Open Meeting-6:31 In attendance was Karin Menard, Dave Passios, Chris Sullivan, Ana Lockwood. Also in attendance was DPW Director Rob Oliva. 2. Public and Board Comment- D Passios commented on the misinformation about the Marshall Park project and what the Master Plan means moving forward. He added that he’s been involved with getting the project off the ground and believes the Master plan will provide a road map for the future of Marshall Park, and that doesn’t mean there will be wholesale bulldozing and changing of a particular area. This process will include documentation of what's there now at the park and what condition it’s in. Next will be what other possible uses or changes could be made or not will be made. 3. Budget presentation and discussions-Rob Oliva presented the Park’s budget and went through the line items for targeted FY23. Items were a park supervisor salary of $24,581, Town Beach salaries of $20,000 and discussed that the requested amount was $26,000 reflecting last year’s budget going over and discussed that any overages be taken from the Park’s revolving account. Personnel totaled $44,581.44. Purchase of Service was $46,498.00 and Department Expenses were $6,400 for a total of $52,898.00. Total Park Budget is 97,479.44. He opened it up for discussion. A Lockwood asked if the purchase of services is for third Party maintenance of the parks. R Oliva answered that it pays for landscaping, fence work, and other contractor type services. She also asked if the FY22 amount was the actual monies paid out. He confirmed it was the actual budget, and went on to give figures and reasons of money remaining. A Lockwood asked what the basis of the Department expenses were, if it were equipment. R Oliva answered that he will look into that, some went to Truck and Treat, possibly some bills paid from there. Karin stated that she’s looking to use the money from the revolving account to pay for some of the Town Beach salaries. Her question is at the end of the fiscal year the Commission has money to go back to free cash and wondered if he had a project or maintenance issue that would use up that money. He answered that he doesn’t have a plan right now but have ongoing issues at Marshall Park, or if gear or programs could be needed by Parks and Rec. A Lockwood commented that she’d like to see a plan for using any overages. ===PAGE 2=== D Passios stated that he agreed with Karin’s comments about paying excess expenses from the revolving account and that this has been done for years and asked if the grounds contract is invoiced monthly, quarterly or a lump sum so they’d be seeing more invoices before the end of the fiscal year. R Oliva answered its monthly and will start picking up with the spring cleanup and mowing up until July 1.D Passios added that there are projects that they’d like to see done but not necessarily be done right away. If there are projects in May that are contracted but held over beyond July 1 it would help reduce how much money goes back to the general fund. He told of the monies that have gone back to general fund over the years that could have been used to maintain the parks. Motion made by D Passios to support the DPW Director’s FY23 Budget seconded by C Sullivan. Vote was unanimous. Motion made by C Sullivan to temporarily adjourn the meeting until 7:00pm, seconded by D Passios. Vote was unanimous 4. 7 PM Public forum with WOLA to Present Site Analysis and Collect Community Input-K Menard opened the meeting at 7:00pm. C Sullivan stated that this is a Master Plan, the intent is to make the park better by improving on its features and utilize the 28 acres there. He spoke of the misinformation going around about bulldozing to level the park and stressed that is not the intention. Kathryn Ostermier from WOLA welcomed everyone and gave an agenda for the meeting. Also there from WOLA was Emily Wright, Allison Fairweather, and Nick Betts from Meridian Associates. The first steps in their plan process was a public meeting with the Park Commission on December 2nd followed by a site visit to Marshall Park with Commissioners, Parks and Rec, and DPW. They were able to get some of the town’s perspective on maintenance, future programming and recreation. They undertook a Mass GIS analysis of the park and their goal is to share their understanding of the park so far, and to get the public’s understanding. Then in the weeks that follow, work with Meridian to put together two design alternatives in which the public can identify what way to proceed with the Park’s vision. Site Analysis: Marshall Park sits in the middle of Lunenburg in between two watersheds and is near some critical natural landscape areas that the Commonwealth have identified as having unique wildlife. She described the context of the Park within the cultural center of the town with civic buildings, school buildings, businesses and houses of worship. She added the recreational facilities in Lunenburg. Zoning is in the residential district and the limited business and residential district. She discussed the access way to the Park and the parking availability. She noted that there are no ADA parking or pathways and no formal connection between the park itself and the pond. She mentioned that there is electrical and water access but no restroom facilities. She identified what is in the Park currently, such as the 90 foot baseball diamond, softball field, little league field and a t-ball field and other kinds of recreation, basketball court, a fitness circuit, the former skate park, a small playground and a track. The unique features mentioned were fieldstone historic walls, cinder track rolling equipment, a stone table and a Pontiac in the woods. There’s monuments and memorials and should be highlighted in the park. She then showed the Land Cover, both manmade and natural, of the park and the regulated areas of the park and surrounding land. She then opened the meeting up for questions. ===PAGE 3=== K Menard asked in the buffered areas of wetlands is where the basketball court is and if no work can be done there. K Ostermier answered it would come under jurisdiction of the ConCom if work is done there and gave instances of what could be done. Dan Proctor of 1529 Mass Ave asked about the status of Marshall Park septic system. K Menard answered that Marshall Park is now part of the sewer District and D Passios mentioned the system has a draft plan in place. Kristin Tuttle of 45 Chestnut St asked if WOLA looked into how pedestrians are going to access the park. K Ostermier answered that it will come into play as part of the design process. Anthony Caiozzo asked with regards to the buffer zone that goes around and understands that it can’t be leveled but is there a multi-use potential like bike trails or other uses. K Ostermier answered that it depends on which buffer it was, the 30 foot buffer would be a difficult sell to the ConCom but it might be easier in the 50 or 100 foot zone. D Passios added that it wouldn’t be impossible just be more difficult to permit. Cliff Worthley 53 Woodland Ave asked what BPW on the map was to which K Ostermier answered it is a bordering vegetated wetlands. She went to the map with no mike so it was inaudible. C Worthley asked which areas are currently unused. K Ostermier pointed out an area that is steep and not great for development and isn’t in the buffer. D Passios filled in the audio that was lost. The gray area of the map has not had a definitive survey done and that it is on the Capital Project List to be brought forward for the FY23.A complete survey will be done after July. Corrine Scouten 830 Mass Ave asked if the talk of putting parking where the old bath house was has been scrapped. K Menard mentioned that right before she joined the Commission when the parking was going in, trees were cleared from a neighbor’s property and everything was paused and never gained any momentum after that. It’s not on the table to do now and part of the design will have parking not necessarily in that place. Marianne Mascari of 54 Chestnut St mentioned that 3 to 4 months of the year when there’s baseball games it becomes a one way street and there’s cars backed up from one end of the park to halfway through Chestnut St and it becomes hazardous for two way traffic. She asked if parking is under the jurisdiction of the Commission. K Menard answered that the street itself is under the Town and any land of the parks was under the Commission so some of the parking that happens along Chestnut St is on Park’s property. The Commission can advocate for safety on the street. K Menard voiced concerns about getting Fire Trucks down there. Discussion followed on problem with parking and how to solve it. M Mascari recommended signage. D Passios mentioned that this parking issue has been going on for decades and that a combination of additional parking availability and enforcement on Chestnut Street would make a huge difference. M Mascari wanted to know what happens with garbage pickup because she finds it on a daily basis. Menard answered that falls under the DPW. A Caiozzo commented that there should be trash facilities within the park facility and recommended it be part of the design through this process. C Sullivan mentioned that the parks have a carry in/carry out policy. Discussion followed on the pros and cons of trash facilities within the park. Chris Martin of 981 Northwood Rd clarified that there are trash receptacles and a dumpster in the park during baseball season. K Menard stated that they are brought in by Little League and are not publicly maintained. K Ostermier went over the survey results with 431 responses, the bulk being ages 18 to 50, and the ways the park is used is for walking, baseball, softball and t-ball. When asked what people wanted in the park the highest responses were nature or walking trails, public restrooms, a new playground, ===PAGE 4=== access to the pond and a walking track. Next was a pavilion picnic area, improved parking, a rectangular multi-purpose field and hard surface courts. Some other uses included restored fitness circuit, softball field, baseball field, maintenance building and Skate Park. Asked what would cause people to come to the park more frequently, the number one response was a dog park along with ice skating, concerts, concession stand and a picnic and grill area. A Community Workshop was next and a link was sent out for Zoom participants. 1. Describe you most recent visit to Marshall Park. Some responses were watching my grandchildren play, baseball, walking my dogs, walking, dog exercising, watching kids play ball, baseball, and walking with dogs, play soccer. 2. What would you like to change the most at Marshall Park? Kirsten Tuttle commented that accessing it is important from pedestrians to cars and possibly a walking bridge over Marshall Pond. Other comments were rejuvenation and bathrooms, access from both streets, designated parking, football courts, pickle ball courts, access from the center of town. Chris Martin added access to the pond. Allison Melvin commented that there are features in need of repair. 3. What concerns you about the future of Marshall Park? Comments were over development. Chris Martin commented that the baseball fields would go away. Dave King was concerned with neglect. 4. What would you like to see in the future of Marshall Park? Comments were, more love from the town in maintaining the field, a place where all ages can go to enjoy, upgrade to baseball field concession stands and scorekeeper huts, public restrooms and Chestnut St parking, walking trails and multi-use fields, the ease of use ability, a website for info, mountain bike trails, the pond needs lights for skating. John Fortune 50 Hemlock Dr. mentioned that he walked through the park recently and feels it’s in tough shape. He’d like to see pickle ball and tennis but can’t do that (on school grounds) when school is in session, so he and seniors would like to go to Marshall Park. He mentioned that the park should be maintained and bathrooms, parking and easy access are something that seniors would like to see. Greg Roy 105 Chestnut St would like to see the park to be vital again and be a hub for folks to use with good walking access. Tim Murphy 97 Island Rd asked what will be done with the pond, if there would be an area where people could fish and ice skate and if it would be cleaned out. K Menard answered that it is in the Parks jurisdiction and it is part of this process. C Sullivan mentioned the benches and hockey nets will be back there this winter. D Passios added that as they go through the process he’s learned so much about the park and asked the public to bring in any photos and history of the park. Send to the Parks Commission or the Historical Society. A Lockwood offered that she has pictures of the pond from the early 2000s that her neighbor documented and the health of the pond had degraded and believes from a mix of reasons. The town has sewers so less water flowing to the pond, the more use of fertilizers that run off into waterways to the pond which creates overgrowth. K Ostermier proceeded to the next part of presentation stating that now that there is an understanding of the kids of activities people are interested in at Marshall Park, it’s helpful to identify how people would like it to look. A slide was shown of three different aesthetic styles: ===PAGE 5=== Row A - a brightly colored playground area, a contemporary picnic shelter, and a brightly colored outdoor fitness track Row B – a brightly colored more traditional playground area, a more traditional shelter and less bright more muted outdoor fitness equipment. Row C – a more rustic nature play area that incorporates logs and boulders, a more rustic picnic shelter with a fireplace in the middle and a casual rustic workout equipment area. She then asked for a vote in person and zoom. Anthony Caiozzo commented that he like C if it could be made more durable. K Ostermier answered that there would be more additional maintenance and that the nature playgrounds are made of stone and concrete that looks like logs. The votes will be tallied and results taken in account. K Ostermier opened the meeting up for questions. D Passios agreed with the maintenance concerns with any one of the styles that they will need proper surface coatings to maintain them. K Menard answered the question by a resident of where the money was coming from for this project that there are grants and that it’s a project to be done in stages. Chris Menard 672 Page St, also on the Finance Committee, stated that they are tracking a lot of federal grants to be earmarked towards improvements of parks and having a Master Plan helps placing of the grants. Discussion followed on securing grants. Chris Martin asked if other properties were looked at instead of Marshall Park which is taken up by baseball fields. K Menard answered yes but that it has to be aesthetically a fit. Tim Murphy reiterated on maintenance and repair and make sure the design requires less care and maintenance. K Ostermier talked of the next steps which is WOLA and Meridian will compile and analyze the feedback from that night and meetings with the Park Commission, DPW and Recreation Dept., and the survey that the Commission did. This will guide their design work, doing two concept design alternatives. In early February they will present the designs and cost estimates to the public and getting feedback. Once a preferred alternative is selected they will move forward and develop that and finish the process. Dan Proctor asked if he could get an existing conditions plan so the town’s people could discuss using some of the resources that they have such as civil engineers, construction and excavating people, plumbers and electrician etc. He’d like a roundtable discussion with the commission. D Passios responded that he’s aware of the volunteerism of the public and it was before the town had an active Park Commission. The town has liability for projects that are done and projects have to be properly vetted, not like in the past. A resident asked if the when they come back with the two designs if certain things can be incorporated from one design to another. K Ostermier answered that if it all fits that can be done, that they’ll work to bring the two preferred portions of the alternatives together. Anthony Caiozzo asked to have the map brought up again to highlight where the skate park is proposed. Discussion followed on the proposed area. Dawn Johnson 357 Lancaster Rd voiced her concerns about just hearing where the skate park is going and it’s already decided before the rest of the plan is in place. K Menard explained how the skate park evolved into that space. A Caiozzo ===PAGE 6=== mentioned it was only 1 % of the entire property and that the skate park will go in first. K Menard mentioned that the skate park is not overseen by WOLA and gave the years of history of the skate park plan. A Lockwood mentioned that the skate park does not have a vote to move forward until all the funding is in place. More discussion followed with pros and cons of putting the skate park in Marshall Park. C Sullivan mentioned that Marshall Park is the best suited for the skate park because of safety and accessibility and that the skate park is not going to be just a concrete slab, it will be landscaped. K Ostermier suggested that working together with the skate park and the Commission a harmonious plan could be incorporated into the Master Plan. 5. Other Business-none 6. Adjourn D Passios motioned to adjourn at 8:48pm C Sullivan seconded. Vote was unanimous Respectfully Submitted Dawn Pavone Minutes Secretary ======================================================================================== DOCUMENT : 2022-01-20-agenda-3362.txt BOARD : parks-commission DATE : 2022-01-20 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/parks-commission/2022-01-20-agenda-3362.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_01202022-3362 ======================================================================================== ===PAGE 1=== Town of Lunenburg Park Commission Karin Menard, Chair 978.582.4160 Chris Sullivan, Vice Chair 520 Chase Road Susanna Jewell, Secretary Lunenburg, MA 01462 Dave Passios, Member Ana Lockwood, Member Park Commission Thursday, January 20, 2022 7pm via Zoom In accordance with the requirements of the Open Meeting Law, please be advised that this meeting is being recorded and broadcast over the Lunenburg Public Access channel. Open Meeting K Menard opened the meeting via zoom at 7:00pm. Present: Karin Menard, Chris Sullivan, Dave Passios, Ana Lockwood. Also in attendance, Rob Thompson Recreation Director 2. Public and Board Comment-D Passios made the statement that with the review that he has done on the two proposals to be presented that evening, he feels that neither one of them represents his vision of what they have said they want for this project and what the public has expressed their concerns over, he intends to move that they pass over that agenda item. He believes it’s not ready for public review. C Sullivan stated that the hockey nets and benches are back down on Marshall Pond. 3. Approval of Minutes: 7/14/21, 7/28/21, 8/25/21, 9/27/21, 10/27/21, 12/2/21, 12/20/21. 1/4/22 A Lockwood mentioned that the 1/4/22 (actually date 1/6/22) minutes need to be edited before approved, D Passios agreed as he had some concerns with them. Motion by C Sullivan, seconded by A Lockwood to accept the listed minutes submitted excluding 1/4/22(1/6/22) Roll call, C Sullivan- Aye, A Lockwood-AYE, D Passios-Aye, K Menard- Aye. 4. 7:15 WOLA-2 preliminary design presentations, discussion and feedback by commission for Marshall Park- D Passios proposed a motion to be voted on that the two proposals that were distributed to the board for review previous to the meeting do not get disseminated in the meeting pending further review and discussion by the board and their architects and engineers in a public setting. K Menard stated that the meeting was there for public discussion. D Passios moved that the designs not be released that evening. K Menard stated that the designs are already out there for the public. A resident mentioned that they are public documents. K Menard mentioned that the meeting was for WOLA to be gather information from the meeting’s discussion about the project. Discussion followed on going ahead with WOLA and discuss what is liked and what is not of the two designs. D Passios withdrew his motion K Menard gave the link for the viewers at home of a google folder with the preliminary designs and stressed they are preliminary and that WOLA is there to get feedback from the commission so they can make adjustments as needed. Two Concept designs (Option 1 & Option 2) were screen shared by K Ostermier. She went through both Options describing the overall concept. Option 1-Entering from Rt 2A drive straight into the park. 100 Parking spaces, central to what they are calling the heart of the park. There is a turnaround that is sufficient for a fire truck to safely turn around and exit. In the ===PAGE 2=== heart of the park is the skate park, pickelball courts, a larger lawn, a playground, restroom facilities , snack stand and picnic area. The little league/softball field was left where it was, adjusted the t-ball field. There is a small and large loop for dog walking/walking which could continue and connect with a path to the pond for an overlook. There is parking by the 90 foot diamond taking pressure off of the street parking. The low lying areas are for storm water collection and drainage. They would reuse the existing paved courts as a dog park. They still have to locate a fitness track. They wanted to keep this all in the central portion of the park, have younger kids at the playground while the others are in school and also have times when the seniors can use the pickelball courts, etc. Aesthetically, from the survey, people tended to prefer the rustic approach. A Lockwood asked if the 90 foot baseball diamond is in the same location or a different one to which K Ostermier answered that it would be reoriented. It could be used for a softball field. Alternative 2- It would be using shared outfields, the sum of both is greater than the two separate fields. The 90 foot baseball diamond has been realigned and reconfigured. The entrance is off 2A with similar parking with a larger parking area to right, enter into one large parking lot with a turnaround at the end. There is the skatepark with benches around it for people to sit, on the other side of the pathway is the playground and the memorial lawn. The existing memorials would be moved and set next to the benches themselves. Then a smaller lawn with an overhead structure that connects the snack shack and the restrooms. There is an active zone with the pickelball court and basketball court. There are U shaped benches for the courts. Some grading needs to be done at the existing little league field and they thought it would be interesting to inset granite benches into the hillside. The path splits off to a proposed overlook of the pond and include the dog park and picnic benches. By combining the outfields of the diamond and the softball field it gives an area for other types of field play. There’s another parking area set off Chestnut St and a cinder track/asphalt track that continues all around the park for walking. There’s 110 parking spots. They had some ideas for signage for the park. K Ostermier opened the meeting up for questions and comments. Nick Betts from Meridian Associates stated he was available to answer any of the civil questions, A Lockwood asked if he could speak on that. He went on to state that the soils at the park are difficult because of a high ledge and a shallow cover of soil. He mentioned that with the parking, from a civil perspective, you have to meet stormwater regulations with the conservation commission. Parking should be kept away from wetlands while still using the existing entrance drive. The project can be classified as a redevelopment which has less strict standards than an all new development. Locating the building adjacent to the parking allows for easier access for maintenance vehicles and deliveries. If the septic system design located at the end of the road is pursued it’s still within reach of the approved leachfield. It gives flexibility to either have the septic pumped or to connect to the town sewer in the future. The paths would run parallel with the grade in order to minimize the amount of grading that’s need to meet the ADA requirements. K Menard asked in Option #2 the grade seems to be multi-level grades and thinks the 90-foot diamond is lower than the current softball field and how would they level it. N Betts answered that it will never be a dead flat field but with grading and spreading they could get a field perceived as flat and drainage would be taken in account. C Sullivan stated that Option 2 is closer but still has concerns. One tricky things is the school use and the overlap of games at the softball and 90-foot diamond fields. He likes the use of the unutilized areas and wants a discussion on the loss of the t-ball field. He likes the idea of the dog park. He appreciated the addressing of the fire engine being able to turn out and exit. He liked the memorial park, the overhang, small playground ideas and thinks pickelball and the basketball court are important. He likes the parking plans. He questioned the orientation of the two ball fields coming together and parking access. He liked the walking areas. A Lockwood spoke about the overlap of the baseball games and how they worked. She liked the combined outfields and possibly have a soccer league in the fall. Liked the dog park being a small area fenced in but would like people to be able to walk their dogs on designated walkways so they are not running on the playing fields. She didn’t think a basketball court was needed since they are elsewhere in other parks and maybe keep the t-ball field. She liked the parking and that it is on the side of the park. She suggested to not putting parking on Chestnut because of the on street parking there and thinks they should have a live drop-off area for buses. ===PAGE 3=== She also asked about the pavilion. K Ostermier showed one that could be made larger. A Lockwood mentioned that another park has a pavilion plan and do we need one here or more open space. She prefers open space for other activities other than organized sports. C Sullivan added that he feels the basket court should stay because the other courts are on the other side of town. Also that plowing should be taken into consideration should the park be open year round in the future. He thought the pavilion should stay for shelter for summer programming. And believes there is value in parking on the Chestnut St side to keep cars off the street if needed. K Menard mentioned that Marshall Park is not closed for the winter but they don’t do any organized activities. She also likes Option #2 and agrees with C Sullivan about the basketball court and have it double as other activities. She’s not sold on the dog park but not sure what else could go there because of the location. She likes the layout of the fields to allow other sports there. She thinks the t-ball could move to another park. She thinks having some kind of covered pavilion area is important for the summer programming along with the bathrooms. She asked if the skatepark was moved in the design. K Ostermier spoke on the skatepark and that Option 1 was the same but in Option 2 it got adjusted to get it close to where it was supposed to be and it would fit into the core of the park. And made sure it was visible from 2A. K Menard acknowledged that it’s important to be visual from other angles. She added that the sharing of the outfields and how big the overlap is. C Sullivan questioned the grading and that they will have to be perfectly flat. K Ostermier is working on that. K Menard mentioned that the parking on Chestnut and having Handicap spaces is important. K Menard likes Options 2 over Option 1. She asked what the next step in the process is. K Ostermier stated they will take the feedback from the night and per contract will be presenting two options (with the adjustments from feedback) to the commission and the public in two to three weeks with some cost estimates for each option. They will meet with the Town Administrator to review them and the commission will decide on which option is preferred and get any adjustments to the preferred. D Passios asked N Betts in either one of these configurations it looks like the design is backed up against the wetland buffers where the septic design is proposed so it would have to be adjusted to allow that field to go in there? N Betts explained where the septic was located up by the 90-foot diamond and is far outside the wetland buffers, that both designs could accommodate the septic system. D Passios feels that the parking on Chestnut St would not be resolved with the proposed lots, and added that the home plate of the 90-foot diamond is there. D Passios believes that the entire plan has a wholesale disregard for historical aspects of the park and that the stone walls around the park are protected by bylaws in town and can’t be bulldozed. He showed concern that the RFP for this project was for 28 acres of land and the design only covers 20 acres, and disregards the forest area and the pond. K Ostermier mentioned the pathways that go to the pond with an overlook and seating area, and wanted more feedback on that. D Passios thinks the designs cram too much into the southern end of the park and both of the plans do what the commission said they weren’t going to do, a wholesale bulldozing of the fields even if being replaced which he isn’t opposed to because they need grading. C Sullivan asked about the process of the next steps, K Ostermier detailed them again and elaborated. He also mentioned that from a commission standpoint there is a preference on design 2 so would they rework both designs or just design 2. K Ostermier answered that they could take Design 2 if the commissions wants, they will come back with two options taken just from Design 2. A Lockwood asked if the skatepark doesn’t happen if that area could be redesigned, K Ostermier said it could. A Lockwood also would like the commission to sit with the design and elaborate on any other feedback and then invite the public to watch the meeting and have a survey of what they liked and didn’t like. C Sullivan stated that public comments are important and wanted to hear them tonight. A Lockwood added that public feedback should come before a cost estimate is presented. K Menard opened up the meeting for public feedback. ===PAGE 4=== Anthony Caiozzo addressed the location of the skatepark shifting and the parking on Chestnut and the proposal not working well. Chris Begley stated that outfields can’t be shared for logistical reasons and that the grading to get the field flat can’t work. He had concerns about the t-ball field not staying there. K Menard answered that they are eyeballing Fitzgerald for t-ball. C Begley thinks that the fields at Fitzgerald are being used five days a week as instructional fields. C Sullivan mentioned that Fitzgerald might be a good spot. A Lockwood stated that the shared field is done in other towns. C Begley questioned Option 1’s little league and softball scheduling conflicts and that one would have to be omitted. C Sullivan stated he would not support Option 1 if that was the case and that the commission is not favoring the omission of losing a baseball field. K Menard mentioned that the school mostly uses the 90-foot diamond and that it’s an option of the School to put in their own for their program. Also she’s not leaning toward Option 1 and they are not looking to take out fields from Little League. D Passios thought that a multi-use single area for baseball and softball can’t be made because they’re totally different designs with the infields and baselines. C Begley wanted to know if the batting cages would be gone. K Ostermier answered that they will be in the final design. C Begley stated that the existing snack shack is run by the Little League and asked if that option is gone from the designs. K Ostermier answered that they had planned to consolidate the snack shack in one central place so there would be electricity and plumbing, shared with restrooms, but could add an additional shack if the town is interested. There was discussion on meeting guidelines for the MMIA regarding the 90-foot diamond. RJ Thibeault of 19 Whitetail Crossing asked about the timeline and logistics and how it affects the softball fields currently. K Menard stated they don’t have a timeline yet and would minimize the impact on any activities but imagines it happening in the fall. He also mentioned the number of teams using the fields and believes shared fields are a good idea as well as the snack shack and restrooms. He questioned who would be maintaining the fields, K Menard answered it would fall under the DPW. He also questioned the snack shack staffing. He asked about losing seasons of sport for construction and K Menard and A Lockwood answered that it’s too early to tell. Greg Roy of 105 Chestnut St. mentioned that he is available to share information regarding the septic design and his involvement. He is excited about the upgrading of the park and talked about the parking on Chestnut St. and his concerns about a parking lot and street parking. He also mentioned the shared fields and foul balls impacting parking areas and abutters. Amy King of 3 Gabe’s Place echoed the statements about the loss of a softball field and the overlap in summer softball. She is also about the addition of another field at Fitzgerald and the parking on Reservoir as well as other locations during games. Asked if a t-ball field could be squeezed into the dog park area. Corrine stated she liked the baseball set up on the first plan better because it has more open space and maybe the school could put in the own fields. She likes the basketball court and possibly make it a combo court. She asked if there was a reason that the plan is not connecting to the town sewer. K Menard answered that the BOH has money available for the rehab of the septic so they’d like to utilize that but they went through the option of getting put into the sewer district. Asked if there were going to be sidewalks on the side of parking areas, K Ostermier answered that would be adjustment she’ll make. Corrine liked the idea of a small parking lot on Chestnut St side and thinks the town should not allow parking on Chestnut. C Sullivan and K Menard asked if WOLA needs a decision tonight. K Ostermier stated they will come up with 2 options from design 2, be in communication with the commission and present them to the town in a few weeks and it was not the end of the process. A Lockwood wanted to get more feedback to WOLA. 5. DPW/Town Manager/Recreation Director Updates R Thompson stated that there was progress on the Munis administrative work and that the beach will open on time and water testing will be done. He hopes to have the Munis functional by February. K Menard asked him to try to have a revolving account discussed with Karen ===PAGE 5=== Brochu. She also asked when he would open up for beach positions, he answered March 22nd. She also asked about an update on the beach house. He did not at this time but spoke of a possible leak in the roof. 6. FY23 Budget Priorities to submit to state legislatures K Menard read a request from the Town Manager to see if the commission has any items to submit to the legislative delegation for consideration for funding. Projects would have to be by FY23 and have a money figure with them. She commented that only one would be the Marshall Park survey is currently #14 on the Capital Plan and mentioned that it would most likely happen this year but would still like to submit it. A Lockwood questioned the building of rectangular fields on Northfield. K Menard answered that there are no plans that nothing was in motion. A Lockwood asked if they could request a master plan for the future of other properties especially Northfield. D Passios added that it never hurts to apply for funding for projects. He added that the bathroom building at Marshall Park will cost around $100,000-150,000 and would like to put in a request for the restroom facility improvements which could be completed in FY23. C Sullivan added that there is a need for space in town and agreed with A Lockwood on requesting a master plan. He agreed with D Passios about the restroom facilities at Marshall Park. Discussion followed on the master plan being part of the construction cost. K Menard listed the three potential funding projects, Marshall Park is $25, 000, Northfield Park $50- 75,000, and the restroom facility improvements $100-150,000. D Passios’ feeling with Northfield Park is that during the purchasing process and since that it was inventory to land that the commission could do something with. He thinks Fitzgerald is the next property to do improvements to and thinks a plan should be considered. C Sullivan agreed with that. K Menard mentioned that Fitzgerald is under care and control of the CONCOM, and that would need to be sorted before asking for any funding. She believes that it would be stressing the system to have two master plans at the same time and would like to wait until the end of the Marshall Park project. Discussion followed on the timeline of potential projects and the accuracy of increases of prices in future years if funded was given for Fitzgerald. Discussion followed on potential funding from other agencies. Motion made by C Sullivan to pass along to Town Manager to our Legislative Delegation for the restroom facility improvement -$150.000, the Northfield Park Master Plan and Survey-$75,000, and the Marshall Park Survey-$25,000 D Passios seconded. Roll Call C Sullivan-Aye, A Lockwood- Aye, D Passios-Aye, K Menard- Aye. D Passios would like this to submit for ARPA funding and be put on their list of pending projects. 7. America Rescue Plan Act (ARPA) discussion- K Menard spoke with the Town Manager about the town hiring a consultant that will give a presentation on February 1st at the Select Board meeting. Marshall Park is on the list to be funded and the prior list will be mentioned. D Passios asked K Menard to have a conversation about Fitzgerald with the CONCOM. 8. Skate park construction approval process, requirements, criteria and general discussion K Menard stated that she had information on her meeting with the group. Because it is a private project the group would be able to avoid the prevailing wage and Atty Costa didn’t think that it would apply. He stated that the commission could not dictate any of the intricacies on the project. Atty Costa suggested rephrasing in the question of what can be done to ensure the project gets done to what is the recourse if the project doesn’t get done. He added that it is a gift. He suggested that the commission would execute some legal documents with the skate park like, right of entry to do the work, who’s financing it, and a final plan. A Lockwood doesn’t want this project to go forward unless they have either a hundred percent funding. She wants a discussion and develop a list of things that the commission wants to see, the funding, the design, the cost, and possibly a construction bond. She wants it clear for both parties. She wants to have this before the group comes to the commission. ===PAGE 6=== K Menard wants to have a list of questioned that need to be answered from Town Counsel or the Skate Park Group and that the Skate Group is part of the discussions. She’d like to see the project break ground this year. G Roy stated that he thinks what A Lockwood’s concerns are addressed by what Atty Costa said. He believes the discussion would benefit all for a final agreement. He mentioned that Townsend has projects done by a private benefactor as a gift to the town. K Menard asked about other town skate parks and what the process was. She’s concerned about the finishing of the project and maybe having a bond in place for completion if the group cannot. G Roy conveyed that the documents will all be contractually bound. A Lockwood asked the commission if they thought there was value in having a list. Discussion followed on the permits, boards involved and the process. G Roy suggested getting a list together for Town Counsel and work off that and make changes if needed. Corrine Scouten stated she didn’t follow the Skate Park page so she was surprised at the last meeting to get the info on the park. She suggest the skate group have a public comment meeting. D Passios stated that the skate park has been committed to for an initial design. Discussion followed about a public forum. K Menard asked the members to send her via email any questions and she’ll send them to Town Counsel, Town Manager and take it up at the next meeting. 9. Marshall Park Survey RFP discussion- K Menard conveyed that she needs to speak with the Asst Town Manager to get things going. D Passios will save his comments but sees no problem with putting out an RFP for a project that they are doing though they don’t have funding yet. He’s afraid it will slow the process by waiting until they get funding in place. G Roy stated he doesn’t see a problem from his point though concerned that it’s too early and April might be better. Discussion followed on the timeline to submit the RFP. No vote at this time. 10. Other Business-none a. Other business matters that may legally come before the board not known at the time of posting D Passios wants to add an Agenda item for next meeting is portable toilets for the parks for the 2023 season. C Sullivan reminded there’s an open seat on the board, and that it’s been posted. b. Correspondence, Announcements and Public and board Comment 11. Absent: None K. Menard called the meeting to order at 7:00 PM. First item on the agenda, Board and Public Comment, none. Next item on the agenda, Presentation of two Marshall Park design alternatives by WOLA Landscape Architects. Kathryn Ostermier from Wright Ostermier Landscape Architects discussed the presentation for Marshall Park. Ms. Ostermeyer explained a draft design had been presented approximately a month ago and feedback was received. The two design alternatives presented to night have been revised from the comments received from the Parks Commission and the community. Ms. Ostermeyer gave a brief background of the steps taken before to get to this step in the design process. The first item discussed was the community input. Ms. Ostermeyer explained the amenities requested for the park rated as follows; 1.Accessible walking track 2.Playground 3.Picnic and Concessions 4.Ball Fields 5.Access to pond 6.Fitness circuit 7.Hard surface courts 8.Multi-Purpose lawns 9.Skatepark 10.Dog park Ms. Ostermeyer discussed Design Alternative #1. This design includes; ●Forty additional parking spaces along Chestnut Street ●Reoriented the 90 foot Baseball Diamond and the Softball field ●Little League field. ●Pedestrian route from Massachusetts Avenue and Chestnut Street. ●Encircling eight foot walking pathway that meets with ADA compliance. ●Restrooms and concession stand with pavilion. ===PAGE 2=== Park Commission March 16, 2022 Minutes Page of 42 ●Skatepark. ●Nature playground. ●Proposed septic area. ●Pollinator gardens. ●Hard surface courts for pickleball and basketball. The t-ball field will be relocated to another location in Lunenburg. Ms. Ostermeyer noted Design Alternative #2 was similar to Design Alternative # 1. The differences in the design are as follows; ●Sixty additional parking spaces along Chestnut Street, 150 parking spots total. ●Reorientation of all Ball fields, shared outfield has been removed ●The T-ball field will remain. ●A turnaround circle for the Fire Department. ●More centralized activities. Commission Comments D. Passios asked if the pull-in at the picnic area was just for ADA accessibility. Ms. Ostermeyer indicated it was intended to be used by seniors in addition to the other park visitors. A. Lockwood asked how many parking spaces were on Design #1. Ms. Ostermeyer stated 140. A resident asked what the park currently can accommodate. K. Menard referred to the Open Space Plan that currently shows approximately 60 spots. K. Menard asked if the Town chose to go with sewer versus septic on plan #2, would the parking be able to be connected. Ms. Ostermeyer noted the grading would make it tough, but could look into it . A. Lockwood asked if the walkway was paved. Ms. Ostermeyer indicated it was asphalt and complies with ADA requirements; more flexible and less than concrete. A. Lockwood asked the size of the dog park. Ms. Ostermeyer stated it is approximately 6000 square feet. A. Lockwood asked if the playground was natural wood or a composite. Ms. Ostermeyer stated it is natural wood, but could be composite, it is the Town’s decision. R. Delaney stated there were no bleachers around the ball field. He also inquired about the ability to cook in the new concession stand. C. Sullivan stated that is a Board of Health decision. A. Lockwood asked what the Town was giving up between design #1 and #2. Ms. Ostermeyer stated Design #1 has a small multi-purpose lawn and small central gathering area and the basketball court. Design #2, a larger central lawn, an arrival area at both the skatepark and the playground and the T-ball field. P. Hakey asked if the sidewalks along Massachusetts Ave. could be relocated. Ms. Ostermeyer stated yes. K. Menard asked if on Design #2, the concession stand and the pickleball could switch places. Ms. Ostermeyer stated yes. K. Menard asked if the softball and baseball outfields on Design #1 could be combined to compose a rectangular type field. Ms. Ostermeyer stated the grading has been reduced to a 2% grade. The shared outfields may impact the walkway and the fencing would need to be removed. ===PAGE 3=== Park Commission March 16, 2022 Minutes Page of 43 D. Passios asked if the dimensions on the fields are existing or new. Ms. Ostermeyer stated the infields have very clear standards, which are met currently and in the proposed. The outfields have more flexibility, the sizes will remain the same as they are presently. Public Comments R. Delaney expressed his concern with the drainage on the little league field and the reorientation affecting the new dugouts at the softball and baseball fields. Greg Roy, 105 Chestnut Street, noted he like Design #2 but had concerns about the parking being too close to the wetlands. Ms. Ostermeyer the area is outside the 30 foot no build zone. G. Roy asked when the cost estimates would be available. Ms. Ostermeyer indicated they are still working on them but would be over to the Commission by next week. G. Roy asked about emergency vehicle access to the fields. Ms. Ostermeyer stated they may widen a path but will add to the final drawing. Marianne Mascari, 54 Chestnut St., asked that the sun be taken into consideration when selecting the orientation of the fields. Joe Ruth stated there is a lack of outfield dimension requirement, the infields are very specific. He also asked that they consider netting or fencing between the fields. Dan Proctor, 1529 Massachusetts Ave., voiced his concerns about the need for the design to reflect a concession stand with the ability to cook and the dimensions for all the fields. A. Lockwood stated a design needs to be selected first before all the details can be laid out. Dan Proctor asked about the location of the memorials. Ms. Ostermeyer stated they have considered putting them on the end of the benches. There is also a possibility for a donation to go to the maintenance or donations of a bench. Pamela Porter, 114 Chestnut Street, stated she likes Design #1 and the foliage buffer. She would like to see a large buffer for the dog park. Pam Porter inquired about the length of the walking trail. Ms. Ostermeyer stated the proposed is 5000 linear feet. Dave Rogers, 82 Highland Street, voiced his dislike of incorporating the dog park and asked for some clarification on the parking. Ms. Ostermeyer explained there is a main entry off Massachusetts Ave, there are 90 degree spots and a turn around that has a 75 foot radius. David King, 3 Gabes Place, had concerns with the relocation of the T-ball field. He feels it belongs in Fitzgerald Field. There needs to be studies of Reservoir and Fitzgerald Fields, the parking is inadequate. K. Menard stated those are not included in the cost of this project. Chris Martins, 981 Northfield Road, had concerns about the T-ball field being relocated. K. Menard indicated that if the T-ball was to move to Fitzgerald an additional field would not be added. John Fortune, 50 Hemlock Drive, expressed his concern about the parking and direction of traffic on Design #2. Pat Flaherty, 298 Highland Street, noted he would like to see the basketball court be a multi-sports court. Tim Murphy, 97 Island Road, stated he like Design #2. He feels T-ball needs to be addressed. RJ Thibault, 19 Whitetail Crossing, stated the registration numbers that were quoted were not accurate. He agrees with Mr. Murphy that Design #2 is more likely to pass at Town Meeting. ===PAGE 4=== Park Commission March 16, 2022 Minutes Page of 44 Kathy Lowe, 99 Fairview Road favors Design #2 and the multi-generational use of the park. Chris Begley, 4 Whitetail Crossing, asked if it were possibly to keep the orientation of the baseball field as-is. Ms. Ostermeyer stated there is a possibility to reorient the Diamond. K. Menard asked which is the priority, the net at the 90 foot diamond or the sun. Dan Proctor stated that netting is a priority. Nick Betts from Meridian Associates indicated the baseball field has been designed based on the MIAA standards which refers to NFHS, National Federation of High School Sports. The dimensions are dictated to the foul poles so for the 90 foot Diamond the requirement is a 325 foot field to the foul pole and the arc of the outfield is not specific. He stated Design #1 orientation of the Diamond is pretty much exactly East or East Northeast which has been determined to be the preferred orientation. There is no real rule. Chris Begley asked if the basketball court on Design #2 could be relocated to the pollinator meadow. Ms. Ostermeyer stated the basketball court could possibly be relocated to the pollinator meadow. Ms. Ostermeyer stated the skate park needs to be visible to Law Enforcement and the relocation of the basketball court would not affect the line of sight. Chris Begley asked about fencing. Ms. Ostermeyer stated if it were to be viewed as a public park, you would have less fencing as compared to a baseball facility, you would want more fencing. D. Passios asked if the area between the 90 foot Diamond and the dog park was all a no touch zone. Ms. Ostermeyer stated the wall will stay because it is historic. Ms. Ostermeyer noted the area was considered less desired to be developed than others, but can revisit it. Ms. Ostermeyer noted currently the grading is not ADA compliant. D. Passios would like to see this project funded with ARPA funds, earmarks and grants. The Commission discussed their likes and dislikes for both designs. Majority of the Commission like Design #2, P.
