A Lockwood asked about the status of the removal of the light posts at Marshall Pond. He promised to get to them. Her other concern was date of the closing of the Town Beach and a resident men)oned they couldn’t pay cash to get in. Asked if that was the policy and some discussion followed to address that for next season. K Menard asked about the beaver situa)on at Marshall Pond. Rob viewed it that morning and it is draining but men)oned the beavers are back and damming up the exis)ng grate at the outlet pipe. They’ve been out to clean it but know that the beavers work every night. A Lockwood asked if there was a plan to remove them or if there’s another plan to remediate the problem. R Oliva agreed to find other ways unless it’s an emergency situa)on will not remove them because it’s not the season. He will call a company for help on the issue. R Oliva talked about the president of the LBA sending an email regarding Trunk and Treat and offered to co- sponsor or help with the event. He is open to sugges)ons or help from the commission. G Roy and R Oliva have provided them with manpower and equipment to do some digging at the park to explore the site that was walked individually with K Menard, C Sullivan and D Passios. This was to look underground to provide a topological and soil analysis diagram for the Skate Park designers. He believes that by November they could decide on which site is more feasible. ===PAGE 2=== G Roy shared that they did the digging last week and found ledge 18 inches below grade to 42 inches and 12 1⁄2 feet to 3 1⁄2 feet. The did soil tes)ng as you come into the park from Rte 2a and the road down to the li:le league field, in the wooded area between the parking area that the road upgrading of the playground area. There is a buried electrical line under the swing set so stayed away from that area. C Sullivan asked about the park size and the amount needed. A Caizzo responded that the will need about $200,000 and by December they expect to have a good amount of that, they will have to go for dona)ons in the spring once they have a design in hand. He believe the size of the park would be between 7500 and 10,000 square feet. All this will be depending on the design and the community focus. Discussion on when is the commission’s )meline on the commitment of the skate park, the size of the park, and who does the community outreach. A Caiozzo asked G Roy asked the square footage of what was excavated. G Roy answered between 12 and 15,000 square feet of area between the exis)ng edges of the traveled ways. D Passios went over the Commission’s )meline and stated that they’re 90 days from star)ng to do anything, there is no RFQ. He recalled from prior discussion on the size of that park that they agreed on 5,000 square feet but were open to discuss a change in size. K Menard will put the size discussion on a future agenda. 6. Marshall Park Master Planning Discussion-K Menard received the RFP from the Assistant Town Manager and asked if all members were able to access it. D Passios asked how many pages are the actual scope of work and showed concern that they make sure that the informa)on they get is what they need at that point because that $50,000 could get used up quickly. Discussion on what was included in the RFP and some of the items were listed incorrectly. R Oliva added that the RFP is taking it through all stages right up to preparing bid documents. D Passios suggested that task 3 is unrealis)c and well beyond the $50,000. He thinks if task 1 and part of task 2 were done the rest could be grant funded. K Menard will go through it and bring it back with small tasks she thinks important. 7. Marshall Park Sep)c/Bathroom Facili)es Discussion-K Menard spoke of the last mee)ng and mee)ng with the BOH where the sep)c at Marshall was discussed. The BOH made a mo)on to approve to fund some inves)ga)ve work on the sep)c system at Marshall. K Menard asked G Roy to go over the procedure and process of the work for the sep)c design and approval. Discussion on the loca)on of the system. D Passios led a discussion on the number of toilets and sinks for the facility building on the recommenda)on of the BOH of 3 toilets and a sink on each side. A Lockwood asked if the $100,000 is for planning not necessarily execu)ng the design. D Passios answered the grant would be for the design and installa)on and possible the pad for the building. D Passios recommended to record a formal vote on acceptance of the funds. K Menard sent the policy to the Town Manager who forwarded it to Town Counsel. K Menard conveyed that the Town Manager had concerns on who would be issuing the fines for non- compliance of the policy. Town Counsel cited gave recommenda)ons of changing the name of policy to dog regula)ons and cited some general laws. He also made some notes on the off leash areas fines and presents ===PAGE 3=== fines for first, second, and third offenses and that the commission may also issue a no trespass order in accordance to Mass General Laws. He added that these regula)ons are in addi)on to and do not supersede or replace any local bylaws or regula)ons. S Jewell ques)oned who will report any offense and who will respond if someone makes a complaint. Discussion followed on a possible call to police or animal control officer, safety issues of unleashed dogs. K Menard will inquire with the Town Manger on that. C Sullivan added that if the rules can’t be followed then possibly dogs won’t be allowed in the park at all. 9. Discussion on Invasive Plants at Park Proper)es-S Jewell was going to look into the weeds at Marshall Pond, she and A Lockwood will to walk the area. K Menard believes the weed growth at the Town beach is a concerning and wants to ask R Oliva to come up with a plan for the beach and Marshall pond. She’s like to have the poison ivy treated with a low environmental impact treatment. D Passios men)oned that R Oliva is working on a stretch of Poison Ivy along the side of the track by the basketball court, a small area will get sprayed. A Lockwood men)on the pond is full of wildlife and the over fer)lizing is one blame for the overgrowth weeds. K Menard just want to know that there is a plan in place and if it will be chemically treated. Mo)on: A Lockwood made a mo)on to request that the DPW come up with a plan and )meline by the Park Commission mee)ng of October 27th to address na)ve and non- na)ve plants at the following loca)ons, Marshall Pond and Town Beach water . Seconded by S Jewell. Roll call Vote: C Sullivan-Aye D Passios-Aye A Lockwood-Aye S Jewell-Aye K Menard-Aye Discussion on the wording of a mo)on, the priori)es and the specifics. Approval of April Minutes Mo?on made by C Sullivan to accept the minutes of April 28,2021, seconded by D Passios. Role Call C Sullivan- Aye, D Passios-Aye, A Lockwood-Aye and K Menard- Aye. 4. DPW/Town Manager/Recrea?on Director Updates-R Thompson introduced himself as the Ac?ng Recrea?on Director . He gave a brief history of his background and experience. He stated that they will be having the Second Annual Trunk and Treat event on October 30th from 11 to 2pm at the main parking lot of the High School. 20 different businesses will par?cipate with more s?ll contac?ng him to join in. D Passios asked R Thompson if he’s thought about other free events, like a weekly walk. He answered that hiking is something that could be incorporated in the programs. He would like to have a mee?ng event to walk with the community and capitalize of the nature reserves in town. A Lockwood asked R Oliva if there were any updates on the beavers or the light post in the pond. R Oliva responded that he has reached out to a couple companies for addressing the beavers. One company from Southampton will put the town on the list of doing assessments, and the original company, Beaver Deceiver, who did a preliminary assessment, gave an es?mated cost. He will wait to hear back from the Southampton Company of their recommenda?ons. He stated that the area of the light posts is too wet to drive the backhoe there and is afraid of it sinking in and crea?ng a mess. He believes once the temperatures go down they should be able to get out there. 4. Dog Policy-Final Reading and Vote.-K Menard stated that she consulted the Town Manager who issues any fines and was told that the fines would actually be in the ===PAGE 2=== jurisdic?on of the Commission. The Police Department and Animal Control would oversee and if there was a complaint any fine would come from the Commission as a whole as opposed to one Commissioner . She added that the statement about evic?on and fines can be lea in even if they don’t end up using it. She outlined the way a complaint would be handled: Anyone repor?ng a dog issue would contact either the Police Department or Animal Control who would respond in the same way as a nuisance dog report. The informa?on would then go to Animal Control and be passed to the Commission, put on the agenda and a decision would be needed if a fine should be issued. Mo?on made by C Sullivan to approve the Lunenburg Park Commission Dog Policy regula?ons with the Town Counsel edits, seconded by D Passios Roll Call Vote: C Sullivan- Aye D Passios-Aye A Lockwood-Aye K Menard-Aye. A Lockwood ques?oned if the policy should be posted at the Parks, K Menard answered yes. D Passios added that signage is need at Northfield Park that iden?fies the regula?on for off leash dogs. 6. Marshall Park Sep?c and Sewer Considera?on for Future Facili?es at Marshall Park- K Menard told that there has been discussion about expanding Marshall Park into the sewer district that it’s not included on the Sewer Map. D Passios added that adding the park into the sewer district is a step to have op?ons for future needs. The commission is pe??oning the town to add Marshall Park to the sewer district map and they’re on the agenda with the Sewer Commission. D Passios added that one round of soil tes?ng for the sep?c system at Marshall Park was completed, the old sep?c tank was found, and more spots will be tested to give flexibility on the loca?on of the system. He added that in the future a compara?ve analysis should be put together so a decision by the commission can be made with the design whether it be a sep?c system or tying in the town sewer or both. D Passios ques?oned R Oliva on the sewer connec?on and the manhole cover lining up with the park sign being an easier connec?on that going under across the road to ?e in. R Oliva answered that regardless everything will be pumped but because of the loca?on it might be a cost savings. A Lockwood asked if the Sewer Commission was suppor?ng adding Marshall Park to the district. K Menard answered that they are suppor?ng it. Discussion followed about proper?es added or denied being added to the sewer district map. K Menard showed on the screen a wriIen Ar?cle- To see if the Town will vote to amend the sewer service area map by adding the parcel known as Marshall Park/Pond, 100 Chestnut St (known as parcel id 060-0018-00) to the Lunenburg sewer service area and sewer service zone; or take any other ac?on rela?ve thereto. SubmiIed by the Lunenburg Park Commission Mo?on made by D Passios to recommend this to the Board of Selectman seconded by C Sullivan Roll Call Vote: A Lockwood-Aye C Sullivan-Aye ===PAGE 3=== D Passios-Aye K Menard-Aye 7. Marshall Park Track Updates- D Passios has done a walk around of the track with Mark Burst. He believes there is more work to upgrade it than originally thought and that he feels it should be addressed in the Master Plan and have a final decision on the configura?on of the track, whether it is staying or going to be completely rehabbed or moved. The poison ivy will be treated along the edge of the track. A Lockwood asked R Oliva if he got the request on the invasive water plants at Town Beach and Marshall Pond. R Oliva answered that he did get it and reached out to the ConCom administrator for some guidance on past history of work and a place to start. K Menard asked R Over to talk to MaI Merro if he knows of a weed puller to hire to remove weeds at Town Beach. Discussion followed on what can be done like in the town lakes. 8, Marshall Park Marshall Planning-K Menard went to the Assistant Town Manager who made some adjustments to the proposal. Anything is yellow, some dates need to be changed based on when it goes out, so doesn’t need aIen?on from the Commission. Anything in red is the adjustment that she made. She changed the restrooms, the square footage of the skate park of 5,000 to 7,500 square feet. Not knowing what the Commission is going to choose, K Menard suggested 10,000 square feet and added that Skate Park is coming to the mee?ng next month and will talk about square footage. She con?nued that the biggest changes are the deliverables, task #1, the Site Analysis and Schema?c Design, was kept in and task #2 and #3 was taken out. R Oliva stated he’d like to see task #2 lea in. A Lockwood added that she recalled that task #2 was going to be simplified not eliminated. Discussion on a modified task #2 followed to which K Menard added that at the second of the public mee?ngs the firm consultant will present and discuss two conceptual plans and cost es?mates which will possibly touch on task #2 but probably not the finer details. D Passios asked R Oliva if there was any reason for going with two conceptual designs and he found that it could confuse the issue and take more ?me. R Oliva answered that it provides different op?ons and weighs out the pros and cons of different layouts and maybe come up with taking a liIle from both plans. K Menard added that at the next public mee?ng both conceptual plans will be discussed and the commission will select their preferred at that mee?ng. D Passios doesn’t think that a decision on a plan that night gives the Commission enough ?me to go over and decide aaer they’ve been explained by the architect engineer . Discussion on the language being removed on the Commission deciding on task #1 with any changes, who they are communica?ng with to come up with their conceptual designs. A Lockwood would like to have it an open mee?ng to get more input from other boards and the public can par?cipate. C Sullivan asked if more needs to be said on the restrooms, K. Menard answered that just saying the proposals shall include a unisex restroom and if we want to connect to the sewer . She described her answer to anyone asking why this Master Plan is needed which was that no one on the Commission or DPW has experience laying out a park, someone is needed to look at the parcel so that they are u?lizing in the best way, for a pavilion, parking, and field use and other recommenda?ons. Discussion on number of parking spaces should include and whether it’s private ci?zen parking or event parking. K Menard asked R Oliva if fields should be men?oned in the primary ac?vity zones sec?on and possible recommenda?ons for changes be made. He answered yes, how they are using the fields, manner and type, should be addressed. C Sullivan asked if the Skate Park, at next month’s mee?ng is giving us an answer on the loca?on they’re looking at and if it should be added to this proposal. K Menard thinks that is premature because anything can happen in the mean?me. D Passios would like to push this forward Discussion followed on including the Skate Park in the proposal. ===PAGE 4=== K Menard what should be added to the primary ac?vity zones within the park envelope, but men?oned another change to the proposal, an area with sta?onary pavilion that can be used for picnic areas. She would like to add (s) to pavilion. C Sullivan commented that the primary ac?vity zones for the park should include the wording athle?c fields. Discussion followed on the wording and pukng that in front of parking. D Passios men?oned the spots that needed picnic tables. K Menard summed up the changes to the proposal. Going from 5,000 to 10,000 square feet on the skate park, the sta?onary pavilion and other areas to be used as picnic area and the addi?on of athle?c fields. A Lockwood doesn’t think that adding too much wordage is beneficial. K Menard asked if the board was comfortable, with the correc?ons, to send this proposal to Assistant Town Manager to be put out to bid. D Passios voiced he was uncomfortable with somebody on the Commission not pukng eyes on the final draa before it goes to bid. K Menard volunteered to do that. D Passios wants to change the wording of athle?c fields to athle?c facili?es and adding to the wording picnic areas to picnic/ memorial areas. Mo?on made by C Sullivan to approve the RFP as discussed with the added edits this evening barring a final review Chair and Vice Chair reading the proposal before it’s sent out, seconded by D Passios. RolL Call Vote: D Passios-Aye C Sullivan-Aye A Lockwood- Aye K Menard-Aye. 9. Other Business-D Passios reported the portable toilet has reappeared at Marshall Park, and the dumpster is s?ll being filled with residen?al trash and a flat screen TV . K Menard gave some history on the portable toilets. Back in July or early August the Commission approved the policy for portable toilets and dumpster that was sent to the president of the LiIle League. The BOH also passed policies that had a list of things they were asking of the Commission similar to the Commission’s own policy with one other caveat which was making sure that the disposal person hired was permiIed. She added that some?me in the last week or two a portable toilet was brought to Marshall Park without the Commission knowing. The LiIle League did not provide any informa?on that was required of them or the BOH required. R Oliva contacted them with no response as of yet. A Lockwood wanted discussion on this. K Menard read our policy for both toilets and dumpster . They have not provided a copy of the service agreement with the service provider and any licenses, didn’t give a no?fica?on of delivery, and the loca?on of the toilets did not get approval of the Commission. A Lockwood recommended R Thompson send the LiIle League an email or wriIen no?ce that they have x number of days to comply with the policy or both the portable toilet and dumpster would be removed at their expense. D Passios commented that with the short ?me that’s lea they might wait un?l their season ends to remove them. Discussion followed on ways for compliance. K Menard added that the ini?al no?ce of policy and discussion with the LiIle League was six weeks ago. She read the BOH regula?ons on their policy. She added that R Thompson sent an email on Friday to them and did not get a response. C Sullivan did get a reply within the past 2 hours to an email to LiIle League about the signage for the park. He added that he think the Commission should take a hard stance since now we’re being asked by the BH to provide informa?on that we don’t have which could result in jeopardizing the ability of the Commission to add portable toilets in the future. ===PAGE 5=== Mo?on made K Menard that R Thompson send an email with copies of the park commission policy and the BOH policy tomorrow morning, Tuesday, September 28th, reques?ng a response by 9am on Thursday morning from the LiIle League providing the required informa?on. If he doesn’t hear back by then he can then call the number and have the port-a-poIy removed, seconded by A Lockwood. Roll Call Vote: D Passios-Aye C Sullivan-Aye A Lockwood-Aye K Menard-Aye. K Menard talked about the dumpster not being locked and the outside trash being dumped. There needs a stern reminder sent that it needs to be locked. She added that it definitely needs a warning that the Commission is on the verge of having the dumpster removed. D Passios went to a School CommiIee mee?ng in regards to community use of their fields and Park Commission use of their fields. He talked of the draa by A Lockwood about what the policy commiIee reviewed in regards to field use and Park’s programming poten?ally being charged by the Schools for use of the field and the problems of prior months with having to cancel programs because of the fees by the Schools exceeding the Commission’s revenues. He went on the say that there is s?ll with the school athle?c department with the exchange of use of Marshall Park’s ball fields for use of the fields on school proper?es. He believes the policy basically accomplished it but thinks it needs to be a separate document between the two en??es that memorializes that agreement. He thinks there might be some use that Parks is looking to do that the school will say is not included in this verbal agreement. He men?oned that the School Department’s protocols are no in place in a draa and is going before the full School CommiIee. K Menard believes that having it in the Commission’s policy would cover it but some finer details could be worked out. D Passios, at the close of the School CommiIee mee?ng, asked for verifica?on that the policy they had just reviewed does not cover the use of the Passios building that is under the care and custody of the Board of Selectman. D Passios stated that the field use fees go away but all of the other peripheral charges such as the cost of a janitor and those type of things are s?ll in there and wondered if there was any nego?a?ons of that. C Sullivan read the policy regarding the costs and K Menard men?oned that the wording of other related costs is concerning. She will try to get clarifica?on. 10. Next Mee?ng/Agenda-Wednesday, October 27th, on the Agenda will be the Beach Coordinator for a season recap, the Skate Park, and an invita?on to LiIle League to join. K Menard asked if R Oliva would aIend because of the fields. Mo?on made by A Lockwood to adjourn at 8:45 seconded by C Sullivan, Roll Call, D Passios-Aye, C Sullivan-Aye, A Lockwood-Aye, K Menard-Aye. C Sullivan opened the meeIng at 7:00pm via zoom. In aMendance was D Passios, A Lockwood, and Chris Sullivan. K. Menard arrived at 8pm. Also in aMendance was AcIng RecreaIon Director Rob Thompson, Town Manager Heather Lemieux, Jared Bowser and Genevieve Nass from the Town Beach, Greg Roy and Anthony Caiozzo from the Skate Park. 2. Public and Board Comment-C Sullivan spoke of Soccer starIng the past weekend and is hoping for another game this weekend. MenIoned that his feedback from the community is that they are looking for acIviIes in town to parIcipate in. No Public Comments 3. DPW/Town Manager/RecreaIon Director Updates-R Thompson menIoned that the Trunk or Treat is happening rain or shine. Early parIcipants will get candy and be able to parIcipate in raffles. They have 76 cars signed up (carloads) and had to have a cutoff about a week ago. There’s going to be 26 businesses and so far over have 300 people. It’s Saturday from 11 to 2 at the High School Upper Parking Lot. C Sullivan stated that there will be a posIng for the posiIon of a permanent RecreaIon Director . 4. 7:05 Beach Season Review-Jared Bowser commented that from the lifeguard’s standpoint the summer went well with just a couple hiccups. He added that the opIon of accepIng cash should be discussed. D Passios told of a miscommunicaIon that needs to be sorted out by next year and that is the ability and the requirement to accept cash at the beach. A Lockwood asked R Thompson to get some data on the number of passes sold. C Sullivan menIoned that the informaIon was added to the Commission’s October shared folder . R Thompson commented that he did provide those numbers that showed aMendance, number of passes sold but not expenditures or employee’s pay. C Sullivan read the number of passes sold was 189, 156 of those were town residents, total day passes was 248, 175 were town residents. 5 took the Lifeguard safety course, 172 people did the swim lesson, and 146 were town residents. A Lockwood asked for a comparison report from prior years, she’d like to have a data base for that. R Thompson will provide that as soon as possible. D Passios added that he had talked with the town Beach Director and she said due to the slow response to opening up the swim lesson number of applicants she felt they lost a lot of business. He feels that a key item for next season is sorIng out the details on the number of spaces for swim lessons. ===PAGE 2=== The Town Beach Director, Genevieve Nass gave an overview of the season saying it went well but the swim lesson registraIon was confusing the public because they signed up for slots but not level of instrucIon. She believes next season the online registraIon should somehow communicate the level of classes. She menIoned the passes went well but had a technical problem with the scanner so had to record numbers by hand and then give a report to R Oliva. Discussion followed on the problem with the scanner/sohware. She added that she’d like a conversaIon before next season’s start regarding registraIon of swim classes and how they’re handled. She menIoned that 2022 is a registraIon year with the BOH, done every 2 years, and that she’d like to get the paperwork done in April 2022. D Passios menIoned that the DPW is looking at the building for repairs. K Menard menIoned that G Nass has been paying out of pocket for the Red Cross cerIficaIon for swim lessons and gejng reimbursed but believes reimbursement needs to be done in a more Imely fashion Imeframe. 5. 7:20 Discussion with Lunenburg LiMle League-Stephen Chow, President of Lunenburg LiMle League joined the meeIng and presented slides on maintenance, infield drags (done 8x) for playing surface safety, rip and replace some material because of the weather, minor fence work, repairing of the Susan Ware shed (water damage) and repairing of the vandalism to Powell Shack. He gave an overview of details of the labor extensive work they do and suggesIons on ways to recIfy the problems. He menIoned that the work is done by volunteers. C Sullivan asked if any items were ever taken from the break in of the shed since they do store equipment there. S Chow answered that just some snacks or drinks were taken. S Chow asked if the Commission would ok him pujng up a camera inside the shed. A Lockwood commented that it would have to be put to a Commission for a discussion, and possibly it would fall under the DPW director . D Passios asked if any Police Reports were made on the break ins and in the future, at a minimum, contact the chair of parks who would handle any reporIng, so there is a record in history. S Chow menIoned that there had been no break ins or vandalism since he took his posiIon at LiMle League in 2013 unIl this past year . He then, as K Menard had requested, gave the LLL registraIon numbers. Between years 2013-2019 it went down from 220 to 214 kids per season. He believes that the numbers when compared to surrounding towns, whose numbers have gone down and some leagues folded, are a testament to his board. D Passios asked him to speak to the small fall season that they did on the 90-foot diamond. S Chow answered that they did one last year and gave a history of the teams playing on that diamond and menIoned teams being chased off of that area. A Lockwood wanted clarity on “chased off” and S Chow responded that they weren’t allowed to play there. She believes “chased off” is a strong statement for the record. D Passios commented that we don’t really know that the issues behind the departure of the leagues at the 90-foot diamond. He added that this year there was a liMle more use and if there’s an opportunity to bring a substanIal more use back, that informaIon needs to part of our consideraIons going forward for the Marshall Park Master Plan. S Chow agreed that they need to get the kids back in town to use the diamond. Dan Proctor joined the meeIng. He stated he was part of the Babe Ruth League and was coaching. He menIoned that the Susan Ware Shed, the snack shack was built in 1975, He stated that the people in Leominster who run that league put in a tremendous amount of Ime running those 90-foot diamonds. He stated that the biggest thing a volunteer board would like and appreciate is ease of communicaIon for use of the field and someIme of policy for noIficaIon of the needed use. He believes the problems in the past were due to lack of communicaIon. A Lockwood menIoned that there was no Park Person available in the past but now there is a Commission in place. ===PAGE 3=== D Passios asked that with those enIIes coming back to down if it was non-problemaIc whereas the 90-foot diamond is the home field for the School Department’s team and if that could be a workable scheduling issue or will there be overlapping problems. S Chow answered that he doesn’t see a scheduling problem since the School’s team would be winding down when the other leagues would be starIng. R Thompson stated that he would definitely start those conversaIons about LiMle League and more baseball opportuniIes coming back to Lunenburg and he would make his contact informaIon available. D Passios menIoned that there’s a desire to get a schedule or calendar accessible by all enIIes so that everybody can easily access what’s already scheduled to see if the dates they’re looking for are booked or not. R Thompson is pujng together a global calendar to see the availability of everything maintained by the RecreaIon Department. A Lockwood menIoned that R Thompson would need the update from LiMle League about games. A Lockwood asked if LiMle League needed all the fields for use such as the Fitzgerald. S Chow answered that the demographics change year to year, following the kids all the way through the system. C Sullivan asked about the field for T-ball, to which S Chow answered that the T-Ball field needs to be a fenced one and that Fitzgerald is the right size and an instrucIonal field. He also explained the minors and majors both have field that are fit for purpose. S Chow gave some feedback he has received: Slow start to maintenance for the year, improved over season Basic maintenance items can make the Parks much beMer Some properIes get less love Unmonitored areas of the Parks-lots of trash Kids at Marshall Park in cars before school, aher school-lots of trash A Lockwood menIoned that one thing that’s a barrier to get everything working is gejng informaIon from the LiMle League and asks that if anyone sees anything to alert the Commission by email to let them know what’s happening. She also asked S Chow about the kids at the skate park area and he responded by saying they hang around there and leave trash. S Chow gave some feedback for the Marshall Park Master Plan. He menIoned that the 90-foot diamond should have more town teams on it and to find a beMer line of communicaIon. He asked if the track could be put outside the fence that people could use it even when games are going on. D Passios asked if it’s problemaIc to lose 15 feet of yardage for the oumield. S Chow answered that the quesIon is what the minimum for MIAA is. S Chow stressed keeping a maintenance plan in place and how the DPW will support the day to day plan as part of the Master Plan. D Passios conveyed a conversaIon with a resident at Marshall Park discussion the material for the infield or baselines for the 90 foot diamond that a higher clay content material would be beMer for the base runners instead of the exisIng material which is close to crushed stone. S Chow clarified that it is stone dust and discussed the some maintenance that could change the composiIon of what it looks like now, clay would need more maintenance. C Sullivan pointed out to S Chow that the Commission is trying to establish some proper procedures, guidelines and policies for the parks and to be mindful of the dumpster and portable toilet policies that are in place. S Chow told of the Vendor problems they experienced this past summer and now have a new vendor that hasn’t given them any paperwork. He added that he asked the BOH to change their policy to say “on file” for the vendor paperwork. A Lockwood stated that it would be difficult for the Commission to know from season to season if it’s the same vendor or not. She added that he might resubmit the informaIon to the Commission at the beginning of every season. D Passios commented that the paperwork should be included with the ===PAGE 4=== applicaIon and payment and should go to the BOH, DPW and Park Commission so they all have the same informaIon. A Lockwood believes the Commission is to submit the paperwork to the BOH. S Chow quesIoned that the parks are closed on November 1st but showed a form that said closing was November 30th. K Menard, who recently joined the meeIng, clarified that the November cutoff date was for user groups to use and was going to double check that date. S Chow menIoned that they have a game scheduled for November 6th, but could get rained out and could be later . MoIon made by C Sullivan to abide by the data in the form that S Chow signed for this season. K Menard moIoned to amend the moIon to abide by the date of November 30th for field usage and extend it to the port-a-poMy and dumpster policies. Seconded by A Lockwood Roll Call, D Passios-Aye, A Lockwood-Aye, K Menard-Aye and C Sullivan- Aye. 6. 7:50 Greg Roy-Marshall Park SepIc System-G Roy updated that they have been engaged by the town to design a repair sepIc system and they have put in an applicaIon to the BOH to perform soil tesIng at the site. The work was done 2 weeks ago and were successful in finding enough overburdened soil over the ledge put in a system in the vicinity of the old bathhouse. The next scope of work on the contract was to do a topographic survey but found it was done 4 years ago so they don’t need to redo that. He then showed some plans and menIoned that no design flow of the system in the vicinity of the bathhouse that existed are on record with the BOH. He will have to work with the BOH to assign what that flow will be. They have been put on the BOH agenda for 11/1/2021 and will show them the same designs that he is showing. Discussion followed on the system capacity, an esImate to come up with a design flow, locaIon of the system and a 500 to 1000 gallon system. G Roy stated that the final decision on the size is up to the BOH but encouraged feedback from the Commission. K Menard just wants to make sure the size will fit in the area designated. A Lockwood commented that on what G Roy has thought would be suitable in size and hoping to be on the district sewer if needed. C Sullivan agreed and added that having a warrant arIcle in place is the right direcIon for future needs. D Passios commented that he believed the 1,000 gallon flow is overkill, that the flow for a repair is to build to what the original system’s flow but there is no record of that and that the BOH has already voted to support the flow for six toilets and Monday’s BOH meeIng is to clarify what the flow is going to be required for the system. 7. 8:00 Discussions with Lunenburg Skate Park Including reconsideraIon of Park Size.-A Caiozzo and G Roy represented the Skate Park CommiMee. G Roy stated that he and A Caiozzo spoke with some oumits that do skate park design to get a discussion to a point where they can get some preliminary sketches and get an idea how it would fit into Marshall Park. K Menard asked if Marshall Park was their final desInaIon for the Skate Park. G Roy would like to put it at TC Passios but Marshall Park is more viable. He gave an overview of his reasons and that there’s challenges at both sites but they outweigh each other . TC Passios has drainage problems, Marshall Park has ledge problems. K Menard asked about the status of the fundraising. A Caiozzo answered that a good chunk of the materials for the project are going to be provided in-kind which means donated. Concrete, lumber, and heavy equipment will all be donated. They are securing about $90,000 in-kind donaIons. They’ve raised so fair $130,000 and another $25- 30,000 is coming before the end of the year . They are between $25 and $50,000 away from having enough money to build the park. A Lockwood asked if that was a revised amount from the last meeIng they presented at. He believes the total amount needed is $250,000. ===PAGE 5=== A Lockwood commented that before they are able to start drawing the design that they need to commit to a site. G Roy answered that he was hoping to have an iniIal site plan for tonight’s meeIng to study a bit before the final okay. He’s confident that Marshall Park is the final decision. C Sullivan asked if there was an update on the size of the Skate Park. A Caiozzo answered that around 8,000 square feet and feels that anything smaller would be a potenIal dangerous situaIon with the number of users. G Roy added that if the fundraising money goal is shorter than expected the size could be reduced. D Passios asked if G Roy if he had a feel to know what can actually fit in the area, near the playground, and stay away from the underground electric. G Roy answered that an 8,000 square foot will fit there and he needs to get the plan done. C Sullivan menIoned that there has been a prior MoIon from the Commission on the size of the park and if various sizes are being considered the MoIon would have to be changed. G Roy suggested to get a plan before the Commission before anything changes. K Menard agreed and that the Commission looking to support a larger size than the prior MoIon. A Lockwood commented that she agrees with G Roy that a plan needs to be brought before the Commission to vote on the size. Discussion followed on whether to rescind the prior MoIon. MoIon made by D Passios to rescind the previous vote of a prior meeIng that the Commission supported to limit the park size to 5,000 square feet. Seconded by K Menard. Roll Call Vote: A Lockwood-Aye K Menard-Aye D Passios-Aye C Sullivan- Aye. K Menard and G Roy discussed a Ime to put the Skate Park on an upcoming agenda and decided on 11/22/2021. She also asked if they would have a final plan of the locaIon to which G Roy answered that they want to finish the engineering first. 8. Town of Lunenburg Bylaw Review-K Menard stated that Steve Archambault a member of the By-Law CommiMee alerted the Commission that the By-Laws are up for review and sent an email to the Commission to look at their secIon to make sure it matches with what they’re doing. She believes it does match because they increased to a 5 member board but an answer has to go back to the By-law CommiMee. D Passios the By-Law goes back to Mass General Laws for Park Commission. K Menard will look into the override of Town and State By-Laws, she will speak with the Town Counsel Adam Costa or Town Manager for clarificaIon. 9. Marshall Park Master Planning-C Sullivan and K Menard went to the Assistant Town Manager to get an overview of the RFP process and gain more understanding as what the Commission’s role is, understanding Imelines and how the process goes on. He went on to say that on page 3 of the RFP and being reviewed by some companies there are some dates related to the bid schedule that need to be worked out and requires a vote for that. The Interview dates listed in the RFP are correct and listed as 11/17/21. One of the changes is the anIcipated contract award was on 11/18/21, the day aher the interviews which will be amended to a decision on the following Monday 11/22/21. The Assistant Town Manager needs the graded responses from the Commission on the interviews by 11/10/21.The 3 public meeIngs dates project review would be 12/2/21, 12/20/21 and the week of 1/5/22. An addendum will be added for the compleIon date of the iniIal phase to 5/1/22. ===PAGE 6=== MoIon made by C Sullivan to accept those date changes and addiIon of compleIon date of 5/1/22 seconded by D Passios. Roll Call Vote: K Menard - Aye A Lockwood-Aye D Passios-Aye C Sullivan-Aye. K Menard shared the informaIon on the grading secIon on the RFP . One is the criteria of which they would be evaluaIng the firms and the Rubric that the commissioner’s would be using to grade. Each Commissioner would give their raIng to the Assistant Town Manager . 10. Discussion about Lunenburg Public Schools reciprocal field use.-School CommiMee Chairperson Carol Archambault stated that the School CommiMee policy has to go back to the SubcommiMee for edits, then it will come back to the School CommiMee for discussion and possibly more changes. The requirements is that policy needs to be read three Imes in three subsequent meeIngs. Discussion followed on the changes and wording of user placement, addiIonal fee wording and Commission programming. K Menard stressed that the Commission needs to be aware of changes made and be involved in public comments on the policy that they are reworking. C Archambault wants to work cooperaIvely and come up with something that’s going to work for both groups. K Menard added that depending on how the school policy piece plays out that Iming is important and as approaching the spring season to execute the reciprocal use agreement that needs to get that done. A Lockwood stressed that the language is crystal clear on policy. D Passios would like to open future discussions of the adult programs. 11. Other Business a. Other business maMers that may legally come before the board not known at the Ime of posIng - none b. Correspondence, Announcements, Public and Board Comments- D Passios relayed a conversaIon with a member of the Open Space CommiMee whom he asked if any of its members would help with grant applicaIons and his understanding is that there has to be a plan developed before any grant applicaIons can be filed. K Menard would like to pursue some grants and invite someone from Open Space to discuss helping with the process. A Lockwood menIoned that their State Reps might help to aid in securing funding. D Passios gave a Capital Planning CommiMee report. The proposals for the Capital Plan have been submiMed by all the department heads. RelaIve to the Park Commission, there is a $25,000 request for the completer survey of Marshall Park, nothing has been prioriIzed yet. The other item is the repairs of the Town Beach building and will determine by cost whether it is a budget line item on go on the Capital Plan. K Menard would like to have a CPC Liaison in place or have it permanent agenda item. Establish a working group to address issues. R. Oliver was interested in the permeable surfacing and kid’s programs. ===PAGE 3=== A. Lockwood mentioned that the skate park is already financed. R. Dunetz would be willing to work with them. D. Passios concerns were the overlapping of athletic fields. R. Dunetz confirmed they were overlapped in the proposal. D. Open mee@ng at 7:00pm. In a,endance is Karin Menard, Ana Lockwood, Chris Sullivan and Dave Passios. Also in a,endance are the representaCve from WOLA Kathryn Ostermier, Emily Wright and Nick Be,s from Meridian Engineering. 2. Public and board Comment-none 3. Marshall Park- Landscape Architect WOLA discussion forum- PresentaCon was led by Kathryn Ostermier but stressed it was more a listening session for WOLA to gather concerns, comments, etc. Asked quesCon what is liked about the Park as it is now and what the public and board would like to see it look like in the future. Collected notes from commissioners in a,endance with comments. Some comments were, proximity to town to make it easy for folks to gather, the history of the park and how it fits in the neighborhood, and open space in town center Asked what would be the one thing to be changed at the park. Comments were open space and mulC-purpose fields, be,er pond access, accessibility and a diversity of uses, more generaConal spaces for community gatherings, and more acCviCes aside from baseball and soQball. Asked what are worries or concerns about the future of the park. Concerns were the overgrowth of vegetaCon at the pond, the lack of use would make it obsolete and eventually sold, lack of upkeep aQer the renovaCon, and maintenance safety of visitors and neighbors, and bringing in too much acCvity. Asked what would make this a successful project. Comments were a park that is mulC-use while maintaining open space, knowing that when one goes there people will be using it regularly due to a wider amount of offerings, a park that brings in people looking for things to do, have the small town feel, expanding community uses especially for passive adult recreaCon, and documentaCon of historically significant locaCons in the park. Discussion among the members of important features such as the underground bunker, making it accessible to the Senior Center, the cinder track around the 90 foot diamond, the basketball courts, a trail along the pond connecCon to Highland St. From the survey an ice skaCng rink was menConed frequently. A Lockwood menConed that the pond has overgrown and perimeter of the pond has changed. D Passios thinks it’s the beaver problem that is rising the water level. Discussion on possible placement of changes in the park such as the 90 foot Diamond to help with the parking situaCon. ===PAGE 2=== Dave Rogers a resident of Highland St couldn’t get into the Zoom meeCng so he walked up. He voiced that he’s been in town 40+ years and have used Marshall Park over the years. He’s concerned that the memorials in the park would be moved out of the park. Safety is his number one concern. He menConed that the traffic and congesCon during a baseball game or event is a hazard if a fire truck or rescue vehicle needed to get there. He voiced that nothing should be done to Marshall Pond to keep it small town. He then recommended not changing the baseball fields to include mulC-use fields. D Passios spoke about the “very old” PonCac leQ in the woods and would like it chained off and memorialized on how it got there. He’d like all the memorials and monuments be renovated and preserved and have a historic trail. K Menard would like to preserve but not necessarily keep it where it is. She spoke of a pavilion area for all weather programs that might be more beneficial there than something exisCng. C Sullivan agreed with that and would like the park to include all sports. D Passios had a drawing of a suggested potenCal pavilion area. Parking access in from Chestnut St. would enter in the front third of that area and beyond the pavilion do a shuffleboard or volleyball and the sepCc system would be there. Discussion on Toilets and the sepCc system. Discussion on Li,le League and baseball fields. A resident from town, Chris Menard, from 672 Page St. has concerns that the baseball issues should be planned for the need in 10-30 years. He thinks that lacrosse is more popular than baseball so the fields should be mulC-purpose. D Passios thinks that the town needs find a property to create a rectangular field complex and not retrofit Marshall Park. A Lockwood circled back to the pond and trails. She menConed the pond supporCng wildlife and wants to protect them from too much acCvity. She agrees to look to the future when planning fields. C Sullivan added that the park should be used by the majority of the town central. C Menard spoke again and menConed the fields at Devens and their uses. K Menard added that the next meeCng for the public parCcipaCon will be January 6, 2022. Discussion with WOLA on the public meeCngs and design meeCngs. February 2 would be the next meeCng if the room is available. K Ostermier will have a draQ of the site analysis presentaCon for any comments from the board and coordinate on meeCng preparaCon to get the public engaged. She’d like to reach out to DPW director Rob Oliva to be,er understand the maintenance capabiliCes and his concerns and wants to do a walkthrough of some of the sites in Town. And she’ll talk to the Skate Park people. 4. Open Space- Brief discussion regarding potenCal ideas to be submi,ed for grant consideraCon. K Menard brought up A Lockwood’s knowledge of Open Space funds that are available and didn’t know if there were any projects for her to bring to the Open Space commi,ee. One issue is weeds and signage at the beach. D Passios asked if Open Space could assist in idenCfying a few small pieces of town owned land that could be turned into grassed, possibly fenced, open space for the purpose of off leash dog exercising. Parks could then request transfer of care and custody to the Parks Commission to improve and maintain these properCes. A Lockwood menConed the West Pleasant St area that is currently used to hay. C Sullivan thinks the beach is the first priority. 5. Other Business- K Menard menConed in the last couple of months, the school has reopened their policy on their faciliCes uses. She went to one of the School Commi,ee meeCngs. She commented that Lunenburg Youth Sports and town related use is not one and the same. They are acCng on that at their December 15th meeCng and would potenCally put Lunenburg Youth Sports above Town related uses. Discussion followed from the Commission about their raConale for the prioriCes and the reciprocal use agreement. K Menard has asked Rob Thompson to come sit to pull League registraCon forms and verify dates. She has concerns with increasing fees ===PAGE 3=== as she believes the registraCon has already opened and they’ve set their usage fees. C Menard, Vice Chair of the FINCOM has asked the DPW Director to present his budget to Parks, he’d like that figured into the agenda in Jan/Feb Cmeline. 6. D Passios mentioned that the DPW crew did a great job on the cleanup that the landscaper was not responsible for. A Lockwood asked about an update on the town beach, R Oliva did request it but didn’t get the information but will ask again. The light post will be put on their agenda to pull up, the area had to dry up for work to commence and the DPW gripper claw was out of service but is fixed. She also asked about the weeds growing in the town beach and that there is a grant available through the Open Space Committee and asked for information. The position was posted in October and expired in November. She received two applications. She added that Rob stood out as an obvious choice because he had prior experience as a recreation manager for the US Army in Germany and at Alternative Perspectives in Devens. He has 13 years’ experience in the field. He was highly recommended from his reference checks. This is a part time position and the job description as the previous Directors’. Discussion followed from the members in support of his appointment and discussed the line of communication and responsibility between the Parks Commission, the DPW and the Recreation Director. ===PAGE 2=== C Sullivan made a motion to recommend Rob Thompson to the Recreation Director Position, D Passios seconded Roll call vote: C Sullivan-Aye D Passios-Aye A Lockwood-No K Menard-Aye. 6. Field Use Policy Discussion Including Prioritization of User Groups and 2022 Fees-K Menard received a copy of the School Subcommittee’s recommendations that is going back to the Subcommittee for changes to the field usage. 2022 User fees were brought up but K Menard thinks it’s too late for the spring. Decision was made to plan on the summer to revisit fees for 2023. The Commissions field use for the fall ended November 30 so the policy that was drafted doesn’t match this date as it listed November 1 as the end of the fall season. 7. Upcoming Agenda Item Discussion- K Menard had spoken with Katherine from WOLA, she, WOLA representatives, D Passios, R Thompson, R Oliva did a walk through at Marshall Park.
