the week of March 27th. I have made the current desks available to our communities, and Devens State Police will be taking some, and Bolton will be taking some. • I am working on our Grant Reimbursements, and will be finalizing them this week and sen ding them off to State 911 for processing. ===PAGE 2=== Page 2 of 5 • I have requested a quote and plan from our radio vendor to conduct a full regional radio network assessment and feasibility study to consolidate some of the radio channels and increase interoperability, 2 back up radios for NVRDD, creating a microwave link to the tower from NVRDD and to begin working on a radio channel for Nashoba to be used as a back-up channel should we have radio failures on our individual channels. Most of these costs will be added to FY24’s Development Grant. • MIIA has advised me of new requirements for Cyber Security. For FY24 I will add those costs to the Development Grant, however, after the first year the costs will become part of our annual operating budget. • Motion made by Chief Sullivan to accept the Directors report as presented and seconded by Chief Moody. Director Camaro will put out a proposed procedure. Pete will reach out to Chris Baker about CMED’s push notifications through HANN. • QA/QI – Chief Kelley received an email from dispatch what happened during and after the call and he was asking what info he could provide without breaking HIPPA. • IPhone 14, SP at weekly meeting they are seeing an uptick in crash detections and was wonderin g if the rest of the district was. Yes they have. General Description A police detail is described as the assignment of one or more officers for a particular specific duty. A police detail is typically present at any road work where traffic must be diverted or at events with special safety or security concerns. In order to provide the most direct access to those who are looking to hire a police detail and the officers themselves, the role of Nashoba Valley Regional Dispatch District (NVRDD) Dispatchers in the detail request process will be limited in function. The Dispatcher will transfer the caller to a Police Detail Voicemail and advise the respective officer in charge (OIC) or designated police employee of the call so that the OIC/designated police employee can contact the caller and obtain further information for processing the request. If the caller requesting a detail is another police department with one or more details, the dispatcher will notify the OIC over the air of the request and to contact said department for details regarding the open details. Policy It shall be the policy of the Nashoba Valley Regional Dispatch District to adhere to the following procedure for taking and recording detail requests. 3. Procedure When a detail request is received from a private company/citizen/police department for one of our service towns, the Dispatcher will ascertain which department the detail is for and transfer the caller to the respective town police detail voicemail. The OIC or designated police employee will be notified over the radio of the transferred detail request. The Police Detail Voicemail has a function to send an audio recording of the message to whichever email addresses are programmed into the system. The officer/designated police employee will then follow their department policy/guidelines on filling the detail. If the caller requesting a detail is from another police department with details for multiple of our service towns, the dispatcher will notify the OIC over the air that the requesting department has open details and to contact them directly. If the OIC is interested in the open detail, then they will contact the agency directly and follow their policy/guidelines on filling the detail. Requests to cancel, change or update a detail request or requests for emergency detail jobs will be logged in IMC and then transferred to the respective detail line for further documentation. The dispatcher will log the date, time, location, caller’s name and business in CAD, and will notify the OIC over the air and assign him/her to the call, immediately upon receiving the call of the cancellation, change or update. 4. YTD report attached. • Projects: • Our desk replacement project begins tomorrow 03/22. NVRDD Dispatchers will be working out of the training room until 04/05. Because of power limitations, we will be working with 3 dispatchers only 7am-11pm, and 2 from 11pm-7am. ===PAGE 2=== Page 2 of 2 • Police Details – The detail alternative pilot program will continue until 05/13. There have been no complaints regarding how the details are being requested from the vendors or the staff at Lancaster PD/Berlin PD. • I am working with the Town of Harvard to create an Auto Attendant for Harvard FD. I have found out that some numbers were ported to NVRDD, while others are being “remote call forwarded .” Harvard FD is one of those numbers, so I need to involve the town in order to get Verizon to redirect the line to the correct phone number. • Grants: • I am all caught up on FY23 Grant Reimbursements, and we should be receiving the funds within the next 30-60 days. • FY24 Development Grant Application was filed on 03/02. CALL TO ORDER: With both the Administration Board and Operations Committee quorum present and acting, the meeting was called to order by the Administration Board Chair at 9:33am. II. DISCUSSION OF STATE 911 REQUEST RE: BOXBOROUGH'S 911 CALLS Director Camaro was given the floor to present the request from State 911 Department, for NVRDD to take over and process 9-1-1 calls for the Town of Boxborough for 60 days. ===PAGE 2=== Director Camaro also presented the concerns previously sent to her by members of both the Admin Board and Operations Committee: • What happens at the end of the 60 days, if the Town of Boxborough is not able to staff their communications center? • What is the Town of Boxborough doing to mitigate the issue? • Why isn’t their back-up center able to take over their calls? • There’s a concern about taking on another community in an ‘emergency’ situation, and being forced into another “Townsend Situation”. Monna Wallace from State 911 Department addressed the concerns: • Currently the Town of Boxborough has 2 officers and 1 dispatcher certified. They are hoping to be back to their optimal staffing (5) by the end of the sixty days. • The Town of Boxborough is actively searching, interviewing and training staff to work in the comm center. • The Town of Stow is the alternate PSAP for Boxborough. They are however, unable to take on the calls from Boxborough as they are a single-dispatcher PSAP. • The State 911 Department does not believe that the Town of Boxborough would be rushing into a regional center without pre-planning. Administration Board Chair Kristen Rubin opened the floor for other comments, concerns and discussion. Chief Gammel stated his concerns with the arrangements: • 60-days is not enough time to get staffing levels back up. • NVRDD Communities pay their assessments, and are concerned with taking on a town with no financial compensation. Monna Wallace addressed the concerns from Chief Gammel, by saying that State 911 will continue to monitor and work with the Town of Boxborough to address the staffing issue. Frank Pozniak advised that State 911 can provide NVRDD with financial reimbursement for any overtime incurred as a result of this arrangement. Don Lowe also expressed his concerns with regards to the arrangement. He agrees with the points brought up by Chief Gammel and added that it will be important to define what happens at day 61, and he is concerned with NVRDD’s staff getting burned out. Director Camaro took the floor, and advised she has had a conversation with NVRDD’s Dispatcher Union, and that they are in favor. She opened the floor to Supervisor Kinnas (scheduler) and Supervisor Casey (Union President). Supervisor Casey advised of not having a microphone, but that he was in favor of the arrangement. Supervisor Kinnas talked about the scheduling process at NVRDD and that he did not think there would be an issue filling the open shifts. He was also a proponent for the arrangement, as he believed this arrangement would showcase NVRDD as a good neighbor and willing to work with our public safety partners. Chief Babu took the floor and favored the arrangement, agreeing with Supervisor Kinnas. ===PAGE 3=== Heather Lemieux took the floor and aired her concern with what will happen after the 60-days. Both Monna Wallace and Frank Pozniak advised that they will be monitoring the situation, and will continuously provide updates to Director Camaro. Chief Babu wanted clarification that NVRDD would only be taking 9-1-1 Calls, and was advised that yes, it would only be 9-1-1 calls, followed by a transfer to the Boxborough Police. With no further discussion, Chief Gammel entertained a motion to accept the State 911 Proposal, where NVRDD will answer and transfer 9-1-1 calls originating in the Town of Boxborough to the Boxborough Police Department for the period of 60 days. Chief Sicard made the motion and it was seconded by Chief Kelly. Kristen Rubin entertained a motion to accept the State 911 Proposal, where NVRDD will answer and transfer 9-1-1 calls originating in the Town of Boxborough to the Boxborough Police Department for the period of 60 days. Heather Lemieux asked for further discussion and amended the motion as follows: motion to accept the State 911 Proposal, where NVRDD will answer and transfer 9-1-1 calls originating in the Town of Boxborough to the Boxborough Police Department for the period of 60 days. With status reports every 30 days, and a meeting 15 days prior to the end of the 60 days to discuss the progress of the Town of Boxborough in achieving their staffing goal. Meg Delorier made the motion and it was seconded by Kristen Rubin.
