Karin called meeting to order at 6:02pm Attendance: Karin Menard, Susanna Jewell, John Palumbo 2. John motioned and Susanna seconded to approve May 2019 minutes. Approved 3-0. 3. Town Manager / DPW Director Updates - no updates 4. 2019 Beach Season - updates, pass sales, technology, general policy Susanna mentioned that she has heard some complaints regarding the process for online passes and the additional technology fee and credit card fee. Karin said the technology fee is added by the town and not something that Parks can wave. Karin said that we could certainly explore other platforms for the 2020 season. Karin also mentioned that there were some applicants that registered over 2 adults and we need to figure out how to deal with that next year. John said he agreed that we should tighten things up for the next season. Karin said that she has stopped in at the beach a few times to check on how things were going with passes. She said she felt like this should be a simple process - show receipt and receive your beach pass - but that the Beach Coordinator said that it isn’t. Karin said said she was unsure if it was how they executed it but that we could work with the new Park Director to ensure it is smoother next year. She also mentioned that there was a hold up, unrelated to Parks, in obtaining the technology for the beach but was told by IT that was on order and would delivered as soon as it comes in. Karin said that just over 100 passes had been sold so far and only 12 or so were paid in person. The rest were paid online via cash or check. Karin asked the group if there was anything additional they thought was needed at the beach as the DPW director has a little money that could be spent before the end of the fiscal year. John recommended lifeguard chairs. Karin and Susanna thought that was a good idea. Karin will send an email to Jack. 5. Public / Board Comment - Karin said that the DPW director had received emails from residents in the Whalom area requesting change to the courts as they are concerned with behavior, trash, etc. Their ideas were
===PAGE 2=== Park Commission June 26, 2019 Meeting Minutes Page of 22 to eliminate at least one of the courts and put in kid friendly activities in its place (four square, hop scotch, skate ramp). Karin said she would hate to see both courts removed but would entertain the idea of a multi use court in place of one of them. Susanna and John were also in favor of keeping at least one court. Susanna wondered if we could look into removable tennis net for one side. John thought we could look into a fence down the middle so that when the adults were playing basketball the kids could be on the other. Susanna thought a fence might limit the use for bigger events like the Earth Day event that was held there last year. Dave Passios made a public comment that if changes were made to the court that it would feed into the complaint he has had for years that we would continue to cater to organized sports and kids and this would take away from general use. Karin said that she was unsure how the lining of the court gets done and that she would like the commission to clarify with Town Manager if a change to these courts could even be made since it was an appropriation made at Town Meeting as part of the Capital Plan. She said she would put Wallis onto an upcoming agenda. Karin also mentioned that she and another community member had cleaned the snack shack at Wallis Park and would be requesting an inspection from the Nashoba Board of Health. Once that is complete Chris Letarte will be able to open it to sell prepackaged foods. 6.Karin motioned and Susanna seconded to recess and move to Marshall Park - 835 Massachusetts Ave at 7pm. 7.Reconvened at Marshall Park @ 7:10pm. With the help of Dave Passios the group checked out the Basketball Court, Exercise Stations, old cinder track, playground, out of commission bath house, 90’ diamond, softball field, small baseball field, and t-ball field. 8.Karin motioned and John seconded to adjourn at 8:10pm. Approved 3-0. ======================================================================================== DOCUMENT : 2019-07-16-agenda-3298.txt BOARD : parks-commission DATE : 2019-07-16 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/parks-commission/2019-07-16-agenda-3298.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_07162019-3298 ======================================================================================== ===PAGE 1=== Town of Lunenburg Park Commission Karin Menard, Chair 978.582.4160 Susanna Jewell, Vice Chair 520 Chase Road John Palumbo Lunenburg, MA 01462 MEETING AGENDA July 16, 2019 6pm DPW 520 Chase Road Lunenburg, MA 1.Call to order. 2.Approval of June 2019 minutes 3.Town Manager / DPW Director Updates 4.Park Director - salary and job description discussion/recommendation 5.Town Beach- updates, pass sales, technology, general policy discussion 6.Marshall Park revitalization 7.Wallis Park - Court resurfacing and use discussion/determination, general policy and rules discussion 8.Other business a. Karin called the meeting to order at 6:01pm. Attendance - Karin Menard, Susanna Jewell, John Palumbo (arrived at 6:10pm) and Jack Rodriquenz, DPW Director. 2. Karin motioned and Susanna seconded to approve the June 2019 minutes - approved 2-0 3. Town Manager / DPW Director Updates - Jack updated the commission that the Nashoba Board of Health had inspected the snack shack at Wallis Park and had given the green light to sell prepackaged snacks. Jack also mentioned that he continues to battle the trash left behind by court users at Wallis Park. He said that there continues to be concerning issues at the beach and that he has been unsuccessful at getting the beach coordinator to come in for a meeting. He said that he and Karin sat down with the Beach Director prior to the beach opening and he thought everyone was on the same page but for some reason, unbeknownst to Karin or himself, the results of that discussion were not executed on the beach side. Jack added that a new carpet was installed in the beach house and that new buoy lines were installed this year as well as Life Guard chairs. He also said that the MRPC was dong a walk ability study and anyone interested in participating in the walk could meet at the lake front on July 25th. 4. Park Director - The commission read through the job description and flagged two areas and asked that those areas of concerns be brought back to the town manager to rewrite. 5. Town Beach- Karin gave a brief update on pass sales and said despite a few complaints they seemed to be going as expected. She also said that IT had set up the chromebook and tablet but as far as she knew, and for reasons she didn’t know, they were not being used. Karin then opened a round table discussion with the members of the public in attendance. Lynn Major (beach employee, school employee, non resident) said she has been employed at the Town Beach for over 30 years and believes its an asset to the town and that real estate listings have started showing the distance from the beach in their advertisements. She said the beach is a great service teaching kids to swim and life guard. She said that this season is the first season she has seen an infusion of money in quite a long time. She said she thought one of the reasons that the life guard chairs ===PAGE 2=== were not being used was because of the toddlers and little kids who were playing close to the edge of the water. Michelle Bellessa said that signing up online was not a user friendly process and she wasn’t sure of all the steps and it took a long time to fill out. Cheryl Shaw mentioned that it occasionally auto populate the wrong address. Karin told the group that there was a step by step instruction sheet online but would note all of their concerns in hopes of making the process better for next year. Michelle was also concerned about the definition of “family”. Karin gave a brief background explaining that in years past people were registering babysitters, grandparents, cousins etc., under one pass and changes were made this year to start reining in these types of things. Melony Letarte thought if we were defining the family as two adults then it shouldn’t matter if the live in the same residence or not. Jack praised the Park Commission for addressing issues that have been overlooked for a decade and that things had been a little helter skelter but we all did best we could do and overall it is a step in the right direction. Susanna said she was initially taken aback that people thought it was intended to be excluding language when that was not the intention. Melony added that as far as she was concerned, forcing people to purchases passes online and then having a technology fee seems unfair and that there should be a different way. She also recommended the Park Commission look into using Unipay next year. Karin emplaned that the technology fee is not something that the Park Commission controls and it was decided on by the Board of Selectman and since the Park Commission was using their platform their rules applied but that we were always open to new ideas to make things easier for the residents. Cheryl Shaw and Lynn Major also both expressed concern about the later than normal hiring for this past season. Karin said she would speak with Nancy Forest to see how early a season job posting could be made. Susanna suggested we should be looking to hire in March for the 2020 season. 6.Marshall Park revitalization - due to time constraints it was decided to hold this discussion for the next meeting. 7.Wallis Park - Karin gave a brief history of the resurfacing. Jack said the mistake of the fence coming down early was his and that he has not arranged for the resurfacing because there was some rumblings from residents in that area with requests to change the court set up and he didn’t want to spend the time and money to resurface only to have the commission change the use. Karin explained that the commission had received 2 complaints about behavior at the courts, especially after dark. Melony Letarte said that years ago that area was one basketball court and one tennis court. The current ideas from residents are to decrease the courts to either 1 full court or 1 half court. Karin said she was hesitant to consider just a half a court as Wallis is a popular and well used area. She also said that public parks inherently come with issues and trying to correct issues that have been allowed to happen for a long time can be difficult but not impossible. Mike Young said that the majority of folks using the courts weren’t respecting the space and felt the town was deaf to their complaints. Dan Hager said he has a young son and would love to see him be able to grow up at the park and thinks at least one of the courts should be removed. Chris Letarte said that he pulled a page and a half of complaint calls at the police station since April 2018 and that he would like to see at least one of the courts change to a tennis court. John Palumbo asked Chris if he thought people would really be interested in playing tennis there and he though they would be. Lynn Major asked if there were any plans for summer basketball there again and Karin said as of right now no one has expressed any interest in holding summer games there. Susanna expressed reservation in taking away 1/2 of the basketball hoops as it may exclude a group of people. Michelle Bellisa said that it sounds like a culture has been allowed to permeate Wallis Park and preventing people who live there to enjoy it. She suggested utilizing Chief Marino to help change the culture, and signs with park rules. John suggested that maybe a time frame would work so that everyone could use the courts and not feel like they are being monopolized by the same people every day. Karin thought a good place to start, while we sorted this out, was to have the park closed from dusk till dawn. ===PAGE 3=== Karin motioned and Susanna seconded that to close Wallis Park from Dusk till Dawn. Approved 3-0. Karin said she would reach out to Chief Marino. Cheryl Shaw said that more no smoking sign on Wallis sign needs to go up as there has been lots of smoking, including pot smoking, and someone took the signs down. She also asked if it was possible to get additional no dogs signs. She also asked if it was possible to get a speed bump to slow down traffic. Karin said the street does not fall under the jurisdiction of the Park Commission and to contact the Chief of Police. 8.Other business a. Karin called the meeting to order at 5pm. Attendance: Karin Menard, Susanna Jewell, John Palumbo and DPW Director Jack Rodriquenz 2. Karin advised the commission that the minutes were not ready and would bring to the next meeting. 3. Town Manager / DPW Director Updates - Jack quickly updated the commission that the summer activities were starting to close down for the season. He said the Town Beach would be closing the weekend before school started and he said on his drive by there didn’t seem to be many people in attendance in the late afternoon. He also said he had asked but had not received an answer on how many life guards were needed. 4. Recreation Director - Jack updated the commission that the had received 3 applicants and would like to see a few more applicants. Karin asked what the next step was. Jack said he would start by meeting with qualified candidates, narrow them down and bring the top 2-3 candidates to the commission. It would then go to Town Manager with her ultimate recommendation going to the Board of Selectman. The commission discussed dates and decided that Jack would meet with applicants September 3-13 and bring them to the Commission on September 18th. Susanna said she would forward the applications that she received from Jack. 5. Marshall Park - Karin gave a brief overview of the property at Marshall Park and opened a round table discussion. Participants included the Park Commission and DPW Director as well as Ana Lockwood, Matthew Allison, Dave Passios, David Prokowiew, and Deb Christin. 1. Picnic area near pond which would be in walking distance to the Senior Center, Schools and Town Center. 2. Walking trails through property connecting all areas. 3. Rehab of the Exercise Circuit which was originally a Eagle Scout project. Dave Passios said there are a few boys working towards becoming an Eagle Scout that may have interest in working on resurrecting this circuit and will have them reach out to the commission. ===PAGE 2=== 4.Ice Skating at the pond - Ana Lockwood said that there are still a few that use the pond for skating but not as many as there used to be and the school PE classes no longer use it. Deb Christin said that when the lights were on the ice was safe for skating. 5.Board Walk Style connection to Main Street - Matt Allison mentioned that years ago he had put together a plan to connect Marshall Park to the Town Center. He mentioned there would need to be some details worked out as he is unsure if Marshall Park abuts any town land close to the center or if permission would have to be sought to cross over private property. Dave Prokowiew though that might be better addressed addressed in a later phase once final decisions are made about what the Town will do with the Town Center and the moving of offices. Dave also mentioned that connecting Marhsall Park via Highland with sidewalks should be considered. 6.Jack mentioned that Parking still needs to be addressed. He said that the paving around the 90’ diamond did help with the way people were parking but with playoff games that bring a larger crowd folks can still block the roadway. 7.Cinder Track - it was unanimous in opinion that the walking track be brought back into usable condition. Susann mentioned the possibility of moving the fence in the outfield of the 90’ diamond so that the track would be outside of the game area. 8.Fields - Karin mentioned that the numbers of baseball players seems to be dwindling and wondered if it was time to consider a change of use for the 90’ diamond to a rectangular field. Susanna thought even open green space in that area would benefit the residents. The majority agreed but thought more research should be done. 9.Bathhouse - Jack gave a brief history and said the bathhouse really should be taken down. Town Manager / DPW Director Updates - Jack updated the commission that there appears to be another water leak at Marshall Park as we got a bill for $4,000. Jack also mentioned that he is working with B&B Fence to install the fence around the court at Wallis Park. He said they are booked for the season but are going to try to fit us in. He said the fields have been fairly quiet as the main seasons have wrapped up and he will use the opportunity to clean up the infields and look into enhancing the turf at Fitzgerald. 4. Recap and discussion of 2019 Beach Season - Karin let the group know that there were 144 passes sold this season - 113 Resident Family Passes, 6 Resident Individual Passes, 15 Resident Senior Passes, 7 Out of Town Family Passes and 3 Out of Town Individual Passes. She also provided the group with a spread sheet highlighting the day to day information collected by the beach this past summer. She pointed that there were some discrepancies in what was noted on the log sheets and what she noted on days she drove by and she was concerned about the accuracy of the reporting. Lynn Major, Lifeguard, asked if the intention was for the beach to be self funded or if it should be considered an asset. Karin answered that the commission made a move for the swim lessons to be self funded a few years back and that the the remainder is funded through a combination of funding through the town budget as well as money collected for pass fees. Lynn stressed the need for swim lesson as they are an important life saving skill to have. The commission agreed and Jack reminded those in attendance that there was a business side of things that needs to be addressed as well. He asked Gen Nass, 2019 Beach Coordinator, if she knew what the ratio of swimmers to lifeguards needed to be. She said she had that information at home. She also said that she has 3 lifeguards on at all times so that one is in the house, one on the deck and one on the beach. Karin said during the many of the times that she visited ===PAGE 2=== Park Commission October 23, 2019 Meeting Minutes Page of 32 or drove by there was only one lifeguard outside and that the other two were inside the house. She also pointed out that per the log sheets filled out by the beach coordinator there were some occasions that there were only 2 lifeguards on and other times there were 4 listed. Susanna asked who dictated staffing levels and rotations and Gen said that the state and Red Cross most likely has standards. Kayla asked if she ever clears the water when doing rotations and Gen said no. Kayla said she has experience in working with staffing levels as well as technology that would assist and she would work to improve those areas. Karin said that she thinks we are going in the right direction and Susanna agreed. Karin also mentioned that the commission looks at the beach as an asset to the Town and that if everyone works together we can see positive change. 5. Capital Plan and Budget - Jack said that the Capital Plan season is starting and he was hoping to bring something forward for Parks. He said he not only is he asked to look at the current year but to plan 10-15 years out so that big ticket items are planned for and are not a surprise. He mentioned that there are items he knows are important to the Park Commission but he has no current pricing to submit including: General Feasibility Study, improvements to Marshall Park, pocket park at Beach. He recommended that the commission come up with projects at least 10k and 5 year life span that he can get priced out and submitted to the plan.. Susanna asked Jack if we should put something on the plan for this year and Jack said that it has to be submitted with the exact cost and not a ballpark figure and these are things that Kayla could work on once her position starts. 6. Wallis Park - Jack said he received a complaint from a resident in the neighborhood about a large tree next to her home that she would like removed as they want to put in a handicap ramp. Jack said he asked her to come to the office with either the contractor or a plan drawn up by the contractor so he could where the concern was. 7.Land acquisition update and warrant article - Karin updated the group that the Town has negotiated a purchase of the Saliba Property on Northfield Road. The South side would be used for recreation and North side for conservation. Karin said that the next step is for it to go in front of the residents at the Special Town Meeting and if passed, the south side would be in the care and control of the park commission. John asked how large the property was and Karin said it is just over 50 acres. She also said that the total project cost is about $782k and that grant was awarded to the town for 500k. Karin said that the warrant article would be to authorize the complete expenditure of 782k , with 500k to be reimbursed by the state via the grant. She said Brandon Kibbe is doing walking tours of the property and the next one is Saturday November 2 at 10am. 8.Open Space update and representation - Karin said that the Open Space plan was submitted to the state and was sent back from some additional information and revisions. Karin is working on the ADA portion for the parks property with Jacks assistance. She also asked if anyone would be interested in taking over her position as a representative of the Commission as her time has become limited. Susanna said she would be interested. Karin motioned and John Palumbo seconded to have Susanna represent the Park Commission on the Open Space Committee - approved 3-0 9.Other business a. Karin called the meeting to order at 6:30pm. Attendance: Karin Menard, John Palumbo, Kayla Wright (Recreation Director), Jack Rodriquenz (DPW Director). Absent: Susanna Jewell. 2. Karin advised that the October minutes were not complete and she would have them ready for the next meeting. 3. Recreation Director / DPW Director Updates - Jack said he is working on the fence replacement at Wallis Park. 4. . Lunenburg Skate Park updates and discussion - Karin explained that she put this topic on the agenda after seeing some of the recent advertisements by the 01462 Skate Park group. She said that the Park Commission voted to support a 5k square foot skate park and that the advertisement was for 10k square feet. Anthony Caiozzo and Phil Moore were both present on behalf of 01462 Skate Park group. Anthony said that we shouldn’t be concerned be concerned with the size but what we want to get out of the park. He also said that he had wanted to meet with Kayla to see what we wanted to get out of the skate park and what the vision of the use would be and to see what she has seen in other towns. Anthony said that it would be an opportunity to make it a part of the suite of services that the town offers for camps and activities. Karin explained that there is no current discussion on what we want to get out of it as it is not a Park Commission sponsored project at this point and that we remained concerned with may pieces of the project including the long term maintenance and the size. Jack said that he has no vote in this but that he didn’t believe the Park Commission would support a 10,000 square foot park. Anthony said that the square footage shouldn’t matter. Jack explained that it does matter and felt it is a project being pushed onto the Park Commission that they didn’t necessarily want to take on and he wants the group to be clear on where the Park Commission stands. Phil said that when completed the park would become a piece of the landscape and an opportunity for the town. He said similar to other facilities in town, like the beach, you make a plan for the facility and use it to its max potential. Karin said that when this project was originally presented it was still in the idea phase and the the next thing the Park Commission knew ===PAGE 2=== Park Commission Meeting Minutes November 20, 2019 Page 2 of 3 it was presented to the Board of Selectman as something that Park Commission was in favor of and the Board of Selectman gave permission to use a piece of land that is not even owned by the Park Commission. She said that she felt the Park Commission still does not have a good idea of what the long term cost of maintaining a facility like this was and that was a concern to her as funds are not endless and that she didn’t feel anyone had taken that into consideration. Phil said the longevity of the skate park is important and that holding camps and lessons would yield some revenue to defray those long term costs. Karin said that if the skate park does end up coming under the Park Commission we would certainly have programing and use it to its full potential but that she wanted to be perfectly clear that the Park Commission voted in January of 2019 to support a 5,000 square foot skate park and that the commission still has concerns. John added that he was primarily concerned about safety especially at night since it wouldn’t be lighted. Anthony said hours are set and the park would be closed at night and that these types of facilities don’t have fences put around them and are not locked. John asked when the students first approached the commission with the idea. Karin said it was February of 2018 and that it was an idea that still needed lots of details worked out and without us knowing they went in front of the BOS a few months later saying we were in support of the project and no one from the BOS ever asked us directly if we supported the project and the potential location. . John asked if this location was a done deal. Jack said not necessarily and said there are some people that don’t want a skate park in the center of town. John said that he feels that the space is gold and we need to think long and hard about it being in the town center and we should consider pumping the breaks especially since all of our concerns haven’t been answered. Karin said that since the BOS would be the ones to give the go ahead to start the building process that she would talk with the BOS Chair. Dave Passios made a public comment that he agreed with the commission and said we may want to considering working it into the repurposing of Marshall Park. 5. 2020 Beach Season - Karin said that last years beach hiring was done late and that she had spoken to Kayla about starting the process earlier. Kayla said in the past when she has hired summer staff she would do advertising while the college kids were home on winter break with an application deadline of Mid February. She said that interviewing and hiring could be done in mid to late March which would coincide with any college kids looking for employment being home from on spring break. She said that there are several places it could be included such as the Mass Park and Rec website. Karin and John both thought that was a solid plan. Jack recommended that Kayla work with Julie in HR to get it done. Karin asked if we could reopen to hire a second round of life guards after life guard training since that training doesn’t happen until late June, Kayla said that yes, she could work on doing that. John recommended looking into posting on School Spring. Jack mentioned that FSU has a pool and that he it may be an idea if we wanted to try and do an earlier training. Kayla said that another town she worked for did a pool based training and then a one day open water front training so its something we could look in to. 6. Capital Plan - Jack updated the group that the Capital Planning process has started and that he would be making a presentation to the Capital Planning Committee. He asked if we wanted to submit any requests. John ===PAGE 3=== Park Commission Meeting Minutes November 20, 2019 Page 3 of 3 thought a submitting something for a study of Marshall Park would be good. Karin agreed but wondered if we’d have the numbers for this year. Jack said he would work with Kayla and see what he could come up with. 7. Finance updates - Kayla said she didn’t have an opportunity to get the financials. Karin said that was fine as we were tight on time anyway. 8. Other business a. Other business matters that may legally come before the board not known at the time of posting - none b. Correspondence, Announcements and Public and Board Comment - none 9. Next meeting date - January 13, 2020. 10. John motioned and Karin seconded to adjourn at 8:15pm.
