In attendance were Karin Menard, Dave Passios, Susanna Jewell, Kayla Wright, Chris Sullivan, and Ana Lockwood. 2. Chris motioned and Dave seconded a motion to approve minutes from Nov 9th and Dec 1st : Dave yes Chris yes Ana yes Karin yes (Susanna had tech issues here) 3.Rec Director, Kayla Wright, Updates: ! Winter programs are opened. Skating rink ordered. Fire dept will fill it. DPW will help assemble it. 4.Non Departmental Beach Usage Discussion and Policy Creation: ! Kayla has researched several other towns policies to help come up with ways to approach our policy creation. Most had policies where the applicant had to be a beach pass holder. several required that everyone attending the event had to get day passes. All had requirements that a life guard be on duty, some with additional charges for that life guard/s. Karin highlighted some of the issues that we have had in the past. Beach rental requests have gone through the town manager, not parks. Rentals are often requested for Sundays or times when the beach is not open and she has had to go down to let the renters in. Policy needs to be created so that it is clear what our expectations are. Chris asked about lifeguards- suggested that we should require a separate lifeguard for events, even if the beach is open and staffed. Ana suggested having that in a flat fee, instead of parsing out a separate lifeguard fee. Susanna clarified that we should always require a lifeguard, even if people aren’t going into the water. Karin and Kayla suggested a two week out rental request, to allow time to schedule lifeguards. Karin expressed an interest in making sure that Parks properties ===PAGE 2=== are usable and an asset to the town. Kayla will work on getting pricing/policy to us for next meeting. Chris asked if there are additional costs incurred from rentals, ie trash, electricity, etc. Kayla will base the fee to include all of that. All renters will need to have a Certificate of Liability. Jared Bowser, guest and lifeguard at the town beach, was present for this discussion. He advised to not have too many events at once, given the size of the beach. Karin asked Jared about Sunday events and extra lifeguard work. He thought that would not be a problem. Dave commented that he agreed that there should be a designated lifeguard for all rentals. He requested that there be some language added to the policy for other town departments that might want to rent the lakefront for an event. 5.Hunting on Parks Properties and Vote: ! Parks commission has been asked by Conservation Commission to decide if we will allow hunting on Parks properties. Karin asked the commission if anyone had any strong feelings either way. Chris suggested we say no to all hunting, with any weapons, on Parks properties. Ana added to clarify that this should include bow and arrow, not just guns, and not just for hunting but also for target practicing, etc. Chris finessed the point to say “outside of an official park program”-leaving space for an archery class to be held at Marshall Park, for instance. All in agreement. Policy discussion-Karin suggested we say “No Hunting or discharging of firearms or weapons on properties that come under the care and control of Parks commission, unless sanctioned by the recreation department.” Trapping will be added at our next meeting. 6.Marshall Track: ! The track might not be workable until late spring given the water table/drainage there. Dave proposing to revitalize the cinder track at Marshall by removing the organic matter off of the surface of the track, tilling the cinder, and compacting it. He has a volunteer to help with this. Dave hasn’t had the chance to talk to the DPW director about it yet but he will follow up. Dave wants us to think about the No Dogs policy in Marshall Park-would like us to consider allowing dogs on the track but not anywhere else in the park. 7. Spring 2021 Volunteer Clean Up Days ! Dave is thinking that park users and others could come up with a list of things that we as a community could do to tidy up some Parks properties. Little League has done something like this in the past. Karin likes the idea. Chris suggested an Earth Day, April 22, kick-off. Dave suggested we start somewhere other that Marshall in late April, as Marshall has a high water table. Karin had a discussion with Conservation Commission recently about trail creation over at our newly acquired Northfield Rd property. Chris suggested that we emphisize the clean up days as “family” oriented so as not to dissuade anyone. 8. Discussion on Park Properties improvements and planning including continued discussion about Marshall Park Master Plan. ===PAGE 3=== ! Capital planning ranked this project 13/22. Therefore we will not make the cut for funding for this year. Aside from that, we need to move forward in planning. Karin reviewed the list generated by the parks commission and complied by Kayla. He would like to see a dog park area there too. Dave mentioned a seasonal skate rink on a paved area, otherwise used in the other seasons. Chris asked about skating on the actual pond. Dave responded that it is less reliable in terms of safety. Dave brought up horseshoe pits. Karin brought up the Little league and was wondering what their needs are, given theri reduced numbers. We could possibly gain some space at Marshall that way. Karin requested that we consolidate and clarify this list. Susanna suggested that the list could easily be consolidated without losing any of the content because several of the points were redundant. Karin wants to be sure to include seniors in our planning of the park. Dave suggested a picnic table near the town pound on the pond. Ana pointed out that there are several things on our list that should be part of standard maintenance of the park. Susanna suggested that referring to benches beside the pond as a “pocket park” is the wrong approach as it may make it sound like a bigger deal than it is-purchasing and installing picnic tables or benches is not building a park. Kayla agreed-maybe leave that type of thing off of the master plan wish list as it is something we could just buy and install separately. Karin requesting that we remove the items that don’t belong on the list and get it to Kayla before the next meeting. Dave requesting that we get a complete and total survey done professionally as soon as possible. Karin reminding the commission about our upcoming meeting w the Skateboard Park. Dave asked the commission-do we want to get something on the warrant for May-for consulting help or a survey of Marshall? Warrant for submission closes March 15. We will revisit in our February meeting. 9.Discussion about creation of Parks Policy and Procedures related to maintenance and general use Karin: It’s time to be proactive instead of reactive. What priorities do we want to focus on? Lets work on policy in chunks instead of trying to do it all at once. Susanna suggested we go park by park to think about what each parks issues are. Ana suggested we approach it piece by piece and build a policy over time. Karin is thinking to start with maintenance. Procedure on how organizations need to report things to the Parks commission that need our attention. Examples are broken fences, trash, mowing. Karin will put it on our next agenda to discuss maintenance policy. 10.Revolving account ! The warrant article discussed last meeting was not the final word on the revolving fund. Karen Brouchue caught the mistake when she watched our last meeting. The Beach exclusion was removed two years after the one we discussed. All of the money that is coming in now is rightfully ours. Dave-are we under the best kind of revolving account that we could be under? Dave is concerned that we would be limited on what we could use the money for. Spending down under $30k v not having to. Karin not against changing to a different form. Susanna not feeling informed enough to discuss it right now. Will do homework for next meeting. Karin will add it to the next agenda. ===PAGE 5=== 11.Open Space Representation- ! Chris was thinking about volunteering, but declined. Ana volunteered. Karin nominated her, Dave seconded. Roll call vote and all in favor. 12. Next meeting is January 25 with the Skateboard Park. In preparation for the meeting Karin asked commission to think of where within the park we could picture the Skateboard Park. Dave recommended using Google Earth Pro to look at Skatepark placement. 13.February meeting-Susanna requested a Thursday or Friday. Feb 12. 630 pm. 14.Motion to adjourn by Chris 8:33, seconded by Susanna. Roll Call Vote: Susanna yes Dave yes Ana yes Chris yes Karin yes !! ======================================================================================== DOCUMENT : 2021-01-25-agenda-3331.txt BOARD : parks-commission DATE : 2021-01-25 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/parks-commission/2021-01-25-agenda-3331.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_01252021-3331 ======================================================================================== ===PAGE 1=== Town of Lunenburg Park Commission Karin Menard, Chair 978.582.4160 David Passios, Vice Chair 520 Chase Road Susanna Jewell, Secretary Lunenburg, MA 01462 Chris Sullivan, Member Ana Lockwood, Member Park Commission Monday, January 25, 2021 7:00pm via Zoom In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel. Attendance: Karin Menard, Susanna Jewell, Dave Passios, Ana Lockwood, Chris Sullivan, Recreation Director Kayla Wright. 2.Discussion with Lunenburg Skate Park group regarding the pros and cons of building a skate park within Marshall Park and potential decision/vote on supporting a park and park size at this location. Griffin Caiozzo and Chris Roy did a presentation about why the Skate Park group feels that the Town of Lunenburg needs a skate park, how they got here to this point and the current status of their work. Karin asked the group to talk about the pros and cons of Marshall Park and added that this was the only property that the Park Commission has any control over out of the locations that Griffin and Chris mentioned. Karin said that a pro that she sees is that this is a piece of property that the Commission currently has control over so there is no other group involved in the governance of this property if a skate park did go in at Marshall Park. Chris added that the Commission is in the beginning process of laying out a Marshall Park master plan and this piece could fit in nicely and be visible and not tucked away. Ana Lockwood said she doesn’t agree with all of the cons that the skate group presented. She said there are two access points to Marshall Park - one off Mass Ave and one off of Chestnut - and the Town is working on getting funds for building more sidewalks. She also said that the previous skate park location may not have been ideal but with the amount of acreage we have to work with we can come up with a better location. She thought the previous park had high use for awhile but had no care and maintenance. She cited the new playground at Wallis Park as an example of not using history to determine the future. She said she didn’t think the cons, in the way the Skate Park group presented them, were necessarily deal breakers. She what said she hoped to gain from this conversation was what it would take for the Skate Park group to say that Marshall Parkwas a good option but if Marshall Park isn’t a place they would consider she didn’t think there was much more to discuss. Aiden Moore said they are open to our suggestions but they think the original location is still the best but that a good park could still be built at Marshall depending on the location within Marshall Park. Aiden said that they would be concerned about the lack of visibility at Marshall Park. Dave Passios mentioned that his concern with the TCP location, which he also brought up at Capital Planning, is that there has been discussion about a small parking area for the Senior Center and part of the TCP property may be needed to complete that. He also didn’t think that aesthetically it would be a good location for it if TCP becomes town offices. Dave said that there are two locations at Marshall that he thinks would be very visible locations from the street at Marshall - where the old bathroom used to be is very visible from Chestnut Street and that the old growth trees in that are are already gone and also along the entrance driveway to the right as you are driving in from 2A. He also thought a pull station for emergencies may be a good addition to deal with emergency responses. Dave said that because this location is already a Park more grant funding may be available than if they went forward with the TCP location. Susanna said she really likes the idea of putting it in around the entrance area and asked Dave if he had taken a look at the size of the area. Dave said that he hadn’t but would like to get a better idea from the Skate Park group what the overall size ===PAGE 2=== Lunenburg Park Commission Meeting Minutes January 25, 2021 Page of 32 was that they would need above and beyond the concrete skate area. Ana said that she had done some quick measurements and there was easily 10,000 square feet in the area next to the entrance. Chris said that he would be in favor of reopening discussions on the size of the park as he has some concerns about the size of the park that the Park Commission previously voted to support which predates his tenure on the commission. Susanna says she cares more about a skate board park being well integrated into Marshall Park and looking like it belongs there more than the actual square footage is. Dave said he thought we need to first decide if we want to put this in the Park and that size and what we want to see included should be an ongoing conversation. Griffin Caiozzo raised a few issues with a Marshall Park location - safety of children walking down Mass Ave to Marshall Park from school and concerns about leaves getting onto the skatepark surface causing safety issues and increased maintenance. Karin said if a skate park goes in at this location that she doesn’t believe it would be the intention of the current Park Commission to throw it in there and never look at it again that its going to to be maintained to the best of their ability and its going to be utilized and overseen so it wouldn’t see the same fate as the old park. She said she does have concerns on size but she does agree with Susanna that aesthetically it needs to fit the area but still has hesitation in supporting a park of a larger size that is going to be built as a destination. Karin said we are a community of 12,000 people and when we look at the size everything that has been shared with the commission and we have researched on our own, a skate spot is an appropriate size. Phil Moore clarified that the boys position on the safety of Marshall Park was given to them by the former Police Chief and other groups when originally evaluating sites. He also said that it was wonderful to see collaboration between the two groups and a positive conversation. Peter Beardmore wanted to share a little history that he thought would be important in the discussion. He said back in 2004 there were a group of kids who were skating on Memorial Drive area and there were a lot of complaints. He said that when the first skate park in at Marshall one of the concerns expressed was that skaters wouldn’t use it because it was too far away from where skaters were at the end of the school day. Peter expressed concern that the change of location is because of objections coming from people who will work or spend a lot of time at what is expected to become Town Hall and those at the Eagle House property and that he doesn’t think that anyone has a claim to that property more than anyone else. He said that before the rug is pulled out on them for the location at the center of town there should be a discussion with all the stake holders to see if something can be worked out. Karin chimed in that she has not heard anything from Town Hall or the Senior Center and that original decision that Parks made almost a year ago not to support that location was done independently. She also said that the piece of land by TCP is not owned by the Park Commission and its not their land to give so the only thing in her opinion that the Park Commission could do is to decide on whether to support or not to support and that is what the Park Commission did. She also said the vote by the Park Commission that Parks has no interest in maintaining or supporting a skate park on that property was not a vote saying not to build at that location. Ana added that there was nothing sneaky going on and that this board is interested in pursuing a skate park at Marshall Park. Peter added that at the end of the day there was property that was pledged to the skate park group and they have raised money all with that property in mind and the expectation that the skate park if built would be accessible to the student and the kids that it is intended to service. He said that the concerns that the student members of the skate park have are the same concerns that he has especially around transportation and he doesn’t think kids will be motivated to travel 1/2 to 3/4 of a mile to Marshall Park and that some of the opportunity of this project may be lost if its moved down there. He also said he doesn’t think there has been enough discussion with the stake holders about the TCP property. Ana said that we can only discuss things from the Park Commission side and we as a commission had a previous vote to not support the TCP location and that what is now in front the Commission is whether to support a skate park at Marshall Park and that our vote does not change what the skate group does and they can continue to pursue the original location. Karin let Peter know that he could reach out to any of the Park Commissioners to further discuss and that she doesn’t disagree with many of his points around the original location. She also said that the original choice of property never involved Parks in the discussion so it is a situation where one group made a decision without another knowing. She said that she believes a skate park could still go in there and believes it could be overseen by another group and that it wasn’t the goal of the Park Commission to try and strong arm anyone to move to a location that they don’t want to be in. Chris added that he has now seen the direction Marshall Park is going and feels this is a project that would fit in well there. Griffin asked if there was anything they could do to put the TCP location land under the Park Commission. Karin ===PAGE 3=== Lunenburg Park Commission Meeting Minutes January 25, 2021 Page of 33 said that her understanding is that a piece of property could be moved from one group to another by a vote at Town meeting. Griffin asked if they could start the project now at TCP and then bring it to town meeting. Karin said we weren’t there to tell them what to do and that they could pursue that avenue if they wanted too. Phil asked if the Park Commission wants to be a collaborator on this project if it went in at Marshall Park. Karin said that the the feeling of the previous park commission was that we were in support of a skate park if it went in on a piece of property that was in the care, custody and control of the commission and if we can get everyone on the same page and support a skate park at Marshall that we would be a partner in this. She said the Park Commission wouldn’t do all the leg work as we have only a part time employee but that we would support the endeavors. Dave added that Parks will do everything possible to make it the greatest Skate Park it can be if it goes in at Marshall Park. Griffin asked where the Skate Park falls in terms of priority. Ana answered by saying having a group who advocating for a park makes it a priority. Susanna suggested that we not move forward with the park until we know for sure that they want to go in there as it becomes a very important part. Ana motioned and Susanna seconded for the Park Commission to support the building of skate park within Marshall Park. Dave said he wanted to make it very clear that this was just a vote to support a skate park within the boundaries at Marshall Park and does not take location and size into consideration. Chris said he was concerned about the size and that if we were only looking to support a 5,000 square foot skate park with this motion that he didn’t think is what the skate group wanted. Ana said she thought the discussion on size could be separate discussion. Dave thought it could be done at a future meeting. Anthony added that he didn’t think enough information was provided during the meeting to make a decision. Roll call vote Ana - yes Dave - yes Susanna - yes Chris - yes Karin - yes Karin summarized with the boys that they have support from the Park Commission for a skate park within the boundaries of Marshall Park and she emphasized there is still work to be done both with the commission and as their individual group. Karin also asked the group to let the commission know if they don’t want to move forward at the Marshall Park location. Susanna asked the skate group to forward the presentation they shared tonight to the group. 3.Other Business a. Other business matters that may legally come before the board not known at the time of posting b. Correspondence, Announcements and Public and Board Comment Dave asked that the revolving fund be put on the agenda for the next meeting. 4. Next meeting - February 12, 2021 @ 6:30pm 5. Attendance: Karin Menard, Dave Passios, Chris Sullivan, Ana Lockwood (arrived at 6:45pm), Recreation Director Kayla Wright. Absent: Susanna Jewell 2.Chris Sullivan motioned and Dave Passios to approve of January 25, 2021. Roll Call Vote Dave Passios - yes Chris Sullivan - yes Karin Menard - yes February 12, 2021 minutes were not ready. 3.Recreation Director / DPW Director updates - Kayla updated the commission that she added a 4 week indoor soccer program since the demo classes went well. Spring and summer programs will be up within the week. Kayla asked about Summer concerts and Dave answered that Summer Band concerts were on Monday nights. 4.Revolving account - discussion and decision on moving from a 53D to a 53E1/2 revolving account - Karin updated the group that she had spoken with Karen Brochu and the Town Manager regarding moving from a 53D to a 53E1/2 and said she has gotten more information but it has left her with more questions. She said Karen Brochu had spoken with an attorney with the Department of Revenue and that he said as long as funds in excess of $10k were committed and reserved for a particular purpose that a balance over $10k can be carried forward. Karen Brochu had also asked him if the balance in the 53D could be moved to a 53E1/2 and he said no and that the funds would need to stay in the 53D and restricted for their intended purpose. Karin said that she and Dave did have a conversation with town council prior to receiving that information and his answer to that question was that yes, it could be moved but they had not run the answer from the Department of Revenue by him to see if he agrees. Karin mentioned that salaries for part time and seasonal employees could be paid out of a 53D where as full time employees non seasonal employees couldn’t be but they could out of a 53E1/2. Chris Sullivan agreed that it makes sense not to rush this just to get it on the warrant as long as we weren’t going to lose the money that is already there in excess of $10k. Karin said that Karen Brochu’s opinion the money would stay put. Karin said she had also asked Karen Brochu who in the past was approving expenses out of the 53D account. Karen Brochu had told her that in years past there was a Parks Superintendent who brought the information back to the Park Commissioners. When that changed and Parks ended up under the DPW that the DPW ===PAGE 2=== Lunenburg Park Commission Meeting Minutes March 1, 2021 page of 52 director started making those approvals. Karen Brochu had said transactions out of this account are something the Park Commission should be aware of and it could be done via a warrant system or it could be something Kayla could just inform us of every month. Karin then said that this opened into a bigger discussion about the general budget with Karen Brochu and she had agreed that the budget is something that we should be informed of as we make policy and decisions that effect that budget. Karin said she had also asked Karen Brochu about interest as on a 53D interest is supposed to go back into that account where as a 53E1/2 it goes into the general fund. Karen Brochu had told her that interest had not been going into that account and that she would look into it further. Karin let the group know that Karen Brochu is not against Parks moving to a 53E1/2 but she didn’t think it needed to be done right now. Karin asked the group if anyone disagreed with waiting and see how it goes staying with a 53D. Dave agreed and said that he thinks we need to sort out the different interpretations with counsel and DOR attorney and we wouldn’t be able to get that done in the next week. 5.2021 Beach Season discussion and decision on fees and policies Kayla had provided the group with information on beach rentals and recommended fees. Ana asked if the $25 security deposit was for damage to the property or if they cancelled. Kayla said it was for both. Ana said that she agreed with what Chris has said at the last meeting that the $25 wouldn’t cover much. Ana also asked about insurance. Karin explained that individual groups would need to provide a certificate of insurance listing the Town of Lunenburg as additionally insured. Kayla added that it would also be possible to have each participant sign a waiver and someone from the Recreation department would need to make sure that was done. Ana said that the reason for this policy is to be able to rent the beach and that it should be an easy process. Kayla said this policy was created around the way rentals are already done at our other locations. Dave added that we should also be considering a set policy for individuals. The group had general discussion over the rental rates and the various uses of the beach house and beach for rentals. The group settled on $50 per hour for the rental of the beach and beach house, $50 non refundable deposit and if lifeguards required an additional $25 per hour per lifeguard. Karin said she would work with Kayla to update the beach rental policy before the group considers it for approval. Karin recapped Kayla’s recommendations for the upcoming beach season: limited number of non resident passes, preregistration for specific time frames (can be done day of at the beach), and pass fee options. Karin pointed out that COVID restrictions may prompt some changes to any policy as the season approaches. The commission discussed various fees. Ana said that the beach is the only area we charge individuals access for and that there may be a different revenue model that might incentivate more people to visit the beach. Karin said that our town beach salary line is $20k and we have exceeded that the past few years. Karin said that based on what she has seen what we would have to charge to cover the cost of lifeguards would price us out of the market. She said that at a minimum she thought we should be covering our overages as well as swim lessons and above and beyond that maybe some maintenance and any improvement projects. Ana suggested that we do an adult day pass with children under a certain age free. Chris motioned and Ana seconded to accept the following fee structure: Resident Rate $5 per adult includes up to 3 children 15 and under free. $2 senior/add’l child rate Non resident $10 adult includes up to 3 children 15 and under free $5 senior / add’l child rate Resident Family Pass: $65.00 Non-resident Family Pass: $80.00 Resident Individual Pass: $44.00 Non-resident Individual Pass: $60.00 ===PAGE 3=== Lunenburg Park Commission Meeting Minutes March 1, 2021 page of 53 Resident Senior Pass: $23.00 Non-resident Senior Pass: $35.00 For beach pass purposes: A family is defined as two adults and three children under the age of 18 living in the same address. Additional dependents (up to two) living under the same roof, $5.00 per person added on. A senior is defined as anyone over the age of 60. An individual is defined as anyone age 3 and above A child is defined as anyone under the age of 18. Roll Call Vote Dave - yes Chris - yes Ana - yes Karin - yes Kayla said she would be looking to keep the same hours as last year with a break in between sessions. Karin asked if she would still have that break if we didn’t have COVID restrictions and she said she would but it may be shorter. Kayla is also looking to have swim lessons this summer with lessons before the beach open during the week plus Saturdays. She said she is also looking to bring Yoga to the beach and then later in the summer some additional programming. COVID restrictions would remain as last season. 6.Marshall Park - master planning discussion including Skate Park - After a brief discussion on having the commission individually revisit the original list compiled by Kayla, there was no further discussion and we will hold for the March 29th meeting. 7.Maintenance policy discussion/vote - Ana shared attachment A with the group. Ana said she had envisioned the group starting to put together some simple policies because part of our mandate as a commission is our governance of parks. Karin said that she likes the idea of having our parks inspected so things don’t fall to the wayside. Karin also said she would like a way for the residents of town and the user groups to be able to easily report issues. Chris agreed. Ana said this is at the heart of how we govern and create rules for the parks and that creating a structure will help to build a relationship between us and those assigned to do the day to day work. Chris said this would also give transparency to what we are seeing at the parks. He thanked Ana for putting this together. Dave said he liked the format and that once we fine tuned things its going to be excellent. Dave also said it shouldn’t be just up to us to report these issues but that our paid staff should be inspecting and reporting back to us. Chris asked if it’s as unreasonable to ask the contractors who do work at our properties to come to us. Karin said that the contracted groups that we use are people that would be mowing the lawn and she thought the better way to do it was to go through the DPW director. Karin said that those contracts are going out to bid now and we could certainly ask to see what the contracted services were. Ana and Chris said they would work together to fill in some of the document for the next meeting. 8.Open Space updates - Ana said they are still on the phase of investigating to move from General Municipal to specific groups like Conservation. She said the next meeting is March 17. Karin mentioned to Ana that Parmenter Ave property is a piece of property that abuts Lake Shirley and that the Park commission in the past had said if we had the opportunity to bring that property under the Park Commission we would jump at it. Dave said he would like to have Open Space informed that we would like to be considered for that piece of property. 9. 10.Other Business a. Other business matters that may legally come before the board not known at the time of posting b. Correspondence, Announcements and Public and Board Comment - Chris said that he is working with Kayla on Cleanup Day and is collecting ideas - things that are simple and don’t require power tools. ===PAGE 4=== Lunenburg Park Commission Meeting Minutes March 1, 2021 page of 54 10. Ana suggested that we have a list of things we would like to discuss with Rob when he is present at our next meeting. Chris read Kayla’s updates that the commission received earlier in the day into the record. The email is as follows: The Spring & Summer brochure is out. Spring program registration for residents is currently open, non-resident registration begin on Wednesday. Summer registration will begin in April. A list of tasks/projects for the clean up days would greatly be appreciated, so I can update the website for sign ups. So far I have the following list based off the survey feedback: Marshall Park - Trash clean up, brush clean up, basketball clean up, path to basketball court clean up/make more visible,  Veteran Parks - trash clean up and brush clean up Town Beach - trash clean up along fence, weeding Park maintenance was put out to bid, I do not have an official date of when the bids are/were due back. The contract begins on July 1. Marshal Park master Plan- I still only have updated lists from Chris & Susanna, and now Karin from the original list of Marshall so it has not yet been updated. I will continue to update based off Karins e-mail today.  Field Policy - I don't believe we ever revisited the adult organization rate for fields, if we did and I missed it please let me know. The Phillis will be submitting a request for this season and I'd like to be able to give them a fee (whether it be the same as last year or new structure).  ===PAGE 2=== Park Commission meeting minutes March 29, 2021 page of 42 Beach rental policy - if there are any further changes on the policy after tonight's meeting please let me know. I am working on a separate policy for birthday party rentals of the facility.  Beach - interviews were conducted last week & more scheduled for this week. Will have names of intended hires within the next two weeks. Still able to hire additional candidates after this if needed. Tentative dates for open to the public June 20- September 12. Looking to hold another lifeguard class early May, will be hosting a WSI (water safety instructor) class, waiting on instructor availability. Water safety instructor is important certification for teaching swim lessons. 4.Beach Rental Policy - discussion and vote - no discussion or vote as document had not been forwarded. 5.Earth Day Clean Up - Chris said that he sees this as a week long endeavor and people can help when they are available. He said that most of his responses have been coming from groups of people - Boys and Girls Club, Girl Scouts, Project 351 and the Skate Park group. He said that Smokestack Roasters and Salvation Army had stepped forward offering to help and Chris was working on the details. He said he did not get a lot of suggestions for new ideas for cleanup but he does have a good base of ideas. Chris said he had gone down to the beach to see what needed to be done there and also the pond side of Marshall. Dave said that the dog pound side needed to be raked out as there are a lot of acorns. Chris said there was a concern raised about the potential for needles in the basketball area at Marshall so we would need to be mindful of that. He also said he needed to coordinate with Rob on trash and leaf removal. Dave suggested that Chris show the list of potential project be shown to Rob so he can approve it all and make arrangements for pick up of debris. 6.Maintenance policy discussion/vote - Chris said that he and Ana have some more discussion to do and they need to go back to DPW to establish some realistic expectations and how things get tracked. Ana agreed that there are things that need to be discussed with the DPW Director and what we set as a policy can match what he already does. Ana said that one of the things that is difficult right now is that we don’t know how things are currently being done. Dave said that planting a seed now that they are fully staffed that there might be someone familiar enough with the Park properties that could do this and take it off of the directors plate. Chris suggested that monthly reports would be beneficial and thought any major issues that came up we could be notified of via email just to keep us in the loop. Ana thought that in regards to the policy that knowing the process is important so that the proper timeline can be used. Chris asked if he and Ana could have a zoom meeting with Rob and Dave said they could. 7.Marshall Park - master planning discussion including Skate Park - Chris mentioned that Karin had previously walked through Marshall Park with the head of the skate group and he did as well at a separate time and that the location that seems to be of potential interest to them is the area coming in through the Mass Ave side that has the wooded area and it would give some visibility from the road. Ana asked if the expression of interest in that area meant that they were definitely looking at Marshall. Chris said he didn’t think they took an official stance on it but they did seem interest. Dave said that that area would require some tree removal and was curious to know why they weren’t interested in the Chestnut Street side. Dave read the email that Karin had sent to him prior to the meeting. The email read as follows: Goal: to improve Mashall Park to create a space for multi age activity and community events. I want to stress that not everything needs to be covered in the Master Plan - rules for use, signage for parking on Chestnut Street, fence repairs - those can all be something done now. Thoughts when going through the original list: Track / Walking Path - this would be at the top of my list. Connecting it to Main Street area would be a huge plus even if that meant one way in/one way out by Marshall Pond. Court - determine what can be salvaged, open up for visibility ===PAGE 3=== Park Commission meeting minutes March 29, 2021 page of 43 Field space - I think there are a few in the ideas section that could be combined for the same goal - multipurpose field, open space/non designated space, reducing baseball fields/making them more adjustable. With seemingly dwindling numbers on the baseball side, and baseball really being the only field space the Park Commission has, I think consideration needs to be given on reducing the number of baseball fields we have. Unlike a baseball field, a rectangular field can be used for multiple sports activities - soccer, field hockey, lacrosse, football etc., but can also be used as open space when not in use. Parking - guidance by someone who knows parking would be beneficial so parking flow and safety would be taken into account. Skate Park - Anthony and I spent some time down at Marshall a few weeks ago. In my mind the location that stands out is the wooded area straight ahead when you pull in from Mass Ave. Pavilion - this would be a great addition to Marshall. It would allow hosting of programming, rental for use by individuals and cover from storms during sporting events. As I think of other ideas the first thing that comes to mind is: What will be used and what will draw people here. While on vacation I have looked at local parks and their usage quite a few times. While exercise circuits have been unused, sand volleyball courts, walking paths and rectangular fields were hopping. As we look at the future, I'd urge everyone to think about creating a community space that will be used - think of what other towns have that are popular, look at what they have that are not used, and start to reimagine Marshall. Community engagement - I think it is time for the commission to determine how we want to go about this as I think it is important for a variety of reasons. Should it be a survey? An open forum? Something else? If the consensus is a survey, I'd be happy to work with someone to get a preliminary one started that we can fine tune as a group at our next meeting. Dave said that he was interested in inviting the general public to meet at Marshall Park to just do a walk around so that they can see what Marshall Park offers now and what it could look like in the future. Chris said he likes the idea of both of a survey and a walk through and offered to help Karin with a survey that would be open ended but also have some structure to show that the commission has done some work behind the scenes. Dave agreed that we need to develop a park that people will want to come and use. Chris liked her mention of the volley ball court and may be of interest to the public. Ana wanted to know how, when we talk about multi purpose fields, we we will take into consideration the needs of the school and that some planning needs to be done as the school still uses the 90’ diamond. Dave said that the school district had been involved with some discussion in the past and that they had been looking at the possibility of putting fields on their campus. Ana asked if there was a way to keep the 90’ diamond as part of a multi-use field. Dave said by having a rectangular field is expands the usage season and that as soon as you put base lines onto a field a large section of the field unusable for anything except baseball. Chris said that he thought the commission would be respectful of the school needs but if the fields are moved to the school grounds it opens up more opportunity. He said that there is a significant need for more multi purpose fields in this town and its part of our task to figure it out in a timely manner. Ana pointed out that we have a field that is already built and could we figure out a way to make it multi use. She doesn’t want to shuffle fields from one place to another. Chris mentioned that there was still some fencing that need to be fixed. Dave said that there are also issues with broken hinges on gates and there really needs to be cataloged and all done at the same time. Chris said he had thought about a dog park and thought that leashed dogs allowed on the trails may alleviate that need. Dave thought if we had another small piece of property in town that a stand alone dog park could work well. Chris also thought the fitness circuit could possibly be tied into the trails. Parking he said remains an issue especially on the Chestnut side. Dave thought with the right parking engineering you could get 15-20 cars in there off the main area and could work if it was enforced. Chris thought a playground area, maybe something different, would be beneficial. He also suggested bike racks be added if this is to be a destination park. He pointed out that accessibility would need to be looked at as well. Dave said a concession stand would need to be brought into compliance. Chris offered to help Karin out with a survey. 8.Other Business a. Other business matters that may legally come before the board not known at the time of posting - none b. Menard went to the Town Manager who contacted Adam Costa the town a6orney. A6orney Costa’s response was “I do not see any immediate liability concerns associated with the park commissioners allowing leashed dogs on its proper0es but off leash dogs are a different story. Many off leash parks require a signing of a liability waiver and release before their use. Massachuse6s imposes strict liability on dog owners for injuries their dogs cause so its wise that you’ve contacted our town insurer, they had no issue with leashed dogs being allowed on park proper0es. K. Menard suggested a policy that leashed dogs are allowed on proper0es under the care and control of the Parks Commission with the excep0on of maintained fields. Will hold to research wording. -Marshall Park Planning and survey discussion. K. Menard, R. Oliver and Heather Lemieux will go over how the process will work and understand what direc0on to move in. Open mee)ng K Menard opened the mee.ng at 6:30 pm. In a6endance Dave Passios, Susanna Jewell, Chris Sullivan, Ana Lockwood, Karin Menard, DPW Director Rob Oliver and Town Manager Heather Lemieux. 2. Public and Board Comments K Menard asked that any Public comments be kept to around 3 minutes or less adding up to 30 minutes for the Public comment sec.on. She had a board comment that the 5 members of the Commission are volunteers elected to the commission, they share one common goal which is to be6er things in the town for our residents. The commission shares the frustra.on, disappointment and disgust that many of our residents recently expressed and will work to ensure that these kind of things not happen again. Every member of the commission is reachable individually or collec.vely. Emails are available on the Town Website. I encourage you to work with us and make things be6er for our residents. R Oliver talked about being out at Marshall Park and saw the neRng on the baRng cage was damaged and some of the metal fence supports we also damaged. He contacted the fence company who did some of the previous repairs and they were able to repair the supports but someone else had repaired the neRng so he thanked them for that. He acknowledge the many issues with the parks and summer programs. He saw concerns raised and the frustra.ons from Social Media and emails regarding the programs. Trying to put on a successful program. Some of the cancelling of classes are due to lack of interest and sign up. The Parks department program director is part .me. A Lockwood recognized the many items to be addressed at the mee.ng and made a mo.on to adjourn the mee.ng at 2 ½ hrs reconvene in a couple weeks. S. Jewell seconded. D Passios wanted to put a .me frame on the adjournment date, July 14th. 6:30pm via zoom. Roll Call Vote: Chris Sullivan - yes Ana Lockwood - yes Dave Passios - yes Susanna Jewell - yes Karin Menard - yes Public comments. Lynn Major a part .me employee at the town beach commented that they had an out pouring of swimming lessons. There has been a limit of students and would like to go back to allowing 12 students at a .me. K Menard suggested she go through the Rec Director or R Oliver to work on opening spots for this year . Laura Brzozovski a resident in town has ques.ons about programs and camps being cancelled and asked why camps weren’t procured before opening registra.on, why wasn’t a temporary replacement while ===PAGE 2=== director was on maternity leave, why were so many programs scheduled during her leave and who was responsible for finding loca.ons with running water and access to bathrooms, who was supposed to get the permits and are the programs permi6ed now. Men.oned the inconvenience to families who depended on the programs. R Oliver explained that they didn’t hire a temp replacement because the rec director thought she could handle the programs herself. Vendors were hired for the programs and don’t commit un.l the programs are filled which they weren’t always. Loca.ons weren’t secured before open registra.on. Trying to make sure the current and upcoming programs are moving forward. K Menard the Board of Health will permit some of the future programs to move forward. Some camps in MA are exempt from licensing and there was miscommunica.on. Also there was an agreement between the recrea.on department and the schools for mutual use of the fields at the school for soccer and Marshall Park for their so_ball and baseball programs and because the soccer program was run by a for-profit organiza.on they would have to $50 an hour to rent that field. Best Soccer, the vendor, couldn’t absorb the cost of that. 3. Minutes none 4. DPW Director/Recrea)on Director Updates R. Oliver has no updates 5. Marshall Park Master Planning-next steps to hire consultant R. Oliver gave overview, a search for a consultant is needed with experience to guide you through the master plan. It should probably go out to bid or have a veRng process. R Oliver will look into that and recommends bringing more than just one for consulta.on. D Passios suggested bringing in H Lemieux for basic informa.on on consul.ng bids. 6. Recommenda)on of Lifeguards for summer 2021 season K Menard said we are looking to bring in 2 lifeguards for the season. Ian Laundry and Mason bowser met all the requirements. C Sullivan made the mo.on to hire them for the posi.ons, D Passios seconded. Vote was unanimous. 7. Dog Policy discussion and poten)al vote. Currently no dogs are allowed in parks. The Town A6orney saw no problem with changing the laws to allow dogs in parks but must be leashed. D Passios is collec.ng info from the other towns on their dog laws. Will present findings in July. 9. Fall and future Programming discussion and website feedback K Menard men.oned R Oliver would like to scale back on programs to meet the needs of the town. Less offerings would ensure that the programs wouldn’t be cancelled due to low enrollment. Commissions would like to assist the Rec Director in sugges.ons for programming. S Jewell thought that rolling programs into one would be beneficial. Work to geRng programs on free events and geRng them on the website. C Sullivan men.oned movie in the parks, concerts, and ice cream socials as fun programs. A Lockwood asked R Oliver if there were tasks that the commissioners could assist with to help with the rec programs. R Oliver will check in with the Rec Director . K Menard wants to get the details of why we’re having issues trying to get space, especially at TC Passios, and get a response in a .mely manner . She thought there was an agreement that the Rec Director had with the schools that didn’t seem to be honored and that needs to be discussed in order to make recommenda.ons that make sense. Men.oned that documents were missing from the Website. Ques.oned whether the Director will be out longer than the expected .me. 8. Priori)za)on of Parks Projects including Marshall Park Track D Passios stated that 3 items were discussed to move on as priori.es. One was a pocket park that morphed into just geRng a couple of picnic tables and appropriate grading net to the town pound. Though the area got cleaned up and money became available for the tables, he believes it’s not moved forward on. Second was the basketball courts which did get cleaned up and a short term goal to move on that and un.l it’s rolled into the Master plan. And last is the track discussion He’d like to see it cleaned up exposing the exis.ng cinder . A Lockwood would like a list of projects to be done marking them as working on, on hold, or done. She’ll make a document of projects and asked R Oliver to add to. K Menard stressed that the Master Plan might be accepted in Capital Planning so is hesitant in puRng ===PAGE 3=== money in the track in case it needs to be relocated. D Passios would like to vote on doing a resurfacing of the track. Remarks that it would be short money and possible to get volunteers to work on it. A Lockwood suggested that we good to have vote but be careful how it’s worded. R Oliver is not opposed to a list of projects, but availability of help from the DPW is always a concern. The cost is unknown depending on several factors and what would be the longevity of it before the Master Plan. D Passios would like it cleaned up so a group walk could be in the future, it could bring more people in. C Sullivan made a mo.on to put forward a request to the DPW director for the considera.on to finish the pocket park and resurface the exis.ng track and a .meline when it could be done. Seconded by A Lockwood. Vote was unanimous. D Passios talked with a Scout Troop leader regarding a troop project of improving the plank trail and working on an access point at Powell field. C Sullivan had concerns that the work could change when the Master Plan comes into play. D Passios disagreed and thought it not beneficial to not move forward even if it’s not a long term return. Discussion on the work from the Scouts. Decision not a vote item. 10. LiUle League- Spring 2021 fees, portable bathroom and dumpster discussion and poten)al vote. K Menard reported that last November the commission voted to increase fees but that informa.on never made it to the li6le league program un.l March 2021. They opened this year’s program registra.on with last year’s fees. She asked the commission for input on how to handle this. Discussion of what has transpired, the website was not updated with new fees, the League will honor the new rates moving forward. C. Sullivan made mo.on to accept the Li6le League’s payment in full, A Lockwood seconded. Vote was unanimous. Li6le League provides the portable bathrooms at Fitzgerald, Marshall and McNally parks. They also have a dumpster at Marshal and a storage unit at Fitzgerald and McNally. The bathrooms were not kept clean. K Menard asked if the commission should supply and maintain the porta po6ys. She inquired with the BOH to see if they had requirements that needed to be followed and found there are no requirements within a certain .me limit. Discussion followed on who is responsible for supplying and if mul.ple vendors have mul.pole porta po6ys. R Oliva men.oned other towns have their own porta po6ys. D Passios wants to get quotes on 5 porta po6ys, K Menard will do that. C Sullivan men.oned that the commission is responsible for the security of the po6ys. The dumpster is being used for dump off by area residents, things like TVs, couches, etc. and it’s believed that the Li6le League organiza.on is maintaining the emptying. A Lockwood felt that a dumpster is not needed in any parks since there’s a carry in carry out policy in place. D Passios believes an underlying issue is that the Li6le League has been allowed to do things at these facili.es without the commission’s knowledge. He feels that they should stop the ac.vity and let the town take care of the proper.es and pay for that. The Li6le League, in an email sent to the Commission Chair read that they want considera.on for the porta po6ys and they have spent $70,000 into the facili.es in the last 8 years including drainage and dugouts at McNally, paid to finish fences, the 70 foot wall, and drainage at Marshall Park to improve erosion about $30,000, resolving safety issues at Fitzgerald which was $10,000. K Menard ques.oned whether this is a benefit for all the residents of town or just the Li6le League. A Lockwood suggested the benefits would be for all because the children of Li6le League are part of our community. K Menard wants a policy in place for this issue, why a dumpster is necessary and prices of porta po6ys, and to address the fer.lizer on ball fields. Discussion on the ac.ons of the Li6le League on the fields in the parks without permission of the Commission. K Menard will contact Steve Chow from the Li6le League about the concerns. K Menard alerted the commission that they are at the 2 1/2 hr mark in the mee.ng and she’d like to keep that .me limit in place for the future. Next mee.ng is July 14th and the last Wednesday in July. Will add the Invasive plant item and Open Space updates No Public comments/board comments ===PAGE 4=== Next mee.ng is July 14th. C Sullivan mo.oned to adjourn at 9:03, D Passios seconded. The summer multi-sport camp is scheduled for the weeks of July 26th and Aug. 9th also at TC Passios. Both camps are run by Viking Sports. Refunds have been issued to all registrants for camps that have been cancelled. 3. All Other Updates. The town has advertised for a temporary park director and are currently accepting applications for the position. The beach and swim lessons seem to be operating normally other than the last couple weeks of rainouts. 5. Marshall Park Master Planning-steps for defining IFB and Scope of project. K Menard had circulated an email she received about the Marshall Park priorities list. She had a conversation with H Lemieux about where the responsibility lands for the Request for Proposals and that the Assist Town Manager would help. Discussion on the lists and providing an overall scope of the commission ideas. Parking needs to be addresses, installation of a skate park and how it could be built, include a track and walking area, addressing the wetlands in the woodland areas, possible restrooms are some of the wish list points. K Menard will talk with J Belliveau to get to process going. 6. Portable Toilet and Dumpster discussion and policy Select board would like a policy in place for the parks. The Board of Health has no regulations of porta pottys. K Menard got quotes from companies. One company quoted $100 a month for a standard unit and $140 for a handicapped unit. Included is a once weekly pumping, cleaning and restocking. A winter fee from November to March is an additional $10 for salting. K Menard quoted the price of $4-$500 a month depending on how many units are needed.
