Menard stated that C. Ruth had a sign designer review the current condition, and the sign installer recommended that a new sign be installed without chains. C. Ruth stated that the proposed new sign is a roll sign print, and it measures 120 inches by 45 inches high. C. Ruth stated that the total cost of the sign with installation would be $1,993.36 from the revolving account. C. Ruth stated that Add-A-Sign provided the estimate. ===PAGE 2=== Lunenburg Park Commission January 28, 2026 page of 52 K. Menard stated that due to the incorrect agenda item listed on the agenda, she would recommend approving it at this meeting and at the subsequent meeting with the correct agenda item listed. C. Sullivan moved to allocate $1,993.36 from the Revolving Fund for the new Fitzgerald Field sign and installation. Seconded by C. Shapiro. Call for the vote: C. Sullivan-aye C. Shapiro-aye M. Mascari-aye K. Menard-aye The motion passed unanimously (4-0-0). LUNENBURG YOUTH BASEBALL – PROPOSAL FOR DUGOUT PROJECT AT POWELL FIELD Lunenburg Youth Baseball representatives Matt Gilman, Jami Anderson, and Ryan Franczek introduced themselves to the Commission. Matt Gilman, 186 Reservoir Road, Lunenburg Youth Baseball Vice-President, stated that there has been discussion in the league regarding the deteriorating condition of the dugout at Powell Field. M. Gilman stated that the Lunenburg Youth Baseball League has made improvements to the field in recent years. M. Gilman stated that the proposed new dugouts would be a donation to the Town and would not cost the Town any funds. Jami Anderson, 319 Highland Street, provided the Commission with the proposed redesign specifications. J. Anderson stated that the new dugout would have the same existing footprint and the same configuration. J. Anderson stated that each dugout is roughly 25 feet by 8 feet. J. Anderson stated that the proposal will be very similar to the upper softball field dugouts. J. Anderson stated that there will be a solid concrete floor with a wood structure, a single slope roof that would pitch off the back and have asphalt shingles. J. Anderson stated that the dugout would have a solid backing so that there is less distractions between the players and the attendees. J. Anderson stated that the materials and labor would be from various donations from suppliers and vendors. C. Ruth stated that anyone who is operating equipment and power tools must be covered by insurance of the League or a vendor doing the work. J. Anderson agreed. J. Anderson stated that the plan is to complete the dugout construction by April 15, 2026. K. Menard stated that she is concerned that getting equipment delivered to the site may cause damage to the field in the rainy season. J. Anderson stated that they will take all necessary precautions to not damage the field. J. Anderson stated that the work would begin in mid-March and has a proposed four-week construction timeline. K. Menard stated that the Commission will vote to allow the project to move forward, and then once completed, the Select Board will vote to accept the donation. C. Shapiro moved to authorize the Lunenburg Youth Baseball Program to remove and construct two new dugouts at Powell Field using private contractors and donations through their program. Seconded by C. Sullivan. Call for the vote: C. Sullivan-aye, C. Shapiro-aye, M. Mascari-aye, K. Menard- aye. The motion passed unanimously (4-0-0). ===PAGE 3=== Lunenburg Park Commission January 28, 2026 page of 53 BEACH SIGN UPDATE M. Mascari stated that she tried to get a measurement of the current sign at the Beach House, but it had a snow bank on it. M. Mascari stated that a prior measurement was 66 inches by 25 inches. M. Mascari stated that Add-A-Sign proposed a 72 inch by 36 inch belt sign with a raised frame that is 1.25 inches of aluminum. M. Mascari stated that the estimate to remove the old sign, design, and install the new sign would cost $1,065. M. Mascari stated that a donor will cover up to $1,000. M. Mascari stated that she will solicit two other quotes from vendors as well. M. Mascari stated that she would organize the dedication ceremony in honor of the Genevieve Nass Memorial Beach House. M. Mascari stated that the new sign would coincide well with the dedication ceremony. 2026 BEACH SEASON DISCUSSION K. Menard stated that the Town Manager has asked departments to look at their budgets carefully. K. Menard stated that the beach fees do not cover all the salaries for beach operations; they cover roughly 50% of the salary budget. K. Menard proposed to adjust the beach fee structure to make the program self-sustaining and not reliant on the Town’s operating budget. K. Menard stated that for the beach program to be self-sustaining, the passes and lessons have to be doubled based on the information she has and some quick math. K. Menard researched other neighboring municipal pool and beach fee schedules. She stated that if fees were to double, the fees would still be similar to those in some nearby communities, like Holden. K. Menard stated that she is very concerned about keeping the Town Beach open without reliance on the Town’s operating budget. C. Shapiro stated that she is in favor of doubling the rate schedule, and she believes that the Town is offering quality services for a reasonable price. C. Shapiro stated that if the beach program is self- sustaining, there could potentially be more offerings in future seasons. C. Sullivan stated that although he is normally cautious with raising fees, he recognizes the concern that the Town’s operating budget may not be able to cover the beach program. C. Sullivan stated that he would support a self-sustaining model. C. Sullivan stated that socialization is important for families in the summer, and the Town Beach is a great resource for that. C. Sullivan stated that there should be significant communication to residents regarding the fee change. K. Menard agreed with C. Sullivan regarding ample communication to residents regarding the fee change. K. Menard stated that if the Commission did not get enough revenue for this season due to fewer memberships, then that can be reviewed after the 2026 season. K. Menard stated that the Commission has enough reserve funds if the season is not self-sustaining. K. Menard stated that the Beach Director would be tasked to review staffing levels so that the beach is not over-staffed on less busy days. M. Mascari stated that the fee schedule should be competitive compared to nearby programs. ===PAGE 4=== Lunenburg Park Commission January 28, 2026 page of 54 ABUTTERS NOTIFICATION FROM ZONING BOARD OF APPEALS & PLANNING BOARD MEETINGS REGARDING 947 MASSACHUSETTS A VENUE K. Menard said that the Commission received abutters notification from the Zoning Board of Appeals and the Planning board regarding the Dunkin Donuts proposed at the former Main Street Bank location. K. Menard stated that the building inspector rescinded an opinion that a drive-thru was allowed in the area. K. Menard stated that if anyone on the Commission has concerns, they should go to the board meetings and make a public statement. FIELD USAGE FORMS & POLICY REVIEW & DISCUSSION K. Menard reviewed the field usage forms; she has concerns about the enforcement of the policy. K. Menard stated that the Commission can review the field usage forms and policies at the next Commission meeting. K. Menard stated that she is working to revise the signage policy to not allow advertisements on Fitzgerald Field. K. Menard stated that Fitzgerald Field advertisements are not allowed due to sight lines for vehicles. C. Sullivan recommends changing the language to include “all facilities” instead of just ball fields. C. Sullivan recommends getting input from the Fire Chief and Police Chief regarding signage and safety. C. Sullivan recommends that, within the conduct, safety, and use expectations, the Commission should give consent to allow individuals to work on parks, facilities, and grounds. K. Menard stated that when the Field Usage Forms and Policy were approved seven years prior, there was sporadic supporting documentation included with the minutes. K. Menard stated that the Town has been approached by a private non-profit youth club-level baseball program that is looking to use field space. K. Menard stated that they are specifically looking for a day or two a week for practice. K. Menard stated that the Commission should look into the fee schedule for instances like this. CHAIR UPDATES K. Menard stated that the Commission has a meeting with the Lunenburg Skate Park organizers next week regarding a completion bond. OTHER BUSINESS None. APPROV AL OF MINUTES C. Sullivan moved to approve the October 27, 2025, and December 17, 2025, meeting minutes. Seconded by M. Mascari. Call for the vote: C. Sullivan-aye C. Shapiro-aye M. Mascari-aye K. Menard-aye The motion passed unanimously (4-0-0). ===PAGE 5=== Lunenburg Park Commission January 28, 2026 page of 55 UPCOMING MEETING DATES The Commission will meet on February 3, 2026, and February 25, 2026. She explained that the agenda listed topics that may be discussed, but not all items may be addressed, and other items not listed could be brought up as permitted by open meeting law. BOARD & PUBLIC COMMENT None. LUNENBURG SKATE PARK – DISCUSSION WITH SKATE PARK GROUP AND LEGAL COUNSEL(S) ON SKATE PARK CONSTRUCTION AND LEGAL DOCUMENTS Anthony Caiozzo and Griffin Caiozzo stated that they are on the Lunenburg Skate Park Board of Directors. Steve Powell and Greg Roy stated that they are assisting with the Lunenburg Skate Park Efforts. Thomas Bodkin stated that he is the legal counsel for the Lunenburg Skate Park Board of Directors. Town Manager Jennifer Warren-Dyment, Select Board Chair Caesar Nuzzolo, Town Counsel Adam Costa, and Recreation Director Christopher Ruth introduced themselves. K. Menard provided an update as to why the meeting is occurring. K. Menard stated that there needs to be a final price so that the Lunenburg Skate Park Board Members have a number for bonding purposes. K. Menard stated that Lunenburg Skate Park is also proposing a new way to handle bonding for the project. ===PAGE 2=== Lunenburg Park Commission February 3, 2026 page of 42 K. Menard stated that she provided a document yesterday from Dillis and Roy. K. Menard stated that this project is not a Town project, and it is being done by a private entity on public land. K. Menard asked if the final project price provided by Dillis & Roy, if it was completed outside of the private sector, as $1.14 Million. G. Roy stated that $1,143,705.60 is the estimate if it is completed within public sector regulations and procurement laws. K. Menard stated that within the documents provided to the Commission, the subtotal is $914,964.48 with a mobilization/demobilization price of 5%, and engineering services during bidding, construction, and administration price of 10%, and a contingency of 10%. J. Warren-Dyment stated that evaluating the bond has been difficult because the project is not something that the Town has been working with the design team on. J. Warren-Dyment stated that the Town does not have consultants advising the Town on this project because the Town can’t have that level of involvement, because it is not a Town project. J. Warren-Dyment stated that she researched other projects recently done by municipalities. J. Warren-Dyment stated that the estimated $1.5 million bond that the Town proposed was sufficient. J. Warren-Dyment stated that the DPW Director and the Recreation Director did not believe that the estimates made by the Lunenburg Skate Park Board of Directors were reasonable. C. Ruth agreed with J. Warren-Dyment and stated that the proposed Town estimate of $1.5 million is more reasonable. C. Ruth noted that if the project had to be taken over by the Town, it might incur additional costs. J. Warren-Dyment stated that the Town does not have a true estimate because the Town does not have a design team working on this project. G. Roy stated he is providing pro-bono work on behalf of the Skate Park Board of Directors and is providing a typical analysis of this type of work. A. Costa stated that this decision is based on the Park Commission’s discretion and is not that different from a private subdivision project. A. Costa stated that the Town would need to step in to complete the infrastructure project. A. Costa stated that the Commission has a fiduciary duty to ensure that it is comfortable with the data that is being received and that it’s going to be relying upon and determining the amount of the bond that it’ll demand. J. Warren-Dyment reiterated that the Town does not have consultants for this project because the Town cannot have that level of involvement. A. Costa agreed and stated that the Town cannot dictate parameters of the project at issue and cannot inextricably intertwine itself with the day-to-day construction of this project. A. Costa stated that if the Commission has funds to engage a third-party consultant to review the Dillis & Roy estimate and the sources of information that he’s relying upon in issuing the estimate, the consultant can simply advise the Park Commission whether the estimate is high, low, or appropriate. K. Menard asked C. Ruth if the Park Commission has funds for this review. C. Ruth stated that he could find the funds needed within the revolving account; he estimated that this would cost roughly $3,000. M. Mascari noted that, besides the monetary cost, there is the cost of valuable time to this project. M. Mascari stated that this project's development is different from other projects. M. Mascari stated that the ===PAGE 3=== Lunenburg Park Commission February 3, 2026 page of 43 people involved with this project have been committed over the years, and she believes they are acting in good faith. C. Shapiro stated that she believes in the good intentions of the estimate from Dillis and Roy. C. Shapiro stated that, from her experience working on other boards and commissions in the Town, it's important that due diligence be conducted for a project. C. Shapiro stated that she believes the Commission should ensure that there is minimal liability to the Town. C. Sullivan stated that he is concerned about whether the Commission has the funds to conduct the review. C. Sullivan stated that he has faith and trust in the group that is putting forward the project. K. Menard stated that there are funds available for review if the Commission decides. G. Roy stated that he does not disagree with A. Costa’s review of the issue. G. Roy stated that reviews are common. G. Roy stated that some municipalities review the estimates internally. C. Ruth stated that the project is private, not a Town project. G. Roy described how the project developer asks that some of the bond be released once a portion of the project is complete. A. Costa stated that he doesn’t necessarily agree with G. Roy’s perspective from a subdivision example and standpoint. A. Costa stated that within the context of the Skate Park project, the contract states that the full surety shall remain in effect for the duration of the project and for a period of 12 months following the completion of the project. A. Costa stated that the surety includes construction and a full year of operation of the Skate Park. J. Warren-Dyment stated that if the Town acquires project responsibility partially through construction, and the rest of the project goes out to bid, she stated that it could have a real impact on what bids we receive back. J. Warren-Dyment acknowledged her concern. K. Menard stated that she echoes the concern of J. Warren-Dyment. K. Menard described a project 20 years ago to complete the turf field at the High School. K. Menard stated that the project was initiated by well-intentioned volunteers who could not come up with the funds fast enough to complete the project. K. Menard stated that in that situation, the Town Meeting allocated funds to complete the project. K. Menard stated that the Town’s financial outlook is very different from 20 years ago, and she is concerned that the project may not be funded. K. Menard stated that she would consider an independent review of the estimate. M. Mascari stated that she would be comfortable with a peer review that may delay the project for four weeks. C. Shapiro stated that she agrees with M. Mascari. C. Sullivan stated that he agrees with the other Commission members. C. Sullivan stated that this is not a reflection of the work done by the volunteers who are organizing the project. C. Sullivan moved to request that the Facilities Director obtain a peer review of the project with an allocation of $6,000. Seconded by C. Shapiro. Call for the vote: C. Sullivan-aye, C. Shapiro-aye, M. Mascari-aye, K. Menard-aye. The motion passed unanimously (4-0-0). G. Roy stated that Skate Park organizers proposed to establish a cash escrow account to cover whatever is decided. G. Roy stated that the Skate Park Board of Directors has tried for six months to get a bond ===PAGE 4=== Lunenburg Park Commission February 3, 2026 page of 44 from an insurance provider. G. Roy stated that no security insurance provider is interested in insuring the project due to the overall amount of money. G. Roy stated that there is an option to have a tri-party agreement, which has a mortgage agreement with a bank where the Town is a third-party to that agreement and could exercise funds in that manner. G. Roy stated that resident who would like to help would like to remain anonymous. K. Menard asked A. Costa, what his thoughts are regarding this proposal. A. Costa stated that, in terms of whether that amounts to an amendment of the contract or the reissuance of the contract with amended terms, the Commission considers holding an executive session. A. Costa agrees with G. Roy regarding the types of sureties that are available in circumstances like these. A. Costa noted that non-profit organizations sometimes have difficulties in finding an insurer, especially if the non-profit is established for the sole purpose of developing a project. A. Costa described the escrow option. A. Costa stated that he has no issue with any of the sureties that have been described. G. Roy described the current terms of the contract and the right of entry agreement that were negotiated. G. Roy stated that if bond funds come from an individual, the organizers of the project would prefer not to have significant funds being tied up for the duration of the construction and 12 months of operation. G. Roy stated that he proposes that the Commission and the organizers renegotiate the right of entry agreement. A. Costa described the current terms of the contract and the right of entry agreement that were negotiated. A. Caiozzo reiterated the complexity of the project and the significant hurdles that keep occurring. A. Caiozzo asked for assurances that additional issues would not keep arising. K. Menard stated that the Town Manager, Town Counsel, and she are working to make sure that there is continued momentum for the project. S. Powell stated that he is proud of the efforts of the individuals who have organized this project for years. S. Powell stated that the efforts of the children involved in the project have been inspirational. S. Powell described the issues with the High School turf project and the entities involved. ADJOURNMENT C. Shapiro moved to adjourn. Seconded by C. Sullivan. Call for the vote: C. Sullivan-aye, C. Shapiro- aye, M. Mascari-aye, K. Menard-aye. The motion passed unanimously (4-0-0). K. Menard stated that, due to there not being a Recreation Director and other competing priorities, she told the LBA that there would not be the capacity to assist closely with the event. K. Menard stated that if the balanced budget is approved, meaning both overrides are not passed, the Recreation Director position is eliminated, and the Town Beach salary line item will decrease, and there would be no Town funds available to open the Town Beach in 2027. K. Menard stated that the Tier 1 Override, if approved, would keep the Recreation Director as a part-time employee and would increase the town beach salary line item and add funds for recreational programming. K. Menard stated that the Tier 2 Override, if approved, would fund the Recreation Director as a full-time employee, and the same town beach salary line item as Tier 1. C. Shapiro asked if the new Recreation Director is aware of the override and budget challenges. K. Menard stated that the current scoreboard at Marshall Park 90’ Diamond was installed at least 25 years ago. K. Menard stated that the scoreboard is a memorial for Dave Rogers and Karen Rogers’ son Jason, who passed away in 2010. ===PAGE 2=== Edward Goss stated the replacement scoreboard will be installed in the same location but will be a bit taller. E. Goss that there will be a new plaque on it for the memorial. K. Menard asked who the group is involved with organizing this. E. Menard stated that she spoke directly to Dave Rogers and Karen Rogers. K. Menard stated that Dave Rogers and Karen Rogers are pleased with the proposal; however, they are concerned with the placement of the plaque. K. Menard stated that currently, the brace that is holding the plaque is smaller than the plaque, making it more easily removed or vandalized. K. Menard stated that Dave and Karen Rogers would like the brace to be the same size as the plaque, which would make it more difficult to remove. K. Menard stated that a double brace could be better, too. C. Sullivan stated that he is pleased with the proposal. K. Menard stated that the scoreboard will not be a physical scoreboard but an electronic one powered by an extension cord, since there is no outlet at the scoreboard. C. Sulivan moved to approve the Marshall Park 90’ Diamond Score Board proposal and replacement with the agreement that the score board brace encompasses the length and height of the memorial plaque. Seconded by T. O’Dall. Call for the vote: C. Sullivan-aye, K. Menard-aye, D. Burns-aye, T. O’Dall-aye. The motion passed unanimously (4-0-0). FACILITIES DIRECTOR UPDATE K. Menard stated that C. Ruth removed three trees at Marshall Park due to safety concerns. RECREATION DIRECTOR UPDATE K. Deveau stated that the Commission received a field request form from the Central Massachusetts Baseball 13-16 League for the Marshall Park 90’ Diamond for less than a month. K. Deveau stated that the requester asked for a discount since it is a short season and they only have 11 players. K. Menard stated that they applied for the seasonal residential rate, which is $20 per player for 11 players. K. Menard called C. Ruth to ask for clarification as to what group the request came from. K. Menard stated that it is a Babe Ruth League that begins tomorrow, May 28, 2026. C. Sullivan stated that it is a slippery slope to discount the rate. T. O’Dall agreed with C. Sullivan. T. O’Dall stated that the fee schedule is very reasonable. K. Menard stated that K. Deveau will reach out to the requester to deny the request for a discounted seasonal rate. K. Menard requested that the contract be sent to T. O’Dall. K. Deveau stated that she put together policies for Credit Refunds, Cancellations, Inclusion Philosophy, Inclement Weather, Resident versus Non-Resident, and Program Behavior Policy. K. Menard stated that if C. Ruth has reviewed these policies, they fall under the day-to-day business of the Recreation Director, which does not have to be reviewed by the Commission. K. Menard stated that there should be language regarding the differences between a School IEP and the Town’s policies regarding one-on-one aides. K. Menard stated that the ADA grievance process and public records request are important to understand, and that it involves the Town Manager. K. Deveau stated that she has not heard back from the School District regarding the use of their fields for the Soccer Camp and Multi-Sport Camp. K. Deveau stated that she talked to the Library regarding using their space for the Kids Test Kitchen program. ===PAGE 3=== K. Deveau stated that she is drafting a volunteer handbook. K. Deveau stated that she has summer event ideas, primarily at the Town Beach and the Ritter Field, but that is dependent on volunteers. D. Burns stated that he is a professional pirate on the weekends and is happy to assist. RECREATION DEPARTMENT MISSION STATEMENT (VOTE ANTICIPATED) K. Deveau stated that she drafted three different mission statements for the Recreation Department. First Option: To provide recreational opportunities through programs and events that are fun, safe, and affordable while bringing families and neighbors together, creating lasting memories. Second Option: Create a welcoming environment by providing recreational opportunities where individuals connect, learn, play, and grow. Third Option: To enrich the quality of life for our community by providing a variety of programs, events, and services to promote healthy wellness, learning, and having fun. C. Sullivan stated that the first option, with the term “affordable,” could be perceived differently by everyone. C. Sullivan stated that he likes option three. T. O’Dall stated that she drafted a policy for Arlington Recreation. T. O’Dall stated that she drafted a different mission statement: The Lunenburg Recreation Department offers safe, high-quality, and affordable programs for community members of all ages and abilities. D. Burns stated that for the first option, he would remove “affordable” with “accessible”. D. Burns stated that he would remove the last three words, “creation lasting memories,” because it is too superfluous. K. Menard stated that she re-wrote option two: To foster a welcoming and inclusive community providing recreational opportunities that encourage connection, learning, play, and personal growth for individuals of all ages. K. Deveau stated that she is concerned with the terms “all ages” and “all abilities,” and she focused on the community aspects of the mission of the Recreation Department. T. O’Dall stated that other municipalities have recreation departments that focus on other ages. T. O’Dall stated that the Lunenburg Recreation Department has an emphasis on youth programs. K. Menard stated that the mission statement should include language that signals that programming is for everyone. T. O’Dall likes the term events. C. Sullivan likes the terms “health” and/or “wellness”. D. Burns stated he likes the term “accessible”. K. Menard stated that K. Deveau can take the Commission’s comments and redraft a mission statement for the next meeting. DISCUSSION ON FUNDING RECREATION DIRECTOR THROUGH REVOLVING ACCOUNT (VOTE ANTICIPATED) K. Menard stated that the part-time Recreation Director position came into existence in 2019 and has had multiple directors K. Menard stated that this would assist in making the Town Beach self-sustaining and self-funded. K. Menard noted that there are enough funds available for FY27, but presently, since an override did not pass, there are no funds allocated for FY28. K. Menard stated that after speaking with the Town Manager, K. Menard drafted the following for a one-year trial recreation director funding model: The Recreation Director position would be funded on a one-year trial basis through the Parks Revolving Account. The primary objective during this trial period is to expand and strengthen revenue-generating recreation programming with the long-term goal of moving the Recreation Department toward a more self-sustaining operating model. We’d request that ===PAGE 4=== the Recreation Director develop, implement, and oversee an income-generating recreation program for youth, adults, families, and seniors. Identify new recreation opportunities that can operate at a net positive and expand marketing and communication efforts to increase registration and public awareness. Then come the Spring of 2027, the Parks Commission would review the financial performance of the programming, progress towards self-sustaining operations, and the net financial impact to the revolving account. K. Menard stated that this is a significant gamble for the Commission to self-fund the Recreation Director position. K. Menard stated that it should be made clear to the School Committee, School Administration, and Town staff that they need to be responsive to the Commission’s requests, because of the need to reserve space quickly and efficiently to make sure this plan works. D. Burns asked how much money would be needed to self-fund the part-time position. K. Menard stated that it would be roughly $31,000. K. Menard stated that there was roughly $20,000 generated this past year, based on the Town Beach passes, swimming lessons, and some recreation camps. T. O’Dall stated that there needs to be a strategic business plan to be included in the funding model, which would include listing examples of activities and some new opportunities to generate positive revenue. T. O’Dall stated that there shouldn’t be a bottleneck for reserving space for programming. T. O’Dall stated that there should be an effort to utilize the free space that the Park Commission oversees. Menard stated that she recognizes that this is a gamble and could fail. K. Menard stated that there are enough funds in the revolving account to take the risk. K. Menard moved to appropriate up to $31,000 from the Park Commission Revolving Account to fully fund the salary of the part-time recreation director position for the FY2027 on a one-time trial basis. The purpose of this trial is to evaluate whether the position can become self-supporting through recreation programming revenue under its current operational structure. The recreation director will provide a one-year detailed strategic plan with periodic financial reporting. Seconded by D. Burns. Call for the vote: C. Sullivan-aye, K. Menard-aye, D. Burns- aye, T.
